1. International Industry–Academia–NPO Collaborative Guidance System According to the progress of the participant’s research, guidance will be provided following the system outlined below: 1) Faculty member in charge of receiving (expected to also act as lead reviewer) A faculty member of the graduate research department will be nominated by the student as the student’s receiving advisor at the time of application. Until the international industry–academia–NPO collaborative guidance system is established, this faculty member will also assume the role of a lead reviewer. 2) International Industry–Academia–NPO Collaborative Guidance System The International Industry–Academia–NPO Collaborative Guidance System will handle the advisory process for doctoral candidates. After the student enrolls, please decide on the members of this system in consultation with the student’s receiving advisor.

1.1. Guidance Members Members comprise one lead reviewer and two to three sub-reviewers. However, these members must include one or more persons from the graduate research department faculty (from either the Graduate School of Media and Governance or the Graduate School of Science and Technology) in charge of GESL. One or more of the sub-reviewers must be from a minor research department that is different from the department of the lead reviewer. In addition, one or more of the sub-reviewers must be affiliated with an overseas affiliated organization.

1.2. Establishment of the Guidance Structure Application period: within four months of the participant entering the program Applicants: faculty members in charge of participant acceptance procedures Recipient of applications: GESL Steering Committee Applications should include the following: student’s full name, student ID, university program affiliation, research topic(s), and the names and departments of the lead reviewer and sub-reviewers.

1.3. Changing Guidance Structure Members In order to change the guidance members, the lead reviewer needs to send a change request to the GESL Steering Committee at least two days prior to their scheduled meeting, and then receive approval for the change from the Committee. Applicant: lead reviewer Recipient of applications: GESL Steering Committee Applications should include the following: student’s full name, student ID, university program affiliation, the name and department of the old and new reviewer(s), and the reasons for the change.

2. GESL Certificate Requirements

A GESL Certificate along with a doctor’s degree will be conferred on participants who satisfy the completion requirements given below (1–5), and who pass the final review process:

1. Students must complete a total of four credit hours or more, selecting a major course and a minor course from the following: Environmental Information System Development Methods (two credit hours), Environmental Technology Policy Theory (two credit hours), Global Environmental Policy Theory (two credit hours), and Large-Scale Environmental Systems Development Methods (two credit hours). However, if students select either Environmental Information System Development Methods or Large-Scale Environmental Systems Development Methods as their major course, they must select either of the other two courses as their minor course. Likewise, if students select Environmental Technology Policy Theory or Global Environmental Policy Theory as their major course, they must select one of the other two courses as their minor course.

2. Students must receive a passing grade for their minor research presentation. If students fulfill the requirement outlined in (1) above, it is possible for them to present their minor research at the GESL Joint Graduate Research Seminar. Students are required to submit a report on their minor research (40–60 A4 pages) and give a successful oral presentation about their work to a review committee of four or more researchers qualified in the field of the minor research project.

3. For the International Training Course, students are required to perform fieldwork and/or complete an internship as well as pass the committee review. For this training course, in principle, six or more months of overseas activity is required. In order to fulfill this international training requirement, a total of eight credit hours or more (measured cumulatively from the beginning of the Master’s degree

program) must be completed from fieldwork A・B・C・D (two credit hours each) and/or Internship A・B (two credit hours each) for students in the Graduate School of Media and Governance. For students in the Graduate School of Science and Technology, a total of eight credit hours or more (measured cumulatively from the beginning of the Master’s degree program) must be completed from Internship A (GESL Program) (two credit hours) and Internships B, C (GESL Program) (three credit hours each). Students are required to give a successful oral presentation (their International Training Presentation) of their work to a review committee at the GESL Joint Graduate Research Seminar.

4. Students must give two or more presentations in English at international conferences.

5. Students must satisfy English proficiency requirements: a score of 213 or higher on the Computer-Based TOEFL exam (550 or higher on the Paper-Based TOEFL; 79–80 or higher on the Internet-Based TOEFL), a score of 730 or higher on the TOEIC exam, or pass pre-Level 1 or higher of the STEP EIKEN exam.

3. Overview of GESL Courses Late-stage doctoral program students are requested to take the following courses as their elective courses. Note that, as stated in the syllabus for each course, the number of students that can be accepted is limited. If the maximum number of students is exceeded, the students in the GESL program will be given priority. 4. GESL Joint Graduate Research Seminar (held every June and December) Results of the GESL participant’s minor research project(s) are to be evaluated by a graduate

department faculty member specializing in the subject area. “Minor Research Presentations” (AM & PM)

Presentations will be given on participants’ international training subjects. “International Training Presentations” (AM & PM)

All students participating in GESL are to attend the minor research presentations and international training presentations given at the GESL Joint Graduate Research Seminar (with the exception of those currently on fieldwork or internships).

