DCBL has executed Drinking Water Supply as well as Water Conservation measures in the Region to the tune of Rs.26.82 Lakhs (about 28.33% of total CSR Budget) and about Rs.48.33 lakhs (51.05% of total CSR Budget) for Infrastructures Development in the last 3 years which will be continued during the coming years also. DCBL will take the necessary initiatives to represent the Government for establishing the Technical institutes. About 40% of the seats are provided to local students only.

2 Thiru. Paul, Vadugarpettai Dalmia Cement should construct an Engineering College in his village. Provide employment preference for the local youth and improve the livelihood of the women by providing Interest free for self-help group.

About 2,600 employees got Direct Employment and 2,000 persons benefitted Indirect Employment due to the Dalmia Cement’s Dalmiapuram and Tamaraikulam Cement Plants and Mines. The local people got employment for about 47% of the total employment and 100% local people employed in the Mines. The ML-II Project provided Direct Employment to 20 persons and Indirect Employment to about 50 persons. DCBL along with its CSR Partner viz. Women Development Department is carrying out number of CSR Schemes for the Women Welfare and Livelihood Schemes. Interest free Micro Credit is being extended to the WSHGs. DCBL has executed Drinking Water Supply as well as Water Conservation measures in the Region to the tune of Rs.26.82 Lakhs (about 28.33% of total CSR Budget) which will be continued. Periodical Mega Special Medical Camps are being conducted by DCBL. So far, 4 major Panchayats and 18 villages in and around the Cement Plants & Mines were covered. Vadugarpettail village has been covered in our CSR List under Mines Group Villages.

3 Thiru.Savariar, Vadugarpettai To lay good road connecting the village lake. Provide solar lights in the church car street. Good Drinking Water for the villagers and control dust emission from power plant. To erect Sintex Tanks to enable storage of Drinking Water in Vadugarpet & Arokiyapuram Areas. To erect a check dam before the railway bridge and construct a college for the benefit of local Villagers.

Vadugarpet main road has been relaid as BT Road at a cost of Rs.18.00 lakhs recently. Will be provided. As informed in the Public Hearing, 500 Nos. Solar Light distribution was targeted during 2015-16 and achieved the target. Vadugarpet village will be provided with Solar Lights in this year target. Will be covered in this year CSR activities. The proposal may require the NOC/Permission from the Railway Authorities. DCBL will take the necessary initiatives to represent the Government for the College.

An amount of Rs.0.50 lakhs is earmarked for providing the Solar Lights. An amount of Rs.1.00 Lakh is allotted for the Syntex Tank to be installed at Vadugarpet and Arokiyapuram villages.

4 Thiru.Santhiyagu Ex. President, Kovandakurichi To desilt and erect side walls for the Arasan kulam located in Kovandakurichi village. To renovate the 400 year old Shiva temple and built a new community center in their village.

With NABARD, one of the CSR Partner, DCBL is implementing number of desilting activities in the Region. Desilting of Vaithyanathapuram Pond, Mann Odai, etc were carried out in the last year CSR Activities. Desilting of Arasan kulam will be included in this Year CSR Plan itself.

An amount of Rs.0.50 lakhs is earmarked for the desilting of Arasan kulam.

The region fall under Seismic Zone III. There was no major earthquake reported for the region.

9 Thiru. Selvakumar, Kallakudi Due to the smoke for the plant, the local villagers are suffering from asthma problem. More noise is created due to mining operations in night hours. The company has not removed the Julliflora Tree in this area, but removed Julliflora trees about 10 Ha located near jail. The water sources in the area would have improved if the water accumulated in the mining pit was diverted to the nearby lake. He requested to de-silt the lake.

Dalmiapuram Cement Plant and Mines operations are in compliance with the Norms stipulated in the Environmental Clearance and Consents to Operate. Online Ambient Air Quality and Stack Emissions are installed and the Pollution Levels are being monitored ONLINE by CPCB and TNPCB continuously. Violation, if any, is being electronically raised and getting replied. Thus, the operations are in compliance with the Ambient Air Quality Norms. As informed in the Public Hearing Meeting, monitored Leq Noise Levels were well within the MoEF&CC Ambient Noise Norms of 55 dB(A) during day times and 45 dB(A) during night times for the Residential Areas.. Will be covered in the forthcoming days. Desilting of Kallakudi Lake will be included in this Year CSR Plan itself.

