The objective is to achieve a thinning of the stand and removal of suppressed stems (thinning from below) to achieve final stocking of 250 stems per hectare. This thinning is designed to minimize risk to the stand of windthrow. This thinning is expected to produce a small volume of domestic and export poles as well as pulp.

Plantation Clearfell
Location: Refer to Operational Map
The objective is to replace non-blackbutt or very poor quality blackbutt stands with more productive blackbutt plantation on all sites suitable for this species. Species planted included flooded gum, Eucalyptus dunnii, E. camaldulensis/E. grandis hybrid, and a range of other species trials.
A silvicultural intent map shows areas to be thinned and areas to be clearfelled and replanted with different species. The HC may approve minor variations to this strategy in consultation with planning and stewardship functions.

4. Harvesting Exclusions, Modified Harvest Areas and Boundary Management
Exclusion/Boundary Conditions
Locating Private Property boundaries
The operational area is well defined with roads, trails, drainage features and fencelines. Crew to locate boundaries using GPS.
Retained native forest Larger patches of native habitat trees have been mapped as exclusions.
Crown Road Reserve
(Powerline)
There is a crown road reserve traversing the property which is not State Forest. There is a powerline and clearing located on this road reserve. Snigging across the road reserve is permitted, however log processing and dump activities are not to be undertaken in the reserve.
Forest Management Zones (FMZ)
FMZ 5 – Hardwood Plantation – Available for harvesting in accordance with the conditions of this harvest plan (yellow and pink on operational map).
Plots There are numerous plots and species trials throughout the plantation areas earmarked for harvest as shown on the HPOM. No special conditions apply to these plot or species trials and they should be clearfelled or thinned based on the prescriptions in Section 2 ‘Harvesting Objectives’ and the HPOM.
Heritage Old farm sheds and slabs on the side of Crabtree Road as shown on the HPOM. Harvesting must not impact on these buildings. The buildings themselves are not structurally sound. Personell are not to enter the buildings themselves.
Tropical Soda Apple Tropical Soda Apple (a Class 1weed) has been detected on the property. The plant can spread via vegetative matter or by spread of seeds.
Crew to review the identification notes supplied and report all detections of the weed to the HC. Do not under any circumstances continue working in an area with plants in seed.
The crew must ensure the loading site and access roads are free from the weed at all times.
All harvesting equipment must be cleaned thoroughly from any woody debris prior to leaving the site. Avoid working on the site when seed is being set.
5. Haulage Route and Contractor Travel Route
Haul Route Haulage is planned to access the Pacific Highway via Sherwood Road to Bucca Road
Signage to be placed on haulage routes notifying of log truck usage
BEWARE –Sherwood Road is regularly used by the public.
B-double Haulage Permit Details
Permit Expiry date:24/11/2019

Speed Limit A 60km/hr maximum speed limit applies to log trucks on Sherwood Road.
Non-haulage Roads There are a number of non-haulage roads as indicated on the operational map. They may be used with HC approval for snigging or extraction provided they are drained to the appropriate specifications. They may be used for vehicular access where they have been assessed by the HC prior to use, and are in a stable condition unlikely to cause environmental harm.
6. Community
Issue Conditions
Maintaining public access on Sherwood Road
The HC, in consultation with the HS, Crew and adjacent neighbors, must develop and implement a traffic management plan to ensure safe public access along Sherwood Road, adjacent to the private property during roading and harvesting operations. Refer to FCNSW WHS Procedure 4.11 Traffic Management for guidance.
Noise A number of residences exist in close proximity to the harvest area and may be impacted by noise (as shown on the HPOM) . Mitigative measures to lessen the impact must be developed on a site specific basis by the Crew in consultation with FCNSW.
7. Infrastructure
Infrastructure Conditions
All Mapped Trails Mapped trails must be reinstated to similar or better condition to that prior to harvesting/extraction and comply with the Code. Where trails do not comply with the Code the HC, in consultation with the RS, must determine the most appropriate maintenance work.
Powerline There is a powerline and clearing traversing the area as shown on the HPOM. The crew must conduct a risk assessment and develop safe working procedures prior to working within 2 tree lengths of the powerline.
Fences and Gates The harvesting area is currently occupied under a grazing permit. When occupied with stock, all gates external to the plan area (gates are shown on the operational map) must be left closed. Where possible, use these main gates as the safety barrier for entry to the operation to minimise the possibility of gates being left open.
There are various fences throughout the harvest area as well as along boundaries. The contractor must use directional felling to avoid damage to any fences or gates. Any damage must be repaired immediately by the contractor. If it is necessary to pass through an internal fence, limit the number of openings and install queenslander style gates.
8. Flora, Fauna and Endangered Ecological Communities
Condition Prescription
Koalas The HC and Crew must look for koalas, and evidence of koalas (scats), throughout the operation. The Planning Supervisor must be notified immediately if a koala is

