    INTRODUCTION

    Les prsentes Prescriptions Gnrales (les Prescriptions) ont pourobjet dtablir le cadre rglementaire applicable lorganisation despreuves de la Coupe du Monde des Rallyes Tout-Terrain de la FIA etpour les preuves candidates la Coupe du Monde des Rallyes Tout-

    Terrain de la FIA.Leur application est recommande pour toutes les preuves de RallyeTout-Terrain, y compris les Bajas.Toute violation de ces rgles sera signale aux commissaires sportifsqui pourront infliger une sanction telle que prvue aux Articles 152et 153 du Code Sportif International.Dautre part, les Prescriptions prcisent, compltent et, en certainspoints, clarifient les dispositions gnrales contenues dans lesrglements des Championnats Internationaux de la FIA (Voir Annuairedu Sport Automobile de la FIA) sous le titre "Coupe du Monde desRallyes Tout-Terrain de la FIA" (la Coupe du Monde).Seule la FIA peut accorder des drogations aux Prescriptions et auxrglements mentionns ci-dessus sur demande de lASN concerne.

    Dans ce document, les intituls sont noncs aux seules fins decommodit et ne font pas partie des prsentes Prescriptions.

    1. CARACTERISTIQUES DES EPREUVES1.1 Une preuve Tout-Terrain est une preuve sportive dontlitinraire couvre le territoire dun ou plusieurs pays. Il existe trois typesdpreuves Tout-Terrain : le Rallye Tout-Terrain, le Rallye Tout-TerrainMarathon (Marathon) et le Rallye Tout-Terrain Baja (Baja).Lorganisateur doit obtenir laccord des ASN des pays traverss et dela FIA pour les pays qui ne sont pas reprsents la FIA.

    1.2 Un Rallye Tout-Terrain est une preuve qui doit se drouler sur

    une distance totale comprise entre 1200 et 3000 km.La distance totale des secteurs slectifs doit tre dau moins 1200 km.Lpreuve ne doit pas durer plus de 8 jours (vrifications techniques etsuper spciale comprises).1.3 Un Marathon est une preuve dont le kilomtrage total doit tresuprieur 5000 km, avec un kilomtrage total minimum de 3000 kmpour les secteurs slectifs. Son itinraire peut couvrir le territoire deplusieurs pays. La dure totale dun Marathon ne peut pas dpasser 21jours (vrifications techniques et super spciale comprises).1.4 Une Baja est une preuve comprenant des secteurs slectifs etse droulant en 1 ou 2 jours.Une preuve super spciale peut tre organise sur un joursupplmentaire.

    1 jour : 600 km maximum parcourir ;2 jours : 1000 km maximum parcourir avec un repos dune dureminimum de 8 heures et maximum de 20 heures observer entre lesdeux tapes.Pour les Bajas, le kilomtrage minimum des secteurs slectifs est de300 km.1.5 Aucun secteur slectif ne peut dpasser 800 km.1.6 Au cas o lpreuve est double dune preuve nationale, ledpart de cette dernire doit intervenir au moins 10 minutes aprs ledpart de la dernire voiture de lpreuve internationale quand ladistance des secteurs slectifs entre deux regroupements estinfrieure 100 km ou 20 minutes quand cette distance est suprieure.1.7 Les dates dinscription au calendrier sont celles du jour des

    vrifications jusquau jour de la remise des prix.

    INTRODUCTION

    The purpose of the present General Prescriptions (the Prescriptions)is to establish the framework of regulations applicable to theorganisation of the events counting towards the FIA World Cup forCross-Country Rallies and for candidate events for the FIA World

    Cup for Cross-Country Rallies.Their application is recommended for all Cross-Country Rally events,including Bajas.Any breach of these regulations will be reported to the stewards whomay impose a penalty as indicated in Articles 152 and 153 of theInternational Sporting Code.The Prescriptions detail, complete, and in places clarify, the generalconditions described in the regulations for FIA InternationalChampionships (cf. FIA Yearbook of Automobile Sport) under theheadings FIA World Cup for Cross-Country Rallies (the World Cup).

    Only the FIA may grant waivers to the Prescriptions and to theabove-mentioned Regulations having received a request from the

    relevant ASN.Headings in this document are for ease of reference only and do notform part of these Prescriptions.

    1. CHARACTERISTICS OF THE EVENTS1.1 A Cross-Country event is a sporting event the itinerary ofwhich covers the territory of one or several countries. There are threetypes of Cross-Country event: Cross-Country Rally, Cross-CountryMarathon Rally (Marathon) and Cross-Country Baja (Baja). TheOrganiser must obtain the agreement of the ASNs of the countriescrossed and of the FIA for those countries which are not representedat the FIA.1.2 A Cross-Country Rally is an event with a total distance

    between 1200 and 3000 km.The total distance for the selective sections must be at least1200 km. The event must last no more than 8 days (includingScrutineering and Super Special Stage).1.3 A Marathon is an event, the itinerary of which may cover theterritory of several countries. The total distance must be greater than5000 km, with a minimum total distance of 3000 km for the SelectiveSections. The total duration of a Marathon may not exceed 21 days(including Scrutineering and Super Special Stage).1.4 A Baja is an event with selective sections on one or two days.A Super Special Stage may be run on an extra day.

    1 day: maximum distance to be covered: 600 km2 days: maximum distance to be covered: 1000 km, with a rest halt ofa minimum of 8 hours and a maximum of 20 hours to be observedbetween the two Legs.For Bajas, the minimum distance of the Selective Sections is 300 km.

    1.5 No selective section may exceed 800km.1.6 If an event is coupled with a national event, the start of thelatter must be given at least 10 minutes after the last car in theinternational event has started, when the distance of the selectivesections between two regroupings is less than 100 km or 20 minutesif it is more.1.7 The calendar entry dates will be from the day of the checks to

    the day of the prize-giving.

    2. QUALIFICATION DUNE EPREUVE DANS LA COUPE DUMONDE DE LA FIA2.1 Pour quune preuve puisse compter pour la Coupe du Monde,il faut obligatoirement quelle ait t organise au moins lanne quiprcde son inscription la Coupe du Monde et accepte en tantqupreuve candidate. Lobservateur FIA tablit un rapport qui est

    tudi par la Commission des Rallyes Tout-Terrain en vue duneventuelle proposition au Conseil Mondial du Sport Automobile et lAssemble Gnrale de la FIA.2.2 Toute preuve dont le rapport dobservation nest passatisfaisant ou qui na pas respect les rglements et les engagementspris au moment de son inscription une Coupe de la FIA, ne pourrapas tre accepte dans la Coupe du Monde de lanne suivante. Toutepreuve dont le rapport prouvera le non-respect du rglement ou unescurit insuffisante du public et des quipages pourra ne pas treadmise lanne suivante la Coupe du Monde. Lpreuve sera valuepar la Commission des Rallyes Tout-Terrain.2.3 Le nombre minimum de vhicules conformes lAnnexe Jaccepts au dpart de lpreuve est fix 10. Si ce nombre nest pas

    atteint, la FIA refusera linscription de cette preuve dans la Coupe duMonde de lanne suivante.2.4 Toute preuve candidate doit se conformer aux Prescriptions,au Rglement Sportif, au Cahier des Charges FIA et au Plan deScurit FIA.