An amount of Rs.0.50 lakhs is earmarked for the desilting of Kallakudi Lake.

10 Tmt. Dennis Mary, Kallakudi More dust emission is coming from the mining areas.

11 Tmt. Radha Lakshmi, Kallakudi Due to vehicular movement round the clock, more dust is being emitted.

Existing Mining operations are in compliance with MOEF&CC EC and TNPCB CTO Conditions. The quality of air, noise, water, soil, etc. are being monitored at the identified locations as per MoEF&CC/ TNPCB Norms and the status reports are being submitted to MoEF&CC Monitoring Cell, IBM and TNPCB periodically. There is no exceedance of Norms so far.

12 Thiru.Arul Anthoniraj, Pullambadi Proposed expansion may cause earthquake and further aggravate water scarcity in the area. Before 30 years there was no cancer patient in the area and presently many people are affected with cancer.

The region fall under Seismic Zone III. There was no major earthquake reported for the region. Periodical Mega Special Medical Camps are being conducted by DCBL. So far, 4 major Panchayats and 18 villages in and around the Cement Plants & Mines were covered. There was no such case reported during the Camps.

13 Thiru. Lucas, Venkatachalapuram To desilt the Alangudi lake located in Venkatachalapuram area and fill the same with water. Air quality in the mining areas needs to re-assessed.

Desilting of Alangudi Lake will be included in this Year CSR Plan itself. As informed and shown in the Public Hearing Meeting, Ambient Air Quality was monitored at 16 locations out of which 6 locations were in the Mining Areas and balance 10 locations were in the Study Area. The monitored Air Quality was found to be in compliance with the revised NAAQ Norms.

An amount of Rs.0.50 lakhs is earmarked for the desilting of Alangudi Lake.

14 Thiru. Charles, Kallakudi Due to the mining operation, all the natural water course has been diverted and all the wells in got dried up in their villages. This has affected the people residing in the area and the company has not provided any facilities for them.

There is no nalla crossing at these existing mines. As informed the Public, these mines are in operation for the last 60-70 years period.

15 Thiru.Natraj, Farmers Association, Pullambadi limestone mining expansion will detoriate the prevailing water scarcity in the area. To provide drinking water for the people.

These mines are in operation for the last 60-70 years period and there is no impact on the Ground water-table as such. The Hydrological study confirmed the low transmissivity of Limestone bearing area and cone of depression falls within the mine area. DCBL has executed Drinking Water Supply as well as Water Conservation measures in the Region to the tune of Rs.26.82 Lakhs (about 28.33% of total CSR Budget) which will be continued.

16 Tmt. Santha, Vadugarpettai Could not able to sleep due to Dust and noise emission from both Mines and the power plant. Village is affected due to the black smoke coming from the power plant and no drinking water and employment is being provided for the people of the area. No preference is given for admission of local children in the schools run by Dalmia Management.

17 Thiru.Arokiadoss, Kallakudi Company has not provided any drinking water facilities. Company has not provided compensation to the person who died in the conveyor belt & power plant accident. The company has drilled a bore-well in the mines and water is

Allocation being pumped for the power plant operations. No admission is given in 11th Standard for the students who scored lower marks in SSLC. The chemicals associated with smoke emitted from the plant are affecting the health of the people. Job Opportunities has to be given for the educated youths who has given land for the company in the past.

These existing mines (all 5 MLs) require about 987 cum/day water (cumulative) mainly for dust suppression (27 cum/day) and green belt development (955 cum/day) and is met from water accumulated in the mine pits by seepage and by rainfall. Admissions are managed independently by School Administration. The main pollutant from the Cement Plants is Particulate Matter (PM) only and there will not be any chemical release from the Plant. Already provided as per the Company Policy.

18 Thiru.Poulraj, Vadugarpet, Environmental Awareness Association Chemicals associated with smoke emitted from the plant are affecting the health of the people; due to the dust emission from the factory, the Churches need to be re painted every 5 years. This area is polluted and if health check up is done engaging Thanjavur Medical College the ill-effects of the pollution on people could be assessed. The dust emitted by the factory spread over the railway station area and affecting the passengers.

The main pollutant from the Cement Plants is Particulae Matter (PM) only and there will not be any chemical release from the Plant. Dalmiapuram Cement Plant and Mines operations are in compliance with the Norms stipulated in the Environmental Clearance and Consents to Operate. Online Ambient Air Quality and Stack Emissions are installed and the Pollution Levels are being monitored ONLINE by CPCB and TNPCB continuously.