A meeting will be convened for advisors to report progress evaluations and comments for each student’s research work. GESL Black Wednesday meeting. (PM)

4.1. Minor Research Presentations

Students participating in GESL are expected to have a comprehensive understanding of the environment through their major research (working toward high-level expertise and a doctoral degree), and also through their minor research. Once the minor research has been concluded (typically after two to three semesters, including the first late-stage semester of the doctoral program), a minor research presentation is to be given. These presentations will be evaluated by four or more graduate department faculty members specializing in the research’s subject area. This will be an opportunity for the student to receive diverse and frank opinions from a variety of faculty researchers. If the student passes the minor research presentation, and if the results are verified by the GESL Steering Committee, the student will be a candidate for a GESL Certificate as of that day. If the presentation does not pass review, the student may make a second attempt at the following semester. Only one attempt is permitted per semester. [Review Members] The following two conditions must be met for the reviewers of the participant’s

minor research presentation. 1. The faculty member from the International Industry–Academia–NPO Guidance System (the

Research Advisory Group), who is in charge of advising the participant’s minor research, must be one of the review members.

2. Including the faculty member from the Research Advisory Group above, four or more graduate department faculty members who specialize in the field of study of that minor research must participate.

[Presentation Format]

Including comments by the student and the reviewers, the total presentation time is given to be twenty minutes, with ten minutes of question and answer time. The presenter is to prepare and distribute all presentation handouts and materials to the reviewers before the presentation day.

[Review Results] Reviewers are to complete and submit the signed review form after the presentation. Submission: the sub-reviewer in charge of advising the student’s minor research is to handle submission Submission of forms: the GESL Steering Committee (Building A, 1st floor office)

4.3. GESL Black Wednesday

GESL Black Wednesday is a meeting convened twice a year to give advisors the opportunity to report progress evaluations and to offer suggestions on each GESL student’s research. All GESL advisors will have the chance to assess doctoral students’ work, share feedback, and deliver advice collected from a variety of staff members.

Participants in GESL Black Wednesday will include GESL faculty advisors and a faculty in charge of guiding GESL doctoral students. These faculty members will report the student’s research progress to the committee. The student does not attend the meeting, but must provide the necessary reference material to assist his/her advisor(s). These will include the documents noted below (to be submitted in late June for the spring semester, and mid-December for the fall semester). Documents should be submitted to the GESL secretary in Building A, 1st floor office, for Graduate School of Media and Governance students, or to Yagami Campus GESL Program Office (Building 14 (Soso Kan), East Wing, Room 516, for Graduate School of Science and Technology students (further details will be provided in a separate bulletin). A) Black Wednesday Evaluation Report for GESL Students B) A one-page (A4) explanation of the student’s research topic (free format) Before and after preparing these documents, the student must meet with his/her faculty advisor to discuss the content of the forms and the details of the on-going progress of the student’s research.

5. Guidelines for Taking GESL International Training Subjects Master’s degree students: students may travel abroad to an affiliated organization or institution

during the university holiday in spring or summer, for approximately one and a half month. Doctoral students: students may travel abroad to an affiliated organization or institution, regardless of

the school calendar and with no restrictions on the number of trips made. It is possible to earn multiple credits in a single trip abroad (e.g., four credits for fieldwork A & B). This

is limited to four credit hours for Master’s degree students. However, it is expected that a minimum of 45 hours of international training will be completed for each two-credit-hour unit.

With regard to the grading of GESL International Training Subjects, the GESL Steering Committee will evaluate the student’s written report and oral presentation. The resulting grade will be conveyed to the guidance office of the student’s affiliated university department.

Participants are asked to confirm their marks on the grade report sent to them at semester’s end. Students are not allowed to accept employment while they are abroad. Students will be required to give a presentation at the GESL Joint Graduate Research Seminar. Particulars of the seminar dates and associated deadlines will be separately communicated.