    3. EPREUVES ET EPREUVES CANDIDATES3.1 Pour quune preuve puisse compter pour la Coupe du Monde,il faut obligatoirement quelle ait t organise au moins lanne quiprcde son inscription la Coupe du Monde et accepte en tantqupreuve candidate. Un dossier complet dcrivant lpreuve doit treenvoy la FIA (itinraire, structure organisationnelle, plan de scurit,business plan, etc.). La FIA dsignera un observateur ainsi que

    dautres officiels le cas chant.3.2 Lobservateur de la FIA tablit un rapport qui est tudi par laCommission des Rallyes Tout-Terrain en vue de dcider si lpreuvedevrait figurer au calendrier propos au Conseil Mondial du SportAutomobile.3.3 Toute preuve dont le rapport dobservation nest passatisfaisant ou qui na pas respect les rglements et les engagementspris au moment de son inscription la Coupe du Monde de la FIA, nepourra pas tre accepte dans la Coupe du Monde de lannesuivante. Toute preuve dont le rapport prouvera le non-respect durglement ou une scurit insuffisante du public et des quipagespourra ne pas tre admise lanne suivante la Coupe du Monde.3.4 Toute preuve candidate doit se conformer aux Prescriptions,

    au Rglement Sportif, au Cahier des Charges FIA et au Plan deScurit FIA.

    4. DEFINITIONS4.1 ASNAutorit Sportive Nationale reconnue en tant que telle par la FIA.4.2 BriefingLe briefing doit tre tenu par le directeur de course ou par le dlgude lorganisateur avant le dpart de la premire tape. La participationdau moins lun des membres de lquipage est obligatoire.Dautres briefings peuvent tre tenus lapprciation desorganisateurs. La date, lheure et les exigences concernant laparticipation doivent tre spcifies dans le rglement particulier.

    Toute information dlivre ayant une incidence sur litinraire, lhoraireou le rglement doit tre confirme par crit au moyen dun additif.4.3 Bivouac (sauf pour les Bajas)Endroit situ entre les contrles horaires darrive et de dpart dtape

    2. QUALIFICATION OF AN EVENT IN THE FIA WORLD CUP

    2.1 An Event may qualify for the World Cup only if it has beenorganised at least the year preceding its inclusion in the Cup andaccepted as a candidate event. The FIA observer will draw up areport which will be studied by the Cross-Country Rally Commission

    with a view to a possible proposal to the World Motor Sport Counciland to the FIA General Assembly.

    2.2 Any Event for which the observers report is not satisfactory, orwhich has not complied with the regulations and the commitmentsundertaken at the time of its inclusion in an FIA Cup, will not beaccepted in the Cup concerned the following year. Any Event shownby the report to have failed to comply with the regulations or toensure a sufficient level of safety for the public and the crews mightnot be accepted in the Cup concerned the following year. The Eventwill be assessed by the Cross-Country Rally Commission.2.3 There must be at least 10 vehicles in conformity with AppendixJ at the start of the Event. If this minimum number is not reached, the

    FIA will refuse the entry of that Event in the World Cup the followingyear.2.4 Any candidate Event must conform to the Prescriptions, tothe Sporting Regulations, and to the FIA List of Requirementsincluding the FIA Safety Plan.

    3. EVENTS & CANDIDATE EVENTS3.1 An event may qualify for the World Cup only if it has beenorganised at least the year preceding its inclusion in the Cup andaccepted as a candidate event. A comprehensive dossier describingthe event must be sent to the FIA (itinerary, organisational structure,safety plan, business plan etc.). The FIA will appoint an observer andpossible other officials.

    3.2 The FIA observer will draw up a report which will be studied bythe Cross-Country Rally Commission who will decide if the eventshould be included on the calendar proposed to the World MotorSport Council.3.3 Any event for which the observers report is not satisfactory, orwhich has not complied with the regulations and the commitmentsundertaken at the time of its inclusion in the FIA World Cup, will notbe accepted in the Cup the following year. Any event shown by thereport to have failed to comply with the regulations or to ensure asufficient level of safety for the public and the crews may not beaccepted in the Cup the following year.3.4 Any candidate event must conform to the Prescriptions, to the

    Sporting Regulations, and to the FIA list of requirements including theFIA Safety Plan.

    4. DEFINITIONS4.1 ASNNational Sporting Authority recognized as such by the FIA.4.2 BriefingA briefing must be given by the clerk of the course or by anorganisers delegate before the start of the first leg. The participationof at least one crew member is compulsory.Further briefings may be held at the organisers discretion. The date,time and attendance requirement must be specified in thesupplementary regulations.

    Any information delivered which in any way affects the itinerary,timing or regulations must be confirmed by a written bulletin.4.3 Bivouac (not for Bajas)A zone situated between the time controls at the finish of one leg and

Toutefois lesorganisateurs peuvent limiter le temps disponible pour lassistanceainsi que le nombre de personnes autorises intervenir sur levhicule. Ces restrictions doivent tre prcises dans le rglement

    particulier.La zone du bivouac sera dtermine par un cercle fictif denviron500 m dont le centre sera le PC course, structure mise en place parlorganisateur et o seront installs obligatoirement :Un panneau daffichage officiel ;Le PC course, qui fonctionnera tant quun concurrent est encore dansltape.Les contrles horaires de larrive et de dpart de ltape suivantepourront y tre jumels, mais ils ne pourront pas tre loigns pourlarrive dun secteur slectif de plus de 5 km du centre du bivouac etpour le dpart du lendemain de plus de 10 km du centre du bivouac.4.4 AdditifDocument officiel faisant partie intgrante du rglement et destin le

    modifier, le prciser ou le complter.4.5 CommunicationDocument officiel de nature informative publi par les organisateurs oules commissaires sportifs.4.6 EquipageUn quipage est compos dun maximum de quatre personnes bordde chaque vhicule. Chaque membre de lquipage peut conduire lorsde lpreuve et doit tre titulaire dune licence de pilote FIA valablepour lanne en cours. Lquipage assume la responsabilit duconcurrent lorsque celui-ci ne se trouve pas bord de la voiture durantlpreuve.4.7 Dure dune preuveUne preuve commence avec les vrifications administratives et se

    termine lexpiration de lun des dlais suivants le plus tardif :le dlai de rclamation ou dappel ou la fin de laudition par lescommissaires sportifs ;la fin des vrifications administratives et des vrifications techniquesdaprs preuve entreprises en conformit avec le Code ;la fin de la remise des prix.4.8 EtapeChacune des parties dune preuve qui est spare de la suivante parun arrt dau moins 6 heures.Aprs une dure de conduite comprise entre 12 h et 20 h, un arrt de6 h minimum est obligatoire. Un arrt de 18 h minimum est obligatoireaprs 10 tapes de course.4.9 Heure offi cielle

    Pour les Rallyes Tout-Terrain, lheure officielle est lheure GPS. Pourles Bajas, les organisateurs peuvent prciser lheure officielle et lamentionner dans le rglement particulier.4.10 AssistanceLassistance se dfinit par le travail sans restriction sur un vhiculeconcurrent et/ou la prsence physique dune/de personne(s) proximit dun vhicule de comptition.4.11 Super spcialeLorganisation dune super spciale est facultative. Si elle est prvuedans le droulement de lpreuve, elle aura lieu avant ou au dbut deltape 1 et tous les concurrents doivent y participer. Une seule superspciale peut tre organise qui dterminera les ordres de dpart pourltape suivante ou secteur slectif suivant. Elle se droulera sous

    forme dun secteur slectif dune longueur minimale de 2 km et de20 km au maximum. Le rglement particulier doit prciser si unereconnaissance de la super spciale est autorise et sous quelleforme.

    supplementary regulations.The bivouac zone will be determined by an imaginary circle ofapproximately 500 m, the centre of which will be the Rally HQ set upby the Organiser and in which the following must be installed:An official notice board;The Rally HQ will be operational as long as a competitor is still in theLegThe finish time control and the start time control of the next Leg maybe combined, but they must not be further than 5 km from the centreof the bivouac for the finish of a selective section and not further than10 km from the centre of the bivouac for the start the next day.4.4 BulletinAn official document which is an integral part of the Regulations and

    is intended to modify, clarify or complete them.4.5 CommunicationAn official document of an informative nature issued by theorganisers or the stewards.4.6 CrewA crew is made up of a maximum of four persons on board eachvehicle. Any member of the crew may drive during the event andeach must hold a valid FIA drivers competition licence for the currentyear. The crew assume the entrants responsibility when the latter isnot on board the car during the event.

