The Germantown Village Boardapproved hiring a consultant April 16to study the feasibility of a tax incre-mental finance (TIF) district alongHoly Hill Road as part of an industrialdevelopment that is under considera-tion.
The board approved approved acontract for the Ehlers firm at a costnot to exceed $5,700 to provide a fea-sibility analysis for a TIF as part of thepotential development. At the April 2Village Board meeting, VillageAdministrator Steve Kreklow said hewas contacted by a developer aboutconstructing two industrial bulidingsthat would be approximately 700,000feet or larger near the Holy Hill Roadarea.
"In order to proceed further alongthis path, we need to bring in some addi-tional expertise to help to evaluate thepotential use of tax increment financingshould this project move further down theprocess," Kreklow said during the April 16board meeting.
Kreklow said the contract is for the firstthe first phase of review for a potential TIFdevelopment. He later stated in presentingthe item to the board he is seeking to betransparent to the board and the communitywhile at the same time being sensitive to the
developer as they work with potential clientsfor the development.
A representative from the Ehlers groupsaid that when the village would receive thefeasibility study would depend on howquickly they obtain information from thedeveloper and the village regarding publiccosts.
Chad Navis, director of industrial invest-ments for Zilber Property Group, introducedthemselves to the Village Board as the devel-oper for the potential project. He mentioned
previous projects the firm has donein the area, including MenomoneeFalls, Kenosha, Pleasant Prairie,and Pewaukee.
In a TIF, taxes normally direct-ed toward local government units(municipal, school district, techni-cal school district, county) areinstead used to pay for infrastruc-ture improvements, with the localgovernment units later benefitingfrom the increased property valuegenerated by theimprovements.Final approval of aTIF is made by a Joint ReviewBoard comprised of representativesfrom the local taxing units and acitizen representative.
Village hires new engineerEric Nitschke was hired as the new village
engineer. He replaces John Laning, whostepped down from the post earlier this win-ter. Nitschke had been the director of CentralServices/DPW since November 2015. Beforethat, he held positions as the senior projectmunicipal manager for the GRAEF engineer-ing firm, as southeast regional director forthe state Department of Natural Resources(DNR), as director of Public Works for the vil-lage of Sussex and as division engineer forthe city of New Berlin.

Poppy & Thyme bath and body storemakes a splash in Menomonee Falls
Entering Poppy & Thyme—a new bath and bodystore that recently opened in the Menomonee FallsVillage Centre—is more experience than errand.Greeted by a burst of colors, pleasant scents, soothingmusic and a friendly face, customers walk into a calmatmosphere that feels just as much spa as it does shop-ping space.
Owner Layla Obregon created this peaceful sceneas a deliberate contrast to the daily grind of her 20-year job in information technology for Premera BlueCross in Seattle.
"I was always in front of a screen and I loved it,but I wanted to have the opportunity to be more cre-ative," she said. "When we were designing the Poppy &Thyme brand, it was important to us that the store bea beautiful place to shop with relaxing music and love-ly scents, an escape from the stresses of day-to-daylife."
After two years as a Menomonee Falls resident,Obregon thought it was time to make her passion ofcreating bath products with her mother, KathyColegrove, into her day job. That’s when she and hermother decided to take items they had been selling onEtsy and expand their business by opening the store.
Poppy & Thyme is now open in its full glory, car-rying fizzing bath bombs in over 70 scents (includingthe unique and exotic like root beer, birthday cake,lavender sage, grape fizz and tropical coconut), hand-
made soaps, body cremes,bath crystals, and uniquegifts. They also carry avariety of products fromTokyoMilk, Library ofFlowers, The CottageGreenhouse, SonomaLavender, and manyother well-known nation-al and local companies.The store also offers avariety of bath truffles,loofa soaps, naturalsoaps, essential oils, alu-minum free deodorant,
baby gifts, teas, jellies, jams, and candies.Along with Obregon’s mother, the rest of the fam-
ily has also been involved in the venture. Her hus-band, Ruben, pops in to lend a hand as needed andstepsons Elijah, 17, and Judah, nine, each play theirrole. Elijah works part-time at the store and Judahsells his Jumpee’s brand of candy from the Poppy &Thyme shelves.
