GEF Project CycleThe GEF project cycle is a process involving many partners: countries, GEF Agencies, GEFSEC, GEF Council, and partners.

Other important partners perform behind the scene functions:

Trustee sets aside funds for projects, commits funds and transfer funds;

Scientific and Technical Advisory Panel (STAP) screens projects and provides scientific guidance for the project or program;

Evaluation Office evaluates completed projects and selected themes and undertakes annual performance reviews;

Convention secretariats provide guidance and comments on projects.

Service Standards

The GEFSEC has set a 10-working day service standard for responding to proposals submitted by the GEF Agencies.

The GEFSEC expects the GEF Agencies to respond to the Secretariat within 10 working days after the receipt of a review sheet

One Review Policy: requires the Secretariat program managers to provide comprehensive and succinct comments when sending a review sheet to the Agencies the first time, and to avoid bringing up new questions subsequently.
