No. 366, s.2004, directed a strategic review of the operations and organizations of the Executive Branch including Government-Owned or -Controlled Corporations (GOCCs), and provided options and incentives for government employees who may be affected by the rationalization of functions and agencies of the Executive Branch; WHEREAS, the Governance Commission for GOCCs (GCG), pursuant to Section 5(a) of the "GOCC Governance Act of 2011" (R.A. No. 10149), is mandated to "evaluate the performance and determine the relevance of the GOCC, to ascertain whether such GOCC should be reorganized, merged, streamlined, abolished or privatized, in consultation with the department or agency to which a GOCC is attached"; WHEREAS, NDA is an agency created in pursuit of the policy of the State "to strive for national self-sufficiency in milk and dairy products" mandated to serve as a "central policy determining and directing body tasked to ensure the accelerated development of the Philippine dairy industry"; WHEREAS, the NDA aims to become a full-fledged GOCC mandated to undertake an industry development role; WHEREAS, the NDA has an existing authorized plantilla of two hundred thirty- six (236) positions, and has requested for the approval of its Rationalization Plan (RP) with a total of two hundred ninety-five (295) plantilla positions; WHEREAS, the NDA Governing Board approved the Rationalization Plan under Board Resolution No.519 dated 12 April 2013; WHEREAS, NDA officially submitted to the GCG a Revised Rationalization Plan on 15 May 2013 and the last document relevant thereto was received by the GCG on 5 December 2013; WHEREAS, the Commission finds the Rationalization Plan best interest of the state" as measures of Good Governance Development through improving national productivity pursuant to 8(e) respectively of Executive Order (E.O.) MEMORANDUM ORDER NO. 2014-02

RATIONALIZATION OF THE NATIONAL DAIRY AUTHORITY (NDA)

WHEREAS, Executive Order (E.O.) No. 366, s.2004, directed a strategicreview of the operations and organizations of the Executive Branch includingGovernment-Owned or -Controlled Corporations (GOCCs), and provided optionsand incentives for government employees who may be affected by therationalization of functions and agencies of the Executive Branch;

WHEREAS, the Governance Commission for GOCCs (GCG), pursuant toSection 5(a) of the "GOCC Governance Act of 2011" (R.A. No. 10149), ismandated to "evaluate the performance and determine the relevance of the GOCC,to ascertain whether such GOCC should be reorganized, merged, streamlined,abolished or privatized, in consultation with the department or agency to which aGOCC is attached";

WHEREAS, NDA is an agency created in pursuit of the policy of the State "tostrive for national self-sufficiency in milk and dairy products" mandated to serve as a"central policy determining and directing body tasked to ensure the accelerateddevelopment of the Philippine dairy industry";

WHEREAS, the NDA aims to become a full-fledged GOCC mandated toundertake an industry development role;

WHEREAS, the NDA has an existing authorized plantilla of two hundred thirty-six (236) positions, and has requested for the approval of its Rationalization Plan(RP) with a total of two hundred ninety-five (295) plantilla positions;

WHEREAS, the NDA Governing Board approved the Rationalization Planunder Board Resolution No.519 dated 12 April 2013;

WHEREAS, NDA officially submitted to the GCG a Revised RationalizationPlan on 15 May 2013 and the last document relevant thereto was received by theGCG on 5 December 2013;

WHEREAS, the Commission finds the Rationalization Planbest interest of the state" as measures of Good GovernanceDevelopment through improving national productivity pursuant to8(e) respectively of Executive Order (E.O.) No. 43, s. 2011,Philippine Development Plan 2011-2016 and in the latter's pursuitprograms and objectives;

NOW, BE IT -RESOLVED, the said Rationalization Plan of NDA is hereby AppRovED wrH

MouFrcAroNs a total of two hundred thirty-three (233) plantilla positions, asreflected in the documents below which form an integral part of this MemorandumOrder (M.O.), to wit:

