GOCE Data AO
On 6 October 2006, ESA announced an opportunityaimed at research and application developmentprojects exploiting GOCE data products.
The call is open to any user worldwide.
The call will close on 8 December 2006
The proposals are reviewed by a Scientific Committee
ESA will provide GOCE and other EO data to PIswhose proposal is accepted

GOCE Data AO Objectives
The AO is aimed at the widest possible exploitation of
the GOCE data products under Category 1 use
according to the ESA Earth Explorer data policy,
addressing:
• Contribution to GOCE Mission Objectives
• Broad and Innovative use of GOCE Level 1b and
Level 2 Data Products
• Technology and Tools Development

Contribution to GOCE Mission Objectives
• Determination of global and regional models of the Earth’s
gravity field and of the geoid with high spatial resolution and
accuracy based on the gradiometer and GPS receiver data
products.
• Improvement of the understanding of absolute ocean
circulation and sea-level variations via an accurate
determination of the geoid by merging the GOCE geoid with
altimetry data and other space or in-situ data.
• Improvement of the understanding of solid Earth
geophysical processes, such as the structure and
composition of the continental lithosphere and of the
dynamics of the oceanic lithosphere.
• Geodetic applications of the GOCE geoid.

Broad and Innovative use of L1b and L2 Data
• Novel uses of the gradiometer data in such a low orbit
are particularly welcomed
• The particular mission characteristics of GOCE would
encourage novel uses of all observations and derived
data products

Technology and Tools Development
• The GOCE mission is addressing user needs in a wide
variety of scientific and application areas. It is likely
that scientific and engineering application software for
specific use of the GOCE data products will be
needed.
• Providers of custom software are invited to propose
the development of relevant software.
• Coordination and integration of proposals with other
ESA programmes (and possibly programmes outside
ESA) are recommended.

Guidelines for submission
To submit a proposal in reply to the GOCE Announ-
cement of Opportunity, the Principal Investigator (PI)
needs to submit information on the following topics:
• Title of the Proposal
• Coordinates of Principal Investigator and Co-Is
• Description of the proposal
• Summary of data requirements

Guidelines for submission
The submission forms are tailored to gather different
sections of the proposal:
• Cover page: general information about the PI and an
overview of the project
• Team Composition, Innovation and Contribution
• Detailed Description and Schedule
• Data Requirements pages

Review Panel and Procedures
• The scientific committee will be composed of representativesappointed by ESA and will review all proposals– Committee members will have a broad experience in GOCE-
related scientific research, technology and applications, as wellas in the overall use of Earth Observation satellite data
• The purpose of the review of the proposals is to:• assess whether the research proposals are in line with
the AO Objectives and ESA Earth Explorer data policy• evaluate the balance between the scientific or technical
merits of the proposed projects and their feasibility

Evaluation Criteria
• suitability of the proposal to the conditions of Category 1 use
• relevance of the proposed project to AO themes, specific AO
objectives and GOCE mission objectives,
• merit of the project from a scientific, technological, economic
and operational viewpoint
• degree of innovation of the proposal
• technical feasibility of completing the project and achieving
positive results within 2~3 years, with special emphasis on
the adequacy and practicability of the project schedule
• competence and relevant experience of the PI & Co-Is, as an
indication of their ability to complete the project successfully

Evaluators shall comment individual proposal
content and provide an overall assessment of the
proposal:
• “to be accepted”
• “to be modified” …
• “to be rejected”

Data Provision
Following approval of the proposed project by ESA, access
to data sets necessary to execute the projects will be
provided free of charge to the selected PI, within the limits
of the quota assigned to the proposal.
The following data sets will be made available:
• GOCE calibrated and validated Level 1B and Level 2 data
products
• ERS, ENVISAT and ESA Third Party Missions products
Prior to the provision of data, Principal Investigators will be requested
to return letters, signed by their funding agency, confirming funding of
their project, together with a signed copy of the “Terms and Conditions
for the Utilisation of Data under the ESA Category-1 scheme”
