Caught up as he was in the Jain hawala case and the Babri mosque demolition case, Advani chose to play Sardar Patel to Vajpayee's Nehru. Described his relationship with Advani in a foreword to the latter's book, My Country, My Life, Vajpayee says, "Yes, we have had our differences on the issues and approaches during the course of our long association... However, it is not the differences, but the unity of purpose and .action, that marked our relationship." Many of these would be sensitive or confidential. While govts and organisations have been fairly active about protecting their data and information, the same cannot be said about individuals. The usage of data related to individuals has been central to govt-run census and identity programmes, taxation, and for business-led activities that benefit from customer segmentation and targeted marketing. Big Data, a term that finds its way into almost every strategy document for consumer-oriented businesses, has its roots in the analysis of data pertaining to individuals, their demographics and behaviours. In recent times this includes, among others, individuals' browsing history and social media activities. In response to public outcry and criticism, govts are developing legislations to protect individuals' personal data. While in many cases there have been regulations forming part of various laws, recently these are being presented as a separate set of laws that go into great detail on classification of data pertaining to individuals, defining roles and obligations, and fairly stringent penal provisions, like the General Data Protection Regulation (GDPR) in the EU.

He was one of India's most charismatic leaders who led the nation through several crises and held together a tenuous coalition with his inclusive politics.

Born on 25 Dec 1924 in Gwalior to Krishna Bihari Vajpayee, a school teacher, and Krishna Devi, Vajpayee began his political career as a freedom fighter, with his first brush with politics as part of the Quit India movement of 1942. Draft E-commerce PolicyIndia is reworking proposed e-commerce rules after a draft, which had signalled a shift towards boosting domestic start-ups, sparked criticism.

The 19-page draft e-commerce policy underscores India's intent to examine every aspect of e-commerce regulation — from data localisation to antitrust rules. The changes would tighten restrictions on global giants like Amazon and Google and may bolster local start-ups such as Paytm. The nation's interest in stricter norms for an Internet market that's been largely open for decades reflects the pitched battles being fought in segments like online retail, cloud services and digital payments.

Broadly, the draft has signalled "some kind of protectionist thinking," said Nandan Nilekani, chairman of Infosys Ltd. "It may stem from a feeling that Indian start-ups should be given a boost, something on the lines of the China model." The draft calls for creating a "fair environment for domestic digital firms to find their rightful place" and "levelling the playing field for foreign players and domestic startups." It proposes a single legislation to encompass all aspects of e-commerce and a single regulator to govern the industry"!

national Register of CitizensThe National Register of Citizens (NRC) is the list of Indian citizens of Assam. It was prepared in 1951, following the Census of 1951. For a person's name to be included in the updated NRC list of 2018, he/she will have to furnish existence of name in the legacy data or prove linkage with the person whose name appears in it. The legacy data is the collective list of the NRC data of 1951 and the electoral rolls up to midnight of 24 Mar 1971.

The process of NRC update was taken up in Assam as per a Supreme Court order in 2013. In order to wean out cases of illegal migration from Bangladesh and other adjoining areas, NRC updation was carried out under The Citizenship Act, 1955, and according to rules framed in the Assam Accord.

The updating process started in May 2015 and ended on 3 lAug 2015. A total of 3.29 cr people applied through 68.31 lakh applications. Out of the 40.07 lakh applicants who have been left out of the final draft NRC

released, 2.48 lakh applicants have been kept on hold including the D-Voters (doubtful voters who have been disenfranchised on account of failure to prove citizenship), descendants of D-voters and persons whose cases are pending before the foreigners tribunal. The state, however, has not revealed the reason why it has kept others on hold.

Prevention of Corruption (Amendment) BillAmendments to the Prevention of Corruption Act aim to limit overzealousness of enforcement agencies, but they raise important concerns too. It is unfortunate that India has not been able to shed the image of a highly corrupt nation even after seven decades of Independence. The average

Indian believes 'that she cannot" get even the basic services to which she is entitled under the law without greasing the palms of one or more officials at the ground level. In the recent past, things have undoubtedly changed for the better — even if only marginally — when people try to obtain a passport, a driving licence, or a birth/death certificate.

At least one of the amendments, which mandates prior govt approval of the Central or. State govt to initiate investigation into corruption charges, is bound to evoke negative reactions from large sections of the public. Protection to govt servants from arbitrary and unilateral action by anti-corruption agencies without prior permission from the govt was earlier available only to the higher echelons, from the rank of Joint Secretary and above, before the Supreme Court struck down the so-called 'Single Directive'. The latest tweak extends this protection to all public servants.