For the sake of promoting internationalization of the university environment, the results of students’ relatively long-term research activities at universities abroad will be reviewed and evaluated by the graduate school. Participants are to submit the specified international training subjects application form (for the Graduate School of Media and Governance, Fieldwork A/B/C/D; for the Graduate School of

Science and Technology, Internship A (GESL Program) (two credit hours), Internship B, C (GESL Program) (three credit hours)) prior to their trip. After returning to Japan, a review will be conducted once the student has submitted his/her research report and other required documentation. Students are to submit their research plan and other forms, ideally by mid-June (spring semester) or late December (fall semester), to the university office. Exact deadlines will be separately communicated. Application and research plan reviews will be conducted by the GESL Steering Committee. Registration will be accepted, for projects that are to commence the following semester, only from students who pass the review. Master’s degree students are allowed to take their trip abroad during the university’s spring or summer break. Late-term doctoral students are allowed to take their trips either during the term or during the seasonal breaks. Approximately three or more hours of pre-trip orientation from the lead or sub-reviewer are required before the student departs. During the research abroad, the student is asked to dedicate approximately one and a half month (equivalent to 45 or more actual research/work hours) for each course subject. Students are not allowed to request recognition of research unrelated to the approved research theme. The following three types of activities are considered appropriate for satisfaction of the GESL Certificate’s international training subject’s credit-hour requirements.

① Research activities at a university

② Research at a public nonprofit research organization, provided that a mentor with guidance qualifications from a graduate-level institution is present and consents to advising the student.

③ A corporate internship 5.1. Overview of International Training Subjects (1) Name of Subject

(2) Credits: two credit hours each *In the Graduate School of Media and Governance, please complete fieldwork in alphabetical order (ABCD). If the research location is a business or a company overseas, complete internships in the order from A to B. For late-stage doctoral students, please register for these subjects as elective subjects. *For doctoral students, please register for these subjects as elective subjects. 5.2. Definition of and Conditions for Activities during International Training Coursework (1) Participants are asked to perform their research on their specifically chosen topic and under the

supervision of their faculty advisor. (2) In cases where several participants are working together, their respective roles are to be clearly

delineated and each participant is to separately present his/her international work. (3) Activities should be performed while maintaining communication with faculty advisor(s) via e-mail,

Skype, Polycom, etc. (4) Students are asked to plan for approximately one and a half month abroad (equivalent to 45 or

more actual research/work hours) for each course subject. 5.3. Submission of Research/Work Plans Please submit both (1) and (2) below to the University Academic Affairs office in late June for spring term, or early December for fall term. Specific deadlines will be posted by the Academic Affairs office. It is not allowed to retroactively submit documents after the international activity has been completed. Please be sure to submit them well ahead of the deadline. Also, register for the applicable course after checking its proper course name in the registration guide. For cases in which long-term work abroad is intended under multiple international training subjects, be sure to properly submit documentation for all of them before leaving Japan. 1. Be sure to file a detailed plan so that all of the intended activity abroad is clearly understandable. Students must receive approval of the plan from their faculty advisor before beginning their work abroad. Students are to receive guidance before, during, and after the trip, as necessary.

Fieldwork or Internship Pledge (for Graduate School of Media and Governance students) All those engaging in activities abroad are asked to agree to the program in writing with their signature and seal.

5.4. Insurance All those engaging in research activities abroad are responsible for their own insurance. The University recommends that you purchase liability and accident insurance. 5.5. Support for Transportation Costs and Living Expenses Travel subsidies (assistance with round-trip air fare and living expenses) for students in the GESL Program are offered through the GESL International Training Subsidy Program. For details, please contact the University GESL office (Graduate School of Media and Governance: Building A, 1st floor office; Graduate School of Science and Technology: Yagami Campus GESL Program Office, Building 14 (Soso Kan), East Wing, room 516). 5.6. Submission of Transcripts Submission of transcripts is required in the semester after the international trip is taken. Once the research/work activity abroad has been approved, submission of transcript(s) is required.

6. GESL International Training Scholarship Program

The International Training Scholarship program is intended to provide financial support for GESL students participating in a relatively long-term research at a university abroad through international training coursework. 6.1. Selection Process

Students applying for the GESL International Training Scholarship program need to submit their research/work plan by the stipulated deadline before their trip. The GESL Steering Committee will make scholarship decisions on the basis of the content of the student’s research plan, with the university president having final approval authority. A limit of 50 students per academic year applies to this scholarship program. Only the students who have passed the selection process will be eligible for travel scholarships (assistance with round-trip air fare and living expenses) through the International Training Scholarship program. 6.2. Recipient Eligibilities

Graduate students in either the Graduate School of Media and Governance or the Graduate School of Science and Technology, and those who are participants in the GESL Program, are eligible for financial support for their research activities through the GESL International Training Scholarship Program. The three main types of activities listed below are considered eligible for support.

① Research activities at a university

② Research at a public nonprofit research organization provided that a mentor with guidance qualifications from a graduate-level institution is present and consents to advising the student.

