CULTURAL SERVICES: Moving Picture Night The first Moving Picture Night for 2021 took place at Norman Park in Gordonvale on Saturday 9 October. Approximately 350 people attended the event to see Raya and the Last Dragon and to enjoy some local live music. Councillor Brett Moller was present for the welcome speech for what turned out to be a fun night out for families and friends in the area. Arts Unlimited Forum On Wednesday 27 October Cultural Services delivered Arts Unlimited Arts and Disability Forum. The forum featured local speakers Doug Robin, creatives from ARC Disability Services as well as Dina Bassile and Zack Alcott from Get Skilled Access, Dylan Alcott’s Access and Inclusion consulting organisation. It is hoped that the forum will initiate conversations and spark real change to improve inclusion within the Arts and Cultural sector in the region. Cairns Gallery Precinct Project Update The Cairns Gallery Precinct PCG continue to meet on a monthly basis. Recent milestones include; Mulgrave Shire Restoration - Detailed Design (Architect Lead Consultant) - Tenders closed and assessment underway 51 Esplanade “L Shape” Building Demolition – Tenders issued to five (5) local demolition contractors - Tender Close 8 November Funding Deed Regional Recovery Partnerships Program completed A half day design workshop with the Councillors is planned for Friday 03 December 2021 and will revisit some of the key work done to date as well as the requirements detailed as part of the current project funding allocation. Additionally, the workshop will provide an opportunity to confirm what the key design principles informing the next stage of works will be.

Visitation Statistics The July to September visitation number for both Cultural Services and Community Development are looking healthy. August, September and October are traditionally high event months in the community social calendar. CPAC Virtual CIAF at CPAC Studio In quick response to a request from Cairns Indigenous Art Fair to install a virtual exhibition for CIAF 2021, Cultural Services gallery team spent six days in CPAC Studio installing and de-installing four exhibitors’ booths per day. Each day the displays were photographed and will be launched as a virtual exhibition on-line in November. This innovative response to COVID travel restrictions was implemented for the first-time last year at the Tanks Arts Centre. Animal Farm Brisbane based theatre company, Shake and Stir presented another of their popular and highly crafted works for families and young creatives in Cairns Performing Arts Centre Studio, two almost sold out shows, Wednesday 27 October. This is a great win for touring theatre in our region, providing much needed content for our audiences who have proved to us that they love the arts with theatre well and truly on the menu. Court House Opera Qld and Nikki Doll Collaboration On Saturday 02 October over 250 of our local community engaged in a free and fabulous music collaboration under the stars, on the lawns of The Court House with three members of Opera Queensland and local Jazz artist, Nikki Doll. Nikki was inspired and pushed as an artist, as her eclectic and artful repertoires morphed as she stepped into the world of Opera Queensland and on to The Court House lawn. After only two rehearsals between them, a whole new range of music was devised and presented at this special event, which featured the unique and then solo sets by Nikki and Opera Queensland, allowing networks and future career pathways to expand for both companies. Mermaid ‘ZELOH’ At the end of 2020 an all but forgotten ghost net was pulled out from underneath the Akay Koo Oila Women’s Art Centre and cleaned of weeds, dried mangoes and a couple of snake skins (signs of a symbolic rebirth). Inspired by bowls sold at the Art Centre, an idea of colourful mermaid scales was bantered around until the vision gelled, and in 2021 production on a large-scale mermaid commenced in earnest. Kailang Hudson (who made 90% of the scales), Sheryl Pamulkan, and Estelle Yunkaporta bound the net. Collaborating with them as Cape York Employment activity supervisors, were Darren Blackman, who built the structure, and Elizabeth Hunter, who sewed the bound strips together, creating the mermaid’s skin. On the Lawn Music Sessions The Out on the Lawn music series presents a strong diversity of genre and cultural background leaving our audiences hungry for more discovery, while our State’s developing contemporary music artists have the opportunity to be the best that they can be while developing new audiences. The series began on Saturday 30 October and

featured Brisbane artists Elko Fields, our own award winning Amber Farnan, and blues man Eli Birchall. Tanks Minecraft School Holiday Workshops 24 students worked together to build the Tanks Arts Centre and the Botanic Gardens Visitor Centre during 2-day workshops over the September school holidays. Students used the architect’s drawings and site plans as well as using tape measures to build as close to scale as possible. Students then created their own mini games inside each tank. Grassroots shows – Mau Power, Jazz, Ironing Maidens, Greta Stanley and Eddie Skiba (Sept, Oct, Nov, Dec) Local music will take to the stage at Tanks Arts Centre until December 2022, and our artists are set to shine, releasing work they have been making throughout COVID-19 and relish in the highly professional surrounds of production that the Tanks Arts Centre is known for across the world. The last few weeks have seen on average 200 pax in attendance for a local single release by the Ironing Maidens who’s live electronic experience is innovative and exciting, using pieces of everyday household items to create a soundscape which you can’t help but dance to, a Jazz night lead by local music aficionado Mike Rivett who brought together a cast of the best Jazz musicians north of Brisbane, an album launch by local Cairns household name Eddie Skiba who was able to play the album launch show he’s always dreamed of, featuring strings and a horn section, and hip hop artist from Torres Strait, will be bringing the house down with an array of local artistry and his unique brand of rap, first to professionally come out of The Straits. Cairns Food and Wine Festival – Saturday 9 October The inaugural Cairns Food and Wine Festival delivered by local entrepreneurs, Nathan Lee Long, Danny Sale and Lewis Underwoods saw in excess of 1,700 pax attend Munro Martin Parklands, take in a range of local food experiences, boutique wines and local artists on the main stage. Flame 2022 Mentorship and Exhibition In October 19 aspiring visual arts mentees attended a ‘Meet Your Mentor’ session accepting a mentorship with five professional artists from the Cairns region. The mentorship is offered to promising young artists following the senior high schools annual Energy Exhibition. Mentee and mentor groups met in Tank 4 for the first time to discuss the amazing opportunity which will culminate in an exhibition of new works in alignment with International Women’s Day March 2022. The FLAME exhibition and mentoring project engages young women completing their senior year of high school in a mentorship after they leave school and aims to provide opportunities and a network for young artists to maintain an arts practice within their region. LIBRARIES: Tech Savvy Seniors and Deadly Digital Communities Program Summary 2021 Cairns Libraries have wrapped up the 2021 Tech Savvy Senior and Deadly Digital Community grant programs, funded by State Library Queensland. Twenty-nine free technology classes were run in partnership with local company Intelliteq in library