    4.7 Duration of an eventAn event starts with the administrative checks and ends upon the

    expiry of one of the following time limits, whichever is the later:The time limit for protests or appeals or the end of any hearing by thestewardsThe end of the administrative checking and post-event scrutineeringcarried out in accordance with the Code;The end of the prize-giving4.8 LegEach part of the event that is separated from the next by a stoppingtime of at least 6 hours.After a driving time of between 12 and 20 hours, a halt of at least 6hours is compulsory. A halt of at least 18 hours is compulsory after10 legs of the race.4.9 Official Time

    For Cross Country rallies GPS time is the official time. For Bajas theorganisers may specify which time is the official time and mention thisin the supplementary regulations.4.10 ServiceAny work on a competing vehicle and/or the physical presence of aperson or persons in the vicinity of a competing vehicle.

    4.11 Super Special StageThe organisation of a super special stage is optional. If one isscheduled for inclusion in the event, it will take place before or at thebeginning of Leg 1 and all competitors must take part in it. Only onesuper special stage may be organised, which will determine thestarting orders for the next leg or selective section. It will be run in the

    form of a selective section, with a minimum length of 2 km and amaximum length of 20 km. The supplementary regulations mustspecify whether reconnaissance of the super special stage ispermitted and in what form.

Les ventuelles pnalitsroutires ou en temps sy rapportant seront comptabilises dans leclassement gnral de cette tape et appliques le jour mme maisseront sans incidence sur lordre de dpart du secteur slectif suivant.4.12 Passeport technique de la FIADocument dlivr par lASN du concurrent et authentifi par le dlgu

    technique de la FIA la premire preuve de la Coupe laquelleparticipe le vhicule. Le dlgu technique de la FIA identifiera levhicule prsent avec des marquages et/ou plombages qui ne doiventtre enlevs en aucune circonstance. Ce passeport doit pouvoir treprsent aux commissaires techniques.

    5. OFFICIELS5.1 Deux commissaires sportifs, un observateur et un dlgutechnique sont dsigns par la FIA.5.2 La liste nominative des officiels doit tre fournie lASNorganisatrice et la FIA au minimum 4 semaines avant lpreuve.La liste des officiels, et assistants ventuels, proposs pour chaquepreuve doit tre agre par la FIA et comprendre les personnes

    suivantes :Collge de 3 commissaires sportifs de nationalits diffrentes, avecson propre secrtaireDlgu technique FIADirecteur de courseDirecteur de course adjointSecrtaire de la manifestationResponsable de la scuritMdecin-chef1 Charg des relations avec les quipages pour 50 quipagesaccepts, 2 pour 100 quipages ou plus1 Commissaire technique par tranche de 25 quipages engagsDlgu FIA voiture ouvreuse et son pilote (sauf pour les Bajas)

    It shall count for the classification of the event. Any road or other timepenalties incurred will be taken into account for the generalclassification of that leg and applied the same day but will not affectthe starting order of the following selective section.4.12 FIA Technical PassportA document issued by the competitor's ASN and authenticated by the

    FIA technical delegate at the first World Cup event in which thevehicle takes part. The FIA technical delegate will identify thepresented vehicle with markings and/or seals that must under nocircumstances be removed. This passport must be presented to thescrutineers.

    5. OFFICIALS5.1 Two stewards, an observer and a technical delegate will beappointed by the FIA.5.2 The list of names of the officials must be supplied to theorganising ASN and to the FIA at least 4 weeks prior to the Event.The list of officials, and possible assistants, proposed for each eventmust be approved by the FIA and include the following:

    5.3 Judges of facts: any person nominated by the Organiser inaccordance with Article 149 c) of the Code.The list of the judges of fact must be distributed to the competitorsduring the administrative checks.5.4 The Stewards for an event shall always comprise threemembers. Two of these members, of a different nationality from thatof the organising country, shall be appointed by the FIA (including thechairman) and one by the ASN of the country organising the event.There must be permanent suitable communication between theStewards, the clerk of the course and the technical delegate, so thatany decision can be made without delay.5.5 For any event, the FIA shall appoint a technical delegate whowill be the Chief Scrutineer.

    5.6 Clerk of the Course nominated by the organiser and approvedby the FIA who is responsible for the running of the event.5.7 The crews' relations officers, at least one of whom should bebilingual (English/French) and be easily identifiable by means ofdistinctive clothing.At minimum they must be present at scrutineering and administrativechecks and the start and finish of legs.The mission of the crews' relations officers is: To keep crews informed of any bulletins or communicationsissued To give accurate answers to all questions asked To provide information or clarification in connection with theregulations and the running of the Event

Le rglement doit tre publi au moins 2 mois avant le dbutde lpreuve et imprim au format A5.6.3 Le rglement doit spcifier lendroit et lheure de laffichagedes rsultats officiels. Au cas o la publication des rsultats seraitretarde, la nouvelle heure de publication devra tre publie sur le(s)tableau(x) officiel(s) daffichage.La date et lheure de la premire runion des commissaires sportifsdoivent tre galement donnes.

    6.4 Les rglements technique (Annexe J) et sportif relatifs lascurit du vhicule ou de lquipage, et/ou aux performances duvhicule, ne peuvent en aucun cas tre modifis par le rglementparticulier.6.5 Le rglement final doit tre publi sur le site Internet officielde lpreuve et tre disponible pour les concurrents engags et lesofficiels de lpreuve sous forme imprime. Les articles diffrents deceux des Prescriptions seront publis en gras.

    7. MODIFICATIONS DU REGLEMENT, ADDITIFS7.1 Les dispositions du rglement ne peuvent tre modifies queconformment aux Articles 66 et 141 du Code.7.2 Toute modification ou disposition supplmentaire sera

    annonce par des additifs dats, numrots et signs :par lorganisateur, jusquau jour des vrifications techniques et visspar lASN et la FIA,par les commissaires sportifs pendant toute la dure de lpreuve.Ils feront partie intgrante du rglement.Une fois lpreuve commence, tout amendement au rglement, lhoraire ou litinraire doit tre annonc au moyen dun additif.7.3 Ces additifs sont affichs au PC de lpreuve et sur le ou lespanneaux daffichage officiels. Ils sont par ailleurs communiqusdirectement aux quipages et aux concurrents, qui doivent en accuserrception par margement.7.4 Ces additifs doivent tre imprims sur du papier jaune. Lanumrotation des pages doit apparatre (ex. : 2/4, etc.).

    8. APPLICATION ET INTERPRETATION DU REGLEMENT8.1 Le directeur de course est charg de faire respecter lesrglements applicables pendant le droulement du rallye.8.2 Le directeur de course doit informer les commissaires sportifsde tous les incidents importants survenus.8.3 Pour toutes les preuves et pour les preuves candidates, lalangue officielle doit tre soit langlais, soit le franais et le choix devratre prcis dans le rglement. Il est recommand davoir unetraduction dans la langue du pays organisateur.En cas de divergences dinterprtation du rglement, seul le texte de lalangue officielle fera foi.

