– Understand current operational environment– Assess established capabilities, system size and level of complexity – Available resources

• Identify safety deficiencies – EI score– Assist to recognize appropriate starting point in roadmap

Developing a Safety Plan • Define national, regional or industry safety plan

– Based on safety initiatives selected in Step 2

• Review safety plan and identify resources needed– Human, financial, technical, training, stakeholder commitments, etc.– Include political will to change – and availability of technology and necessary resources

• Develop plan for implementing actions

• Safety plan should cover manageable set of actions – Steps necessary to move to next level of maturity

• Identify responsible organization to lead implementation of each action– Regional organizations provide implementation strategies and support

Amendment 1 to Annex 19Effective Jul 2016, Applicable by November 2019

1) Integration of the State safety oversight (SSO) system critical elements (CEs) with the State safety programme (SSP) provisions which are upgraded from the SSP framework in Attachment A.

2) Enhancement of safety management system (SMS) provisions to support uniform implementation, including the extension of an SMS to organizations responsible for the type design and/or manufacture of engines and propellers

3) Protection of safety data, safety information and related sources Upgrading Attachment B of Annex 19 to the status of an Appendix Safety data and safety information in voluntary reporting systems are accorded a higher level

of protection through a Standard The protection of safety data and safety information in mandatory reporting systems is

reflected in a Recommendation. New provisions ensure that there is no overlap with the protection provisions in Annexes 6

and 13

State Safety Programme (SSP) Implementation• Initiatives

– Establishment of ICAO Safety Management Programme;

– Deliverables identified to support SSP implementation;

– State letter AN 8/3-16/89 requests States to consider means to support programme.

• USOAP SSP Audits– ICAO to begin auditing SSP from January 2020 in

accordance with criteria in line with the GASP;– Starting in January 2018, select States will be invited

to receive an SSP audit on a voluntary, but non-confidential basis;
