Problems AnalysisPatrilineal culture ; on planning process usually mendominated as decision maker, instead of women moreactive on implementation.Lack of gender sensitive regulation; no regulation thatmanaged gender sensitive decision making. Existingnormative regulation is implemented by some programs byinternational funding for gender balance, that minimumattendance women ratio is 30%.Lack of coordination among stakeholders impact
individualistic in water/ sanitation management.

Government support Corporate Social Responsibility (CSR) for environmentally financing/ polluters payment.
Government support to replicate & disseminate of success pilotproject for Community Based water/ sanitation/ solid wastemanagement (Sanimas, WSLIC)
Government replicate and giving reward for Community Based SolidWaste Management practices (exp; Kelompok Sukunan Bersemi &Kelompok Bumi Lestari in Yogyakarta). Usually the group startingwith women group.