    6. REGULATIONS AND THEIR PUBLICATION6.1 The supplementary regulations of an Event must conform with:The International Sporting Code of the FIA (the Code) and itsappendicesThese Prescriptions and AppendicesThe Specific Regulations of the World Cup

    The different lists of Requirements defined by the FIAAny regulations published in the FIA Official Bulletin6.2 The Regulations must be submitted in the form of a draft to theFIA at least 4 months before the start of the Event. The FIA will returnits comments to the Organiser at least 3 months before the start ofthe Event. The Regulations must be published at least 2 months priorto the start of the Event and printed in A5 format.6.3 The Regulations must specify where and when the officialresults will be posted. In the event of the publication of the resultsbeing delayed, the new time of publication must be posted on theofficial notice board(s).The date and time of the Stewards first meeting must also be given.

    6.4 The technical (Appendix J) and sporting regulations relating tosafety of the vehicle or crew, and/or the performance of the vehicle,may in no case be changed by the supplementary regulations.

    6.5 The final Regulations must be published on the official Internetsite of the event and be available to the entered competitors and theevent officials in printed form. Articles other than those from those ofthe Prescriptions will be published in bold.

    7. AMENDMENTS TO THE REGULATIONS, BULLETINS7.1 The provisions of the Regulations may only be amendedaccording to Articles 66 and 141 of the Code.7.2 Any amendment or any additional provision will be announced

    by dated and numbered bulletins, signed:by the Organiser up to the day of scrutineering, and stamped by theASN and the FIA,by the Stewards of the meeting throughout the duration of the Event;they will be an integral part of the Regulations.Once the Event has started any amendment to the Regulations,timing or itinerary must be announced by a bulletin.7.3 These bulletins will be posted at Rally HQ, and on the officialnotice board(s). They will also be directly communicated to the crewsand to the competitors, who must acknowledge receipt by signature.

    7.4 These bulletins shall be printed on yellow paper. The pagesmust be numbered (e.g. 2/4, etc.).

    8. APPLICATION AND INTERPRETATION OF THE REGULATIONS8.1 The clerk of the course is responsible for enforcing theregulations throughout the running of the rally.8.2 The clerk of the course must inform the stewards of anyimportant incidents that have occurred.8.3 For all Events and candidate events, the official language mustbe either English or French and the choice must be specified in theRegulations. A translation in the language of the organising country isrecommended.In the event of any dispute concerning the interpretation of theRegulations, only the text of the official language will be binding.

    9. ELIGIBLE VEHICLES9.1 Events are open to vehicles of a maximum gross weight of upto 3500 kg for Groups T1, T2 & T3, and greater than 3500 kg forGroup T4, in due possession of a registration certificate. These

    Groupe T2 : Vhicules Tout -Terrain de srie.Vhicules homologus en Groupe Tout-Terrain. (Les vhicules devrontse conformer aux conditions spcifiques pour les Vhicules desGroupes T2 et T4 Annexe 2).

    Groupe T3 : Vhicul es Tout-Terrain amliors Lgers.

    Groupe T4 : Camions Tout-Terrain de srie ( lapprciation desorganisateurs sauf pour Bajas) de plus de 3500 kg. Il y a deux

    classes de cylindre : la classe 1 pour les camions quips dunmoteur de cylindre nominale suprieure ou gale 10 000 cm ; laclasse 2 pour les camions quips dun moteur de cylindre nominaleinfrieure 10 000 cm. Il y aura un classement spar pour lescamions T4 (les vhicules devront se conformer aux conditionsspcifiques pour les vhicules des Groupes T2 et T4 Annexe 2).Un organisateur qui souhaite admettre des vhicules T4 doit lementionner au moment de faire la demande dinscription au calendrier.

    Les vhicules T1 conformes aux rglements techniques de lAnnexe J2009 et 2012 sont admis aux conditions suivantes :

    Ils doivent avoir un passeport technique de la FIA en cours de validit.

    La FIA ne dlivrera plus de passeport technique FIA pour les vhiculesconstruits conformment lAnnexe J 2009. Les vhicules construitsconformment lAnnexe J 2009 et titulaires dun passeport techniquede la FIA seront admis jusqu nouvel ordre.

    Le tableau suivant est applicable :

    vehicles must comply with the safety specifications laid down by theInternational Convention on Road Traffic, as well as the safetyspecifications laid down by the FIA regulations and by thesePrescriptions. The vehicles shall be split up into the followingcategories:

    Group T1: Prototypes Cross-Country Vehicles.The Organiser must provide for a two-wheel drive category withinGroup T1.

    Group T2: Series Production Cross-Country Vehicles.Vehicles homologated in the Cross-Country Group (vehicles mustcomply with the specific conditions for Groups T2 & T4 vehicles Appendix 2).

    Group T3: Improved Cross Country Vehicles Lightweight.

    Group T4: Series Cross-Country Trucks (at the organisersdiscretion except for Bajas) - weighing more than 3500 kg. There

    are two cylinder classes: Class 1 for trucks fitted with an engine witha nominal cylinder capacity of 10,000 cm or over; Class 2 for trucksfitted with an engine with a nominal cylinder capacity of less than10,000 cm. There will be a separate classification for T4 trucks.(Vehicles must comply with the specific conditions for T2 & T4vehicles Appendix 2).An organiser wishing to admit T4 vehicles must mention this whenmaking the calendar application.

    T1 Vehicles conforming to the technical regulations of Appendix J2009 and 2012 are eligible under the following conditions:

    They must have a valid FIA technical passport. The FIA will no longer

    issue a FIA Technical passport for a vehicle manufactured inaccordance with Appendix J 2009. Vehicles manufactured inaccordance with Appendix J 2009 and holding a FIA technicalpassport will be eligible until further notice.

    11. ENGAGEMENTS11.1 Toute personne qui dsire participer lpreuve doitadresser au secrtariat de lpreuve la demande dengagementaccompagne du montant des droits dengagement avant la date declture tel que spcifi dans le rglement particulier.

    11.2 Par le seul fait dapposer sa signature sur la demandedengagement, le concurrent et lquipage se soumettent aux seules juridictions sportives reconnues par le Code et ses annexes, ainsiquaux dispositions du prsent rglement et du rglement particulier de

    The vehicle must bear a safety inspection seal according to articleGT2 of the regulations governed by this organisation.In addition, the eligibility of the vehicle shall be subject to the finalapproval of the FIA. All safety equipment must be FIA homologated.

    10. CRITERIA FOR PRIORITY DRIVERS10.1 Drivers fulfilling the following criteria are included in the list ofFIA priority drivers:The first 3 in the final classification of the World Cup of the twoprevious yearsThe first 3 in each event of the current or previous World Cup

    Any driver nominated by the FIAAny driver entered by a manufacturer for a specific event becomes apriority driver for that event only.The FIA may withdraw a driver from the priority list at its discretion.

    10.2 Only drivers using T1 cars will be considered to have priority.

    11. ENTRIES11.1 Anyone wishing to take part in the Event must send the entryfee and completed entry form to the secretariat of the event beforethe closing date as specified in the supplementary regulations.

    11.2 By the very fact of signing the entry form, the competitor andcrew agree to observe the sporting jurisdictions specified in the Codeand its appendices, these regulations and the supplementaryregulations of the event.

La liste desquipages autoriss prendre le dpart, valide par les commissairessportifs, sera communique la FIA dans les 24 heures suivant cettevalidation.11.6 Si un vhicule ne correspond pas, dans sa configuration deprsentation aux vrifications techniques de dpart, son groupedengagement, ce vhicule peut sur proposition des commissairestechniques, tre mut par les commissaires sportifs dans un autre

    groupe, ou refus dfinitivement.11.7 Les droits dengagement seront entirement rembourss :a) aux candidats dont lengagement aurait t refus,b) au cas o lpreuve naurait pas lieu.11.8 Quand un transfert (arien, maritime, ferroviaire ou autre) estinclus dans le droulement de lpreuve, il doit en faire partieintgrante et doit tre inclus dans le montant total des droitsdengagement.