③ An unpaid corporate internship 6.3. Requirements

Students are asked to decide on the length of their stay abroad in consultation with their faculty advisor, while allowing approximately one and a half month abroad (equivalent to 45 or more actual research/work hours) for each course subject. Requirements for the subsidies are as follows: The participants are not allowed to accept employment at their destination abroad. Activities bridging the academic year are not eligible for scholarships. Hence, it is not acceptable to

continue staying at the destination abroad beyond the end of March, further into April. In such cases, students are required to return to Japan before the end of the academic year, and then apply for new scholarship for the following academic year.

6.4. Scholarship Amounts The amounts of travel subsidies (assistance with round trip air fare and living expenses) under the GESL International Training Scholarship Program are as follows.

① An amount equivalent to discount round-trip airfare (economy class only); for example, from Narita

International Airport to an international airport nearest to your destination. The upper limit for this scholarship is 400,000 yen for round trip.

② The amount stipulated by the Ministry of Education’s long-term study abroad scheme (see Supplement 1), which is the standard amount/30 × the number of days abroad. The upper limit for this subsidy is 500,000 yen for Master’s degree students and 1,000,000 yen for doctoral students.

6.5. For JSPS Research Fellows Utilizing this Scholarship

Because financial assistance under the GESL International Training Scholarship Program is categorized as “travel assistance” under the Keio University travel regulations, JSPS-DC research fellows are allowed to receive the scholarship. However, the following three caveats should be kept in mind for JSPS fellows:

① JSPS fellows accepting scholarship under this program are required to limit their research activity in the program to the activity that is necessary for carrying out their fellowship research.

② JSPS fellows accepting scholarship under this program shall receive it within the stipulated upper limits for the actual costs of round-trip airfare and and/or lodging expenses.

③ JSPS fellows traveling abroad are to notify JSPS beforehand and complete the proper procedures.

7. GESL Research Assistant (RA) System

Through its goal to foster young researchers who are likely to be future leaders, and to promote their future career opportunities as researchers, a total of approximately 19 new RAs will be annually hired from those in the Graduate School of Media and Governance and the Graduate School of Science and Technology who have chosen to participate in the GESL Program. Note that because it is hoped that students in the doctoral program will be employed as fellows by the Japan Society for the Promotion of Science (JSPS), we strongly encourage your application for an RA position. Selection Criteria The target students are exemplary participants of the Keio GESL Program, who have developed the insight and outstanding ability needed to carry the mantle of advanced environmental expertise that will lead the world. Students must also possess a strong desire to contribute to creative academic work and the progress of culture. Applicant Eligibilities Applicants must be students from the Graduate School of Media and Governance or the Graduate School of Science and Technology who have been continuously participating in the GESL program from their first year of Master’s degree studies, or from their first year of doctoral degree studies. The recipients of the Japan Student Services Organization’s type 1 or type 2 scholarship are eligible to apply, and may continue receiving those scholarship benefits if they are selected as RAs. Doctoral students who are recipients of the Japan Society for the Promotion of Science’s (JSPS) research fellow designation are also eligible to apply; however, if they are selected as an RA, they must choose either the RA position or the JSPS designation. Employment Regulations/Department Affiliation/Registration Requirements/Completion

Requirements RAs will be employed under the Keio University employee regulations. The RA will be affiliated to the Graduate Department he/she currently belongs. All course registration requirements and degree completion requirements will follow the rules in place for that department. Renewal of the Position The period of employment is one year, and annually renewable upon the review of the participant’s grades, research results, etc. during his/her studies. The results of the review and the amount of the stipend will be reassessed at the time of the renewal. It is possible to renew the RA contract during the official tenure of study stipulated by university regulations (no longer than five years, measured from the beginning of the student’s Master’s degree program through the end of the doctoral program, or three years, measured from the beginning to the end of the student’s Doctoral studies). However, the contract cannot be extended beyond the period of the GESL Program.

7.1. RA Renewal Criteria

GESL-RA (Research Assistant) are strongly expected to contribute to the creation of academic cultures to lead the world with outstanding ability and profound knowledge. Every GESL-RA has obligations to contribute to academic achievement in Keio GESL program as a model for the all students. Therefore, as a condition of renewal each year GESL-RA, we have defined the following conditions: 1. academic achievement, and 2 contributions to GESL. GESL Steering Committee may renew the RA contract only with students who satisfy both of the contributions. GESL-RA must submit the document (free format) which describes evidence that he/she satisfies the both of conditions-1 and conditions-2 to the GESL secretariat by the end of February each year. If not submitted, your GESL-RA contract will automatically terminate.
