The TSB received a notification from Panama providing information under Article 2:1 of the MFA. The information relates to measures taken by Panama to administer bilateral export arrangements it maintains with the United States.

1 ) ACUERDOS BILATERALES
1.1. Memorandum de Entendimiento entre el Gobierno de la Repûblica de Panama y el Gobierno de los Esta-dos Unidos de America, suscrito por ambos g obier-nos el 6 de noviembre de 1991, concerniente a la exportaciôn de textiles y productos textiles pa-namenos a los Estados Unidos por medio del cual se establecen los nivelés de cuota para las Categorîas 347/348 (pantalones largos y cortos 100% algodôn), en base a Nivelés de Consultas Designadas (DCL) y Nivelés de Acceso Garantizados (GAL).

Memorandum de Entendimiento entre el Gobierno de la Repûblica de Panama y el Gobierno de los Esta-dos Unidos de America, suscrito por ambos gobier-nos el 31 de enero de 1992, concerniente a la exportaciôn de Textiles.-y Productos Textiles pa-namenos a los Estados Unidos por medio del cual se establece, para las Categorîas 347/348 un nuevo Nivel de Consulta Designada (DCL), nivel que sera reemplazado a partir del 1 de abril de 1992, por un Limite Especïfico (SL). 2) MEDIDAS Y RESTRICCIONES NO ARANCELARIAS PARA LA EXPORTACION Y REEXPORTACION AL MERCADO DE ESTADOS UNIDOS DE AMERICA DE TEXTILES Y ROPA HECHA Y/0 PROCEDENTE DE PANAMA.
SOBRE LOS PROCEDIMIENTOS Y LICENCIAS DE EXPORTACION:
2.1. Decreto de Gabinete 22 del 21 de noviembre de 1989 que establece que toda exportaciôn o reexportâciôn de productos textiles a los Estados Unidos de America, incluso las que realicen desde la Zona Libre de Colon a otras Zonas Francas, estarân sujetas a la obtenciôn de una licencia de exportaciôn.
2.2. Resoluciôn^No.704-04-216 de 29 de julio de 1991 de la Direcciôn General de Aduanas por medio de la cual se reglamenta la expediciôn de la licencia de exportaciôn de productos textiles hacia los Estados Unidos de America.
Corresponde al Ministerio de Comercio e Industrias a través de la Direcciôn General de Industrias:
La asignaciôn y administraciôn de la cuota.
Verificaciôn de la entrada de materias primas.
Anuencia para obtener una Visa de Exportaciôn
Revision y verificaciôn de los traspasos o ventas de materias primas, envases o empaques de una Instria manufacturera a otra.
Corresponde al Instituto Panameno de Comercio Erterior, través de la Ventanilla Unica, la revision, visado y norm; lizaciôn de toda la documentaciôn de exportaciôn.

CLOTHING OF THE REPUBLIC OF PANAMA
Bilateral Agreements
1.1. Memorandum of Understanding between the Government of the Republic of Panama and the Government of the United States of America, signed by the two Governments on 6 November 1991, concerning exports of Panamanian textiles and textile products to the United States, establishing quota levels for categories 347/348 (100-per-cent cotton trousers, slacks and shorts), on the basis of Designated Consultation Levels (DCL) and Guaranteed Access Levels (GAL).
1.2 Memorandum of Understanding between the Government of the Republic of Panama and the Government of the United States of America, signed by the two Governments on 31 January 1992, concerning exports of Panamanian textiles and textile products to the United States, establishing, for categories 347/348, a new Designated Consultation Level (DCL), which will be replaced as from 1 April 1992 by a Specific Limit (SL). The Guaranteed Access Level (GAL) granted in the Memorandum of Understanding of 6 November 1991 is maintained.
1.3. Administrative Agreement between the Government of the Republic of Panama and the Government of the United States of America on visa arrangements concerning exports of Panamanian textiles and textile products to the United States.
Non-tariff restrictions and measures concerning exports and re-exports to the United States market of textiles and clothing made in and/or coining from Panama
With regard to export procedures and licences:
2.1 Cabinet Order 22 of 21 November 1989 establishing that all exports or re-exports of textile products to the United States of America, including those made from the Colon free zone to other free zones, will be subject to the attention of an export licence.
2.2 Resolution No. 704/04/216 of 29 July 1991 of the Directorate-General of Customs establishing regulations governing the issue of export licences for textile products to the United States of America.

The Ministry of Trade and Industry, through the Directorate-General of Industry, is responsible for:
allocation and administration of quotas;
checking entry of raw materials;
consent for obtention of export visas;
inspection and checking of transfers or sales of raw materials, containers or packagings by one manufacturing industry to another.
The Panamanian Foreign Trade Institute, through its Single Window, is responsible for inspecting, approving and standardizing all export documentation.
