Current Situation:
• 4 out 10 children in Shanghai have parents that
migrated to the city for work
• 50,000 children are in substandard daycares
that do not prepare them for kindergarten
Expected Outcomes:
• 60 strengthened early childhood centers
• 6,000 children better prepared to start school
•The success in Shanghai will be the model for
expanding to other cities in China
