    Regulations for the Uniform of

    Quarantine Officials

    For the purpose of enforcing the Maritime Qu-

    arantine Law (Law No. 19 of 1899), the Cabinet here-

    by establishes the Regulations for the Uniform of

    Quarantine Officials.

    The Regulations for the Uniform of Quarantine

    Officials shall be fixed as shown in the annexed

    table.

    Supplementary Provisions :

    1. This Cabinet Order shall come into force as from

    the day of its promulgation.

    2. The Regulations for the Uniform of Temporary

    Quarantine Station Personnel (Imperial Ordinance

    No. 290 of 1918) shall be annulled.

    3. In the Regulations for the Uniform of the Per-

    sonnel in the Maritime Bureau engaging in the

    Affairsrelative to Harbour Regulations or Maritime

    Quarantine (Imperial Ordinance No. 1172 of 1941\

    the words "or maritime quarantine" shall be de-

    leted.

    white gloves shall be worn.

    2. The collar and the shirt shall bo white, and

    the neck-tie dark blue.

    3. The skirt of the midsummer coat shall be

    put inside of the midsummer trousers and

    fastened with a band.

    4. The shoes shall be black : only when put on

    with the midsummer dress, they may be

    white.

    5. If needed specially, the Minister of Welfare

    may fix a special regulation with respect to

    the cloth of the uniform and materials, for the

    accessories specified in this Cabinet Order.

    6. If necessary due to the situation of a place

    or the nature of a duty, a special cap or

    clothes against cold, disease, water or poison

    may be worn.

    7. The uniform for spring and autumn shall be

    worn for the periods from May 1 to June 30

    and from October 1 to 31, and that for mid-

    summer for the period from July 1 to Sep-

    tember 30. Only, if it is necessary to change

    the above periods, it shall be designated by

    the Minister of Welfare.

    £. The officials in the Ministry of Welfare in

    charge of quarantine service may wear the

    uniform specified by this Regulations when

    they conduct quarantine service by order.

    In accordance with Art. 8 of the Temporary Ke-

    gulations for the Restriction of Buildings (Ordinance

    No. 2, Ministry of Construction, 1948) the Ministry of

    Construction establishes the standards of permit as

    follows:

    Enforcement Rules governing the Permits

    for Buildings and other structures

    Chapter I. General Rule

    Article 1. All permits specified in Art. 4, Art. 5 or

    Art. 7 of Temporary Regulations for Restriction

    of Buildings, etc. (hereinafter called the Regula-

    tions) shall be granted in compliance with the

    Enforcement Rules, However, matters not sti-

    pulated in this Enforcement Rules, but taken as

    important and necessary upnn the consideration

    as to.the used and scopes of build n^ and other

    structures.

    deciding the grant of permit, hut finds difficulty

    of applying the Enforcement Rules, then, he

    shall be obliged to obtain the approval of Minister

    of Construction before taking his action.

    Article 3. If in connection with the disposition of

    Administrative Office based on Law or Procure-

    ment Demand of Allied Forces, it becomes neces-

    sary to build buildings and other structures or

    has to change the use of buildings and other

    structures, then, the rules from Chapter II to

    Chapter YIT may be disregarded in granting the

    permits.

    Article 4. In case the Prefectural GoA'ernor is going

    to grant permit for buildings and other structures

    in accordance Avith the Rules of Art. 4 of the Re-

    gulations and coining under the buildings and

    other structures to be used for the purpose of

    works given in separate table, then, he shall be

    oUliged to negotiate with the competent Offices

    respect to giving or denying of permit according

    to the separate table.

    Article 5. Prefectural Governor is authorized to

    grant permit to the buildings and other structures

    applied for permit stipulating the use of the follow-

    ing materials in the constraction :

    (a) Materials obtained or obtainable by certi-

    ficate of allocation given or possible of getting

    based on orders in Temporary Demand and

    Supply Adjustment I jaw (Law No. 32 of 1946);

    (b) Materials procured by allocation certificates

    issued by other Law previous to enactment of

    the Regulations concerning the Allocation of

    Designated Production Materials or those issued

    by the Government or Industrial Corporations

    appointed bv the Government ;

    (c) Owner of timber land, (those engage in

    forestry work as business but not to include

    those who bought trees temporarily for their own

    uses), and one, having trees within his premises

    available for his own uses such as building; his

    house or farm house, cuts trees in his timber

    land or in his premises and the lumber pre-

    pared there of which have been marked as in-

    spected for his own uses by an inspectoi of

    materials for the Prefecture ;

    (d) Second hand materials out of demolished

    buildings and other structures.

    Article 6. In case the buildings and structures satis-

    fying the conditions for grant of permits requ-

    ired by the Rules, evcesd the corresponding

    allocation quantities of materials for that period,

    then, the decision tor giving permit or denial

    thereof shall be done by fair methods such as by

    considering the order of application, drawing of

    ticket or other appropriate means.

    Article 7. Permits for repairs and alterations oi

  • buildings and other structures shallhe granted

    only when such (repairsand alterations)are de-

    emed necessary for Safety Program, or from

    standnoint of sanitation.

    Chapter II. Building of Dwelling Houses

    and Change of Uses

    Article 8. Standards for grant. of permit for new

    housing shall he as follows:

    (a) Floor area of one unit of exclusive housing :

    shall be less than 50 square meters (In case the ,

    occupants exceed five,5 sq. m. per person in ex-

    cess shall he allowed, while in cold and heavy

    snow regions such as Hokkaido, Tohoku, Hoku-

    riku, Shin-etsu and San-in mar add 5 s.j.m.each

    unit);

    ( b) Floor area for one unit of combined hous-

    ing and shop or office shall be less than 60 sq. [

    m. (may add equal floor area specified in (a)

    within the parenthesis) having floor area for

    living quarter not less than 20 sq.m. and equ-

    ipped with properly constructed kitchen, water-

    closet (Benjo), and etc., indispensable for liv-

    ing purpose ;

    ( c ) Combined housing and shop in groups, each

    unit having the same floor area and construc-

    tion of the conditions required foi (b), and at

    the same time one house to be consisted of 4

    units with floor are less than 240 sq.m.

