by and between the GREATER ORLANDO AVIATION AUTHORITY ("Authority") , and RICONDO & ASSOCIATES, INC. ("Consultant') .
WITNESS ETH:
WHEREAS, by Agreement dated January 8, 2021, Authority and Consultant entered into an agreement for Consultant to provide General Consulting services ; and
WHEREAS, under the Agreement , Consultant agreed to perform such additional services for the Authority as are contained in any additional scope of work established by the Authority in any addendum to the Agreement and accepted in writing by the Consultant; and
WHEREAS , the Authority and the Consultant desire to enter into this Addendum to the Agreement to provide for additional services to be rendered by the Consultant under the terms of said Agreement.
NOW, THEREFORE, in consideration of the premises and the mutual covenants herein contained, the Authority and the Consultant do hereby agree as follows :
1 . Consultant shall perform additional services in accordance with the terms of the Agreement and the attached Exhibit "A. " Consultant shall be paid for such additional services according to the payment terms set forth in the Agreement.
2. Consultant shall be compensated for such additional services in the NOT TO EXCEED amount of ONE HUNDRED SIXTY-NINE THOUSAND FIVE HUNDRED SEVENTY AND NO/100 DOLLARS ($169,570.00), broken down as follows :

3. A. Consultant hereby certifies that it is not on the Scrutinized Companies that Boycott Israel List and is not engaged in a boycott of Israel, as defined in Florida Statutes § 287 .135, as amended;

In the event the Agreement is for One Million Dollars ($1,000,000.00) or more, Authority may terminate this Agreement for cause and without the opportunity to cure if the Consultant is found to have submitted a false certification or has been placed on the Scrutinized Companies with Activities in Sudan List or the Scrutinized Companies with Activities in the Iran Petroleum Energy Sector List or is engaged in business operations in Cuba or Syria.
5. Except as expressly modified in this Addendum, the Agreement dated January 8, 2021 and all prior addenda will remain in full force and effect .

Consultant's proposal , dated July 21, 2021, is to provide Engineering Support and Construction Oversight consulting services for the period from October 1, 2021 to September 30, 2022. The services to be provided by SchenkelShultz will include on-site staff providing project management, code analysis, project specifications, project design and cost estimate reviews, coordination and review of construction programs, coordination and review of design projects, construction administration support services, and other related services.
If approved, these services would be effective October 1 , 2021 .
The MWBE/LDB participation has been reviewed by the Office of Small Business Development. Their findings and recommendation are attached.

ON SITE DESIGN CRITERIA & CONSTRUCTION OVERSIGHT CONSUL TING SERVICES
GOAA Engineering and Construction has requested Ricondo & Associates/Sc henkel & Shultz extend the On Site Engineering Support & Construction Oversight Consulting Services as a continuation of the same type and level of professional services through September 30, 2022. These services include full time, on-site SCHENKELSHULTZ Senior Prnject Manager, Rita G. Watson .
These services will continue to consist of:
o Project Start-ups
o Fee Negotiations with consultants
o Verify design approach and execution with the des ign direction approved by the Authority , to continue to work with Authority and the Architect/Engineer or record in refining any design issues identified during the design.
o Design Reviews
o Des ign Criteria Packages
o Cost Estimate Reviews
o Coordination with Maintenance on project scope definition and planning.
o Coordination of cost estimates based on developed project scopes.
o Coordination and review or construction programs .

PROFESSIONAL FEES
SCHENKELSHUL TZ proposes a Not to Exceed Fee of $169,570.00 for this scope of work. Proposed fee is calculated on an approved hourly rate basis of $155/hour at 34 hours/month from October I, 2021 until April 30, 2022 and 40 hours/week from May 1, 2022 until September 30, 2022 for Ms. Watson.

Chairman Ruohomaki noted that these services are for core institutional knowledge in support of the Engineering and Construction Department , and that this is to shift the general consulting services from Schenkel & Shultz to Ricondo & Associates , Inc .

Ms . Sharman asked if these two individuals are with Schenkel & Shultz. Chairman Ruohomaki answered that one is with Schenkel & Shultz , whose efforts will be part time , and the other is with Spencer Consulting Services . Both have extensive institutional knowledge and are needed to continue the utility consulting support. Ms . Sharman noted that these individuals have been tremendously helpful in putting together the OUC public partnership to support the utility infrastructure in the South Terminal C and that it is imperative to have them onboard as the transaction is being closed .