"It’s been a real family thing," Obregon said, not-ing that her mom lives in Seattle but makes frequenttrips to visit her daughter and check on the store.
"My mom has had a huge influence on how thestore looks and feels. She’s always been the cheer-leader. She’s the best mom a girl could ever have," shesaid. Obregon added that her father, Tom Colegrove,also flies out "to build fixtures and give us encourag-ing hugs."
Obregon makes it a priority to purchase productsfrom companies doing positive things for women, fea-turing items from the B&B Company which employswomen who have been homeless. She also seeks tosupport area schools, groups and organizations byhosting fundraiser nights, giving them a percentagefrom the sales. The business will also participate in vil-lage Ladies Nights and host "meet the maker" eventsas a way to get acclimated into the community andform relationships with neighbors.
"We are definitely no pressure," Obregon said. "Wejust want the community to come in, look around, feelgood about themselves and ask us if they have anyquestions."
Business hours are 10 a.m. to 6 p.m. Tuesdaythrough Friday and 10 a.m. to 4 p.m. Saturday. Thestore is closed Sunday and Monday. The store’s GrandOpening event is on Saturday, May 5 from 10 a.m. to4 p.m. The store will offer specials, giveaways and avariety of desserts/treats for customers to enjoy.

Various components go into creatingbeautiful, lush lawns. Lawn maintenanceinvolves ensuring lawns have all of thenutrients they need to thrive. Fertilizer isessential when feeding lawns, but fertil-izing a lawn involves more than spread-ing fertilizer around the yard and hopingfor the best. Fertilizing is a process thatshould be done carefully and timed cor-rectly for optimal results.
According to Scotts®, a premier lawnseed and care company, no two lawns arealike and each lawn has different needs.
The type of grass and whether a lawn ismostly in the sun or shade may dictatefertilizer requirements. While many lawnsare comprised of several different grasses,a general rule of thumb is that the lawnwill need to be fertilized in the spring atthe very least. After that, fertilizationschedules should be customized accord-ing to grass type, climate and other fac-tors.
Spring is a prime time to fertilizebecause the lawn is reviving after a longseason of cold weather and dormancy.
Come spring, lawns need to be fed to turngreen and grow. Soil supplies some of thenutrients grass needs, but many soils lackelements that lawns need to survive thegrowing season. Lawn and garden expertsat Lowes say a healthy and actively grow-ing lawn uses a great deal of energy, andfertilizer will provide the boost itrequires. Fertilizer helps promote newroot and leaf growth, aid in recovery fromdamage, reduce weeds, and replace nutri-ents lost to water runoff.
Fertilizing the right wayFollow these steps to feed the lawn
and help it thrive.• Identify the type of grass in your
lawn and consult with a garden center tofind the right type of fertilizer for yourgrass. Many grasses are categorized byseason and may be referred to as coolseason, transitional or warm seasongrasses.
• Test the soil to check for pH. You
want the soil to be as close to neutral aspossible so it can readily process thenutrients in the fertilizer.
• Broadcast or rotary spreaders willevenly distribute fertilizer and will notcause striping on the lawn like dropspreaders might. Resist the urge to fertil-ize by hand, as you may lay an unevenamount of product, producing burns andbrown spots.
• Fertilizers come in slow-release,fast-release, and weed and feed formula-tions. Which fertilizer you use willdepend on the type of grass you have andhow much time you have to devote tolawn maintenance. Slow-release fertiliz-ers may be preferable because they donot need to be reapplied often.
• Use caution and set the spreader todistribute less product if you are unsurehow much to apply. Excessive fertilizercan damage a lawn.
