Tim Warner of the Jericho Foundation on how they have worked in Birmingham with some of the most excluded groups to increase their skills and help them into work. Tim talks of the opportunity to link work on energy efficiency with providing local employment. This presentation was given to a workshop at the West Midlands Regional Observatory Annual Conference, 20th October 2009.

History Began in late 80’s Working with prostitutes, drug dealers etc Clients had problems sustaining employment In 1999 Jericho became an employer to provide

supported employment to clients £1.75m turnover, 50 staff, 1000 clients per year

“Jericho supports individuals to overcome barriers and become fulfilled, skilled and employed”

1. To seek out and engage those who experience the greatest barriers

2. To help our clients gain relevant vocational skills3. To help our clients to overcome their personal

barriers and become fulfilled individuals 4. To provide real work experience for our clients 5. To help our clients gain sustainable employment6. To develop and run successful social enterprise

businesses 7. To be good stewards of the environment

Who are the ‘disengaged’?

• Those who are unaffected by recession• Those who have lost jobs in recession

Those unaffected by recession

• Never worked anyway

• Dependent on crime/black economy/benefits

• Substance abusers

• Slipped through the education net

• Low self esteem

• Other social problems

• Consequently are a long way from employable

Those who have lost jobs in Recession

•Want to work

•Educated or have skills

•Understand whats involved in holding down job

•Employable

•Currently engaged but danger they may become the disengaged of tomorrow

Who Engages with these groups?

• Really important we help those that lost their jobs in recession quickly

• Jericho’s experience is mainly with the other group

• We are an example of one of many third sector organisations working in this area

• Must tackle surrounding issues as well as lack of jobs

• This is time consuming and client specific

• Needs co-operation of resources

How can organisations like Jericho be supported?

• Procurement- use social enterprises!

• Support organisations to create strong networks

• Support us financially – recognising that our work is difficult to quantify

• Recognise that the most disadvantaged will not be engaged by short term programs

• Not one size fits all – there is no worklessness program that is going to solve all the problems

• Instead support organisations to engage with their communities and tackle the problems they face

The Green economy… an opportunity?

• In order to fulfil our climate change objectives we must improve our housing stock

• This is a growth sector – there will be jobs created

• Lets ensure that it is used to tackle worklessness

Jericho’s involvement with renewables

• Team working on solar thermal/heat pumps/water recycling

• Worked on Summerfield/Lozells eco projects in partnership with Family housing and New World Solar

• Also done work for individuals and other third sector organisations

• Used this to provide jobs and training for our client groups

Outcomes

•Provided a launch pad to other work and more training opportunities•Completed over 75 installations•10 people received training through scheme

•5 work for Jericho (1 NVQ2, 1 ACS GAS training)•2 went on to college (1 electrician 1 mechanic)•1 completed training and looking for work•1 in prison•1 unknown

Going Forward

This sort of scheme has lots of potential, here are some suggestions for improvements:

1. Structured programmes not stop start.

2. Cross Tenure

3. Commitment to train apprentices not just offer tasters

4. Better dialogue between different parties

5. Commitment to engage with social enterprises

Conclusions

1. The economic case for supporting those most disadvantaged is compelling

2. We can run schemes that tackle both our environmental and social problems…. Thus making the money go further

3. This sort of scheme is easily replicable

4. BUT It needs to be well thought through and properly planned!
