Alternately, these-" hghts should be replaced with lower wattage bulbs wh1ch would still give plenty of 1i ummauon, but cost less to operate.,

Many people believe that brighter lights b.rlp prevent cr1me and make driving safer. However, the National Institute of L&.w :Enforcement and Crimmal JustJe pubhshed a report in 1979 L"alled ~trf"et Li&htinc Projeda ~Phase 1 Report, Series A. Num

\\"!ule cnmsnals seem to be unaffected by streetlighting. the en nronment is adversely affected. Thl' sea~onal blooming a.nd fotlatlOn of plants depends on the length of day and night. Exc~s:: ~1ve streetlightlng confuses thi' plants, and causes damage tothem. Certain birds arc also affected by br1ght night-tlme l!gh~mg.

La.-;tiy. cons1der the adverse effeet of bnght stre~t lighting on :hf' astronomy· research at our ne1ghbormg :SASA fac1lity. Somt• o! the re»t'arch conducted there must be done from the ground. rather than from space. and under a dark sky whe're the- stars can be a bserved readily. The new hghts. which send too much light upward. are makmg lil5tronomical observauons much more difficult.

In add1tion to decreasing the