RESOLVED FURTHER, that the implementation of this Order shall complywith the following conditions and guidelines:

1. Filling up of vacant positions shall be programmed to ensure overallfinancial viability of agency operations, actual revenue collection andoperating requirements,

2. Funding requirements for regular positions shall be included in theCorporate Operating Budget of the Corporation;

3. NDA to adopt and offer the retirement and separation package for theaffected personnel in the implementation of the Rationalization Planusing the incentives provided under the Executive Order (E.O.) No.366, s.2004, as amended by E.O. No. 77, s.2012;

4. The Governing Board through the Administrator shall be accountablefor the payment of separation benefits to the retirees/separatespursuant to the pertinent provisions of E.O. Nos. 366 and 77;

5. NDA shall submit to the GCG one hard copy and one digital copy in aCD of the Plantilla positions;

6. The Rationalization Plan shall be implemented within two (2) monthsafter receipt of this M.O. and a monthly progress report shall thereafterbe submitted until such implementation has been completed;

7. The pertinent civil service, budgetary, accounting, auditing and otherrelevant laws, rules and regulations shall be complied with; and

8. Any further modification/s on the GCG-Approved OrganizationalStructure and Staffing Pattern (OSSP) is/are prohibited unlessotherwise approved by the GCG.

NATIONAL DAIRY AUTHORIWRationalization Plan

cY 2014

Obiectives

D To promote and provide direction lor the accelerated development of thePhilippine dairy industry;

> To give support and assistance in the produclion, processing and marketingactivities of all those engaged in the business of producing milk and otherdairy products, particularly rural-based small dairy larmers, through theprovision of necessary support systems;

) To encourage and promote the active participation of farm families, ruralcooperatives and the private sector recognizing them as principal agents inthe developmeni of the Philippine dairy industry;

F To ensure an adequate supply of milk and dairy products at aflordable prices;

> To improve livelihood opporlunities and thereby increase income levelthrough dairying;

) To enhance children's and pregnant and nursing mothers' nutritional intakethrough the promotion of locally produced milk and milk products;

> To develop and disseminate appropriate smallholder-based dairy technology;

) To improve milk production from existing stock and to systematically programthe build-up of productive milking herd; and

> To conserve foreign exchange by supporting local milk production.

Core Functions

) Dairy Production, Processing, Marketing and Overall Coordination

o Assist in the purchase, importation propagation, storage distribution andsale of dairy animals, semen, forage seeds, fertilizers, veterinarysupplies, dairy equipment and engineering supplies and such other inputsas may be needed by the dairy industry;

. Help design and implement a credit system that will finance dairy farmerand dairy cooperatives and duly accredited people's organizations;

. Assist cooperatives in developing market channels and in negotiations forbulk outlets of milk output; and

o Assume control and supervision over all dairy-related government agencypersonnel and programs, including the Bureau of Animal lndustry,s Dairy

Division, the Livestock Development Cougcil's Dairy Division, thePhilippine Dairy Corporation, Livelihood ?flrporation's Laguna ProcessingCenter and other dairy related governm)qnt agencies, division, councilssubject to the guidelines prescribed by the \il Service Commission.

lnstitutional Development \

. Organize small producers and processors of milk into cooperatives orother forms of organizations; and

. Provide a forum lor the members of cooperatives to discuss commonproblems affecting production, marketing and the cooperatives'relationships with the Authority.

Nutritional lmprovement and Rural Development

. Formulate and execute dairy programs that will generate a nationalimpact on rural as well as urban nutrition levels and incomes; and

. Encourage the integration of dairy production and local milk and thedistribution ol dairy products into various rural livelihood and nuiritionprograms.