    12. PNEUS12.1 Pour les pilotes prioritaires T1 avec des vhicules 4 rouesmotrices, un seul dessin de pneus est autoris pour chaque piloteprioritaire.

    Lors des vrifications techniques, le dessin doit tre dpos et lesconcurrents doivent nommer et donner les dessins du type depneumatiques (dessins et dimensions). Seuls ces pneus, mouls etnon retaills, peuvent tre utiliss pendant lpreuve.12.2 Un dessin est associ chaque dimension et si les pneusdroits et gauches sont diffrents, leurs dessins doivent tresymtriques.12.3 Les vhicules T1 et T4 2 roues motrices doivent utiliser despneumatiques dun catalogue commercial dun manufacturier depneumatiques.12.4 La dcoupe ou le retaillage intentionnels des pneumatiquessont interdits.

    13. ACQUISITION DE DONNEES13.1 Les vhicules peuvent tre quips dun systmedacquisition de donnes de la FIA afin de contrler leurs performanceslors de toutes les preuves inscrites au calendrier de la FIA. A toutmoment, la FIA peut imposer toutes conditions ncessaires, sapropre apprciation, afin de rpondre cet objectif.

    14. EQUIPAGES14.1 Est admis tout quipage engag par un concurrent titulairedune licence internationale de concurrent FIA valable pour lanne encours.14.2 Pendant toute la dure dune preuve, lorsque le concurrentest une personne morale ou lorsquil ne fait pas partie de lquipage,

    toutes ses obligations et responsabilits incombent en totalit,solidairement et par indivis, au 1er pilote dclar sur le bulletindengagement.14.3 Sauf dans les zones dassistance et de ravitaillement,

    11.6 Should it turn out, at the time of pre-race scrutineering, that avehicle does not correspond in its presentation to the group in whichit was entered, this vehicle may, upon the proposal of the scrutineers,be transferred by the Stewards to a different group or be refused

    definitively.11.7 Entry fees will be refunded in full:a) To candidates whose entry has not been accepted,b) In the case of the Event not taking place.11.8 When a transfer (by air, sea, rail, or other means) is includedin the running of the Event, it must be included in the total sum of theentry fees.

    12. TYRES12.1 For T1 Priority Drivers with 4-WD vehicles, a single tyrepattern is authorised for each priority driver.During scrutineering the pattern must be registered and the

    competitor must name and provide drawings of the type of tyre(patterns and dimensions). Only these tyres, which must be mouldedand uncut, may be used during the event.

    12.2 A pattern is associated with each dimension and, if left tyresare different from right tyres, their patterns must be symmetrical.

    12.3 Two-wheel drive T1 and T4 vehicles must use tyres from atyre manufacturers commercial catalogue.

    12.4 Deliberate cutting or re-grooving of tyres is forbidden.

    13. DATALOGGING13.1 Vehicles may be equipped with an FIA Data Logger to monitortheir performances during all events entered on the FIA calendar. Atany time the FIA may impose any necessary conditions, at its owndiscretion, in order to meet this objective.

    14. CREWS14.1 Any crew entered by a competitor holding an FIA internationalcompetitor's licence valid for the current year is eligible.

    14.2 Where the competitor is a legal entity, or in any case not partof the crew, the first driver named on the entry form will be held

    responsible, jointly and severally, for all the liabilities and obligationsof the competitor, throughout the whole Event.

    14.3 Except in the service zones and refuelling zones, with the

    15.2 Pendant toute la dure de lpreuve, les plaques doivent treapposes suivant les prsentes Prescriptions. Elles ne doivent enaucun cas recouvrir, mme partiellement, limmatriculation du vhicule.15.3 Les numros de course (50 cm de largeur x 47 cm de hauteur)doivent tre colls sur le ct droit et le ct gauche du vhicule, dansla zone situe entre les passages de roues de sorte quils soient

    totalement visibles de ct, ainsi que sur le toit du vhicule lisibles delarrire.15.4 Une plaque rallye doit tre appose visiblement sur le vhiculependant toute la dure de lpreuve. Elle est obligatoirement fixe,paralllement laxe des roues, larrire du vhicule, sans recouvrirmme partiellement la plaque dimmatriculation.15.5 tout moment de lpreuve, labsence ou la mauvaiseapposition dun numro de course ou dune plaque "rallye" peutentraner une pnalisation, gale 10% du montant des droitsdengagement.15.6 Les noms du 1erpilote et des copilotes et le drapeau de leurnationalit, dune hauteur de 30 50 mm, doivent tre apposs surchaque ct des ailes avant ou portires avant du vhicule. Tout

    vhicule ne respectant pas cette rgle peut faire lobjet dunepnalisation, gale 10% du montant des droits dengagement.15.7 Les membres de lquipage seront reconnaissables au moyendun bracelet didentification. Tout dfaut constat par un officiel peutentraner une pnalisation de 10% du montant des droitsdengagement. Le n dappel durgence et le nom de la personnedoivent tre inscrits sur ce bracelet.

    16. PUBLICITE16.1 Il est permis aux quipages dapposer librement toute publicitsur leurs vhicules, pour autant que celle-ci :a) soit autorise par les rglements de la FIA et la lgislation despays traverss,

    b) ne soit pas contraire aux bonnes murs et coutumes,c) nempite pas sur les endroits rservs et dfinis ci-dessousdes plaques rallye, plaques numros et bandeaux de pare-brise,d) ne gne pas la vue de lquipage travers les vitres.

    16.2 Les emplacements rservs aux organisateurs pour la publicitcollective obligatoire non rachetable, sont :a) Les plaques numros o la publicit organisateur devra treinstalle sur un bandeau de 14 cm x 50 cm, ventuellement divisibleen haut et/ou en bas des numros.b) Une plaque "rallye" dont 9 cm x 43 cm sont rservs lapublicit des organisateurs.c) Deux bandeaux apposer sur chaque ct de la partie

    suprieure du pare-brise, dune hauteur maximale de 10 cm et dunelongueur maximale de 25 cm, si autoris par le code de la route despays o lpreuve a lieu.16.3 La publicit facultative de lorganisateur doit figurer sur deuxpanneaux de 50 cm de large x 52 cm de haut non morcelables apposer sur le ct droit et le ct gauche du vhicule et dans la zonesitue entre les passages de roues condition quils soient totalementvisibles de ct.16.4 Pour les concurrents nacceptant pas la publicit facultative delorganisateur, le montant des droits dengagement est major de 60%.16.5 Les quipages doivent sassurer de la bonne apposition despublicits, pendant toute la dure de lpreuve. Une absence ou unemauvaise apposition dune publicit obligatoire ou facultative, sil y a

    lieu, entrane une pnalit de 10% du montant des droitsdengagement pour le 1erconstat et de 100% chaque rcidive.16.6 Si lorganisateur veut imposer une publicit, il doit prciserlaquelle dans le rglement, ou, au plus tard, un mois avant les

    15.6 The names of the 1st driver and his co-driver(s), plus theirnational flags, of a height of 30 - 50 mm, must appear on both sidesof the front wings or front doors of the vehicle. Any vehicle failing to

    comply with this rule may be subject to a cash penalty, equivalent to10% of the entry fee.15.7 The members of the crew will be identified by means of anidentity bracelet. Any breach noted by an official may result in a cashpenalty equivalent to 10% of the sum of the entry fee. Theemergency number and the name of the person must be written onthis bracelet.

