Who Owns a Geothermal Resource?
• Geothermal resources are lumped in with the subsurface mineral estate – Authorize use – Collect rent and royalties
• Alaska Oil and Gas Conservation Commission is in charge of geothermal well regulation, regardless of ownership
• Water at or below 120ºC (248ºF) may be appropriated as groundwater, requiring a water use permit from DMLW