Priority Proiects

. Educational programs for dairy farmers and dairy cooperativesincluding, but not limited to, the conduct ol seminars, workshops,assemblies and others:

. Training programs including, but not limited to, courses in animalhusbandry, feed technology, dairy cooperatives management andother related aspects of dairying;

. Dairy research and development including but not limited to, breedsand breeding, herd improvement, indigenous and agri-waste feedsourcing, product development, herbal veterinary drugs andbiologics, dairy facilities fabrication, and others;

. Establishment of support services to dairy farmers and cooperativesin the acquisition o, basic supplies and inputs for animal health andnutrition; and

. Boost the number and quality of local animal stocks through appliedtechnology.

lll. Strategic Shifts

A. Policy Direction

. NDA to continue performing its functions mandated in ils charter with astructure more responsive to the present needs of the dairy sector;

. Focus corporate functions towards achieving financial viabiliiy and fiscaldiscipline while mandated to undertake an industry development role;

. Effectively contribute to the government objectives of economicdevelopment, food security, employment generation and increasedlivelihood opportunities, particularly in the rural areas;

. Satisfy the needs of the dairy stakeholders through excellent delivery oftechnical assistance and extension services and including the design anddelivery o, other dairy service packages; and

. Formulate policies encouraging self-reliance and local capacity buildingamong local parlners and project proponents/clientele who eventually willassume maiority of the functions or services that the NDA initiallyprovides.

Strategies

. Continued adoption of multi-year dairy animal supply contracts, promotaonof dairy animal contract growing arrangement as well as encouragementof the active participation ol the private sector in local dairy animalprocurement;

. lmplementation of massive crossbreeding and upgrading of local beefcattle into dairy breeds through artificial insemination and bull breeding;

. Creation of a special credit window and augment the Dairy Credit Fund;

. Expansion and development ol more dairy zones;

. Coordanation of actions and taking the lead in encouraging governmentagencies to pool resources in developing the local dairy industry;

. Promotion ol the consumption of locally produced mild and premium milkproducts;

. Development ol infrastructure and expertise lor effeclive and atfordablemilk quality assurance programs;

. lmplementation of focused programs on re-tooling and capacity buildinglor NDA technical personnel and other industry players, especially thedairy associationgcooperativesifederations; and

. Retain its field deployment policy ol establishing a field office only inplaces where it has existing parlnerships with local partners (LGU,cooperative or other private sector partners).

Functions and Programs

1. Focus on the following programs: Herd Build-Up, Dairy BusinessEnhancement, Dairy Quality Assurance and Milk Feeding;

2. Creation of an lnternal Audit Unit to evaluate operational effectiveness andefficiency and develop mechanisms to address any frauds, irregularities andwastef ul practices; and

3. Abolition of Training, lnformation and Social Support Services and collapsingol relevant positions into various units ,or improved efficiency.

lV. Organizational Restructuring

Abolition/Merger of Organizational Units

1. Abolition ol Training, lnformation and Social Support Services.

To effect the creation of units, the rationalized structure is shown in ANNEX Band shall consist ol the lollowing operational units with the correspondingfunctions:

t. Dairy lndustry Board - ensures that the plans and programs of lheAuthority are in accordance with its mandate as set forth under RepublicAct (R.A.) No. 7884 and approve policy recommendations and measuresnecessary lo carry out the objectives and functions of the Authority.

lnternal Audit Unit - examines control procedures in various units of theorganization to determine their adequacy and propriety and makes thenecessary measures to address any frauds, irregularities and wastefulpractices of substantial amount of recurring nature.

Office ol the Administrator - executes, administers and implementspolicies and measures approved by the Board and represent the Authorityin all its dealings with other persons, entilies, agencies, and institutionswhether public or private, domestic or foreign, subject to the limitationsand condilions as specified by the Board and the existing laws andregulations.

Office ol the Deputy Administrator - assists the Office ol theAdministrator in discharging its functions.

Legal Aflairs Unit - provides legal guidance and counseling on legalmatterycases that are NDA and work-related, including, among others,assistance on the preparation of legal documents and pleadings for theproseculion and defense of cases involving the Authority, its officers andemployees; and assislance on legal documentation, contract negotiationsand drafting, legal research and rendering of opinions.

