I would like the City to consider keeping Grant Park closed to
all motorized vehicles. They pose a danger to walkers, runners
and bicyclists as many are high or drunk when they drive in
and out. They also create all the litter, broken glass (and likely) ,
the graffiti. I was chatting with a City Parks employee today and
he suggested I submit my comment.

Please consider pet grooming as essential business
It is a health issue for pets and their human partners!!!
The groomers can do a handoff of pet as they are doing in
Veterinarian offices.
The groomers stations are usually several feet apart for social
distancing.
There are many that are unable to groom their pets or trim
nails.
I would think taking a pet to be groomed would be safer then
going to a liquor store, pot shop, grocery store, pharmacy
etcetc

I'm writing on behalf of my brother Arnold Ikeda Jr, who was murdered on 3/20/16. His case remains unsolved. We're desperately seeking closure for our family and those families with unsolved cases. We're reaching out to the City to hire more detectives to work some of these "old" cases. As the days pass, these cases become more and more irrelevant to the detectives as they have new crime each day. We pray our City can come up with a solution to help keep our commun ity safe and put these crimina ls behind bars for the crimes they've committed . My Name is Sheila Ikeda , I am here to beg for help in solving my son Arnold Ikeda Jr. Murder that occurred on March 20, 2016. Many Warriors have passed away with no closure. On many murders, Detectives state they know the identity of the murderer, But can't arrest them due to lack of information and would need someone to come forward. I'm pleading for the city to hire more detectives and/or volunteers to carry some of the workload on these unsolved murders. These murderers are still roaming our streets and we should make it a priority to protect our community. In 2013 and 2014 there were three unsolved murder cases in four months on Ventura Avenue. These include Zachary Lee shot to death on 10/6/13, Leonard Lopez Jr. Shot to death on 10/22/13 And Dray Plueger shot to death on 2/2/14. We need more resources so we can put these murders behind bars and the Victims families can receive the justice and the peace that is deserved.

There is no purpose to the closure of parks, beaches, and
open-air public places, especially in th is city. Nobody is within
six feet of another person unless they are family or friends, in
wh ich case socia l distancing is already thrown out the door. If
you are going to keep people from working with no end in sight,
prohibiting them to live their lives in any form except house
arrest with a recess to buy groceries is simp ly unacceptable.

Hi, Last week at the BOS meeting Dr Levin stated that we're going to see a rise in the amount of positive cases infected with the virus. So why would the city and county open up the parks and beaches? Have any of you seen what has happened at Jacksonville Beach in Florida after they opened the beaches? Doesn't the doctors preach about staying home and keeping your distance? So much so that they extended the social distancing date to May 15th. I understand that there will be a discussion about opening the cities beaches and parks. As much as I would like to open these areas my concern is that we will be inundated by people from LA and surrounding areas that do not have access to their local parks and beaches. The residents of Ventura in my opinion have been really good about following the stay at home orders. Please protect the citizens of Ventura by not opening the above areas up. I have heard the City of Ventura is considering opening our parks and beaches this week. I think to do so at this stage would not be wise for the following reasons:
- LA and Santa Barbara counties are keeping their parks and beaches closed until further notice. I do not believe they are planning to open them in the next week or two. Therefore, with a warm weekend forecast, it is predictable that a large number of LA and SBA county residents will visit our area, greatly increasing the risk of Covid 19 exposure to Vent ura residents. Given the study that just came out of USC, it appears a large percent of the population of LA county has been exposed to and is asymptomatic for Covid 19 (4%). Please keep that population in their county. Ventura has done a great job of controlling the spread here and it wouldn't make sense to throw away the hard work now.
I also think it would be proactive and very minimally inconvenient to require all residents to wear masks when visiting any and all businesses as we do relax the restrictions.

With regards to the current park and beach closures, I implore
the city council to consider reopening our public spaces. The
data for COVID-19 has shown our county and city has been
successful in terms of managing the spread of the virus. Social
distancing can still be practiced and adhered to with the
reopening of our open spaces. Some of the public and their
opinion has been skewed by their emotional response to the
virus and the constant media attention that has been placed on
it. It's time we put fear and paranoia aside and reopen these
spaces. Having these spaces open is important for people to
be able to engage nature and get out and exercise. Having

these spaces gives people an outlet to be in calm and serene
places which will help their emotional and mental well being.
While I understand we need to continue to be vigilant in our
fight against COVID-19, we must also understand that nature is

I am writing to urge you to open Ventura Parks and Beaches. Our community has proven it is able to follow the ru les of the Stay Well Orders and as a resu lt we have low numbers of cases reported in our city. There is no reason to believe that they can not continue to follow rules for safety at our parks and beaches.
Since the closure of the parks and beaches there has been a huge increase in people walking and biking on the sidewalks surrounding my home where it is much more difficult to safely distance. The open spaces of our PUBLIC lands is a much safer space as it allows for more responsible distancing. The county has opened parks which signa ls to me that our public hea lth officia ls believe this is safe. If the city does not follow their lead you will see an increase in peop le crowding at the few county spaces open instead of spreading out across all of our avajlable space.
I have heard from our council in the past that people coming from other communities is a big concern, however, there are plenty of options to help deal with that. Parking can be time limited, discouraging people from driving from other communities for a short visit and resources that are currently enforcing the closures can instead remind people to respect distancing.
I worry about our resident's mental health and well being during this stressful time. People have a right to walk on the beach, run around on the grass with their children and enjoy the sunshine and fresh air. That is why we have chosen to live in this wonderful place. Please reopen our parks and beaches. Thank you for your time.

