Need to develop a plan of action that responds to the needs of the GEF program while addressing the constraints

Need to address knowledge barrier – insufficient sharing of experiences , limited familiarity to GEF policies and procedures

Need to clarify institutional governance barrier – overlapping mandates

Need to resolve policy barrier - sectoral development framework and policies vis country poverty reduction strategies

• Need to enhance M&E system an database of GEF projects

• Strong need to link existing monitoring mechanisms of IAs/EAs with the monitoring of GEF-OFP

• Need to review and fully implement the criteria for prioritization of projects for funding