    16. ADVERTISING16.1 Competitors are allowed to affix any kind of advertising to theirvehicles, provided that:a) it complies with FIA regulations and the legislation of thecountries crossed,

    b) it is not likely to give offence,c) it does not encroach upon the spaces reserved for rally plates,number plates and windscreen strips.d) It does not interfere with the crew's vision through thewindows.16.2 The places reserved for the Organisers for collectiveadvertising which may not be bought are situated on:a) The number plates where the Organisers advertising must beaffixed on a strip measuring 14 cm x 50 cm, which may be dividedabove and/or below the numbers.b) One rally plate, of which 9 cm x 43 cm is reserved for theOrganisers' advertising.c) Two strips to be affixed on each side of the upper part of the

    windscreen 10 cm high maximum by 25 cm long maximum, ifpermitted by the road traffic laws of the local countries where theevent is taking place.16.3 The Organisers optional advertising will appear on two 50 cmwide x 52 cm high panels which cannot be subdivided, to be affixedon the right and left sides of the vehicle, on the area situated betweenthe wheel arches provided that they are totally visible from the side.

    16.4 For competitors who refuse the Organisers optionaladvertising, the amount of the entry fees will be increased by 60%.16.5 The crews must ensure that the advertising is properly affixedthroughout the running of the event. If compulsory or optionaladvertising is absent or wrongly fixed, a penalty of 10% of the entry

    fee will be incurred for a first offence, and 100% of the entry fee foreach repeated offence.16.6 If the Organiser wishes to impose certain advertising, theymust specify which type in the Regulations, or, at the latest one

    17. VERIFICATIONS ADMINISTRATIVES ET VERIFICATIONS

    TECHNIQUES17.1 Tous les membres des quipages participant une preuvedoivent se prsenter aux vrifications administratives prvuesconformment au programme publi dans le rglement particulier. Lespnalits pour retard seront de nature financire et seront dtaillesdans le rglement particulier.17.2 Lors des vrifications administratives, les documents suivantsseront contrls :Licence de comptition approuve par la FIAAutorisation de lASN pour courir ltrangerPermis de conduireCertificat de proprit du vhiculeTous les autres documents quun organisateur souhaite examiner

    doivent tre inclus dans le rglement particulier.17.3 Seuls les quipages ayant satisfait aux vrificationsadministratives peuvent se prsenter avec leur vhicule muni de saplaque rallye et plaques numros aux vrifications techniques. Lesvrifications techniques sont dordre tout fait gnral : marque etmodle du vhicule, conformit apparente avec le groupe dans lequel ila t engag, conformit des lments de scurit, conformit duvhicule avec le Code de la Route, etc. Le dpart est refus toutvhicule qui nest pas en conformit avec les rglements de scuritde la FIA et les prsentes Prescriptions.17.4 Satisfaire aux vrifications techniques avant lpreuve ne signifieen aucun cas quun vhicule est conforme au rglement technique.17.5 tout moment dune preuve, le concurrent est responsable de

    la conformit technique de son vhicule. Le fait de prsenter unvhicule au contrle technique est considr comme une dclarationimplicite de conformit.17.6 En cas de non-conformit dune voiture la rglementation, undlai peut tre donn par les commissaires sportifs pour reprsenter lavoiture aux vrifications techniques.17.7 Si un parc ferm fait suite aux vrifications techniques, unmembre de lquipe pourra rentrer le vhicule dans ce parc.17.8 Le dpart est refus tout quipage qui se prsente auxvrifications administratives et/ou techniques au-del des limitesprvues par le rglement sauf en cas de force majeure dmentreconnu comme tel par les commissaires sportifs.17.9 Des vrifications complmentaires peuvent tre effectues

    concernant les membres de lquipage et/ou le vhicule tout momentdurant lpreuve. Ces contrles doivent tre organiss de manire nepas pnaliser les concurrents.

    18. MARQUAGE18.1 Le bloc moteur, le chssis et le GPS seront marqus lors desvrifications techniques et associs un quipage en particulier. Ceslments ne pourront pas tre changs pendant lpreuve, si ce nestque les concurrents du Groupe T1 peuvent changer un bloc moteur parvhicule, ce qui entranera une pnalit de 50 heures.18.2 Il est de la responsabilit du concurrent de veiller ce que toutemarque ou scell soit protg(e) jusqu la fin de lpreuve.18.3 Toute intervention dlibre sur toute marque ou tout scell est

    strictement interdite et sera signale aux commissaires sportifs.18.4 Un GPS dfectueux peut tre remplac avec la permissioncrite du dlgu technique de la FIA.

    17. ADMINISTRATIVE CHECKS AND SCRUTINEERING

    17.1 All crew members taking part in the event must report to theadministrative checks in accordance with the timetable published inthe supplementary regulations. Penalties for lateness will be of afinancial nature and will be detailed in the supplementary regulations.

    17.2 During the administrative checks the following documents willbe checked:FIA approved competition licenceASN permission to compete abroadDriving licenceCertificate of vehicle ownershipAny other documents which an organiser wishes to examine must be

    included in the supplementary regulations.17.3 Only those crews who have passed the administrative checksmay present themselves with their vehicle equipped with its rally plateand rally numbers at scrutineering. Scrutineering will be of a generalnature checking make and model of the vehicle, apparent conformitywith the group in which it is entered, conformity of the safety items,conformity of the vehicle with the Highway Code etc. No vehicle willbe allowed to start that does not comply with the FIA safetyregulations and the present prescriptions.

    17.4 Passing pre-event scrutineering does not in any way infer thata vehicle complies with the technical regulations.17.5 At all times during the Event, the competitor is responsible for

    the technical conformity of his vehicle. The fact of presenting avehicle for scrutineering is considered as an implicit statement ofconformity.17.6 If a car is found not to comply with the regulations, thestewards may set a deadline before which the car must be presentedfor re-scrutineering.17.7 If scrutineering is followed by a parc ferm, a member of theteam may take the vehicle into that parc.17.8 Any crew reporting to scrutineering and/or the administrativechecks outside the time limits prescribed in the regulations will not beallowed to start, except in a case of force majeure duly recognised assuch by the stewards.17.9 Additional checking of the crew members and/or the vehicle

    may be carried out at any time during the event. These checks mustbe organised in such a way that they do not penalize the competitors.

    18. MARKING18.1 The engine block, chassis and GPS will be marked duringscrutineering and associated with a specific crew. These items maynot be changed throughout the event, except that competitors inGroup T1 may change one engine block per vehicle which will entaila penalty of 50 hours.18.2 It is the responsibility of the competitor to ensure any marks orseals are protected until the end of the event.18.3 Deliberate interference with any mark or seal is strictly

    prohibited and all such occurrences will be reported to the stewards.18.4 A faulty GPS may be replaced with the written permission ofthe FIA Technical Delegate.

    19. ORDRE DE DEPART19.1 Lintervalle et lordre de dpart de la super spciale sont lapprciation du directeur de course. Le dpart de chaque tape estdonn avec un cart dau moins 2 minutes entre les 10 premiers, danslordre croissant du classement des jours prcdents, les pilotes depriorit FIA conduisant des voitures T1 prenant le dpart en premier.

    19.2 Les dparts de ltape suivant la super spciale, comportant unsecteur slectif se feront dans lordre du classement de la superspciale. Les pnalits infliges lors de la super spciale et desliaisons ventuelles ne concernent que le classement gnral. En casdex quo, la priorit sera accorde lquipage qui aura ralis letemps en premier. Si aucune super spciale nest dispute, lesconcurrents prendront le dpart lapprciation du directeur de course,les pilotes de Priorit FIA partant en premier.19.3 Dans le cas o deux ou plusieurs secteurs slectifs auraient tcourus lors de la mme tape, lordre de dpart de ltape dulendemain sera tabli sur le cumul des temps de ces secteurs slectifs.En cas dex quo, la priorit sera accorde lquipage qui auraobtenu le temps le plus rapide du premier secteur slectif.

