TAP  is:  •  Embedded  within  the  scope  of  the  Local  Government  Climate  Roadmap,  •  Mo3vated  by  the  “Lima-­‐Paris    Ac*on  Agenda”  of  the  COP20  and  COP21  Presidencies,    •  Encouraged  by  the  NAZCA  PlaAorm  operated  by  the  UNFCCC  Secretariat,  •  In  support  of  the  Compact  of  Mayors  and  the  Compact  of  States  and  Regions.    

TAP  is  developed:  •  In  collabora3on  with  networks  of  local  and  subna*onal  governments  (ICLEI,  R20,  UCLG,  C40,  Euroci3es,  CEMR…)  •  In  synergy  with  the  members  of  the  Ci*es  Climate  Finance  Leadership  Alliance  (CCFLA)  (e.g.  AFD,  GIB,  WWF,  GEF,  WB)  •  In  partnership  with  other  ins3tu3ons.    

TAP  is  launched  and  managed  by  ICLEI  –  Local  Governments  for  Sustainability  and  will  be  presented  at  the  COP21  Pavilion  co-­‐hosted  by  City  of  Paris  and  City  of  Bristol  –European  Green  Capital  2015.    

The  TAP  aims  to:  •  support  climate  investment  in  urban  areas  over  the  next  ten  years    •  increase  the  quality  and  scope  of  local  and  regional  climate  ac3on  •  create  support  mechanisms  to  assist  ci3es  and  regions  in  designing  bankable  and  transforma*ve  projects  •  contribute  to  the  elabora3on  of  new  finance  mechanisms  for  local  and  regional  climate  ac3on  •  create  trust  among  sub  na3onal  governments,  financing  ins3tu3ons  and  investors,  also  to  lower  the  current  percep3on  of  risk  •  support  regular  monitoring  and  repor*ng  of  project  implementa3on  developments  •  encourage  mul*-­‐level  coopera*on  and  governance  in  the  area  of  climate  mi3ga3on  and  adapta3on  •  raise  visibility  of  local  and  subna3onal  climate  ac3on  at  the  na3onal  and  interna3onal  level.

Type  of  Projects        

TAP  Criteria  and  Selec*on  Process  

The  Transforma*ve  Ac*on  Program  (TAP)  calls  for  project  applica*ons  from  subna*onal  authori*es  that  are  ambi*ous,  cross-­‐cufng,  and  inclusive  -­‐  our  defini*on  of  transforma*ve.  

"Fast-­‐track  Transformers”     “Post-­‐2020  Transformers”  

•  Ready-­‐to  implement,  fully  designed  projects/ac3on  plans    with  an  iden3fied  need  for  funding  (investment  and/or  grants)  

•  Projects/ac3ons  plans  with  a  clear  budget,  clear  ac3on  plan  and  management  concept  

•  To  be  implemented  pre-­‐2020  

 •  Well-­‐designed  project  concepts    •  Iden3fied  need  for  funding,  capacity  building,  

technical  advice,  strategy  development,  finance  exper3se,  etc.  

•  To  be  implemented  post  -­‐2020

 Criteria  for  TAP  Projects  

Defining  the  Transforma*ve  Poten*al  of  Projects  

Ambi*ous   Cross-­‐cufng   Inclusive    

First-­‐3me  projects/  ac3on  plans      

that   wi l l   serve   a   meaningfu l  percentage  of  the  popula3on    

OR  

Exis3ng  projects/  ac3on  plans  

that   will   be   scaled   up   and   that   will  serve  an   increasingly   large  amount  of  the  popula3on/  jurisdic3on  area/etc.  

 

People    

Demonstrate   how   ci3zens,   in   par3cular  those   iden3fied   from   disadvantaged  communi3es,  will  benefit   in  the  short-­‐  and  mid-­‐term,   e.g.   urban   poor,   unemployed,  elderly,   youth,   women,   ethnic   minori3es,  etc.      

Place    

Improve   different   aspects   of   the   loca3on  by   op3mizing   the   use   of   local   resources  [air,   water,   waste,   land,   biodiversity   /    ecosystems,   energy]   across   services   and  sectors      

Planet  

Contribute   to   na3onal   and   global  sustainability  goals    (SDGs)  

   

 

City  administra3on  

Coordinate   within   the   city   administra3on,   i.e.  cross-­‐departmental   coordina3on   processes   and  mechanisms   have   to   be   in   place   to   assure  effec3ve  project  implementa3on  and  financing  

Civil  society    

Engage   ci3zens   and   local   stakeholders   ac3vely,  encouraging   their   par3cipa3on   in   the   design,  implementa3on  and  monitoring  of  the  project.  

Mul3-­‐level  governance  

Establish  concrete  efforts  to  foster  collabora3on  and   coopera3on   wi th   govern-­‐menta l  stakeholders  at  all  governance  levels:  municipal,  local,  sub-­‐na3onal,  na3onal,  regional    

Business  

Reach   out   to   local   business   and   industry   to  s3mulate   green   growth   in   the   local   private  sector    

TAP  applicants  should  have  the  poten*al  to  transform  society,  and  par*cularly  respond  to  ACI  –  ambi*ous,  cross-­‐cufng,  and  inclusive.  These  3  key  components  of  “transforma*ve”  are  captured  in  the  table.

The  TAP  –  how  we  work  

The  TAP  consists  of  3  key  en**es:    

§  A  mul3-­‐disciplinary  TAP  project  team    

responsible  for  the  day-­‐to-­‐day  ac3vity  coordina3on  and  implementa3on,  closely  working  with  TAP  partners.  

§  TAP  Management  Commikee    

consis3ng  of  the  core  TAP  Management  and  a  selec3on  of  advisors  from  partners.  It  is  responsible  for  providing  strategic  direc3on  of  the  TAP,  suppor3ng  the  broad-­‐scale  mobiliza3on  of  ci3es  and  regions  and  the  pre-­‐selec3on  of  TAP  project  applica3ons  based  on  completeness  of  the  applica3on  form.  

§  TAP  Project  Selec*on  Panel      

comprised  of  representa3ves  of  local  and  regional  government  networks,  funding  ins3tu3ons,  development  banks,  development  ins3tu3ons,  and  others.  It  is  responsible  for  the  selec3on  of  up  to  100  TAP  projects/ac3on  plans  for  2015  that  are  looking  for  climate  finance,  that  will  receive  official  TAP  endorsement,  and  that  will  obtain  an  opportunity  to  present  their  project  at  the  TAP2015  Pavilion  at  COP21  in  Paris-­‐Le  Bourget.
