CONGRATULATIONS LOCAL NO. 4

Local No.4 celebrates our 122 anniversary on April 8th, 2010

If you are available for work, you should call the Lo-cal on each Friday for the upcoming week. Your avail-ability will be added to the database and sent to depart-ment heads who are looking for members to work in their venues.

Members should log on our website (www.iatselocal4.org) for notices of basic job open-ings. If you do not have access to the web site, you will still be notified by postcard.

Local No.4 requests that all our members notify the of-fice of their current email addresses, and return their surveys. Your email address is as important as your home address, and represents a fast and efficient way for the local to notify you of important information. If you have not received a survey in the mail, you can fill one out online by visiting the “Employment and Other Forms” tab on our website.

Dear Sisters and Brothers:

Spring has sprung and not a moment too soon. As the weather warmed, the snow turned to rain bringing damaging floods that affected so many. As we anxiously await the sunshine, we are springing forward with new and exciting happenings at Local No. 4. We are attempting to introduce a new method for reporting your work availability to the Local. As we do, you will be able to go online and indicate your availability for the coming week, thus enabling us at the Local, to forward this information to crew chiefs, heads of departments, and stewards so we can hire out of work members first. For those of you without computer access, you may still call the office with your availability. With this new process we are trying to have all non Local No. 4 over hires go through the Local in an attempt to ensure that members are hired first, as member employment is of paramount importance to me. A new process for membership is being implemented by the Local, whereby proposed candidates recom-mended by the Executive Board, are required to take seven classes and pass a proficiency stagehand test before being inducted into the local. This will increase our incredibly talented professional membership pool. This summer looks very promising with work slated for Citi Field (Dave Matthews), MCU Park (Further/Grateful Dead), and the McCarren Pool Concerts. Noting that the latter has moved and has been renamed “The Williamsburg Waterfront Concert Series” whose opening act will be “Faith No More”. As of this writing there is no news on J.C. Studios, as the rumors regarding the closing of the building still loom ominously. It seems that Brooklyn itself is undergoing a theatrical rebirth with the city putting $70 million into the revitali-zation of the Loew’s Kings, a 3200 seat house and with talks of designating the Loew’s Coney Island, which was re-named The Shore Theater in 1964, as a historical site. This designation will help the city pave the way, for the once glorious Shore Theatre to be restored to its original splendor. This restoration will culminate in the theatre becoming the Crown Jewel of Coney Island’s Revitalization Program. This 2300 + seat theatre will host a variety of perform-ances and community events. Unfortunately the shops still remain slow with only small jobs trickling into Showman Fabricators, and Satur-day Night Live being the only work at Stiegelbaur Associates for the present time. I am confident that as the weather heats up the work will increase as well.

From the Desk of the Business Manager

From the Desk of the Secretary

Dear Brothers and Sisters: As you will read elsewhere in this newsletter, we are looking forward to a very busy summer. We will again cover the “Wingate Field”/”Seaside Park” series, and have contracted with the new “Williamsburg Waterfront Concert Series”, which promises more than 14 shows. In addition, both MCU Stadium and Citi Field, have announced performances by major artists over the summer. To ensure that members have every opportunity to work these events, it is imperative that we know your availability. As such, we have added to our weekly phone-in availability, a web based “Availability Calendar”. The calendar allows registered members to add and remove their day-to-day availability for up to three months. It will also allow registered members to view who is available on any given day. This will make it easier for department-heads, and crew-chiefs to fill their calls with members first. For those department heads, or crew-chiefs that do not have access to a computer, the local will fax the list generated by the calendar to them each Friday. I would like to offer a special thanks to Christina Gillespie-Donohue, who came up with the web-based calendar idea. Just as important as your availability, is your contact information. If you have recently moved, or changed your phone number, please contact the office so we can update your info. Apartment numbers have become an issue of late with the Postal Service. Many carries are returning mail addressed to an apartment building, without an apartment number.