branches and community venues between April and September. The programs engaged 161 participants with attendance at Edmonton and Manunda branches most popular. Community Storytime at the Fun-eFarm Cairns families were invited to the Fun-eFarm for a special First 5 Forever Storytime event on Friday 1 October. Approximately 450 adults and children enjoyed meeting a range of farm animals and participating in early and family literacy activities including story time, a story walk, library activity packs to take home and the opportunity to join the library (free). This event was very popular, and a great day had by all. Get Ready Week at Cairns Libraries with Disaster Management To assist our community to prepare for Cyclone Season, Council’s Local Disaster Coordinator provided interactive, educational community talks in library branches on 11, 13 and 15 October. Sessions included an overview of CRC Disaster Dashboard, animal care for Seniors video, and display of a Cyclone kit. Cyclone Ready story times were delivered 12 and 14 October at Smithfield and Earlville libraries for children by the First 5 Forever team and Catriona, also from Disaster Management. The title Birdie and the Cyclone was read with puppets, and children were introduced to what is kept in a Cyclone kit. COMMUNITY SERVICES: Pride Festival Rainbow Crossing Installed The Queensland Aids Council Inc., also known as the Queensland Council for LGBTI Health delivered the Cairns Pride Festival, hosting a range of events across the region to celebrate the diversity of members in the community, showcasing their talent and celebrating who they are in a safe and welcoming environment. The 2021 festival program included:

• The rainbow crossing which is a highly visible symbol of support for the LGBTIQ+ community and is a key component of the Cairns Pride Festival. Residents and visitors alike can pose for a photo on the colourful crossing, which was installed in the new dining precinct from 8 to 23 October 2021.

• The free art exhibition, held at the Tanks, displayed art created by LGBTIQ+, Sistergirl and Brotherboy artists from 15 to 24 October 2021. The exhibition also included a launch event featuring entertainment and guest speakers.

• The Fair Day on 17 October 2021, also held at Tanks, featured market stalls, live entertainment and a fashion show.

Council supported this event to the value of $18,139. Last Tanks Markets for 2021 The final Tanks Market Day for 2021 was held on Sunday 31 October. Approximately 80 stalls showcased their wares alongside local buskers including duo Ally Row, Fingerprint and Uncle Louie, our resident local puppeteer! Held from 9am – 2pm the markets are action-packed with an anticipated 3,000 residents enjoying their Sunday morning.

Drum Infinity Mugendai celebrate 5 years with free concert and workshops Drum Infinity held their 5-year anniversary on 23 October at Crosswell Hall, Cairns State High School and free Japanese Drumming Workshop ‘Let’s Try Taiko’ on 24 October at the North Cairns Tigers AFL Club (Watson’s Oval). 300 people attended the free concert with 60 potential drummers enjoying the workshop. Cairns Brass and the Cairns Yosakoi Dance Group also performed at the Concert. Council supported this event through the Community Partnerships Grant. Go Clubs Essentials Funding Council has recently provided funds to eight clubs to the value of $30,500 through the Go Clubs Essentials program (In-Kind assistance). The Go Clubs Essentials program is designed to assist clubs, source Council staff, skills and equipment to complete projects at their clubs that Council would complete as routine work. By funding these programs Council can assist clubs to prioritise asset maintenance, maintain a strong financial position and remain sustainable. Given the current COVID-19 climate, assisting clubs to complete projects that alleviate financial stress is all the more important. This funding program continues to be a valuable way for Council to assist and connect with the 300+ clubs within the Cairns region. Police Liaison Officers The Community Support Team met with local Police Liaison Officers (PLO’s) recently as a collective for the first time. PLO’s are employed by the Queensland Police to establish and maintain positive rapport between culturally specific communities and the QPS. The role of the PLO’s is to promote trust and understanding between the community and QPS. The intent of the meeting was to understand each other’s roles in the community, network, discuss social trends and identify opportunities to collaborate. Moving forward the group has committed to meeting on a regular basis to ensure the relationship between Council and the PLO’s grows and becomes more proactive. Community Partnerships Grant round 2 now open Round 2 for the next Community Partnerships Grant round is now open, closing 23 December for events, activities and projects from 1 April 2022 – 30 April 2023. The grant information booklet has been recently updated and is now available on the Council website