I believe that the city beaches should reopen to small, single
household groups. No multi-household gatherings should be
allowed, and violators should be ticketed to the maximum
extent of the law. There is plenty of room out there, especially if
the parking correctly remains closed, for groups of two-to-four
to keep lots of distance from each other. Are harbor beaches
considered city beaches? Can a single person fish from the
surf, if they consider it essential for physical and mental health?

My name is Gina Tanner. I live and work in Ventura. My husband and I have 5 school aged children living with us here in Ventura. I appreciate what our county has done taking steps to protect us. I also appreciate what our city is doing. My hopes are that the beaches and parks will open up soon, with other restrictions easing over time. Social distancing should stay in place. If residents are told to maintain social distancing, most of us will continue to do so. Those who don't will be avoided.
I will continue to enforce my children's restrictions until the county chooses to allow restrictions lifted.
I am unable to walk without crutches, due to a recent surgery but I can take the kids and let them play while I sit. I wouldn't let them play at a playground-type park at this time; however I would let them play in the sand or kick a ball around with their siblings. My 3 older boys were using the park & beach to work out and stay fit while they are unable to work out with the VHS football team.

1) If parks are reopened I feel that parking and bathrooms
should be as well. There can still be restrictions and safe
distancing. What I have noticed is people are parking in
neighborhoods adjacent to the parks and walking into the areas
anyway. Why put all this extra traffic and people in our
neighborhoods. Kimball Park is a good example. Even though
closed, people are driving to neighborhoods across the street
and walking in. If you open the parks it's just going to get
worse. Parking lots should be open.
2) Golf courses should be open with golf carts in compliance
with ADA and the bathrooms as well.

golf courses, subject to the conditions outlined in the County
Health Officer's order of 18 April 2020.
While the County order authorizes the opening of golf courses
your amendment does not appear to, specifically, order the
opening of the courses.
Opening the golf courses, subject to the County order, can be
accomplished without subjecting staff and golfers to

unnecessary risk. Doing so will provide a valuable outlet for
residents and limit further financial loss related to the courses.
The County owned Sou le Park golf course was opened on 19
April.
The City owned golf courses have a very loyal following .
Members of the Olivas Men 's and Olivas Senior Men's Clubs
donated over $7000 to a fund to support golf course employees
who were laid off as a result of the recent crisis. That money
has already been distributed to those folks. You , now, shou ld
take action to open the golf courses to support the staff and
loyal patrons.

In an effort to get our sanity back, we really need our parks and beaches. However, it seems that "a few bad eggs" can spoil it for everyone, when they frequent these spots and ignore social distancing.
It also seems that we get a lot of out of town traffic flooding to look for open space.
What about opening parks and beaches Monday through Friday but closing them for weekends for the next few weeks to discourage the really big crowds?
Just an idea.

Public Comments llAr My concern is the City has many closures which you are
obviously aware. The issue is this has created a bit of a
distancing log jam on the roads and walkways. It has had an
impact on the Pierpont Community. Walkers, riders have
condensed down here since the community is very limited in
places to go? Our beaches are open or there isn't much
enforcement which there shouldn't, I am glad ... but it has put
pressure on our community.
I would like to see public parks, trails, bike paths and the
Ventura promenade area opened, including surfers point. The

pay parking should be open . It could be limited only al lowing
every other space to be fi lled ... If you don't want to staff it, post
the rules and al low permit holders only and have the meter
police enforce ticketing like they are already doing in the 24
minute zone. Probably generate more revenue. Also the
Harbor area should be oped and boats shou ld be ab le to
launch.

/2-,Pr I am a 5-6 times/week golfer and am very pleased about the
possible re-opening of our city golf courses. In speaking with
other regular golfers, the feeling is that in order to contain the
spread of the virus and further protect our progress, we'd like
the City Council to consider limiting local golf play to city
residents, at least for now. The number of cases of the virus in
east county are worrisome and we'd hate to see our Ventura#
of cases grow after some restrictions are lifted. Thank you for

and golf courses. I believe opening those enable more room for
residents to be outside and not run into each other on
sidewalks in more confined neighborhoods. Tennis and golf are very social distance friendly sports. I don't play golf but do play
tennis and we (before the courts were closed) were very

Cheryl I know the re -districting came into affect after you were voted in on the city counci l but I'm writing you specifically, since you not only reside in Pierpont, but hopefully feel its your civic duty to represent our area. I have lived in the Ventura Keys for our 14 years. One of the reasons we moved to the Key's was the close proximity to the beach. It has been hard to not be able to visit the beach, when, in all actua lity, its practically our back yard . I implore you to vote "yes" to open the beaches tonight at the city council meeting. It would really help all the kids who live in the neighborhood to have a healthy exercise opportunity to go back to boogie boarding and surfing when most have been cooped up in their houses. It seems quite unfair that all other neighborhoods can use their walks way's and streets for exercising but the residents of Pierpont and Ventura Keys are not ab le to use their loca l beach for the same outlet. The weather is suppose to reach 87 degrees this week at the beach ... it would seem almost cruel to not allow people to visit the beach for relief. I hope you vote to have the beaches reopened for the well being of not only the residents of Pierpont and the Ventura Keys but for all of Ventura .

Item 12 - Agenda mentions beaches and parks. County parks
are open now. We only have two golf courses and golfers
would love to be outside in the park settings of our two Golf
Locations. Would be easy to keep social distancing! Also allow
golf carts for seniors who cannot walk the distance. My
husband golfs with a group of guys and he needs a cart. Social
distancing is easy to do. Golf courses will generate income for
the city, some employment for the staff, etc. Spraying golf carts
by staff is easy (stores are do this now on shopping cart). Bring
in a food truck (will help a small business to stay open; or open
the restaurant for food & drinks "to go" . The golfers will go to