Vl. Administrative and Finance Deparlment - provides linanceadministrative support services to the whole organization forattainment of corporate goals and obiectives.

A. Administrative Division - develops and implements a personnelprogram which shall include selection and placement, positionclassilication, employee development and perlormance rating; acts onmatters pertaining to atlendance, leaves of absence, appointments,and promotions; as well as maintains records and statistics. As thein-charge ot the general maintenance of Authority facilities, it shallprovide policy guidelines for and facilitates the procurement, storageand distribution of supplies and equipment, including their acquisitio;,port clearance, as well as disposal

B. Finance Division - administers fund controls and disbursementsincluding compliance with tax system, prepares consolidated financialstatements periodically as required by difrerent governing agencies

and develops improvements in budgetary methods, procedures andiustifications in accordance with government budgeting.

Vll. Corporate Planning and Management Services Department -responsible lor providing planning, management service, managementinformation and evaluation services to various organizational units of theNDA.

A. Planning, Management and Evaluation Services Division -Iormulates, develops, disseminates, evaluates and reviews plans andprograms with the ultimate purpose of making them responsive withthe development needs of the industry in general and of the Authorityin particular.

B. Management lnformation Services Division - provides the DairyBoard, Top Management, planners and implementers with accurate,factual and updated information on all dairy related developmentconcerns.

Vlll. Operations Department - serves as the core movers tasked to set up,mobilize and oversee the successtul operation of dairy projectsnationwide and develops programs and policies on Milk Quality to beimplemented in the NDA and provides direction on milk quality to thedairy zones.

A. Technical Assistance Division - in coordination with the RegionalField Oflices, provides efticient and responsive technical services todairy enterprises in the areas of capacity building; farm and plantengineering and improvement; dairy husbandry management; animalhealth, breeding and nutrition; cooperative strengthening; marketdevelopment; financial analysis; site evalualion; and logistics supportas well as technical assistance on milk quality, technology, productdevelopment and interpretations of standards set for milk and milkproducts.

B. Business Development and Special Concerns Division - developsand implements dairy business programs and project proposals alongwith the conduct of feasibility studies for purposes ol securing support,linancially or institutionally from both local and/or internationalsources.

C. Milk Quality Assurance and Product Development Division - actsas the overall in-charge and implementer of the regulatory functionvested by the recently enacted law, the Food Salety Act ol 2013specifically for hygienic and sanitary local milk production and itsposlharvest handling and as the overall in-charge ol programs anddirections in dairy veterinary public health. lt shall also developproducts and innovations and conduct research for longer shelf andhigher commercial value milk products.

D. Dairy Zones

1. Luzon Dairy Zone (Northern and Southern LuzonDepartments) - directly undertakes and ensures the dairyzone development in identified areas in Luzon and coordinates

with the Technical Assistance Division, Business Developmentand Special Concerns Divisions, and Milk Quality Assuranceand Product Development Division for the needed support toachieve its operating mission.

Visayas Dairy Zone (Central and Western VisayasDepartments) - directly undertakes and ensures the dairyzone development in identified areas in Visayas andcoordinales with the Technical Assistance Division, BusinessDevelopment and Special Concerns Divisions, and MilkQuality Assurance and Product Development Division for theneeded support to achieve its operating mission.

3. Mindanao Dairy Zone (Northern and Southern MindanaoDepartments) - directly undertakes and ensures the dairyzone development in identified areas in Mindanao andcoordinates with Technical Assistance Division, BusinessDevelopment and Special Concerns Divisions, and MilkQuality Assurance and Product Development Division for theneeded support to achieve its operating mission.

V. Staffing Pattern

NDA'S stafting pattern consists ol 233 positions composed of 71 personnel in theCentral Office and 162 personnel in the field oflices (6 regional departments).

All positions are on a permanent status except for 5 positions (3 in the Office of theAdministrator and 2 in the Office of the Deputy Administrato0 which are coterminouswith the Administralor and Deputy Administrator.