From the Desk of the President

Dear Brothers and Sisters: Another Quarter has gone by and the summer is almost upon us. The BAM season is coming to an end, JC Stu-dios is taping its last show and Stiegelbauer and Showman Fabricators are down to skeleton crews. Work is sparse and benefit days are few. Yet I am confident that this is only a temporary situation, as I believe that this is due to the recent recession and that whatever money was earmarked for this season’s Productions, Shows, and Videos etc. is gone. According to the experts, the economy has begun to turn around and we hope that this will result in an infusion of new funds for BAM from the City of New York Cultural Affairs Department. Hopefully Producers will want to stay in New York and more specifically in our jurisdiction, so that next year will be profitable once again for us all. This does not by any means suggest that either I or Local 4 will abandon our efforts to secure work. On the contrary, we are committed to finding all potential employment for our members whenever, wherever and by whomever can keep us busy. As many of you know, this summer should be fairly busy with concerts at Citifield, MCU Park, and the new “Williamsburg Waterfront Concerts”, formerly the McCarren Park Pool. Also, Borough President Markowitz is com-mitted to another season of concerts. So there is work out there, but for how many of us? Business Manager Lew Resnick has done, and continues to do an outstanding job making connections with Producers at many venues, in an effort to secure much needed work for our members. He has successfully secured several projects for the Local. Lew has sent many people out on jobs and the feedback received was positive, citing the excellent work and professionalism demonstrated by our crews. Bravo to all! Sending the right people out is cru-cial. If you are asked to work on one of these One Offs, it is so important that you bring your A Game and represent Local 4 as a Class 1 Labor force. On a happier note, I would very much like to see all of us get together over the summer for a Golf Tournament (I can’t play either), a fishing trip, a ballgame, and even a huge Family Picnic with all the families. If any of these ideas interest any of you, I encourage you to contact the Hall now so we can make something happen before other plans preclude us from doing so. Enjoy your summer, be safe, and have fun.

From the Desk of the Financial Secretary

Dear Brothers and Sisters: Without question, the saddest aspect of my duties here is to handle the Hartford Life insurance claims of deceased members of Local No. 4. We were all very much aggrieved to learn of the passing of our brother Michael Sottosanti on February 25 of this year. Those of us who knew him and worked with him over the years will always remember him as a consummate stagehand and a true gentleman. Since our plan is self-administered, it is my obligation to ensure that claim forms are forwarded to the next of kin, filled out correctly and completely, and the final claim submitted to The Hartford for payment. Among the forms in this claim package is the Beneficiary Designation Form. This form is filled out by the member, naming his/her beneficiary (ies) for the policy which is currently at $5,000.00 for Retirees Life, and $10,000.00 for Members Life, Accidental Death & Dismemberment. It is of paramount importance that all members have this Beneficiary Designation Form on file with this of-fice. A good many members have already submitted the form, but many more have yet to do so. This form is avail-able online on our website: www.iatselocal4.org . Once you log in as a Member, click on the Member Only Forms link in the Member Resources section. There you will find the form in PDF format, which can be downloaded, filled out and returned to this office. If you do not have access to a computer, please contact me and I will send the form to you via regular mail. In the next few weeks I plan to begin contacting those members who do not yet have this form on file with the Office. If you should have any questions about the form or how to fill it out, please do not hesitate to contact me by phone at the Office, or via email at [email protected]. Fraternally, Robert Borch Financial Secretary-Treasurer

Human beings are the only creatures that allow their children to come back home. There’s no better exercise for the heart than reaching down and lifting people up. Creative minds have always been known to survive any kind of bad training. I have never met a man so ignorant that I couldn’t learn something from him. Any fool can criticize, condemn and complain, and most fools do. To the world, you may be a somebody, but to somebody, you may be the world. Remember there’s no such thing as a small act of kindness. Every act creates a ripple with no logical end. We are seldom able to see an opportunity until it has ceased to be one.

Health & Welfare & Retirement Peter J. Fitzpatrick Fund Administrator

ELIGIBILITY Plan A is available only to individuals who work in “covered employment.” “Covered employment” means work covered by a collective bargaining agreement or another agreement that requires your employer to make contributions to the IATSE National Health & Welfare Fund, Plan A, on your behalf. Participation is also available to your “eligible dependents,” The IATSE or local unions negotiate daily employer contribution rates.

.

WHEN COVERAGE STARTS Coverage starts once you meet the Plan’s eligibility requirement. You qualify once you work 60 days in covered employ-ment in a period of six consecutive months. Coverage then starts on the first day of the second month after you complete the 60-day requirement and continues for six months. The following table shows how this works.

How I get Health Coverage

How I Lose Health Coverage You lose your eligibility for continued participation if you fail to work 60 days in a period of six consecutive months. When coverage ends for this reason, you will have an opportunity to continue your coverage under the federal law known as “COBRA.” COBRA requires that in certain circumstances health plans must offer the ability to self pay for group coverage for a limited period of time.

Injured on the Job Checklist 1. Report accident to supervisor 2. Make sure an accident report is filled out 3. Apply for Workers Compensation 4. Fill out an application for Family and Medical Leave with the employer. 5. Apply for Weekly Accident and Sickness Benefit with the IA National H&W Fund. 6. Notify Local No. 4 Injured Workers Fund. 7. If there is a possibility of permanent disability, contact the Local No. 4 Pension Fund to apply for a dis-

ability pension.

