Following our conversation on the phone, yesterday, I would need the confirmation that the metadata records describing the linkedDiscovery Services are already available.
I have just tried to issue the following query to http://www.pcn.minambiente.it/geoportal/csw?request=GetCapabilities&service=CSW&version=2.0.2, which asks for the metadatadescribing Discovery Services:
It only finds one metadata record, the one that describes the same service http://www.pcn.minambiente.it/geoportal/csw?request=GetCapabilities&service=CSW&version=2.0.2

Following today’s call I tried again but the situation has not changed:
A test run of the linked Discovery Services has been performed.
The outcome of the test will be accessible from the outside this evening but please find here a summary table, where in the last column you can seethe average conformity to INSPIRE of the ISO Metadata collected from each Discovery Service:
The row with “ ” refers to the following service from Regione Piemonte:

It has been generated by requesting, to the National Discovery Service, only the metadata describing Discovery Services, and simulating the CLIENTscenario:
If you realize that you need to harvest only from some of those Discovery Services, you will have to populate the FederatedCatalogues constraintinside the CSW Capabilties document of the National Discovery Service.
If that list is not empty, the Geoportal will only harvest from the endpoint listed there.

As agreed I have tweaked the code for this test so that the National Discovery Service is included in the table as if it were a linked Discovery Service.
There are now 12 rows in the table, one for each Discovery Service.

Any news about enabling the Discovery Client Scenario?
If you decide to go for that approach you will have to update the Service registration on the INSPIRE geoportal.
