“Academic excellence and new S&T-based knowledge creation for

national development” has been the advocacy of Gisela Concepcion

since the mid-1990s, long before she became Vice President for

Academic Affairs of the U.P. System in 2011:

Leader, Philippine American Academy of Science and

Engineering (PAASE) campaign for increased budget for S&T

in the country, resulting in an initial release of P500M, and a

total allocation of P1.7B for the National Science Complex in

U.P. Diliman; an increased budget for PhD and MS scholarships

and increased budget for R&D projects of the DOST (2006-7)

Co-author, white paper on “The Role of S&T in Economic

Development” which was used as the basis of the PAASE

campaign (2006)

Leader, streamlining of the DOST Balik Scientist Program

Application Process (2007), leading to its revitalization

Host of a great number of DOST Balik Scientists (2007-10), to

add to the mentoring capabilities of universities.

Initiator, Editor, Author, Star Science column in The Philippine

7. VALUES AND PERSPECTIVES:

Productive engagement is a hallmark of the research and mentoring

of Gisela Concepcion as Research Leader and Graduate Student

Mentor of the Marine Natural Products Laboratory (MNPL) at The

Marine Science Institute (MSI), U.P. Diliman (1995-present)

Her research group, together with local and foreign collaborators,

has isolated and reported in the scientific literature, the greatest

number of bioactive marine compounds from Philippine marine

organisms, that are potential drugs for cancer, infections, pain

and neurodegenerative diseases.

Since the early 1990s, she has pioneered in addressing the issues

of marine bioprospecting and access benefit sharing of various

stakeholders, including local communities living near the marine

collection sites. She succeeded in having the first Commercial

Research Agreements for marine bioprospecting signed with IAC-

BGR (DENR-DA) starting in the mid-90s under our country’s

bioprospecting regulations (EO 247, Wildlife Act). In 2008, her

efforts led to the signing of the Memorandum of Understanding

for the Conduct of Academic Research (MOU-CAR) between the

U.P. System and the DA-BFAR.

Her research involves working with LGUs, local communities,

including fishermen, in several provinces, who are consulted and

informed about the projects, and from whom Prior Informed

Consent (PIC ) to do the research is obtained. It also involves

dealing with government agencies such as DA-BFAR which grants

Gratuitous Permits for sample collection and monitors the

projects.

She has nurtured a great number of young, disciplined

researchers to pursue ethical, rigorous, high quality research with

diligence, with her constant guidance and monitoring, and

holding of regular, weekly meetings, which continues to this day.

She is known to balance this strict management style with a

strong encouragement for mentees to exercise “universitas”,

open, creative thinking, or academic freedom, and to express

ideas freely, spontaneously. Thus, MNPL has attracted some of the

best and brightest young researchers from UPD, UPLB, UPV, UPM,

UPB, UPMin, UST, MSU-IIT, PUP.

Many of her Research Associates, Research Assistants, and

thesis/dissertation students/graduates have become successful

scientists, pursuing PhDs and postdoctoral fellowships abroad,

and several have returned to U.P. as faculty.

Responsible management of research funds, equipment,

personnel and other resources, based on accountability and

transparency, are a hallmark of the MNPL, learned from SOPs

established by the founder and succeeding adminstrators of MSI.

Above are testament to her commitment to academic and

research excellence and skills at democratic and productive

governance, based on collegiality with young researchers, local

peers, and foreign research collaborators.

This served as a strong basis and preparation for her work on a

larger scale as Vice President for Academic Affairs and overall

leader of academics and research in the university.

9.1. THOUGHT LEADERSHIP IN HIGHER EDUCATION:

As U.P. Vice President for Academic Affairs, Gisela Concepcion has

authored and co-authored many thought papers on the role of

higher education and R&D in national development. These articles

were written principally to generate funding support for U.P. from

the government and other external sources.

These articles were published in newspaper dailies; and copies were

sent to legislators and to NEDA, CHED, DOST and other government

agencies. The first paper below was sent to the 2016 Presidential

9.2. MANAGEMENT OF OVPAA AND OVPAA-AFFILIATED

OFFICES:

Under the leadership of VPAA Gisela Concepcion, the “business” of

OVPAA has grown tremendously in the last 5-1/2 years. She works

in close coordination with four AVPAAs (Academic Affairs: 1. for

recognition and awards, 2. for R&D and creative work, 3. for

curriculum and QA, and 4. for R&D resource management and

OVPAA staff management) and one AVPSA (Student Affairs),

delegating tasks and responsibilities to them in priority areas of the

OVPAA.

The VPAA, AVPAAs and AVPSA are supported by a limited number

of generally efficient core OVPAA Staff and contractuals.

Further, the OVPAA works in close coordination with the following

OVPAA-affiliated offices and their Executive Directors and Directors

who form part of the “OVPAA Family”. There are always open,

vibrant, constructive discussions in the weekly meetings of the

OVPAA Family. These offices coordinate closely with their

counterparts in the CUs.

Running the OVPAA has provided Gisela Concepcion the opportunity

to work closely, cooperatively, productively, with many like-minded

people in the university.

With the journal publications and research projects of the CIDS in

priority areas concerning education, employment, economic

emancipation and environment (4Es), of CWGS on gender

equality and mainstreaming, and with numerous books published

by the UP Press on the literary, socio-cultural, and historical and

works of U.P. scholars, these OVPAA-affiliated offices have

contributed significantly to building a “supraculture” or public

intellectual culture in U.P. and the country.
