On October 29th the Gwa’sala-’Nakwaxda’xw Elders held a Halloween party at the Gwa’sala- ’Nakwaxda’xw Elders Centre. Elders’ Coordinator Silena George (who organized the party) and Richard George helped paint faces and made sure that all of the elders had costumes. The Elders’ Centre was decorated from top to bottom and there were lots of healthy snacks. All of the elders were great sports during games like musical chairs and the pinata, and almost every- body won a prize by the end of the day. The party ended with a costume contest, with Mary McDougall, Sarah, and Richard Charlie coming in tied for first place. See Page 11 for more pictures! A SPOOK-TACULAR HALLOWEEN PARTY!

OnOctober29ththeGwa’sala-’Nakwaxda’xwEldersheldaHalloweenpartyattheGwa’sala-’Nakwaxda’xwEldersCentre.

Elders’CoordinatorSilenaGeorge(whoorganizedthe

CouncilMeetingsareeveryWednesdayat10amtofinishofagenda.Thereistobeonecouncilmeetingdealingwithbusinessmatters.ThenextCouncilMeetingisisopenforbandmemberstopresenttocouncil.

Oneofthekeysdirectivesfromcouncilisforthebandmanagertorespondinwritingtobandmemberswhentheymakeasubmissionandacknowledgetheirletter.BandManageristoadvisememberofdiscussionandoutcomeifpossible.

Weareinvolvingourselvesinanewprojectwith3levelsofgovernmenttotrainourpeopleforfutureinitiativesinhousingandotherareas.WehadourfirstmeetinganditislookingreallygoodtogetsomepositiveresultsbecausetheMinistersareinvolvedandtheywantresultsasmuchwedo.Hopefullytherecanbesomepositivestepsandanat-tempttocutthroughtheredtapeandapplicationprocess.Iwillkeepyoupostedastowhat’shappeningwiththisproject.

Aftersomelocalworkshopsinourcommunity,I’vebeenadvisedaboutthepossibilityoftheformationofYouthCouncil.Thisreallymakesmeinterestedinsupportingthisendeavor.Toooftendecisionsaremadefortheyouthwithoutconsultingthem.Iwouldtotallysupportthisbeingdeveloped.

TheBandofficewillbeclosedonNovember11,2010forRemembranceDayandIhopeyoucanallrememberourfallenonthisveryspecialdaytoremember.

Therehasbeenalotofdiscussionaroundensuringbandmembersarekeptuptospeedontheinformationthatpoursintoourofficeandwearedoingourbesttoaccommodateeveryone.Pleasekeepinmindthatyouarewelcometosubmitthings(includingyourquestions)toeitherthisnewsletterorthewebsite(whichwillbelaunchingwithinaweek

TwelveNomineeswereregisteredby9:00PM,nowtheyneedtopassthetestsofeligibility(suchaslivingonthereserveandtheyagreetobenominated).Theirnameswillbeonthebal-lotfortheADVANCEPollsonNovember12that6-9:00PMandagainfortheElectionDayNovember19th8:00AM-8:00PM.

ECONOMIC DEVELOPMENT UPDATE

Wellwehavesomeveryexcitingnewsfromtheeco-nomicdevelopmentdepartment;wehavereceived

fundingfromCoastOpportunitiesFundtohelpuscreateaneconomicdevelopmentcorporation.

Weputtogetheraverygoodapplicationwithaspecificgoalofhavinganeconomicdevelopmentcorporationthatisseparatefromthepoliticsoftheband.Theideatosepa-ratebusinessfrompoliticswasacommonthemeintheCCPworkthatthecommunitydidrecently.

Wewillbehavingourfirstcommunitymeetingforeco-nomicdevelopmentinthenext2weeks.Atthismeetingwewillbeaskingthecommunitytohelpusenvisionwhataneconomicdevelopmentcorporationlooksliketoyou.

