GENERAL INSTRUCTIONS AND INFORMATION
Keep in mind that we, the carrier, are responsible to allindustries, on line or off line to move their product in the ~ost
safe, efficient and cheapest manner possible. Through the teamwork of the Operating and Non-Operating Departments, we will main-tain an efficient operation. .
Representing the Non-Operating Department, the importance otaccurate I.D.P. reporting and record keeping is a necessaryreqUireme.nt. The following will be of some assistance in accomplishing our goal.
The General Regulations and Safety Rules, reissued effectiveJune 1, 1967, govern "YOU" while employed with the Chicago AndNorth Western Transportation Company. We are all required to befamiliar with these rules in protecting our own safety and regulating our behavior as an employee of the C. & N. W. Trans. Co.
While in yards, checking trains or carding cars, be carefulof moving cars. Look in both directions before crossing tr~cks.
In preparing car cards the revenue or car movement waybillmust be reviewed in order to protect "weighing"" "stop offs" orother pertinent information. Be familiar with 'Specia.l Notes"or "Pre-arrival Notices". Do not contribute to irate customersor possible error moves from connecting lines.
Car cards must be stapled on box. car doors and. as near thecenter of gondolas, hoppers and flat cars, as possible. Duplicatecarding must be made out and affixed to a.ll cars moving in interchange to the C.M.St.P.&P. or Soo Line. Be certain cars movingas empty are absolutely empty prior to movement from the yard.Keep in mind the complete unloading program which requires industryto completely unload all received carloads. This includes alldunnage, blocking, banding, bracing, etc., but does not includegrain doors.
Carloads received "In Bond", i! billed to be relea.sed atMilwaukee, card Collector of Customs, Fifth Ward Team Track, andsend waybill to Freight Office. If billed to a Butler industry,car and waybill are to go to Butler. CarloadS billed to the"Order Of" or "Notify", card "l!Q!ill." vvi th the understanding thatthe car will be held in the serving yard for the industry. Thecar card must clearly state, "Order of industry" as well as"Notify industry". The contents of the car are not to be madeavailable to consignee until released by Agent's office. Keep inmind, the requirements of the carload movement or revenue waybillgovern•. When in doubt consult with the Chief Clerk on duty. VVhenunable to reach a decision on a particular carload, consult theAgent's office, unless after hours, then card the car HOm andrequest information, in writing, from the Freight Office.
In checking inbound and outbound trains, the car initial andnumber must be recorded and checked with that of the waybill.

NEVER change a car initial or number on a waybi;I.l unless authoritythat bas been properly documented is received from the Agent'soffice. Carloads that you are unable to properly and promptlyidentify are to be carded "HOLD" and Agent's office notified.
Car seals from both inbound and outbound trains are to beinspected. When a loaded box is found to be without car sealsa notation is to be made upon the manifest (wheel report). Youwill apply C.&N.W. car seals and record their application.
When in receipt of a car without a waybill, card the car"HOLD" and notify the Agent's office. The manifest (wheel report)is to be noted accordingly. Any cars loaded or empty arrivingthe Milwaukee or Butler Terminal without waybill or I.D.P. information, the car imtial and number and load or empty are to berecorded on the manifest, and must be included when transmittingthe I.D.P. deck on that particular train.
Turnover, reconsigning, or other instructions necessitatinga change in the original waybill are to be directed to the Agent'soffice where these requests will be properly documented, recordedand fulfilled.
Card "HOLD" all carloads consigned to indllatry, care o~ teamtrack delivery, unless a specific team track is named. Thiscarrier will not switch a carload to a connecting line team. trackunless the car movement or revenue waybill clearly statesC.M.St.P.&P. Dely. or Soo Line Dely.
Whenchecld.ng inbound and outbound trains always make 1t apoint to inspect for possible load shift or damage. When certainof either, the Yardmaster or Trainmaster is to be promptly noti.fiedand the necessary information forwarded to the Freight Claim Department in the Agent's office.
Clerical forces at Mitchell Yard will prepare a memo waybillon carloads received in reciprocal sntch for industry in theButler area. All information from interchange will be shown:Industry name, care o:f party, and address.
Every effort will be made to insure the efficient handlingand placement of all cars.

All perishable shi~ents billed for export through JonesIsland, oard - 5th Ward (Florida Street) Team Track. Waybillmust be sent to Foreman at Florida street.
Carloads received in interchange for industI'Y taldng teamtrack delivery. When accompanied with waybill and waybilldenotes specific team track or carding book denotes specificteam track, then card Direct. When without waybill, card HOLDand notify reconsigning clerk, Milwaukee Freight Office. ----
All oompany material is to be carded as billed. When thewaybill is not specific, the named consignee will be contactedfor the necessary placement information.
GRAIN
Car movement or revenue waybills transporting grain intothis terminal are to be inspected for the following notations:"WAIVE INSPECTION" or "SET DIRECT" ~ When either notation is onthe waybill, card direct to industry unless a "SPECIAL NOTE"from the reconsigning desk declares otherwise.
When the notations referred to above are not shown on thewaybill, the load will be considered "TRACK GRAIN" and is tobe carded to the Inspection Track.