19 Thiru. Abdul Rahim, President, Environmental Protection Society, Kallakudi There is no mention on cumulative data regarding the pollutants when the three mines are in operation. Proposed expansion from 0.05 to 0.75MTPA will affect the livelihood of the public. Company has not taken any steps towards supply of water. The fine dust emitted from mining operation needs to be minimized.

As stated in Chapter 4, the Cumulative Impacts of existing Plant and Mines are covered. - DCBL has executed Drinking Water Supply as well as Water Conservation measures in the Region to the tune of Rs.26.82 Lakhs (about 28.33% of total CSR Budget). Mining activities are in compliance with MoEF&CC/TNPCB/IBM Norms.

Periodical Mega Special Medical Camps are being conducted by DCBL. So far, 4 major Panchayats and 18 villages in and around the Cement Plants & Mines were covered. The minimum wages to the Contract Labours are paid as per existing Rules. The imported Coal was analysed for Radioactivity in Monarch Biotech Pvt. Ltd., Chennai (T-1697) as per AERB – Standard Analytical Method (Clause 4.3.4:2003). Natural Thorium (Th) and Natural Uranium (U) values were found to be below the detectable limit value of 15.50 Bq/kg. Karaivetti Bird Sanctuary is located at a distance of 10.5 and 11.5 km in northeast from the Pits 2 and 4 boundaries respectively.

20 Thiru.Mitto Dalmart, Vadugarpettai Proposed expansion of mines from 0.05 MTPA to 0.75 MTPA, will affect the livelihood of the persons living around.

These mines are in operation for the last 60-70 years period and there is positive impacts on the livelihood of the local people due to the CSR activities carried out by DCBL.

21 Thiru.Govindaraj, Kovandakurichi Water level has gone down from 20 ft. over the years and affects the livelihood; further deepening of the mines would affect the ground water.

The water table is at 45 m BGL (mean) during Postmonsoon Period and 55 m BGL during Premonsoon Period. As per CGWB Report for Trichy District, Ground Water Productive joints have been encountered down to a depth of about 100 m bgl in the wells drilled for rural water supply by the Ground Water Department and Tamil Nadu Water Supply and Drainage Board. The Ultimate Pit Limit will be 32 m BGL (48.0 m RL) in KLK Pit No. 2 and 89.0 m BGL [(-) 10.0 m RL] in KVK Pit No. 4.

22 Thiru.Jagannathan, Ex. Service Man, Vadugarpettai The ground water has gone down and requested to supply Coleroon water to the village.

As per CGWB Report for Trichy District, Ground Water Productive joints have been encountered down to a depth of about 100 m bgl.

DCBL is having the CSR Committee at Dalmiapuram which includes DCBL Executives, local NGOs, etc. for carrying out the CSR activities.

23 Thiru. Natarajan, Kallakudi Water scarcity in the village is due to the mining operation. Company has not extended vehicle facility to villagers for reaching railway station. He requested preference for admission of local in the management schools and to conduct the periodical medical camps in the village.

25 Thiru.Adaikalam, Kallakudi Company is in existence of the past 80 years and proper controls measures have been taken to control dust emission. Many persons in the village have got benefitted by the company and asked for preference in the upcoming employment opportunities for the local community.

No water sprinkling is being done in the road for dust suppression near his house. The bore wells got dried and they need to depend on Coleroon water supply. The water pumped out form the mines is used for power plant operations. Limestone lorries are over speeding which results in fugitive dust emission. Due to the operation of mines in night hours people are affected by the noise pollution.

Mine haul roads at Vadugarpet Mine is provided with water sprinkler system which continuously wet the haul roads. - There is no ground water drawl. The excess mine pit water, if available during the rainy season, is being used for the Plant operations so as to reduce the surface water drawl. Strict Speed Restrictions are imposed on the Tippers which are being monitored fully. Monitored Leq Noise Levels by DCBL as well as TNPCB were well within the MoEF&CC Ambient Noise Norms of 55 dB(A) during day times and 45 dB(A) during night times for the Residential Areas.

27 Thiru.K.C. Subbiah, Kallakudi Schools run by the company has to be expanded and preference to be given for the education of local children. To give preference for employment for the local educated youths. He mentioned that the mining activity is carried out by deploying rockbreakers which eliminates the noise &ground vibration.