Wewillalsobegintheprocessoffindingoutwhatthecommunitywantsforeconomicactivityinthecommunity.WewillworktowardssettingupacorporationthatwillallowtheFirstNa-tiontoenterintobusinessopportunitieswiththeleastamountofliabilitiesandthemaximumtaxbenefits.

Thefirstmeetingwillnotbetootechnical!Weneedyourinputtomakesurethatwearegoingdowntherightpath.Wewillbelookingforpeoplewhowillwanttotakeanactiveroleinaworkinggrouptomoveforward.

ThisfirstcommunitymeetingwillseehonorariumstotheElderswhocomeandparticipate.Atfuturemeetingshonorariumswillbesplitbyallwhoattendandparticipateinthemeeting.Rememberthisisveryimportantworkandweneedthecommunitytoparticipateinthis!!WeneedtotakeprideandownershipinthisworkbecauseitwillaffectallofthepeopleoftheGwa’sala-‘Nakwaxda’xwNationforgenerationstocome.

STEWARDSHIP UPDATE

Theworkonthewaterhascometoanendforthewatchmenpilotproject.ThisworkwasfundedthroughCoastOpportunityfundsconservationallotment.Wehadsomeexcellent

successinachievingourgoalsaswellasthesidebenefitsthatcamefromhavingtheboat.

Becausethiswasapilotprogramwehavehadtolayoff2ofourwatchmentechsuntilnextyearandwehavekeptoneofthetechsworkingforthenextcoupleofweeks.Thetechsaf-fectedbytheimmediatelay-offwereDougJohnnyandLeslieWalkus.ColinSmithisstayingonforanadditional2weekstofinishoffthepaperwork,buildapresentationanddeliveritoverthenextfewweekstotheschool,Elders,ChiefandCouncilaswellassomeoff-reservegroups.

ColinandIwillbeworkingcloselytogethertoreviewthisyear’sworktoensurethatweachievedallofthegoalswehopedto.Colinwillalsobecreatingtheprogramandbudgetfornextyear.Wewillbelookingtoexpandthewatchmenprogramtoa¾yearprogrambuttodothisweneedtofindmorefunding.Colinhaslotsofpaperworktodooverthenextcoupleofweeks!WhenthefinalreportonthepilotprogramisfinishedwewillhavecopiesavailableattheBandofficeforthoseofyouwhoareinterested.StaytunedandIwillleteveryoneknowwhenthisworkiscomplete.

DEEP DEMOCRACY WORKSHOPSBy Aftab Erfan & Jessie Hemphill

DuringthefirstweekofNovember,approximately20membersofourcommunity,includingBandOfficestaffandagroupofstudentsfrom

theEkeMe-xiSchool,hadachancetolearnaboutworkingbetterwithgroups.ThetrainingswereonDeepDemocracy,afacilitationmethodfromSouthAfricathatfocusesonmakingdecisionstogetherandhonouringthewisdomofeachperson.TheywereheldattheElders’CentreandledbyAftabErfan,agraduatestudentfromtheUniversityofBritishColumbia,whoishelpingusimplementsomeoftheCCPactionitems.

Here is a taste of the ideas covered in the workshops and the discussions we had:

Wheneveragroup(afamily,aclass,abusiness,acommunity,asociety)comestogether,oftenoneorafewpeoplemakedeci- sionsonbehalfofeverybodyelsewithoutconsultingthem.Wemaycallthesepeople “leaders”atfirst,butwhentheygettoofarremovedfromtherestofthegroup theybegintobemorelike“kings”.Inevitably,whenthereisa“king” makingallthedecisions,otherswhodon’thaveavoicebeginto feelleftoutandupset.Theymaystarttogoagainsttheking’sorders –firstquietly(throughjokes,gossipetc)andthenmoreloudly(through strikes,attacksetc).Awiseking,oraneffectiveleader,isonewhorecognizesthewisdomthateveryindividualinthegrouphasandtriestoincludethatwisdominthedecisionmaking.When everybody feels like they have a voice, then they work with the leader instead of working against the leader.