Another major change is the deletion of the whole of clause (d) of sub-section (1) of Section 13, which defines "criminal misconduct' as the acquisition of a 'valuable thing' or 'pecuniary advantage' in a dishonest manner. The deleted clause was the sole effective weapon against a misbehaving senior official. This deletion is disappointing because corruption in high places is sophisticated and takes .place in a highly clandestine manner.

Kerala FloodsThe Southwest monsoon, which has pounded Kerala with 29.5 per cent excess showers in Aug, came in spurts, and the dams, which were thought to be adequate as flood hazard management instruments, stored the water.

"But there was something unusual about the showers this time. State recorded an all-time high inflow of water into the reservoir lake and also the highest daily rainfall in its catchment area. The phenomenon is cyclical and reminiscent of the great flood of Malayalam Era 1099 (CE 1924)," according to an official of the Kerala State Electricity Board (KSEB), which operates the reservoir. Back then, the showers had lasted over three weeks and over 1,000 people are said to have perished.

The situation now is a repeat of the 1961 floods, the second biggest to hit the State in a century. Had it not been for the devastating spell of rains that forced the opening of 36 dams and the evacuation of over 1.5 lakh people, it would have been manageable. Before long, the main strand of the Periyar was also rushing down the spillways of the Cheruthoni dam, part of the mammoth Idukki reservoir system. It merged a few kilc.netres downstream with the Perinjankutty river and the tail water of the Neriamangalam powerhouse. It then charged the floodgates of the Bhoothathankettu and heaped misery all around, on its way to the Vembanad lake and the Arabian Sea.

victory of Khan's Pakistan Tehreek-e-Insaaf (PTI) as a new era in the country's politics, outlined by the emergence of a non-dynastic leadership and the breaking up of the clout of the Pakistan People's Party (PPP) and Nawaz Sharif's Pakistan Muslim League (PML-N).

Khan's victory is certainly not decisive since the PTI has not swept elections in either the Centre or in Punjab province, which represents the core of Pakistan's politics. The PTI has managed to get 116 seats in the National Assembly against 64 by PML-N and 43 by the PPP. In Punjab, the PTI is behind the PML-N (129) with

123 seats. Khan's victory comes amidst the uproar by the Human Rights Commission of Pakistan and the European Union election observers that the polls were less fair than in 2013.

Is this the beginning of a new Pakistan that has shunned dynastic politics? No, because the dynastic PPP of the Bhuttos has gained more seats than it did in 2013, and the PML-N has not been routed. This indicates that the problem lies less with dynastic politics but in the patronage structure of Pakistan's political system, in which various parties and even non-parliamentary institutions represent patron groups with their specific clientele. The results also offer the older parties an opportunity to re-think their political outreach strategy. The PPP will have to find its feet, which includes grooming a younge." leadership^

Turkey in TroubleEmerging markets are hitting the headlines again as currencies are falling. But Turkey is in deep trouble, and ripples are spreading across markets. The Turkish lira has slumped to a record low against the US dollar.

What's driving it down? And what does it mean for Turkey and others? On 10 Aug, one dollar bought 6.9 lira. Contrast this to Jan, when a dollar bought just 3.7 units of the Turkish currency. That means it has lost around 44 per cent of its value against the dollar this year. The lira is now the world's worst-performing currency in 2018, overtaking crisis-hit Argentina. And things have got worse very rapidly in Aug.

The currency rout has hit the country's bond market. The yield on 10-year Turkish debt has jumped close to 20 per cent, making it much more expensive for the Ankara govt to borrow. There is also concern about the exposure of European banks such as BNP Paribas, UniCredit and BBVA to borrowers in Turkey.

If Turkish borrowers are not hedged against the collapsing lira the fear is that they could default on their foreign-currency loans, forcing European banks to make expensive loan writeoffs. For the same reason Turkish banks could also be in trouble given the amount of foreign-currency lending they have undertaken.

This Turkish crisis has a combination of factors. The proximate cause is a diplomatic row with the US over the detention in Turkey of US pastor Andrew Brunson. Brunson was arrested in October 2016, accused of aiding

an organisation which the Turkish govt says was behind a failed coup attempt that year. Donald Trump called Branson's detention "a total disgrace" and the Washington administration announced that Turkey's duty-free access to the US market is being reviewed, which could hit $ 1.66 bn of annual Turkish imports.

