Two major Coastal Georgia mobility proj-ects — a long-anticipated new Back RiverBridge between Savannah and SouthCarolina and the widening of a portion of theGolden Isles Parkway at Brunswick —along with $15 million of interstate highwayresurfacings in northwest Georgia areamong 19 infrastructure improvement proj-ects announced April 5 by the GeorgiaDepartment of Transportation. The Back River Bridge project — on the
U.S. Highway 17/State Route 404 Spurcrossing from Hutchinson Island to SouthCarolina just north of Savannah — willreplace the existing, narrow 59-year-oldspan with a significantly wider bridge fea-turing 8-ft. (2.4 m) shoulders in each direc-tion. Shoulder lanes will allow for fasterclearance of breakdowns and incidents,which now often require closing the entirebridge. Some 19,000 vehicles utilize thebridge each day and that number is expected
to increase to as many as 35,000 in comingyears.The new structure will be built by Balfour
Beatty Infrastructure Inc., of Fleming Island,Fla., at a cost of $14.4 million. Federal fundswill cover 80 percent of the project’s cost;Georgia and South Carolina will proportion-ally share the remainder.The existing bridge will remain in service
until the new structure opens, scheduled tooccur by January 2016.Among other new projects announced are:• A $7.9 million widening and extension
of 2 mi. (3.2 km) of the Golden IslesParkway/State Route 25 Spur just west ofInterstate Highway 95 at Brunswick fromone lane in each direction to two. PlantImprovement Co. Inc., of Brunswick, Ga.,will perform the work, which also includesreconstruction of the new route’s intersec-
tion with State Route 99. Constructionshould begin this summer and is scheduledfor completion in January 2015;• Two contracts for resurfacing nearly 16
mi. (25.7 km) of Interstate Highways 59 and24 in Dade County. Both jobs, valued at atotal of $14.8 million, will be done by C.W.Matthews Contracting Co. Inc., of Marietta,Ga. Work is to be complete on both by nextMarch; and• A $1.1 million safety and mobility
improvement project in Columbia County— the construction of a roundabout at theintersection of Wrightsboro Road/StateRoute 223 and Appling-Harlem Road/U.S.Highway 221/State Route 47. PittmanConstruction Company, of Conyers, Ga., isthe contractor; completion is scheduled fornext March.