Duringoneworkshop,wetalkedaboutleadershipintheG&Ncommunity.Mostparticipantsfeltthatit’simportanttoimprovecommunicationsbetweentheleadersandcommunitymem-bers,sothatweavoidhavingthe“kingrulingoverhissubjects”.

Mostparticipantsalsoagreedthatascommunitymembersweneedtoholdourleadersaccountableandstepuptotakepartinconversationsabouthowthecommunityisrun.Part of holding ourselves account-able as community members is to be more thoughtful and en-gaged when we elect our leaders: we need to elect people whom we know and trust, but also people who are qualified and compe-tent and have leadership qualities.(ThinkaboutthisasyougotothepollsfortheBandCouncilby-electioninacoupleofweeks!)

Oneofthebestthingsabouttheworkshopwashavingamixofyouthandadultstogether.Theyoungpeoplestruggledattimestoparticipateinthepoliticalconver-sationandwerefeelingleftoutandbored.Buthalf-waythroughtheworkshopweuseddemocracytovoteonhowweshouldproceed.Usingthewisdomoftheentiregroupwevotedtostarttalkingaboutourhopesanddreams,andtobringtheconversationtoalevelthatcouldengageeveryone.

Thisshiftedthedynamicsofthegroup.Somepeoplehadtoleave,butthosewhostayedbe-camemuchmoreenthusiasticallyengagedintheconversation.

Aswe talkedaboutourhopesanddreamsforthefutureseveralthemesemerged.One idea that several people shared was to put some basketball hoops in the Commu- nity Hall so that young people can reach their dreams of becoming

excep- tional basketball players.Wetalkedabouthowwemightgoaboutdo-ing a simpleprojectlikethiswithoutplaying“king”andleavingoutpartsofthe

community.(Afterall,weallknowthatwhenpeoplefeelexcludedandresentfultheyarecapableofrippingupthenewflooringintheHall!)Here

aresomeideasthatemerged,mostofwhichthestudentsareabletotakeon:

Ideas for achieving our dream of putting basketball hoops in the Hall: -WritingaletterrequestingsupportfromtheBandOffice-DevelopingaHallpolicythatreflectseveryone’sneeds-Havingindividualconversationswithcommunity(includingyouth)abouttheirneedsanduseoftheHall-Conductingadoor-to-doorsurvey

-Lookingintopastinitiatives:whathasbeendonealready-HoldingChiefandCouncilresponsibleformakingdecisions-CreatingaYouthCouncilthathelpsadvocatefortheinterestsofyoungpeopleandthatbecomeamodelforgoodgovernance

WelefttheworkshopenergizedbytheideaofaYouthCouncil,andthepotentialforyoungpeopletobecomeleaders.Inlightofwhatwelearnedinthisworkshop,weallrecognizedthatcollaborationisimportantanditisdifficult.TheemergingYouthCouncilhaschallengestomeet,butitalsohasthepossibilitytomakeabetterfuturefortheG&Ncommunity:onelittlebasketballhoopdreamatatime!

DALS - A ‘NAKWAXDA’XW VILLAGE

TheoldvillageofDalsorTa’altzislocatedattheheadofSey-mourInletonSalmonArm.Storiesrecordedinthe1890’s

saythatitwasoneoftheoriginplacesofthe‘Nakwaxda’xwpeople.In1883,theIndianAgentdefinedan80acrereserveatDals.Atthattimeitwasasalmonstationwiththreehouses.Todayitisanabandoned7acrereserveknownasKuthloIR#8.