detected within the plantation area.
If a koala is located during harvesting, the inhabited tree must be marked by the HC or Crew, a 50m buffer instigated around the inhabited tree and a temporary corridor of unharvested vegetation retained (collectively referred to as the temporary protection zone (TPZ)) to link the inhabited tree to the nearest retained native vegetation. Harvesting operations may then proceed around the TPZ. When the koala has moved from within the TPZ, all available trees within this area may be harvested.
Native Habitat Trees Native habitat trees must be retained during harvesting. Native habitat trees should be easily identified due to the presence of hollows and their large size, compared to the surrounding plantation trees. To avoid doubt, native habitat trees do not include crop trees or plantation ingrowth by native species.
9. Protecting Soil and Water
Issue Conditions
Drainage Lines While permitted under the Code, harvesting within 5m of any drainage line (the 5m zone) is not permitted under this plan. Harvesting trees between 5m and 10m from a drainage line is permitted, but harvesting machinery is not permitted within the 10m buffer (‘reach in’ techniques must be used).
This clause does not apply to mapped drainage lines that are identified as drainage depressions in the field (see clause below)
Rivers
(3rd order or higher stream with permanent flow)
All 3rd order and higher drainage lines within the plantation will be conservatively managed as rivers with a 20m buffer. This is additional protection not required under the Code. The crew must identify the boundary using GPS.
Drainage feature mapping To assist in locating drainage line features the operational map contains indicative LIDAR derived drainage features and associated exclusion zones. The mapping has assessed the stream bank and exclusion conservatively. However due to the wide flat drainage features and poor Lidar coverage there will be some errors in the mapping of exclusion zones.
The HC may measure and approve harvesting in a mapped drainage feature exclusion where there is a mapping error.
Slope Limits for Harvesting Machinery
Note: while the Code permits clearfell harvesting up to 30 degrees it is not permitted under this plan. The following conservative slope limits apply.
< 22 degrees: No restrictions apply. (99.7% of harvest area)
22 - 25 degrees: Areas should be harvested using a tree length harvesting system and where possible tree heads should be bunched to facilitate disposal and direct planting. Ideally, shovel logging should be used to minimise soil disturbance. Where a skidder is used to pull logs to roadside, snig tracks must be located on stable ground and drained after use.
25 – 30 degrees: Areas must only be thinned, with a maximum 60% basal area removal. Harvesting over 25 degrees must utilise shovel logging

techniques. Snigging is not permitted. Clearfelling is not permitted.
> 30 degrees: Harvesting is not permitted
Condition 59(2) of the Code, regarding the assessment of slope within the majority of the plantable area, applies to this operation.
Ground Cover Any areas of significant soil disturbance must be stabilised by the Crew to prevent soil erosion (e.g. spreading grass seed).
Log Dumps Refer to Conditions 60, 61 and 61A of the Code
Roading Management During Harvesting
HC is responsible for monitoring road and crossing drainage during haulage.
Wet Weather Harvesting Refer to Condition 64C of the Code.
Indicative areas suitable for wet weather harvesting are marked on the operational map (brown dots).
Crew is responsible for implementing automatic closures and following notified closures.
HC is responsible for ensuring crew notified when notified closure is lifted.
Extraction Tracks Refer to Condition 64A and 64B of the Code.
Crew is responsible for progressive drainage of extraction tracks.
10. Drainage Line Crossing Approvals
Crossing Conditions
Several drainage line crossing points have been identified during planning and are shown on the HPOM
Where practical extraction routes must avoid drainage line crossings.
Slash crossings must be used to cross drainage lines and depressions, but only if there is no water flowing in the channel or depression.
The HC must assess indicative drainage line crossing points and determine the most suitable location. The HC must authorise the use of drainage lines crossings prior to use.
Harvesting machinery must cross drainage lines at authorised crossings as per conditions 37-41 the Code.

1. Objectives
Roadworks are required to service plantation harvesting operations within the above compartments. These compartments are scheduled for harvest commencing late 2017.
These operations involve an initial thin of blackbutt and flooded gum stands, followed in 3-5 years by a second thin of these stands. A clearfall of other species stands will also be scheduled concurrently.
The operational map shows the location of the proposed works.

Tropical Soda Apple Tropical Soda Apple (a Class 1weed) has been detected on the property. The plant can spread via vegetative matter or by spread of seeds.
All operators to review the identification notes supplied and report all detections of the weed to the RC. Do not under any circumstances continue working in an area with plants in seed.
The crew must ensure the work site and access roads are free from the weed at all times.
All machinery must be cleaned thoroughly from any woody debris prior to leaving the site. Avoid working on the site when seed is being set.
Fences and Gates The harvesting area is currently occupied under a grazing permit. When occupied with stock, all gates external to the plan area (gates are shown on the operational map) must be left closed. Where possible, use these main gates as the safety barrier for entry to the operation to minimise the possibility of gates being left open.
There are various fences throughout the harvest area as well as along boundaries. All operators must use directional felling to avoid damage to any fences or gates. Any damage must be repaired immediately. If it is necessary to pass through an internal fence, limit the number of openings and install queenslander style gates.

4. General Conditions
Tree removal should be undertaken mechanically where possible. Refer to Safety Procedures 4.25 “Manual Tree Felling” and 4.26 “Management of Hazardous Trees & Overhead Hazards”.
Remove vegetation within 3m of the road prism only where required to maintain safe sight distance and passage of trucks.
Note: Clearing is generally permitted within 3m of the road prism for all roads. Ground disturbance and tree debris may impact outside this 3m either side of the road prism as is required to effect clearing within 3m of the road prism. Conditions 5, 6 and 47 Schedule 5 of the EPL must apply.