But there are underlying causes too. Investors' confidence in the; economic competence of the Turkish authorities has been eroding for some time. The country has a large current account gap, equivalent to 7 per cent of GDP in 2017. That means the economy is heavily reliant on foreign money inflows. Inflation has also soared to 15 per cent, three times the central bank's 5 per cent target.

Turkey can expect relief from some of its other friends, but that too may be pricey. Moreover, the transcontinental country has limited options. Earlier, Greece was given a bailout from its economic crises by various European Union (EU) countries and banks. But unlike Greece, Turkey is not a member of the EU, hence the country is far from an immediate relief.

Turkey may receive help from China and Russia. President Recep Tayyip Erdogan spoke to Russian President Vladimir Putin and discussed stronger ties between the two countries. For now, Turkey will have to manage its economy with radical steps.

Karunanidhi DiesMuthuvel Karunanidhi, the towering Dravidian icon whose intellectual prowess and pragmatism shaped the political narrative in Tamil Nadu over the past few decades, has died. He was 94. He is survived by two wives and six children, including Dravida Munnetra Kazhagam (DMK) working president and heir apparent MK Stalin and daughter Kanimozhi, a Rajya Sabha MP and his literary heir.

Karunanidhi's death comes barely 20 months after that of AIADMK's J Jayalalithaa, his long-time political foe. The sharp-tongued, quick-witted Karunanidhi was a five-time chief minister, who wielded considerable influence beyond his own state, in the corridors of power in New Delhi, for a long time, sewing up alliances with both the Congress and the BJP.

Hugely influenced by the rationalist and egalitarian ideology of EV Ramasamy 'Periyar' and DMK founder and the state's first chief minister CN Annadurai, Karunanidhi became one of the most enduring mascots of the Dravidian Movement, which aimed at seeking equal rights for the depressed sections and women, and was against Brahminism.

childhood memories" and family history to feed his early novels: The Mystic Masseur (1957), The Suffrage ofE//vra(1958)rMiguelStreet (1959), and, his acknowledged masterpiece, A House for Mr Biswas (1961). If Naipaul had written nothing else after Biswas, he would still be counted among the greatest writers of the 20th century. But it is the range of his output after Biswas that qualifies him as the greatest writer of English prose of the past six decades.

Naipaul's writing on India-beginning in the 1960s and culminating in the 1990s - constitutes his most accomplished work. Hinduism has seldom known a fiercer or more trcrr Cliant critic. Naipaul dismantled every consoling lie Indians told themselves to reveal a wounded civilisation. In 1962, Naipaul came to India, the land of his ancestors, and wrote An Area of Darkness. For the first time in his life, he felt anonymous, even faceless. He was no longer identified, he felt, with a special ethnic group as he had been in Trinidad and England; it made him anxious. He was upset by what he saw as the resigned or evasive Indian reaction to poverty and suffering.

Naipaul's fiction, especially his travel writing, has been criticised for its unsympathetic portrayal of the Third World. The novelist Robert Harris has called Naipaul's portrayal of Africa racist and "repulsive," reminiscent of Oswald MoSley's fascism. Edward Said argued that Naipaul "allowed himself quite consciously to be turned into a witness for the Western prosecution", promoting what Said classified as "colonial mythologies about wogs and darkies". Said believed that Naipaul's worldview may be most salient in his book-length essay The Middle Passage (1962), composed following Naipaul's return to the Caribbean after 10 years of exile in England, and the work An Area of Darkness (1964). Naipaul paid a heavy price for his honesty. In India, many in the intelligentsia denounced him because they believed his politics were reactionary, that he gave cover to the Hindu right.

During his first trip to Argentina, in 1972, Naipaul met and entered into an affair with Margaret Murray Good ing. He revealed his affair to his wife Patricia one year after it began. In 1996, he married Nadira Alvi, a divorced Pakistani journalist more than 20 years his junior. In 2003, he adopted Nadira's daughter, Maleeha.

Naipaul was awarded the Trinity Cross in 1990. Additionally, he was made a knight bachelor at the 1990 New Year Honours. He won the Nobel Prize in Literature in 2001.

Project SashaktThe public sector banks (PSBs) will need an additional capital of ` 1.1-1.3 tn over the next two years to implement a five-point "strategy to tackle bad loans, a committee report on project 'Sashakt' has stated. Smong -demands made to the govt for implementing the Sashakt plan, the committee of bankers, led by Punjab National Bank (PNB) chairman Sunil Mehta, has sought additional capital that will be required in a phased manner "to provide for upfront haircut and growth capital over a period of two years." The committee suggested some PSBs are undercapitalised and may require heavy capital infusion to sustain. This capital will be required over a period of two fiscal years — 2018-19 and 2019-20.