    19.4 Dans le cas de 2 ou plusieurs secteurs slectifs successifs, ledpart du secteur slectif suivant sera bas sur lheure darrive dusecteur slectif prcdent en heures et minutes, sans tenir compte dessecondes, heure laquelle sajoutera le temps imparti pour le secteurde liaison ventuel et les 5 minutes rglementaires.Les concurrents partent avec au moins le mme intervalle que celui envigueur lors du dpart de ltape (soit les 10 premiers avec unintervalle de 2 minutes et les autres avec un intervalle dune minute).19.5 Le directeur de course, lorsquil rdige lordre de dpart, nedevra tenir compte que des ventuelles pnalits sportives lies desinfractions (CP manqu, waypoint manqu, excs de vitesse,comportement dloyal, etc.) effectues sur le secteur slectif quisajouteront au temps du/des secteur(s) slectif(s) considr(s).

    19.6 Les pnalits ventuelles attribues sur le(s) parcours de liaisonsont ajoutes au classement gnral de ltape courue.19.7 Tout retard pour se prsenter au dpart dune tape estpnalis raison dune minute par minute de retard.19.8 En cas de pointage en avance effectu par un quipage aucontrle horaire qui prcde le dpart dun secteur slectif, lquipagesera retenu par les officiels jusqu son heure de dpart.19.9 Sauf cas prvus au rglement, le premier camion prendra ledpart de la super spciale aprs la dernire voiture.

    20. PNALISATION FORFAITAIRE20.1 Une pnalisation forfaitaire a pour objet de permettre un

    concurrent de rester dans la comptition alors quautrement il seraitexclu pour avoir manqu certains contrles ou ne pas stre prsentdans les dlais impartis.20.2 Tout concurrent ne parvenant pas terminer une tape du rallyecomme requis dans le rglement (par ex. non prsentation aux CH audpart ou larrive dun jour dans leurs heures douverture ou nonachvement dun secteur slectif dans le temps maximum allou) severra attribuer une pnalisation forfaitaire d"une tape".20.3 Aux fins de ltablissement du classement, tous les concurrentsnayant aucune pnalisation journalire seront classs devant ceuxayant une pnalisation journalire qui leur tour seront classs devantceux ayant deux pnalisations journalires et ainsi de suite. Exemple :Classement

    19. STARTING ORDER19.1 The start interval and running order of the Super Special Stageis at the discretion of the clerk of the course. The start of each legshall be given with an interval of at least 2 minutes between the first10, in ascending order of the previous days classification with FIApriority drivers driving T1 cars starting first.

    19.2 Following the Super Special Stage, the starts for the next Legincluding a selective section shall be given in the order of the superspecial stage classification. Penalties imposed during the superspecial stage and on any road sections concern only the generalclassification. In case of a dead heat, priority will be given to the crewwho achieved the time first. Should no Super Special Stage be runcompetitors will start at the discretion of the Clerk of the Course withFIA priority drivers first.19.3 If two or more selective sections have been run in the sameLeg, the starting order of the next days Leg will be drawn up bycumulating the times of these selective sections. In case of a deadheat, priority will be given to the crew who achieved the fastest timein the 1st selective section.

    19.4 In the case of 2 or more successive selective sections, thestart of the following selective section shall be based on the finishtime of the previous selective section in hours and minutes,disregarding the seconds, to which will be added the target time forthe road section, if any, and the statutory 5 minutes.Competitors will start with at least the same interval as was given atthe start of the Leg (e.g. the first 10 at 2-minute intervals, the rest atone-minute intervals).19.5 The clerk of the course, when drawing up the starting order,must take into account only any sporting penalties that a competitorhas incurred for infringements (missed PC, missed waypoint,speeding, unfair behaviour, etc.) committed during the selectivesection, and which will be added to the time of the selective

    section(s) concerned.19.6 Any penalties incurred on the road sections shall be added tothe general classification of the Leg covered.19.7 Any vehicle reporting late for the start of a Leg shall bepenalised at a rate of one minute for every minute of lateness.19.8 In a case where a crew arrives early at the time control beforethe start of a selective section, the crew will be held by the officialsuntil its correct starting time.19.9 Save for cases provided for in the Regulations, for the SuperSpecial Stage, the first truck will start after the last car.

    20. FIXED PENALTY20.1 A fixed penalty is used to enable a competitor to remain in the

    competition when they would otherwise be excluded due to failing tovisit certain controls or report within the time limits imposed.

    20.2 Any competitor failing to complete a leg of the rally as requiredby the regulations (i.e. failure to report at the TCs at the start or finishof a day within their opening times, or failure to complete a selectivesection within the maximum time allowed) will be given a fixedpenalty of one leg.20.3 For the purposes of establishing a classification all competitorswith zero day penalties will be classified ahead of those with one daypenalties who will in turn be classified ahead of those with two daypenalties and so on. Litinraire officiel est contrl par lavoiture ouvreuse de la FIA (except pour les Bajas). Litinraire devraittre conu de sorte que la majorit des concurrents puissent effectuerles secteurs slectifs de jour.21.2 Les concurrents sont obligs dtre quips dun ou deux GPStlchargs avec les waypoints donns par lorganisateur. Lorsquunquipage utilise deux GPS, il doit indiquer lequel doit tre considrcomme officiel par crit aux vrifications techniques. Si le GPS officielest en panne, le second GPS devient le GPS officiel.

    21.3 Il est de la responsabilit du concurrent de veiller ce que lesystme de suivi demeure en permanence connect et allum,lantenne tant connecte en permanence durant lpreuve lorsque lavoiture se trouve lextrieur du bivouac.21.4 Le GPS peut tre inspect par un officiel en tout point durantlpreuve.21.5 A la fin de chaque tape, le GPS peut tre inspect pourvalidation des waypoints. Toute violation sera immdiatement signaleau directeur de course.21.6 Entre deux waypoints, le parcours dcrit dans le road book nestpas obligatoire mais fortement recommand. Seul ce parcours estouvert par la voiture ouvreuse de la FIA.

    21B. ITINERAIRE OFFICIEL (Bajas)21B.1 Litinraire officiel est celui indiqu dans le road book et dfini laide de dessins. Litinraire devrait tre conu de sorte que la majoritdes concurrents puissent effectuer les secteurs slectifs de jour.

    21B.2 Litinraire et les schmas indiquant le sens du parcourscontenus dans le road book doivent tre suivis. Une pnalit pour non-respect peut tre indique dans le rglement particulier. Tout autre cassera signal aux commissaires sportifs.21B.3 Si un concurrent quitte accidentellement le parcours, il doitrefaire le chemin en sens inverse jusquau point o il la quitt avant decontinuer, tout en se conformant lArt. 40.2.21B.4 Si un organisateur dune Baja souhaite utiliser des waypoints,

    des informations compltes sur ces derniers et les units GPSautorises doivent figurer dans le rglement particulier.

    22. WAYPOINTS (sauf pour les Bajas)22.1 Un waypoint est un point gographique dfini par descoordonnes en longitude et en latitude. Il existe plusieurs types dewaypoints :

    a) WPV (Waypoin t vi sible)Un waypoint dont les coordonnes sont communiques dans le roadbook. En se dplaant vers un waypoint visible, toutes les informationssont affiches lcran du GPS. Pour valider un WPV, un concurrentdoit passer moins de 200 mtres de celui-ci.

    b) WPE (Waypoint Ecli pse)

    20.4 In no case may a fixed penalty be used by a competitor whohas been excluded by the Stewards.20.5 The use of the fixed penalty is optional in Bajas whereorganisers may instead use maximum selective section penalties.