Spotlight On New Members

Organizing Committee

MEMBER NAME: Wayne Brusseau Wayne was born and raised in New Hampshire where he attended the State University re-ceiving a degree in Theater in 1993. He moved to New York in 1994 and began freelancing in the theater and production tech world in 1996. He began working at BAM in 2005 and is now branching out further into Local No. 4 territory. His interests include writing, exercise, playing music and enjoying his new apartment across from the Brooklyn Museum. Wayne recently proposed, and to his amazement his request for the hand of Heather M. Shaw was accepted. Heather is the granddaughter of native Brooklyn Italian blood. She is currently

working on a second degree from Brooklyn College, so Wayne's life is ALL about Brooklyn right now. He is grateful and proud to be a new Brother in Local No. 4 and looks forward to carrying on the long tradition of professionalism established by IATSE Local No. 4.

MEMBER NAME: Lucas Hickman Lucas is proud to be a newly inducted member of IATSE Local No. 4. Lucas moved to Brooklyn, New York in 2002 after graduating from the University of Arizona with a BFA in Theater Production with an emphasis in scene design and technical direction. After produc-ing props and scenery for educational theater, regional theater, and Broadway productions, Lucas found a home at Showman Fabricators in 2007. Besides being a soccer fanatic, he also enjoys collecting records, gardening, and travelling the world with his soulmate, Alison.

The committee has met with Randy Alexander of “Shop Inc.” located in the Brooklyn Navy Yard to discuss unionizing his shop. The meeting seemed promising as both parties went over our current shop contract, were many questions were asked and answered by both sides. Mr. Alexander said he would get back to us after he totally di-gests all the information we supplied him with. The local was notified by IATSE 829 President Beverly Miller about a non union shop being run by union members in our jurisdiction. The committee has been informed about “Sightline Fabrications” and are looking into unionizing them. Hopefully the committee will make a report at the next Executive Board Meeting.

MEMBER NAME: Peter C. Fitzpatrick I started at Showman Fabricators in 2004 where I did scenic carpentry for a year. I then decided to go back to college for a few years. Sitting behind a desk was not something I could see myself doing. Soon after I finished my last semester, I started my first season at Saturday Night Live with the Stiegelbauer Shop. I’ve been working at the Stiegelbauer Shop for the past four years on SNL and various soap operas. My main job is striking and loading the sets for SNL, but I also do basic carpentry and electrics. My family has a long and proud history as members of Local No. 4 IATSE and I am proud to continue that tradi-tion.

CITIFIELD For the second consecutive year “Stage Call Inc.” requested the services of Local No. 4. Our Stagehands were called upon to prepare some of Citifield exhibits at the stadium for the upcoming baseball season. A group of 4 Stagehands worked tirelessly for six days removing existing areas and relocating batting cages and a dunk tank to make way for the new installation of a handicap elevator in preparation for the new and exciting “Fan Fest” area. This new section is family fun at its finest. Located on the Concourse Level in center field, Fan Fest is comprised of a batting cage, dunk tank, video games and even a live DJ. It is rumored that “Mr. Met” makes appearances as well. Fan Fest will be open for 2.5 hours prior to every Mets home game, and will remain open until the seventh in-ning. As always Local No. 4 is proud to be a part of the excitement that is Citifield.

New Hard Hat Regulations

Delightedly, we at the Local have been negotiating many new contracts for concerts. A great majority of the concerts require above ground rigging. I have frequently been reminded by the promoters and labor contractors, of the OSHA regulations requiring hard hats. Many of the contracts mandate the use of hard hats, and state that any worker who does not have their own hard hat will be unemployable as per insurance regulations. Therefore a hard hat has be-come a basic tool needed for rock show employment in our jurisdiction. We will purchase hard hats through the Lo-cal, thus enabling us to enjoy a discount for buying in bulk. We will pass the savings on to the members.

New Professionalism Policy Mandated By Executive Board

During the March 2010 Executive Board meeting, the board instituted a new professionalism policy. This mandate requires any member who reports to work or enters a place of employment, who behaves in an unsafe or unprofes-sional manner, be asked to leave the place of employment. This determination and request may be made at the sole discretion of either the Crew Chief, Department Head, Steward or any Officer of this Local. Anyone who does not comply with this direction, requested by any of the aforementioned parties, shall be brought before the Executive Board of the Union for disciplinary action.

