Geodetic, ISPLS, HARN Framework

Workgroup/Committee

Tie Card Project

Lorraine WrightINGISI representative

Participants

• INGISI members (state, county, local, private)• Indiana Society of Professional Land

Surveyors (ISPLS)• Office of the Indiana State Geodetic

Advisor (HARN)• Indiana County Surveyors Association• Private Companies• Indiana University and Indiana Geological

Survey

Purpose

• Original purpose: to develop a Statewide Framework of Geodetic information

– The federal government maintains most of the data

– Link to the National Geodetic Control site for Geodetic Control

Surveyors

• Survey data is the basis for:

– Geodetic Control

– Cadastral - PLSS Control

– Boundary information

Purpose

• Develop a state-wide framework layer of PLSS corner information - Cadastral Framework

– The workgroup determined that the Tie Card Project would be the most beneficial project in the absence of coordinate data

Purpose

• Develop a process to enable Counties (to link the Tie Cards to a GIS

– The Tie Card is the basic building block (documentation) for the PLSS Corner

Pilot Project

• Develop a pilot project with a county

– Bartholomew County agreed to be the pilot county

– Work through the entire process and document it so other counties would benefit from having the process developed

Equipment for the Pilot

• INGISI and ISPLS worked together to purchased equipment through a grant

– 2 laptops– 2 scanner/printer/copiers were purchased

Pilot Project -Phase I

Develop a file naming convention for the scanned tie cards that could be utilized State-wide

File Naming Convention • Surveyor use descriptions to describe a

Public Land Survey Section corner (ex. NE 1/4, NE 1/4, NE1/4, Section 03,T23N, R06W

File Naming Convention

• IN02_T23NR06E03_08

Computer File Name will include – (example)• State Name and Prime Meridian – IN02• Township number - T23• Township direction – N • Range number – R06• Range direction – E • Section – 03• Grid Number – 08 (Grid numbering system begins

with 0 in upper left hand of section and ends in 80, bottom right corner)

Phase II

• Develop a Point Grid that could be used to link to the scanned tie cards

Phase II

• Develop a method to be able to link the scanned Tie Cards to a map

– Renaming Software developed by Brian Wood, Paul I. Cripe, Inc.

Phase II

• Develop the GIS Point Grid Map

Phase III

• Scan tie cards

Phase IV

• Rename scanned tie cards with a meaningful name

– file naming convention

Phase V

• Link the scanned images to the Tie Card - Point Grid GIS Layer

Cookbook

• Develop a cookbook defining process:

– Scan tie cards

– Rename scanned tie card

– Link tie cards to Point Grid map

Pilot Project

• Status

• Bartholomew County Pilot– Currently data being verified for quality and

completeness– Will deliver the project to the County in an

ArcReader Project – All the data can be included in their GIS or

can be used as an ArcReader Project

Statewide Project

• Data Storage – possibly IU Mass Storage

• State-wide Tie Card Layer

– Combine Tie Card Layer with

– Data from Counties that already have data on their website