    21. OFFICIAL ITINERARY (not for Bajas)21.1 The Official Itinerary is that shown in the road book anddefined by drawings and waypoints. The Official Itinerary is checkedby the FIA Opening Car (except for Bajas). The itinerary should bedesigned so that the majority of competitors may complete theselective sections in daylight.21.2 Competitors are obliged to be equipped with one or two GPSdownloaded with the waypoints given by the organiser. When a crewuses two GPS, it must indicate in writing, at scrutineering, which ofthe two will be considered as the official one. If the official GPS isinoperative, the second GPS becomes the official one.

    21.3 It is the competitors responsibility to ensure the TrackingSystem remains permanently connected and switched on with theantenna connected at all times during the event when the car isoutside the bivouac.21.4 The GPS may be inspected by an official at any point duringthe event.21.5 At the end of each leg the GPS may be inspected forvalidation of waypoints. Any violations will be reported immediately tothe Clerk of the Course.21.6 Between two waypoints, the route described in the road bookis not obligatory but strongly recommended. Only this route is openedby the FIA opening car.

    21B. OFFICIAL ITINERARY (Bajas)21B.1 The Official Itinerary is that shown in the road book anddefined by drawings. The itinerary should be designed so that themajority of competitors may complete the selective sections indaylight.21B.2 The itinerary and the road direction diagrams in the road bookmust be followed. A penalty for non-compliance may be mentioned inthe supplementary regulations. Any other case will be reported to thestewards.21B.3 Should a competitor accidentally leave the route he mustretrace his tracks and return to that point before continuing, whilecomplying with Art. 40.2.21B.4 Should a Baja organiser wish to use waypoints full details of

    these and GPS units permitted must be detailed in theSupplementary Regulations.

    22. WAYPOINTS (Not for Bajas)22.1 A Waypoint is a geographical point defined by coordinates oflongitude and latitude. There are several types of Waypoints:

    a) WPV (Visible Waypoint)A waypoint, the coordinates of which are given in the road book.Travelling towards a visible waypoint, all information is displayed onthe screen of the GPS. In order to validate a WPV a competitor mustpass within 200 metres of it.

    b) WPE (Eclipse Waypoint )

    A waypoint which becomes completely visible on the GPS once theWPE, WPV, WPS or WPM preceding this WPE has been validated,whatever the distance between the WPE, WPM, WPV, WPS and theWPE should be. In order to validate a WPE a competitor must pass

    concurrents. Le GPS ne dirige le concurrent vers ce point quune foisparvenu dans un rayon de 3 km de ce dernier. Pour valider un WPSV,le concurrent doit passer moins de 90 mtres de celui-ci.22.2 Tous les waypoints sont contenus dans la mmoire du GPSstandard.22.3 Les concurrents doivent passer par tous les waypoints danslordre chronologique.22.4 La pnalit pour la non-validation dun waypoint sera indiquedans le rglement particulier et doit tre dau moins deux heures. Lenombre total de waypoints pouvant tre manqus durant une tape oupendant toute lpreuve sera indiqu dans le rglement particulier.

    22.5 Si un concurrent souhaite abandonner, il peut entrer un code

    durgence qui dbloquera compltement le GPS et montrera tous leswaypoints. Le code durgence sera indiqu dans le rglementparticulier et imprim dans chaque road book.22.6 Un concurrent qui doit sortir dun secteur slectif et retourner au

    d) WPS (Waypoint Safety)A waypoint used to ensure competitors safety, mentioned in the RoadBook and the coordinates of which are not revealed to the

    competitors. The GPS directs the competitor towards this point onlyonce he has come within a 3 km radius of it. In order to validate aWPV a competitor must pass within 90 metres of it.22.2 All waypoints are contained in the memory of the standardGPS.22.3 Competitors must pass through all waypoints in chronologicalorder.22.4 The penalty for the non-validation of a waypoint will bestipulated in the Supplementary Regulations and must be at least 2hours. The total number of waypoints which may be missed during aleg or in the entire event will be stipulated in the SupplementaryRegulations.22.5 Should a competitor wish to retire he may enter an emergency

    23.3 Seules sont autorises dans la voiture les notes de parcours de

    lpreuve en cours (road book officiel), les modifications proposes parla voiture ouvreuse de la FIA ou la voiture ouvreuse de lorganisateur,qui pourront tre intgres dans le road book, et les notes personnellesrsultant dun prcdent passage (quel que soit le sens) lors delpreuve en cours.23.4 Il est interdit de transporter toutes cartes dans le vhicule, lexception de celles distribues par les organisateurs et des cartesmentionnes dans le rglement de lpreuve.     24. ZONES DE CONTROLE DE VITESSE24.1 Les organisateurs doivent tablir des zones de contrle de

    vitesse lorsquun secteur slectif passe dans une zone habite et dautres endroits leur apprciation. Une impulsion est enregistredans le GPS au moins tous les 100 mtres et la vitesse est affiche surla page speed du GPS et enregistre dans sa mmoire.24.2 Le dbut de la zone de contrle de vitesse sera matrialis surle road book par une case "DZ" et par un waypoint (WPS ou WPE) etindiqu laide dun panneau physique. 90 m avant ce waypoint, leconcurrent se voit indiquer sur son GPS quil approche de la zone decontrle. Les 90 m situs aprs ce waypoint constituent la zone detolrance dans laquelle aucune pnalit ne sapplique.24.3 La fin de la zone de contrle de vitesse sera matrialise sur leroad book par une case "FZ" et par un waypoint (WPE) et indique laide dun panneau physique. 90 m avant ce waypoint, la zone de

    23.2 Organisers may issue the road book one day at a time or in itsentirety. Competitors must be issued with the road book for a day byat the latest 18h00 on the previous day. Receipt will beacknowledged by signature and the road book will remain theproperty of the competitor.23.3 It is authorised to carry in the car only the route notes for the

    current event (official road book), the modifications proposed by theFIA opening car or the organisers opening car, which may beintegrated into the road book, and personal notes resulting from aprevious passage (in whatever direction) in the current event.

    23.4 It is forbidden to carry any map in the car except for thosesupplied by the organizers or maps mentioned in the eventregulations. No notes may be made on the maps other than latitude &longitude lines and GPS points provided by the organisers.

    24. SPEED CONTROL ZONES24.1 Organisers must establish speed control zones when a

    selective section passes through a populated area and at otherlocations at their discretion. A pulse signal is recorded in the GPS atleast every 100 metres and the speed is displayed on the speed pageof the GPS and recorded in its memory.24.2 The start of the speed control zone will be indicated in the roadbook by a box marked DZ and by a waypoint (WPS or WPE) andmarked with a physical sign. 90 metres before this waypoint,competitors will be informed by their GPS that they are approaching aspeed control zone. 90 metres after this waypoint is the tolerancezone within which no penalty applies.24.3 The end of the speed control zone will be indicated in the roadbook by a box marked FZ and by a waypoint (WPE) and markedwith a physical sign. 90 metres before this waypoint the tolerance

    zone begins within which no penalty applies.24.4 Waypoints associated with a DZ or FZ are validated only oncethe competitor is within a radius of 90 metres.24.5 Within a speed control zone organisers may specify a speedlimit of 30, 50 or 90 kph. The speed imposed will be permanentlydisplayed on the GPS.24.6 Should the physical sign and the waypoint not coincide thewaypoint will be considered correct.24.7 A competitor may only commit one infringement per speedzone.