WEIGHING INSTRUCTIONS
The necessity of furnishing an accurate track scale weightis a requirement necessary to the C&mV in assessing freightcharges for services rendered, in reducing freight claims, preventing the transporting of overloads and our responsibility inmaintaining good customer relations.
When a load arrives this terminal and the car movement orrevenue waybill requests railroad weights and no weights areshown on the waybill,tb.e load must be weighed. If the shipmentoriginated on a carrier other than the C&lf\V, the Rate Departmentin the Milwaukee Freight Office will assess a charge of $25.00against the origin carrier per A.A.R. Car Service Rule II. Keepin mind, the C&W~ must also pay $25.00 to the carrier performingthe weighing on carloa~s or empties originating from this terrnjnalthat require origin track scale weights and are forwarded withoutweighing, or someone fails to apply the sticker portion of thescale ticket to the outbound waybill.
Necessary steps to be taken in being assured that you aredoing your part in furnishing as accurate a scale weight aspossible.
Weighing On Automatic_Weigh In Motion Scales.
Upon receiving instructions from the Yardmaster that theywill be weighing cars, the scale is to be calibrated in order to
) insure accurate weights.
Cars that are carded WEIGH are normally switched to onetrack. A track check is taken prior to weighing at which time itis necessary to record car initial and number, the tare weight anddate, capacity, shipper or origin, commodity and outbound cardingor industry. This track check should reflect the direction takenin checking East to West or West to East. Should the yardmasterinstruot the switch foreman to weigh going East to West, the scaleticket information recorded from track check must be appliedaccordingly.
Should you experience an. "Ftf or an URn punched in the scaleticket, next to the punched in gross weight, the Yardmaster is tobe informed immediately requesting reweigh, at which time he willinstruot the switoh foreman to reweigh going in the oppositedirection, West to East. Prior to the second weigh, the clerkmust re-oalibrate the scale and promptly inform the Yardmasterwhen ready to weigh.
Proper care must be exercised in applying the correat carnumber and track check information to the proper scale ticket.
When experiencing problems with this scale, promptly notifythe Communioations Department. Recommended gap betw"een live railand dead rail is i inch.

WeiAAi;ne; At National Avenue or Fifth Ward Scales.
The live rails of the scale must be inspected, bearing inmind that the gaps between the live rail and the dead rail shouldnot be less than 1/4 inch or more than 3/4 inch. The scale platform must be kept clean. The beam of the scale, which recordsthe weight, must be balanced prior to ordering cars on the scaleand weighing.
The seale ticket must be complete in every detail, exercisingcare in entering car initiaJ. and number, tare weight and. capacity.When recording the gross weight be certain the handle is compressedsufficiently to clearly imprint upon the scala ticket. Troublewith this scale is to be promptly reported to the B. &B. Department at Butler.
The following are gross weights which the various capacitycars are limited to. (Gross weight is the combined weight of carand lading.) The stencilled load. limit on all cars must be usedin preference to the following: .

When an overload car has beendeterm1ned from either the leadlim!t of car or by using the above chart, the following willgovern: The load will be carded "HOLD". The load is not to beforwarded in C&NW line haul movement· or switch move.
The scale ticket is to be noted "OVERLOAD" and mailed to theWeight Desk in the Milwaukee freight office. Upon receiving thescale ticket marked "OVERLOAD" the Weight Clerk will contact theindustry responsible for the overload, determining-

INSTRUCTIONS ON INTERCHANGE
The proper - accurate documentation of car interchange witha connecting line is of utmost importance. In Milwaukee theC&NW has two (2) validated interchange connections involving thedocumentation of interchange as follows:
C&NW Mitchell Yard with the C.M.St.P.&P. or Soo Line via theC.M.St.P.&P. Airline Yard.
C~N with the C.&O. or G.T.W. at Jones Island.
Interchange documents through these validated interchangepoints will be numbered. All industry interchange will be madeas supplements to Mitchell Yard.
On the interchange of cars received or forwarded throughvalidated interchange points, the yard date-time stamp will beapplied to the back of each waybill, being certain the stampindicates the correct date and time the waybills are received.
In order to properly protect PER DIEM the following willgovern at Mitchell Yard~ .
When the C.M.St.P.&P. delivers, they must arrive by10:30 P.M. in order for the C.M.St.P.&P. switch to return withthe C&NW delivery to the Airline prior· to mid1U.ght. When theC.M.St.P.&P. does not arrive Mitchell Yard by 10:30 P.M., C&NWinterchange documents are to automatically reflect the interchange time of 11:59 P.M.
Switch foreman's transfer reports are of utmost importanceand are to be sent to the Milwa.ukee Freight Office, Car RecordDepartment with the interchange document.
Clerical forces at National Avenue will protect PER DIEMagainst the C.&O. and G.T.W. by obtaining actual delivery timefrom the Yardmaster or Switch Foreman. Receivedinterchangefrom the 0.&0. or G.T.W. depends on boat arrival.
I.D.P. manuals are to be reviewed for the proper way todocument interchange in applying "ROad to Road", ItRoadto Switch""Switch to Road" or "Switch to Switch" divider cards.
Be absolutely certain to furnish accurate information tothe receiving road on all cars interchanged. When accurate information is not furnished you are subjecting theC&NW topossible penalty charge which will be assessed from the receivingroad in accordance with Car Service Rule 7 or Car Hire Rule 14which are quoted in the back of each equipment guide.