RBI restricts Paytm, FinoThe newly conceptualised payments banks in India seem to have hit a rough patch following a notice from the banking regulator to not open any new accounts. Fino and Paytm have been asked to immediately stop onboarding new customers for payments banking service. This is after the RBI noticed certain anomalies with regard to the deposits of existing account holders.The banks were seen violating the norms related to the deposit limit and certain accounts were found to have deposits exceeding ` 1 lakh. As per RBI's operating guideline for payments banks, the aggregate limit for customers should not exceed ̀ 1 lakh and in case it exceeds, the excess amount sh6uld automatically be transferred to any other-bank account, provided by the customer while opening an account with the payments banks.

Ombudsman PlanIn order to improve the internal grievance redressal mechanism at banks, the Reserve Bank of India, on 1 Aug, said the revised Internal Ombudsman (IO) scheme will be extended to all banks (with 10 or more banking outlets), excluding regional rural banks (RRBs). Further, banks could appoint more than one IO. depending on the volume

of business. Select banks were advised in May 2015 to appoint lOs as the apex authority for redressal of customer complaints. This will further improve customer service.

Cosrhos Bank FraudThe National Payments Corporation of India (NPCI) on 15 Aug said its systems were "fully secure" and the cyber fraud of more than 7900 mn at Pune-based Cosmos Bank had happened due to a malware-based attack on the lender's IT system. Hackers managed to siphon off over ?900 mn through a malware attack on the server of the bank and cloning thousands of debit cards, Cosmos Bank chairman Milind Kale said. The fraudulent transactions were carried out on Aug 11 and Aug 13 and the malware attack by the hackers originated in Canada. The cooperative bank's core banking system was not affected and that it has already appointed a professional forensic agency to investigatemefraud.

India's most Patriotic BrandThe State Bank of India (SBI) is considered to be the most patriotic brand, according to a survey, followed by Tata Motors, Patanjali, Reliance Jio and BSNL. Around 16% respondents ranked SBI to be the most patriotic brand overall, followed by Tata Motors and Patanjali with 8% each, and Reliance Jio and BSNL with 6% each, the survey conducted by UK-based online market research and data analytics firm YouGov said. In terms of sectors,.the financial sector topped the chart of the most patriotic brands with two leading names—SBI and Life Insurance Corporation (LIQ-followed by auto, consumer goods? food and telecom sectors.

"Hallabol" CampaignThe Mangaluru-based Corporation Bank is using the phrase "hallo bar in a peaceful way to raise its voice against non-performing assets (NPAs) in the bank. In fact, the bank's 'halla boV recovery campaign has started giving results with the lender making good recoveries in NPAs, including from written-off accounts, during the first quarter of 2018-19. Projects under 'IMPRInT-2'The govt has approved 122 new research projects of ` 112 cr under its Impacting Research Innovation and Technology ('IMPRINT-2') scheme. The initiative aims to advance research in energy, security, and healthcare domains in the higher-education institutions. Human Resource Development Minister Prakash Javadekar said in a statement that out of over two thousand proposals. 122 best proposals were selected for funding under IMPRINT-2. Of the selected projects, 81 are sponsored by industry. IMPRINT is the first-of-its-kind govt-supported initiative to address the major science and engineering challenges that India must address and champion to enable, empower and embolden the nation for inclusive growth and self-reliance.AISHE Report 2017-18.

FSSAI unveils InitiativeThe Food Safety and Standards Authority of India (FSSAI) on 10 Aug launched RUCO (Repurpose Used Cooking Oil), an initiative-thai will enable collection and conversion of used cooking oil to bio-diesel. FSSAI may also look at introducing regulations to ensure that companies that use large quantities of cooking oil hand it over to registered collecting agencies to convert it into bio fuel. Under this initiative, 64 companies at 101 locations have been identified to enable collection of used cooking oil. For instance: McDonald's has already started converting used cooking oil to biodiesel from 100 outlets in Mumbai and Pune.

India Requests ExtraditionIndia has formally handed over a request to Antigua for the extradition of bank fraud fugitive Mehul Choksi, who has obtained a citizenship of the Caribbean nation. A team from India was sent to Antigua to pursue the authorities there to extradite Choksi. Earlier, India had requested the authorities in Antigua to detain Choksi after it received information about his presence in the country. Choksi and Nirav Modi are wanted in the Punjab National Bank fraud case, involving over 13,500 cr rupees.