ThereareonlyafewpeopletodaywhoknowabouttheoldvillageofDalsandthetreatyofficelibraryisinterestedinanystoriesthatpeoplemaywanttoshareaboutthisandanyothervillagesitesinGwa’sala‘Nakwaxda’xwTerritory.Thefollowingstoryisadaptedfromalongerstoryrecordedin1987byKatieAdams(Ubumpa),arespectedNakwaxda’xwelderfromthevil-lageofBa’asatBlundenHarbour.

LEGEND OF THE THUNDERBIRD AND THE WHALE

TherewasabigtribeataplacecalledDalsatSeymourInlet,waynearthehead.Andpeoplefromthatvillagewouldgooutintheircanoesandgetlostandwouldn’tcomeback.Some-timeswholefamilieswentoutinacanoeandjustdisappearedwithoutatrace.

Therewerelessandlesspeopleandsothepeoplegottogethertofindoutwhatwaskillingtheirpeopleandtodecidewhattodo.Onemansaid“Well,let’smaketwobigcanoesandwe’llputthemtogetherandmakeawhaleoutofit.”Andthat’swhattheydid.Theymadeawhaleoutofthecanoesandwhenitwasallfinishedtheytrieditoutinfrontofthevillage.Youknowhowthewhalecomesupanddown?Welldoyouknowwhattheydidtomakeitgoupanddownlikethat?They’dallrunfromthetailtotheheadandthenthey’drunbacktothetail.Andwhentheheadwassunkdowninthewater,thetailwouldcomeup.Smartpeople.Andtheypoundedupclamshellstousefortheblowhole.Anditlookedlikesteamcomingthroughtheblowholebutitwasreallyclamshellsallpoundedupuntilitwasjustpowder.

Sotheytravelleddownthechannel,upanddownlikethis.Theyhiredallthepeopleandtheyhadawholebunchofpolesreadyincasetherewasabigmonstergettingthem.Andjustwhentheygotaroundthepoint-allofasuddenthelightningcameandtherewasbigthunderroar-ingacrossthesky.Andagreatbigthunderbirdcameandgrabbedthatcanoethatwasmadelikeawhale.Thethunderbirdthoughtitwasawhaleandgrabbeditbythetail.Thepeopleinthecanoestartedpoundingandpoundingitswingandwhentheybrokeitswing,thethunder-birddroppedthecanoefromwayupoutofthewater.

REMEMBRANCE DAY TRIVIAThe first Remembrance Day was conducted in 1919 throughout the Commonwealth. Originally called Armistice Day, it commemorated the end of the First World War on Monday, Novem-ber 11, 1918, at 11 a.m.: the eleventh hour of the eleventh day of the eleventh month.

During the Napoleonic Wars, the poppy drew attention as the mysterious flower that bloomed over the graves of fallen soldiers.

Almost 620,000 Canadian men and women served in the First World War at a time when the population of the country was only a few million. Of these, more than 66,000 were killed.

More than one million Canadians served in the Second World War and approximately 45,000 gave their lives.

Thewhalecanoewentshootingdowntothebottomoftheseaanditwassuchaheavythingthatitwentdownfastandwasburiedinthesandunderthewater.Sotheyhadtogetallthedifferenttribestohelp:thecrabtribes,thestarfishtribes,thedevilfishtribesandallthediffer-entanimals.Andthecrabswerethefastestonestodigitout-andthestarfish.

Threetimesthishappened.Andthethirdtimetheymanagedtokillthethunderbirdfam-ily–thefather,themotherandthesonandtheythoughtthattheirpeoplewouldneverdieoffagainwhentheywentawayonthosetrips.

Butwhentheywentupagreatbigmountaintolookaroundforwherethelightningandthun-derstartedfromtheyfoundababyinacradleinthethunderbirdhome.Itwasstilljustalittleinfantandtheyleftitthere.Theyleftthebabysothatitwouldcontinuewiththelightningandwiththebigroaringnoisethatitmakes.Andthat’swhyweownthethunderbird.Andiftheyhadn’tleftthatbabyinthatcradle,therewouldbenothundertoday.