Expansion will be considered by the Management in due course. The local people got employment for about 47% of the total employment and 100% local people employed in the Mines. The employment opportunities were extended to the local people upto the recent expansion of the Cement Plant. Request for more jobs can be considered only in the future Expansion proposal, if any. -

28 Thiru.Yoganath, Kovandakurichi Requested to conduct a secret ballot to get the opinion of the people about the project.

Public Consultation & Public Hearing has been conducted by TNPCB as per the Procedures laid down in the EIA Notification 2006, as amended.

Company has to carry out the deepening and desilting of lakes in their area. The dust emission from the company is creating health hazards like cancer and breathing problems.

Desilting of Village Ponds and Lakes are being carried out by DCBL in the CSR Plans. Dalmiapuram Cement Plant and Mines operations are in compliance with the Norms stipulated in the Environmental Clearance and Consents to Operate.

30 Thiru.Dhanraj, Kallakudi, Vice President, District Anna Trade Union The company has supported in construction of temple and water facility. People living in this area is benefited by the company. He also mentioned that he is ready to give six acres of his own land for the development of plant. Requested to clean the cemetery area and provide compound wall for the same.

- - - DCBL will include and implement this issue in the CSR Plan.

An amount of Rs.3.00 Lakhs is earmarked for the cleaning and constructing the compound wall for the cemetery.

31 Dr. Alexandar, Vadugarpettai Requested to upgrade the Govt. hospital as 24 hours hospital and to deepen the lakes and ponds. He also requested to utilize the royalty paid for safeguarding the livelihood of the local villagers

Request to the District Administration. Desilting of Village Ponds and Lakes are being carried out by DCBL in the CSR Plans. As per MMDR Act 2015, District Mineral Foundation (DMF @ Rs.24/- per Ton : 30% of Royalty/Ton) an amount of Rs. 8.56 Crores will be contributed and the amount will be spend for the improvement of the nearby villages.

32 Thiru.Periasamy, Kallakudi Due to the existence of mines, agriculture is affected. Also due to the smoke emitted from the plant, local people also getting affected. As people are coming to work at 7 AM and leaving at 5 PM, they are not aware of the effects of pollution by the company. The vehicle transporting limestone are carrying overload.

As per the existing Land Use Pattern, dry crop land occupies about 57.18% of the study area. The wet crop is noticed along the flood plains which is about 8.32% of the study area. There is no impact of these existing mines for the past 7 decades. There is no overloading of tippers/trucks.

34 Thiru.T.Samidoss, Kallakudi This company is in operation for about 80 years and people are working for many generations. He requested to improve the livelihood of the common public. Company should give preference in employment for the local educated youths.

35 Thiru.Muniarasan, NathamPanchayat Drinking water is being supplied from Natham panchayat to the plant. Over the years the support from public has reduced due to non employment. The company has to provide employment to the educated youth from the villages who will be affected due to the proposed mines expansion.

He also informed that out of the 38 panchayat in Pullambadi, Kovandakurichi has the maximum no. of Literates. He asked for employment and medical facilities for the people of his area. He requested to nominate a Public Relation Officer for this purpose. He also requested to provide preference for local employment and de-silting of the lake and ponds in surrounding area to increase the holding capacity of the water bodies.

These existing mines are in operation for the last 7 decades. There is no Top Soil or Over Burden generation from these Mines. Also, there is no proposal of Reclamation (as there is no material for refilling/reclaiming) even at the Conceptual Stage. The local people got employment for about 47% of the total employment and 100% local people employed in the Mines. The employment opportunities were extended to the local people upto the recent expansion of the Cement Plant. Request for more jobs can be considered only in the future Expansion proposal, if any. DCBL is having the CSR Committee at Dalmiapuram which includes DCBL Executives, local NGOs, etc. for carrying out the CSR activities. Desilting of Village Ponds and Lakes are being carried out by DCBL in the CSR Plans.

38 Thiru.Arunachalam, Kallakudi A committee between the company and villagers to redress the grievance of the people has to be formed. The company has further to extend drinking Water facility, medical camp & educational facilities for the benefit of villagers.

DCBL is having the CSR Committee at Dalmiapuram which includes DCBL Executives, local NGOs, etc. for carrying out the CSR activities. All these activities are carried out by having a Target for the Financial Year and Achieved within the Year with adequate budget.
