6 Global Banking Regulation and Innovation

Martin Boer, Director, Regulatory Affairs Department, Institute of International Finance Martin Boer is the Director of Regulatory Affairs at the IIF. He advocates and contributes to the IIF work on regulatory consistency, impact assessment, prudential capital and liquidity standards, insurance regulation and the growing area of non-bank/non-insurance regulatory issues. He previously served as the Secretary General of the European Financial Services Round Table, a Brussels based industry organization comprising the CEO’s and Chairmen of Europe’s 22 leading banks and insurance companies. Before that he served in various positions at ING Group, as the Global Head of Public Relations in Amsterdam and a Senior Manager of Public and Government Affairs in Brussels. He has also worked as a consultant for UNDP in Namibia and as a journalist at The Financial Times and Bloomberg News. Mr. Boer holds a B.A. in Philosophy from the University of California, Santa Barbara and a Master’s Degree in International Political Economy from Columbia University. ________________________________________________________________________________________

David Schraa, Regulatory Counsel, European Representative Office, Institute of International Finance David is resident at the IIF European Representative Office in London. The Regulatory Affairs Department supports the IIF's representation of internationally active financial institutions to the Basel Committee on Banking Supervision, IOSCO, IAIS, the Financial Stability Board, Joint Forum, IASB and other international regulatory groups. Prior to joining the IIF, David held senior positions at J.P. Morgan, as a Managing Director; he came to J.P. Morgan from Davis Polk & Wardwell, having served in its New York and Paris offices. He has a B.A. from Pomona College and a J.D. from the Harvard Law School. ________________________________________________________________________________________

Panayiotis Dionysopoulos, Director, Risk and Capital, International Swaps and Derivatives Association, Inc. (ISDA) Panayiotis Dionysopoulos joined ISDA in March 2014, working to advance ISDA’s aims and objectives relating to risk and capital issues. Panayiotis’s work also involves producing Discussion Papers covering key topics in derivatives, public policy and financial regulation. The Risk and Capital Department is closely involved in the global implementation of all aspects of Basel III. Before joining ISDA, Panayiotis was Treasury Manager at RBS specializing in capital management and Basel III implementation. He also worked in Product Control at ABN AMRO where he started his career. Panayiotis holds a MSc in Accounting & Control and is a Chartered Financial Analyst (CFA). ________________________________________________________________________________________

Thomas F. Huertas, Partner, Risk Management, Ernst & Young Dr Thomas F. Huertas is a Partner in EY's Financial Services Risk Management practice and he chairs its Global Regulatory Network. He joined EY in 2012 with over 35 years experience as a regulator, business executive and banker in Europe and North America. As a regulator, Dr Huertas served as a member of the Executive Committee at the UK Financial Services Authority (FSA). During his time at the FSA, he was responsible for the prudential and conduct supervision of wholesale firms in the banking, insurance and asset management sectors in the UK. He also led the FSA's work on recovery and resolution, remuneration and the analysis of risks facing the banking sector. In addition, he served as a member of the Basel Committee and as Alternate Chair of the European Banking Authority. Prior to joining the FSA, he held senior positions at a major global bank in the US and Europe. Dr Huertas has published extensively on banking and financial issues, including his recent book "Safe to Fail: How Resolution Will Revolutionise Banking".

Holger Harreis, Partner, McKinsey & Company Holger Harreis is a Partner in McKinsey & Company's Düsseldorf office. He is a core member of the European Banking Practice and Global Risk Management Practice. Holger leads the Global Digital Risk Service Line within McKinseys Risk Management Practice. Since joining McKinsey in March 2004, Holger has advised banking clients across Europe, North America and on risk management, data, technology and operations topics. Prior to joining McKinsey & Company Holger Harreis held positions as Postdoctoral Research Associate in the University of Dusseldorf's Theoretical Physics Department and at the National Superconducting Cyclotron Laboratory in East Lansing, MI. He holds a Ph.D. in theoretical physics from the University of Dusseldorf and a M.S. from Michigan State University. ________________________________________________________________________________________

Pedro Machado, Partner, PwC Pedro is Co-Lead Partner of Regulation & Risk /Advisory Financial Services at PwC Portugal. He has been working for more than 15 years in financial regulation and supervision and was, until the end of 2014, Deputy Director of the Prudential Supervision Department of the Banco de Portugal. Previously, he was Chief of Staff of the Minister for Finance from July 2011 to June 2013. From September 2006 to June 2011, he coordinated the legal work on Eurosystem/ESCB matters at the Banco de Portugal. Before joining Banco de Portugal, he worked as legal counsel at the European Central Bank from August 2001 to August 2006. In his most recent experience, Pedro coordinated the Ministry of Finance’s tasks and responsibilities for the implementation of the financial stability pillar of the Portuguese Financial and Economic Assistance Programme, in particular the preparation of the resolution legal framework, the revision of the recapitalization legal regime, the recapitalization of four Portuguese banks and the negotiations concerning the restructuring plans with DG-COMP. Since joining PwC in January 2015, Pedro has been acting as Lead Partner for a number of different projects related to internal governance and risk management. In particular, he has been providing advice to several banking groups on the restructuring of their internal governance and internal control systems in order to increase resilience and management capacity. ________________________________________________________________________________________

Javier Arias, Managing Director and Head Representative to the EU, BBVA Javier Arias is currently the Managing Director of BBVA and its Head Representative to the E.U. He has served as Regional Head of International Financial Institutions (BBVA) and later as Director of BBVA’s strategic alliances and Senior Director of Corporate Development. Previously, he had worked for GESBANQUE, Banco Bilbao Vizcaya and Banco Continental as branch manager as well as Regional Head. He is currently member of several Business Associations (EFR, AFME, IBC, ECGI, TABD, ELEC, EPFSF, etc.) participating in their management committees or policy bodies. He holds degrees in Economics and International commerce from the Pays Basque University and Solvay - ULB respectively, and an MBA from INSEAD. ________________________________________________________________________________________

Nickolas Reinhardt, Co-Founder and Director, Afore Consulting Nickolas Reinhardt is Co-Founder and Director of Afore Consulting, a premier European public affairs consultancy in Brussels specialized in financial services. Having worked in Brussels for more than 20 years, Nickolas is a vastly experienced, highly capable and a leading authority on financial services regulation. Previously, he was Senior Policy Advisor and Chair of International Financial and Regulatory Affairs at an international public affairs company. His ability to be a strong advocate with commercially astute and user friendly advice is based on his knowledge of the industry having trained and worked as a merchant banker and securities trader. Nickolas is the Head of Secretariat of the European Payment Institutions Federation (EPIF) and chairs the EU Asia Financial Services Round Table. ________________________________________________________________________________________