    (d ) Apartment house with each unit having floor

    area not over 30 sq. m. (In cold locality where

    snowfall is heavy may add 5 sq. m. to each

    unit,),and so constructed and equipped for each

    unit to have independent living ;

    ( e ) Housing for farmers or fishermen each unit

    having floor area less than 50 sq.m. (may and

    the same floor aiea specified in (a) within par-

    enthesis besides annexed workshop, silkworm

    rearing room and storage for fishing implements,

    and etc. of minimum floor area required by

    farmer and fisheiman.

    Article 9. Cases permissible of granting permit for

    extension of housing are as follows :

    (_a ) Total floor combined with existing part not

    exceeding the restriction of floor area required

    in (a) or (b) of Art. 8;

    (b) Cases for making necessary extension on

    building other than housing for dwelling, but

    total floor area combined with existing part not

    to exceed floor area of (a) or (b) of Art. 8;

    ( c ) When necessary extension is to be done to

    remodel one unit of housing to more than two

    units of dwelling house.

    Article 10. Standard of Permit of Art. 8 shall be

    applied for remodel;ng of housings.

    Article 11- Permit may be granted for removal of

    housing from suburb when comparatively

    housing problem is easy to the locality where

    housing are in ahort exceedingly, provided the

    floor area of one unit to be less than 85 sq.m.

    and to keep the original form as small dwelling

    house.

    Article 12. Permit may be granted for the change of

    the uses of existing building to dwelling house

    without committing extreme violation of standards

    stipulated in Art. 8.

    Article 13. Permit may be granted for change of the

    use of existing housing to other than dwellings,

    provided that a part of existing housing, without

    losing its function, may be turned as workshop,

    officeor sales shop.

    Change of the uses of existing housings to

    restaurant, (except hotel, and applicable for same

    item) coming under Art. 3 of the Emergency

    Measures for Restaurant Business (Government

    Ordinance No. 118 of 1947) or to game halls shall

    not be permitted unless it keeps its function

    as housing, and at the same time reckoned as

    having unavoidable circumstance thereof.

    Chapter III. Construction of Factories,

    Work Shops, Offices,Ware Houses,

    and Equipments Appertain-

    ing to Them

    Article 14. Permit may be granted for naw construc-

    tion, remodelling, extension, or removal of fac-

    tories, workshops, offices, warehouses, and their

    appertaining equipments provided the work con-

    cerned comes uner A-l, A-2, the order of equip-

    ment fund3 given in the Rules for Financing

    from the Funds of Financial Organs (Notice No.

    121. Ministrv of Finance, 1947). However, when

    the work concerned comes under B, the permit

    may be granted limiting for the case considered

    as necessary.

    Article 15. Jiven for the case coming under the order

    given in preceding Article, permit may be gran-

    tad for new construction, remodeling, extension

    or removal of officaupon ascertaining the number

    of employees in the work concerned, and fixing

    the floor area of one unit to be 4 sq. m. per eacfc

    emplovee as basis of figuring.

    Chaptar IV. Construction of Restaurant

    and Change of the Use

    Article 16. Permit may be granted for new construc-

    tion, remodeling or removal of dining hall for

    outside meal ticket holders provided the total

    floor area not to exceed the combined area of

    living quarter specified in (a) of Arts. 8 and 50

    sq.m. for business purpose.

    Permit may be granted for extension of dining

    hall for outaide meal ticket holder if the combi-

    ned floor area of tha existing part and the ex-

    tension is less than the restricted floor area oi

    the preceding paragraph.

    Article 17. Permit may be granted for constructor

    of restaurantcoming under,.Art-3 of the Emer-

    gency Measures for Restaurant Business, and

    having unavoidable reasonsand at the same time

    provided a$ combined ase for living quarterwith

    floorarea not exceeding that specifiedfor com-

    bined housings with shops, etc.

    Article18. Permit may be granted for the case of

    changing the use of Japanese restaurant(Ryori-

    ten), assignationhouse (Machiai), special type

    restaurant,house for rooms to-letby hours 'Ka-

    shiseki) to restaurant,coming under Art. 3 of

    the Emergency Measures for Restaurant Busi-ness.

    Article19. Permit may be granted for the case of

    changing a part of building not mentioned in

    the preceding Article restaurant provided

    thatfloorarea for businesspurpose is less than

    30 sq. m. and at the same time the business

    satisfyingthe requirement of Art. 3 of Emer-

    gency Measures for Restaurant Business,

    and having unavoidable circumstance there-

    to

    Chapter V. Construction of Game-hall

    and Change of Use

    Article 20. Permit may be granted for construction

    of game-hall having unavoidable reasons and to

    be used in combination as d veiling with its tioor

    area not to exceed that of specified for combined

    housing with shop, etc.

    changing the use of Japan restaurant (Ryoriten),

    & debentures of the Kobe Seiko-sho (Kobe Steel Works;

    Co., Ltd., the Bank of Formosa, Ltd., was a re-

    presentative trustee company for said debentures.

    However, on September 30, 1945, the Bank of Formosa

    was designated as a closed institution and its business

    has been suspended thenceforth.

    97 of the Secured Debentures Trust Law, the Bank