Two decades after it wasfirst envisioned, constructionhas finally begun on an $8million Senior LifeEnrichment Center inAlbany, Ga. The SouthwestGeorgia (SOWEGA)Council on Aging’s newfacility includes an educa-tional area, activity roomsand more than 60 officespaces and is being built atthe site of the former Byne MemorialBaptist Church property in DoughertyCounty.“I am most looking forward to seeing
people come to the Center, their reactionand excitement about the building and theopportunity to participate in all of theactivities,” said Kay Hind, the Council’sexecutive director. “Even though this willbe the completion of a dream, it’s also thebeginning of a new era in senior program-ming. I’m excited about having the facili-ties to provide for the expansion of exist-ing services, as well as new and innovativeprograms.”In 2008, Phoebe Putney Memorial
Hospital donated $1.2 million worth of
property for the organization to use as thesite of the planned Center, which involvesan adaptive reuse of a three-story schoolrenovated to accommodate the project’sneeds, along with an addition being con-structed on the front of the building. “Site and building demolition is com-
plete for the most part, and site under-ground storm, sanitary and water systemsare complete,” said Jake Reese, projectmanager of general contractor LRAConstructors. “The existing building inte-rior wall framing and mechanical, electri-cal and plumbing rough-in is roughly 80percent complete overall. trades, along with boom trucks atthe exterior for steel erection.Lulls and variable reach lifts ofvarious sizes are on hand for exte-rior veneer work at the new addi-tion and the existing building, aswell as backhoes at the exterior forexcavation.“The north end of the new
building has an expansion thatintrudes on all three levels andconsists of radius structural steelwith masonry columns/infill andstorefront,” said Reese. “The phas-ing of demolition of the existingbuilding with this new constructionhas been challenging, to say theleast. The weather also has playeda role, with underground work atthe perimeter of the existing build-ing. Also, there are some relative-ly steep grades along the existingbuilding that have been affected.”Currently, there are roughly 40
men on site each day. On averagefor the duration of the project,about 30 men will be working 8to 10 hours shifts every day. Theproject was initially out of budget,so the design and constructionteam worked together through avalue engineering process to cutroughly $800,000 from the pricewithout greatly affecting thedesign scope and intent. Aging was established in 1966 andhas always been located in oldstore fronts, barracks, public hous-ing facilities and old U.S.O.Buildings,” said SOWEGA’sDevelopment Director, IzzieSadler. “There’s not adequatespace to provide important pro-grams and services for the growingneeds of the senior community.Current offices are in three small
buildings, with the Senior Centerlocated in two separate facilitiesapproximately one mile apart. Thephysical division and distancebetween all of the facilities compli-cates operations, causes confusionfor individuals seeking informa-tion and assistance, limits theagency’s capacity to deliver pro-grams and services and requiresthe agency to rent or borrow spacefor programs.”Remaining on the site is the
family life center, which includes agymnasium, kitchen and Sundayschool. The addition’s exterior issurrounded by a covered porchsupported by traditional craftsman-style tapered columns. The origi-nal family life center’s exterior hasbeen modified by adding a largenumber of windows bringing day-light into every space occupied by
seniors. The existing brick will bestained to match the new brick ofthe addition, resulting in a com-plete makeover. Lead architect George Flynn of
Flynn Finderup Architects ofMarietta has been working withHind for close to ten years indeveloping the project. He saidafter so much time invested,watching the project take shape isrewarding.“We wanted to create a facility
that would be accessible to thewhole community,” Flynn said. “Ithink currently most people viewthis as a low-income service, butSOWEGA provides so muchmore. We chose to design some-thing that would be inviting to awide range of economic groups,racial groups and those with differ-ent needs. There will be space tohold banquets, wedding recep-tions, club gatherings, holiday par-

Thenew two-story addition adjoins thesouth side of the building consist-ing of approximately 7,367 sq. ft.,with a total gross project area of43,132 sq. ft. New wraparoundporches are located on all threesides of the new addition. Siteworkconsists of new hardscape walk-ways, trees and site improvementswithin the city right-of-way.Site utilities include new water,
sewage, storm drainage, gas, elec-trical, fiber optics, cable TV andfire protection lines. A new drive-thru portico lets visitors know theyhave arrived at the new SeniorCenter, anchoring the front of thenew addition. New drives, visitorand staff parking lots, sidewalks,grassing, landscaping and sitelighting also are included.According to Sadler, “The
Senior Life Enrichment Centerwill primarily serve all individualsage 60-plus in the local area; how-ever, the facility also will be thehub of all offices, programs andservices for a 14-county servicearea in southwest Georgia. Thelarge state-of-the-art facility willallow the agency to offer a widevariety of programs designed toelevate older adults and encouragehealthy lifestyles.” Sadler credits her boss with
turning a long held dream into areality, based on years of experi-ence and tireless devotion to sen-iors. “Kay Hind has been the director
of this agency for 45 years. Shestarted with an $8,000 budget and
a desire to help seniors. Now, atage 82, she maintains the helm ofthe organization and its $5.9 mil-lion dollar annual budget,” Sadlersaid. The Center will be the flagship
facility for SOWEGA Council onAging. The Albany area has thelargest senior population of any ofthe service areas served by theCouncil. “There has been a very positive
reaction from the entire communi-ty,” added Sadler. “Seniors areexcited to have a safe, invitingplace to enjoy a good meal, activi-ties and other recreational opportu-nities, and younger groups areexcited to have another localoption for conference and eventspace, as well as the opportunity tovolunteer with programs held atthe facility. “The Putney Memorial Hospital

would never come to pass. To haveseen the programs grow and thepeople that have benefitted is grat-ifying. The program started in asmall apartment in Golden Agehousing and progressed to manyother locations, each an improve-ment over the former. I want peo-ple to know that we value our oldercitizens in southwest Georgia, andwe recognize and appreciate allthey have contributed to our socie-ty. This is one way to make a dif-ference in their lives.This willfinally be a lasting memorial to allseniors in southwest Georgia.”
