1 Introduction
1.1 Purpose
This document presents high level indications of the administrative and technical steps that enable Monte Titoli’s clients to use Monte Titoli services over the SWIFTNet network.
It starts by briefly introducing the business services offered by Monte Titoli and its impact at the User side and continues by presenting the steps required to subscribe and deploy the solution.
Section 3 gives more details on these steps.
Note however that the objective of this document is to support the Users in their planning exercise by clarifying what they will have to do. This document is not self-contained. The Users are invited to consult other associated manuals, referenced in Section 5 for obtaining all the details of their actual implementation activity.
For precise details of each task, the users are invited to carefully refer to the implementation manuals listed in Section 3 and 5 of this document.
1.2 SWIFTNet Background information
SWIFT1 is an industry-owned cooperative supplying secure messaging services and interface
software to more than 11,000 financial institutions in more than 200 countries and territories around the world.
Together with its role in standardisation, SWIFT enables secure, seamless and automated financial communication between users.
SWIFT's messaging services help banks, broker-dealers, investment managers, market infrastructures etc to exchange information related to payments, treasury, derivatives, securities and trade services operations, while reducing costs, improving automation and managing risk.
SWIFTNet is SWIFT's advanced IP-based network on which SWIFT users may benefit from messaging services. It comprises a portfolio of products and services enabling the secure and reliable communication of mission-critical financial information and transactional data.
Monte Titoli has selected SWIFT/SWIFTNet services as a messaging solution for their clearing, settlement and custody services.
The solution uses the following SWIFT's messaging service:
FIN (ISO15022 standard messages) for settlement instructions, confirmations, status, statements, and Corporate Actions processing;
InterAct and FileAct using the ISO20022 message format for the settlement management (e.g. instructions via sese.023 (Cross Border only) and their status sese.024, confirmation sese.025, and settlement notifications: sese.028, sese.029 and semt.020).
Please refer to Appendix 3 and 4 for the details about the various messages and the selected messaging services.
Monte Titoli allows users to select the SWIFT channel for all or only part of the traffic.
1.3 Who is eligible to use the Monte Titoli services through SWIFT
All clients of Monte Titoli (intermediaries, issuers, etc.) are eligible to apply for Monte Titoli services through SWIFT/SWIFTNet, whatever their nature (financial institutions and non-financial institutions).
1.4 Audience
This document explains the steps required to access Monte Titoli services through the SWIFT network. It assumes that its readers are well informed of the Monte Titoli services and information flows. Information on the flows can be obtained from the Monte Titoli website: http://www.lseg.com/

An in-depth understanding of this document is suggested to Monte Titoli’s users who are planning to implement these services over SWIFT/SWIFTNet.
Its reading is recommended to the technical administrator who will actually manage the implementation of the mentioned service(s).
1.5 SWIFT billing
On the SWIFT side, there is neither recurring nor one-time fees to set-up these services. Only traffic will be billed.
Monte Titoli has selected the Reverse Billing option for providing its services through SWIFT/SWIFTNet.
Consequently users of these services will be charged:
for the FIN traffic sent to and received from Monte Titoli, as per SWIFT Pricing policy for Market Infrastructures
for the InterAct and FileAct traffic sent to and received from Monte Titoli based on service, route and Global Tier of the User
This “special” charge for received traffic will be duly marked on SWIFT users’ invoices.

2 The Monte Titoli’s services
Monte Titoli offers pre-settlement, settlement, custody, asset servicing and collateral management services on domestic and cross border securities as well as issuer services.
The service range offered is designed to meet the needs of all our customers, in terms of:
Centralized administration: allows participants, issuers and intermediaries, to hold their securities in dematerialized form, in an efficient and fully STP system;
Settlement The service provides all T2S functionalities, the platform managed by the ECB that provides settlement services and harmonizes the settlement procedures in all The service provides all T2S functionalities , the platform managed by the ECB that provides settlement services and harmonizes the settlement procedures in all markets;
Pre-settlement: through X-TRM the platform which allows contracts routing both from stock exchanges and OTC;
X-COM Triparty Collateral Management Service: Monte Titoli’s platform provides simple and fully automated access to a broad set of collateralisation functionalities covering on-exchange transactions.
Monte Titoli services are accessible through the following SWIFT services:
- FIN with ISO 15022 (category 5) messages, - FileAct, SWIFT file transfer solution over SWIFTNet, with RNI/domestic formats
encapsulated in the files and - InterAct using the ISO20022 (for requests/inquiries).
Appendix 3 and 4 summarises the flows and services used.