• Water the lawn well after applica-tion, and always follow the fertilizermanufacturer's instructions.
• Keep people and pets off of thelawn for a day or two after application.
• Scotts recommends that lawns withwarm-season grass be fed over the sum-mer as they grow steadily from spring tofall.
• Another application of fertilizer inthe fall will supply lawns with nutrients tocontinue to grow and then survive winter.

Automobiles are significant invest-ments. According to Kelley Blue Book,the average transaction price for lightvehicles was $34,968 in January 2017,marking a 3 percent increase from justa year earlier.
The decision to spend tens of thou-sands of dollars on a new vehicle is notone consumers should take lightly.Once drivers purchase their new vehi-cles, they can protect their investmentsand get greater returns on those invest-ments by prioritizing maintenance andtaking simple yet effective steps toextend the lives of their cars andtrucks.
1. Drive defensively. Aggressivedriving is dangerous and can haveadverse effects on a vehicle. When driv-ing, always obey posted speed limitsand avoid accelerating and deceleratingquickly. Such a style of driving canstrain vehicle engines and drive trainswhile negatively affecting fuel efficien-cy and wearing down brakes, states theNational Institute of AutomotiveService Excellence.
2. Maintain a clean vehicle. Carwashes do more than just clean a vehi-cle. Routine washing and waxing canremove dirt that, if left on a vehicle,can gradually scratch paint and con-tribute to chips and rust. Over time,rust can affect vehicle performance andmay even compromise the safety ofdrivers and their passengers if badenough frame rust affects structuralintegrity. Routine washing also canremove road salt from vehicles. Salt can
build up during winter when roads areroutinely treated during and aftersnowstorms. Road salt can be extremelycorrosive and, if left unremoved from avehicle, can contribute to rust that ulti-mately can cause extensive damage to avehicle.
3. Routinely check tire pressure.Many of today's new vehicles alert driv-ers when tire pressure is low. Driversshould not ignore such warnings, as lowtire pressure can affect engine perform-ance by forcing it to work harder thanshould be necessary. Engines that areforced to work harder than they need tolikely won't last as long as those thatrun efficiently. Low tire pressure alsonegatively affects fuel efficiency,potentially costing drivers substantialamounts of money over time. Drivers ofolder vehicles without tire pressurealerts should routinely check tire pres-sure and keep tires adequately inflated.Vehicles that are slow to accelerate fromresting positions may not have enoughair in their tires.
4. Adhere to maintenance guide-lines. Drivers may have heard thattoday's vehicles were built to go longerperiods of time between oil changes andtuneups than the vehicles of yesteryear.But drivers should still adhere to manu-facturer-recommended maintenanceguidelines. Upon buying new vehicles,drivers should read their owners' manu-als to determine recommended mainte-nance intervals, and stick to thoseintervals for as long as they have theirvehicles.
Simple ways to extend the life of your vehicle
As they spend more and more timein their vehicles, drivers tend to growmore comfortable behind the wheel. Asa result, drivers may be inclined to takecertain things, including how visiblethey are to approaching motorists, forgranted.
When drivers think of their vehiclelights, they tend to be most concernedwith how those lights impact how theycan see the road ahead of them atnight. Clearly lit roadways vastlyimprove driver safety, and the rightheadlights can go a long way towardilluminating even the darkest of roads.But drivers also must take the necessarysteps to ensure they're easily seen byfellow motorists.
• Routinely inspect all vehiclelights. Headlights can make vehiclesmore visible to oncoming traffic, but it'simportant that drivers routinely inspectbrake lights, taillights and signal lightsas well. Such inspections can ensurethat vehicles behind and alongside driv-ers' own cars and trucks can see them asthey brake or attempt to change lanes.
• Upgrade to LED lights. Even lightsthat are working properly can be a seri-ous safety hazard. That's because thestandard incandescent lights found inmany vehicles do a poor job of effec-tively illuminating vehicles when driv-ers apply the brakes or put their turnsignals on. Lights that fail to immedi-ately alert fellow motorists that drivershave applied the brakes or are making aturn can contribute to accidents, espe-cially when vehicles are moving at highspeeds.

