ISSUE: The community behavioral health safety net is strained for funding and other resources, limiting Americans’ access to care.• The coverage expansions under healthcare reform will lead
to increased demand in services, greater provider accountability for health outcomes
• States have cut over $4 billion from behavioral health services over the last 4 years
• Reimbursements are not sufficient in most places to cover the actual cost of providing services
• Lack of a definition for community behavioral health means no data, standards of care

ISSUE: Community behavioral health organizations can’t access federal payments for their use of health information technology.• Behavioral health organizations are not
currently eligible for federal health IT incentives – and many types of BH providers are also excluded. People who receive care at CBHOs will not benefit from the benefits
of HIT usage Limits communication among behavioral health, primary care, and
other providers

ISSUE: Lack of awareness about behavioral health conditions creates stigma and reduces access to care.• More than 20% of Americans will experience a mental
health or substance use condition annually. • While many Americans know how to administer first aid
and seek medical help should they come across a person having a heart attack, few are trained to provide similar help to someone experiencing a mental health or substance abuse crisis.

ISSUE: Major spending cuts have been proposed as part of the 2014 budget, which would decimate behavioral health funding.• FY2013 sequester has already reduced access to
treatment and supportive services for hundreds of thousands of people and sharply cut research funding.
• Additional cuts proposed in 2014 budget would further harm these important programs.