3 SWIFTNet Implementation Steps
3.1 Introduction
The steps to be able to exchange messages with Monte Titoli over SWIFT, depend on the current SWIFT status and, if available, the SWIFT infrastructure in place.
Some questions to be answered are
• Are you already a SWIFT user?
• Are you already a FIN user?
• Are you already a user of the SWIFTNet services (InterAct and/or FileAct)?
Positive answers to these questions simplify the start-up of the service.
SWIFTNet and its Single Window concept enable its customers to re-use the same interface and communication channel. Of course these steps will then be in place for future use of other SWIFTNet Services.
3.2 SWIFTNet Service Options
Before being able to exchange messages with Monte Titoli, the user must subscribe the following services:

3.3 Possible scenarios
The steps described in this section relate only to the implementation and activation of your SWIFT technical infrastructure for the Monte Titoli Settlement service. Please be aware that the integration of flows and Message Types within your back-office needs to be realized, if not yet done.
The possible scenarios are the following: You are not yet a SWIFT user
You are a SWIFT User and you are using FIN only
You are a SWIFT User and you are already using FIN and the other SWIFTNet (InterAct and/or FileAct) services.
3.3.1 You are not yet a SWIFT User
To connect to SWIFT and start using products and services, companies and institutions must first become authorised SWIFT users.
The first step is to submit the Join SWIFT e-form. The SWIFT Account Manager will then contact you to provide more details and guidance on the technical infrastructure to be selected depending on your needs and volumes.
How to connect to SWIFT
There are different ways to connect to SWIFT.
Your SWIFT regional representative will discuss connectivity options with you and will recommend the most suitable choice for your business needs.

3.3.2 You are a SWIFT User only using FIN
Steps to accomplish:
verify that your existing SWIFTNet infrastructure can support the additional traffic with Monte Titoli (e.g. do you have sufficient line capacity, does your software licence allow for the additional traffic etc.)
if necessary order your SWIFTNet infrastructure upgrade
If you wish to use FileAct and InterAct with Monte Titoli, make sure you have the necessary middleware software integrated with Alliance Access or Alliance Gateway to automate the exchange of FileAct and InterAct messages.
install and configure your interface and middleware, if necessary
subscribe to the Monte Titoli Settlement service FIN CUG (Closed User Group) if you want to exchange FIN messages with Monte Titoli
subscribe to the Monte Titoli Settlement service SWIFTNet CUG, if you wish to use InterAct and/or FileAct with Monte Titoli
3.3.3 You are a SWIFT User using FIN and SWIFTNet

3.6 Alliance Access Integration Platform (IPLA)
Projects such as implementing regulatory initiatives, technology implementations and efficiency exercises may require adaptation and integration of your operations. That’s why SWIFT provides tools to integrate your back-office systems and applications with your SWIFT interface.
Built into Alliance Access, the Alliance Access Integration Platform (IPLA) is an optional tool which enables communication between the user’s back-office systems and SWIFT. The tool supports communication in different message formats and can contact other systems for data validation and enrichment.
IPLA reuses many of the features of Alliance Access in order to enable the transformation of message formats into SWIFT message formats for onward processing, as well as completing individual transactions.

3.8 SWIFTNet Compression for FileAct
No prior compression of FileAct files done at the Business Application level is required since this is already done at the network level (SWIFTNet Link).
The value of the FileInfo tag to be used is therefore SwCompression=None
3.9 RMA (Relationship Management Application) setup (only for FIN)
Relationship Management is a service on SWIFTNet that allows customers to control the traffic that they want to receive from other customers.
The RMA issuing customer can control the following types of information:
• which correspondent can send traffic
It is the BIC (level 2 Distinguished Name (DN)) that identifies the correspondent (for example, BANKBEBB). For more information, see the SWIFT BIC Policy.
• which traffic the correspondent can send • when the correspondent can send traffic
The overall objective of Relationship Management is to stop unwanted traffic before it leaves the sender's messaging interface. This has many benefits: by not receiving unwanted traffic, customers save time and effort, and are less exposed to the risks of wrongly processing such unwanted traffic. Prior of being able to exchange FIN messages with Monte Titoli, user must make sure an RMA Authorisation To Send and Authorisation to Receive is in place. Although RMA it is not mandatory on the T&T system, if needed by the CUG member it can be exchanged.

4 Time line of the project
Activation of the Monte Titoli services over SWIFTNet depends if you’re already a SWIFT connected user or not.
- For users already connected to the network, provisioning of Monte Titoli services, both for ISO15022 and ISO20022 messaging, takes around 2 weeks.
- For new users (not yet connected on SWIFT), the activation of the connection depends on the type of connection requested. You need to consider at least between 3 and 5 months.