The importance of being seen on the road
Recalls can affect any vehicle. Followthe instructions on the recall notice andhave the problem addressed promptly.
Vehicles are expensive. Whenmotorists drive their vehicles away froma dealership, they hope to travel manymiles before they need to come back formaintenance. But manufacturers some-times issue recalls that can affect driversof both new and old vehicles.
Recalls are safety precautions takenshould a portion of a vehicle or theentire car or truck not operate in themanner it was intended. In manyinstances, auto manufacturers willdirectly contact customers who areaffected by a recall via a letter, email orboth. Individuals also can stay currenton recalls by visiting the NationalHighway Traffic Safety Administration'swebsite (www.NHTSA.gov).
According to AutoTrader, recalls arebecoming more common because of thecomplexity of modern vehicles. NHTSAflagged nearly 22 million vehicles forsafety issues in 2013, and that numberis on the rise. Drivers can follow theseimportant steps if they learn of a recall.
• Don't panic, but don't ignorerecalls. The experts at Kelley Blue Booksay recalls often occur due to a problemin the manufacturing process in similarmodels, and this issue may surface inother vehicles. Recalls do not guaranteevehicles will malfunction or break down.However, consumers are urged to takerecalls seriously, adopting a "better safethan sorry" approach when recalls areannounced.
• Follow the instructions. A recallnotice should come with instructions.Instructions often advise drivers to taketheir vehicles to the dealership wherethe cars were purchased. Notices mayprovide information regarding nearbydealerships for drivers who have movedsince buying their cars or trucks.
• No payment should be necessary.The cost of repairing the recalled part
should not fall on your shoulders. Suchrepairs are paid by the manufacturer. Thefinancial resource Bankrate.com notesthat, "if you had the repair made beforethe recall was issued (up to a full year),the automaker is legally obligated toreimburse you, as long as you had thework done at one of its franchised deal-ers." Save all receipts for the work. Ifwork was done by a private mechanic,drivers still may be eligible for reim-bursement.
• Be patient. Dealerships are notresponsible for making repairs until thedate indicated on the recall notice, somotorists may need to wait before hav-ing their vehicles repaired.
• Request a loaner vehicle. In someinstances, recalls may take a few days tofix. Although not every dealership maymake loaner vehicles available, it's stillworth requesting one so you are notinconvenienced.

The Germantown Village Boardapproved the selection of a consult-ing firm on April 16 to assist withsearch for a new fire chief whileexamining the current FireDepartment operations.
The board approved an agree-ment with R.W. Management Groupto conduct the analysis at a cost notto exceed $24,000.
The Germantown Village Boardapproved the resignation of FireChief Gary Weiss on March 19. Laterthat week, the village Police andFire Commission selected DeputyChief John Delain to serve as inter-im chief.
Village President Dean Woltersaid the Police and Fire Commissionmade a request to the GeneralGovernment and Finance Committeethat a search firm be hired toexamine potential applicants forthe position and present recommen-dations to the commission.
Village Administrator SteveKreklow said when he met with thecommission, the discussion includ-ed planning and analysis of thestructure of the Fire Department sothat the person hired for the chiefpost aligns with the direction thevillage wants to take with FireDepartment operations. Kreklowsaid the contract would include dis-cussions with the Village Board andPolice and Fire Commission to deter-mine which issues should be exam-ined. From there, a list of recom-mendations for the department.After that, a list of criteria will bedeveloped for the selection of afuture fire chief.
He added that the based on dis-cussion with the GeneralGovernment and FinanceCommittee, the committee and hebelieves the work can be done at afaster time frame and for less thanthe $24,000 called for in the con-tract.
Kreklow said he contacted fivefirms, of which three submittedbids for the contract.