Vl. Funding

Funding for the payment of incentives and terminal leave to atfected personnel shallbe provided by the national government in the lorm of subsidy.

Vll.lmplementation

This Rationalization Plan shall be implemented upon approval as authorized underE.O. No. 366 and E.O. No. 77.

DAIRY TNDUSTRY BOARD

Ensure that the plans and programs of the Authority are in accordance with its mandate asset forth under Republic Act 7884;

Oversee lhe power and functions ol the Administrator;

Approve policy recommendations and measures necessary to carry out the objectives andfunctions of the Authority;

Approve and recommend organizational structure and plantilla of personnel including anychanges, in accordance with existing laws and regulations;

Approve the annual budget and supplemental budget as may be necessary, submitted in linewith the national budget cycle; and

Conlirm the appointment of the Administrator, Deputy Administrator and the CorporateSecretary, including other key positions in the Authority as required or necessary.

INTERNAL AUDIT UN]T

Prepare and submit plans and guidelines tor the internal audit of the Authority; and

Examine control procedures in various units of the organizalion to determine their adequacyand propriety and makes the necessary measures to address any frauds, irregularities andwasteful practices ol substantial amount of recurring nature.

OFFICE OF THE ADMINTSTRATOR

Submit policy recommendations and proposed measures necessary lo carry out theobiectives and functions of the Authority, tor consideration of the Board;

Recommend to the Board, for approval, an organizalional structure and plantilla of personnelol the Authority, including major organizalional changes, in accordance with existing laws,rules and regulations;

Responsible for liaison activities with legislative branch, as well as in promoting the plansand programs of the Authority, thereby, creating a good image of the organization;

LEGAL AFFAIRS UNIT

Prepare and submit plans and guidelines for the legal operations of the Authority;

Responsible in providing legal guidance and counseling on legal matterycases that are NDAand work-related, including, among others, assistance on the preparation ol legal documentsand pleadings for the prosecution and defense of cases involving the Authority, its officersand employees; and assistance on legal documentation, contract negotiations and drafting,legal research and rendering ol opinions;

Assist in the policy formulation to carry out the regulatory function vested by the Food SaletyAct ol 2013 to the National Dairy Authority, which is specifically lor hygienic and sanitarylocal milk production and its postharvest handling; and

Perform such other duties as may be assigned by the Administrator/Deputy Administrator.

OFFICE OFTHE DEPUTY ADMINISTRATOR

Assist the Office of the Administrator in discharging the lollowing functions:

Provide finance and administrative support services to the whole organization for theattainment oI corporate goals and objectives; and

ADMINISTBATIVE OIVISION

Develop a personnel program which shall include selection and placement, positionclassilication, employee development and performance rating; acts on maters pertaining toattendance, leaves oJ absence, appointments, promotions, as well as maintains records andstatistics;

ln charge ol the general maintenance ol Authority lacilities including, but not limited to,government motor vehicles, office equipment and building and its premises;

Provide policy guidelines lor and facilitates the procurement, storage and distribution ofsupplies and equipment, including their acquisition, port clearance, as well as disposal;

File and maintain necessary records, including records on programs and operation; providesmailing and lransportation services; general housekeeping, security, utility and relatedservices;

Assist supervisors in reviewing plans, programs, proposals, with respect to evalualingcompliance with applicable laws and regulations, reviewing efficiency and economy in theuse of resources; and evaluating results against set goals;

Act as focal point on all matters pertaining to Gender and Development and compliance withMagna Carta for Women; and

Per{orm other functions as may be assigned from time to time by NDA Authorities.

