Geographical Information Systems (GIS)

They say a picture says a thousand words; well GIS systems does more than that! It's a great way to present potentially dry data that would normally be in tables or words in a way everyone will understand.

The Councils GIS service is delivered by a small team which was set up in August 2006. It provides a comprehensive range of spatial and mapping services that cover all aspects of GIS, including map production, online mapping, data capture, GIS analysis, Spatial Data Management, GIS advice and Application development work.

GIS is a key factor in bringing together Council service information via interactive mapping improving service delivery of customer services. We currently deliver services to public sector partners and the general public

Why do we use GIS

Bing, Google Maps, Street view are now all familiar to many web users and Public at large

Allows “to paint a picture” about a local area to understand better…

Present data in a more interesting and understandable way than reports and spreadsheets

Allows for organisations to share and join data together to give a better understanding , economies, efficiencies and savings

Aids better communication about locational matters

The PSMA builds upon the best elements of previous public sector agreements, bringing them together.

offers significant benefits to users, including: access to a vast digital resource opportunity to exchange and share data with other organisations engaged in

the provision of public services

All members will have access to the same data, Including Parish Council’s under the same terms making cross-organisational working a reality, helping to reduce costs and duplication of effort

• By doing this government departments, local authorities and councils can combine their different perspectives to help create new insights that leads to new ideas and opportunities.

Street Naming and Numbering in Lichfield District

Did you know?

Lichfield District Council is responsible for naming and numbering all new streets and properties.

Street names must have a connection to the history or geography of the area and cannot be chosen simply because they sound attractive.

Once the Council has allocated your property with a name or number, you are legally obliged to display it.

If you change your house name, you must inform the Council.

What is the Local Land and Property Gazetteer?

The Local Land and Property Gazetteer (LLPG) is a central database that provides the definitive identification of all land and property within the Lichfield District and holds the information in a national address standard called BS7666 which dictates exactly how the data is held.

It contains accurate and up to date address details of all the properties in within Lichfield District.

The LLPG is much more than a simple list of addresses; it contains information regarding land, buildings in multiple occupation or within complexes and other structures such as churches, telephone boxes, recycling points, telecommunications masts and electricity substations.

Page 16: Geographic Information Management Gareth Thomas Geographical Information Manager Tel: 01543 308116 Email: gareth.thomas@lichfielddc.gov.ukgareth.thomas@lichfielddc.gov.uk.

Why are we doing this?

The Government decided they wanted a single national database as

there have been three separate databases of addresses:

Local Government’s National Land and Property Gazetteer and National Street Gazetteer (NLPG/NSG)

Royal Mail’s Postcode Address File (PAF) Ordnance Survey’s OS MasterMap Address Layer 2 (Address Layer and

ADDRESS-POINT)

Issues relating to addressing are: completeness currency each created against different standards all based on different references

Page 17: Geographic Information Management Gareth Thomas Geographical Information Manager Tel: 01543 308116 Email: gareth.thomas@lichfielddc.gov.ukgareth.thomas@lichfielddc.gov.uk.

Benefits of a Single National Address Database

Addresses can be interpreted in different ways, for example:

LLPG: Redwing House, 3 Anglesey Close

Royal Mail: Redwing House

VOA: 3 Anglesey Close

NDR (LDC): Redwing House, 3 Anglesey Close

Resolves address anomolies for members of the public that have had re-occurring problems over many years.

Stops any numbering duplication

Underpins National Projects

Accuracy is vital when mapping addresses.

Provides address information to developers.

Ensures that the street name plates are displayed correctly.

Helps utility companies with connecting properties to their providers.

Page 18: Geographic Information Management Gareth Thomas Geographical Information Manager Tel: 01543 308116 Email: gareth.thomas@lichfielddc.gov.ukgareth.thomas@lichfielddc.gov.uk.

What are the Benefits of the LLPG?

The LLPG is the master address database for the council and eliminates the duplication of effort across the various departments and helps to improve service delivery.

The National Land and Property Gazetteer (NLPG) enables all the data to be brought together in a consistent format that links national bodies, such as the Police and Fire and Rescue services, and local authorities together to enable the rapid exchange of property information. We can all talk about the same property and understand!!!!!

This sharing of information will make it easier to maintain very up to date property information on both a local and national level.