Hard Hats Have Arrived! MSA V-Gard Hard Hats. Newly designed for Maximum Comfort, Safety and Durability, these light weight hats com-ply with the new ANSI 2009 Type 1 Class E and G safety standards. SEI certified. Includes “Fast Trac” ratchet sus-pension. Your choice of Yellow or White. One Size fits head sizes 7-8.5. $13.75 all inclusive

What’s New in Local No. 4 We at the local are trying to implement a huge procedural change to help benefit our members and to also make our Union that much stronger for the future. We are changing the eligibility for members new to the Local, with mandatory classes and a proficiency test to all applicants for new membership. Another process we would like to facilitate is the procedure for which members are able to register their availability for work that would then be for-warded to Crew Chiefs and Department Heads every Friday afternoon. This would enable them to hire out of work "card members" first, before any referral workers would be hired. In response to your suggestions at the Union Meetings, we will attempt to mandate that all referral worker hiring’s be generated through the Local's office in an attempt to ensure that all unemployed members be hired first. I thank you all for your patience and understanding, as this is an ongoing process and it will take time to perfect.

03/11/2010 Barclay Arena Groundbreaking

A seven year battle has been won, much to the delight of Local No. 4. The Nets are coming! The ever evolving landscape of Downtown Brooklyn will soon include the spectacular Barclay’s Center. The pro-posed 18,000 seat arena will host 200+ nights of entertainment each year. What an exciting time for Brook-lyn and Local No. 4. The Ground Breaking Ceremony was held on Thursday, March 11. The list of attendees was impressive to say the least. Bruce Ratner himself, Governor Patterson, Mayor Bloomberg, Brooklyn Borough President Marty Markowitz and our own Business Manager Lewis Resnick were all in attendance. Numerous sports figures and local politicians rounded out the list of celebrities. Thanks to the developing relationship be-tween Business Manager Lew Resnick and Alex Diaz, the Nets General Manager of Operations, Local No. 4 was successful in securing employment for this grand event. Six members worked on the set up and load out and two worked the ceremony itself. This was the second time that our members worked at the Barclay Center site, which is hopefully the second of many more to come. We look forward to a successful future together with this incredible new venue in Local No.4’s jurisdiction.

BROOKLYN HISTORY LOEWS KINGS

THE LOEW’S KINGS THEATRE On a bustling commercial strip of Flatbush Ave. sits a deteriorating, dilapidated for-mer French Renaissance style theatre with its original marquee hanging omi-nously over its passersby. Like a ghost from a forgotten era, the Loew’s Kings Theatre has been a blatant reminder of the deleterious effects of neglect and ur-ban blight. Opened initially on September 7, 1929 with a screening of “Evangeline” and a personal visit by its star Delores del Rio, the so-called “wonder theatre” en-compassed a grand 68,000 square feet. It was host to many vaudeville acts prior to becoming a movie theatre exclusively. Eventually, poor economic conditions and the insurgence of the multiplex theatre culminated in economic disaster for the struggling theatrical jewel. The 3200 seat theatre was nearly empty each night. The once majestic showplace was seized by

the City for back taxes over 30 years ago. 1977 was the end of the magic that was the King’s. To some it was an iconic example of architectural history and beauty and to others, like the children of the neighborhood it was the venue for the boring Saturday afternoons where they could enjoy Charlotte’s Web, Escape to Witch Mountain, etc, and their parents could enjoy the latest Barbara Streisand or Clint Eastwood films. For the young and old, the Kings evokes emotion. Yet it languished and was permitted to fall into decay. While some of the original details remain in-tact, like the dusty crystal chandeliers hanging in the lobby, the theatre has suffered many indignities, such as be-coming a haven for the homeless by ingress through a broken back door. The easy access was viewed as an open invitation to vandals whereby much of the beauty of the interior was stolen, brass banisters, newel posts, beautiful sconces, etc. A recent announcement made earlier this year is music to our ears (no pun intended). A $70 million renovation will imbue life back into this glorious theatre. The Kings is expected to host approximately 250 produc-tions annually consisting of concerts, theatrical performances and community events, according to officials. The reno-vation is proposed to be complete by the end of 2013 or thereabouts. Hopefully this will culminate in an incredible economic bonanza for Local No.4. According to David Anderson, the president and CEO of ACE Theatrical Group, chosen by the City to renovate and operate the theater, the restoration of the theatre as a performing arts center will utilize approximately $50 million of city funds, as well as about $5 million of ACE’s own funds, and take advantage of a portfolio of tax breaks in an effort to restore this aging beauty to its former glory. With nearly three decades of experience, the developers are unfazed by the magnitude of the proposed renovation. The completion of this enormous undertaking will result in a magnifi-cent jewel of a showplace nearly unrivaled in New York City. Anderson states that the key to the project’s success is the ability to restore the old theater to its former glory aesthetically while, at the same time, bringing it up to contem-porary construction codes and meeting requirements for modern productions that would utilize it. Brooklyn Borough President Marty Markowitz opines that the renovated Kings will be nothing less than a combination of the Beacon and the Apollo in one architectural jewel of a building, as well as a catalyst for economic growth along Flatbush Ave-nue and all of central Brooklyn.