RECIPROCAL SWI~CH SERVICE
Reciprocal switch service is a privilege granted by thecarrier to a particular industry, and only after an intensivestudy of the transportation requirements of that industry,entitling an industry to receive or forward carloads in interchange without the penalty of additional freight charges.
The following will govern the handling of carloads re- .ceived or forwarded in reciprocal switch within the MilwaukeeSwitching District.

Butler agency forces will, when routed G.T.W. Ferry,originate a Form 477, memo waybill, denoting origin, shipper,car initial and number, and direct car to Agent, G.T.W. Ferry,Milwaukee. PERISHABLE SHIPMENTSP •
Yard clerical forces will inspect and record, upon arrival,all shipments being transported in mechanical refrigerators.It is absolutely necessary to record temperature reading andfuel supply and whether or not diesel and refrigeration unit areoperating (running). Upon returning to the yard office thetemperature of the car must be compared with the requirementsnoted on the waybill. Should the waybill be noted M.P.S.,(Mechanical Protective Service) Rule 705, maintain zero ( 0degrees) and the temperature of the car reflects a temperatureabove zero, the team track foreman at Florida Street must bepromptly notified in order to protect the shipment. After hoursor on weekends when the team track foreman is not on duty, contactthe Agent or the Assistant Agent.
The inspection record of all cars moving under M.P.S.,(Mechanical Protective Service) must be telephoned or mailedin writing to the Team Track Foreman at Florida Street.
Perishables moving to industry in the Milwaukee SwitchingDistrict on theC.M.St.P.&P. or Soo Line, the carload is not tobe interchanged when M.P.S. requirements are not being met. Thecaris to be carded to the Rip track and the Team ~rack Foreman,Agent, or Assistant to the Agent promptly notified. In addition,each car transporting a perishable commodity should have anadequate fuel supply. Anytime a fuel gauge reflects less than75 gallons of fuel, the car is to be carded to the Rip Track andrefueled with at least 150 gallons of No. 1 fuel oil fromHometown.! Inc. Fuel delivery tickets are to be forwarded toFlorida street.
Perishable shipments received from the O.M.St.P.&P. - SooLine - 0&0 or GTW for industry in the Milwaukee SwitchingDistrict or for C&NW line haul beyond the City of Milwaukee.When the car reflects other than the requirements noted on thewaybill or interchange document, the delivering carrier willbe promptly notified and unless the delivering road requeststhe car be returned, the car will be carded to the Rip Trackand the delivering road notified as to the exact address andlocation of the defective car in order that they may completethe necessary repairs.
The Agent or the Assistant to the Agent are to be notifiedpromptly of defective mechanical refrigerators reoeived underload in interchange, as the carload may have to be promptlyreturned to the delivering carrier for load transfer.
The "Carrier's Protective Service" (Heater) season beginson November 15th and lasts through April 15th each year. Information on all inbound loads reCluiring uCarrier's ProtectiveService" (C.P.S.) or nShipper's Protective Service" (S.P.S.)is to be promptly furnished to the Team Traok Foreman atFlorida street, who in turn will arrange to protect the perishable shipment as required.

HANDLING OF EXPLOSIVES ~~D HAZARDOUS COMMODITIES
When forwarding a carload of explosives in a train or switchrun, C&NW Form 494 - "Notice Of Cars Containing Explosives" mustbe completed in four parts, to be distributed as follows:
One (1) each to the conductor and engineer. Staple one copy tothe face of the waybill and the final copy to the Car RecordDepartment, Milwaukee Freight Office. NOTE excerpt -- Handlingand Blocking Instructions from the Interstate Commerce Commissionon the back of Form 494.
Two posters of approximately 14 X 20 inches are posted ineach yard office and they are headed as follows:
Poster #1 Handling of Cars Placarded Explosives, DangerousPoisonous Gas, Dangerous Radioactive Material,Flammable Poisonous Gas, Dangerous Empty FlammablePoisonous Gas or Residue and Caution - ResiduePhosphorous.
Poster #2 Guide For Handling Explosives and Other DangerousArticles in T.O.F.C. Service.
Both posters dictate the absolute necessary requirementsfor the safe handling and placement of cars containing commoditiesof the referred to type in trains. In addition the proper notations that must appear on revenue or car movement waybill governing the movement of such commodities.

Waybills for loaded tank cars containing flammable gasplacarded "DANGEROUS" must carry the notations, "DOT ll2A'lor"DOT 114 An and must be handled in trains according to the reqUirements of Poster No.1. In addition clerical forces willprepare the required form (available in yard office) headed"Message", "NOTICE OF CARS CONTAIl-JI:NG FLAMMABLE COMPRESSED GASn.This form to be completed in four parts and distributed asfollows:
One copy each to conductor and engineer.Staple one copy to the face of the waybill.Final copy to the Car Record Department, Milwaukee