FINANCE DTVISION

Administer fund controls and disbursements including compliance with tax system;

Prepare consolidated financial statements periodically as required by different governingagencies like coA, DBM, DA, etc. including the preparations of individual schedules foieach linancial account in the trial balance;

Analyze and develop Notes to Financial statements on an annual basis including themonitoring of fund ulilization or disbursements;

Develop and improve budgetary melhods, procedures and justificalions in accordance withgovernment budgeting;

Assist Management in the presentation o{ the Authority's budgetary estimates beforeadministrative and legislative bodies;

Prepare annual budget estimates, corporate operating Budget and other special budgets ofthe Authority;

Develop the eflective inter agency accounl reconciliation between Central Otfice and Branchotf ice accounts;

Supervise the administration of all loan facilities of the corporation from origination toprocessing to collection to consummation of loan contracts;

Develop and lacilitate the procurement o, tax and duty free importation with the differentgoverning agencies; and

Perform other functions as may be assigned lrom time to time by NDA Authorities.

CORPORATE PLANNING AND MANAGEMENT SERVICES DEPARTMENT

Responsible lor providing planning, management service, management information andevaluation services to various organizational units ol the Authority;

Recommend to Top Management policy agenda,/actions that would be responsive andcoherent with the development needs of the industry and oI the Authority;

Represent the Administrator and/or Deputy Administrator of the Authority in theestablishment and firming up of local and loreign cooperation activities that are supportive ofthe Agency's plans and programs;

Closely collaborate with the Operations Department in the execution and realization of theAgency's plans and programs as well as the deployment and maintenance of its operationsinformation systems;

Closely collaborate with the Administrative and Finance Department in the deployment andmaintenance ol administrative and financial information syslems of the Authority;

lnstitute organizational relorms within the department for the purpose of improving thedelivery ol its planning, managemenUinlormation and evaluation services;

submit relevant management, performance and progress reports for internal and externalrequirement of the Authority; and

Perform other lunctions as may be assigned from time to time by NDA Authorities.

Formulate, develop, disseminate, evaluate and review plans and programs with the ultimatepurpose of making them responsive with the development needs of the industry in generaland of the Authority in particular;

Design, develop, facilitate and coordinate workshops, conferences, fora and consultationsthat are geared towards the determination of directions, priorities, agreements andintegration of development programs and/or activities;

Assist the different organizational units of the Authority in the planning, programming (or re-programming) of their respective programs, projects and activities;

Design, develop, coordinate and supervise the conduct of policy, economic and industryresearches, studies and/or surveys on the socio-economic aspects of the dairy industry;

Coordinate with the Business Development and Social Concerns Division ol the OperationsDepartment in the packaging ol business programs and project proposals as well asfeasibility studies Ior purposes ol securing support, linancially or institutionally from bothlocal and/or international sources;

Provide assistance to the Operations Department in the development of projects lorbusiness and in the evaluation of projects, dairy zones and cooperative financialperformance;

Assist in the allocation of externally generated resources according to the prioritization set bymanagement;

Coordinate with the lnternal Audit, Legal and External Affairs Unit in establishing linkagesand in the firming up of bilateral or multilateral cooperation arrangements;

ln coordination with other departments, link up with private or public organizations asdevelopment partners-implementors in the business endeavor ol the Authority;

ln coordination with the Operations Department, assist in the establishment oi linkages withlocal or Joreign lunding/assistance supportive ol the program/project implementation of theAuthority;

Networldinteract with the various stakeholders from public and private institutions in order toharmonize the development planning activity ol the Authority;

Prepare and submit evaluation reports and dairy-related GIS maps lor ready use andreference of Top Management in their policy and decision-making activities;

Submit relevant management, performance and progress reports for internal and externalrequirement ol the department; and

Perform other functions as may be assigned lrom time to time by NDA Authorities.

MANAGEMENT INFOBMATION SERVICES OIVISION

Provide NDA Board, Top Management, planners and implementers with accurate, factualand updated informalion on all dairy related development concerns;

Prepare and update the Agency lnformation system strategic plan consistent with theNational lnformation System Plan;

Provide assistance to the different organizational units of the Authority in the design,development, installation, maintenance, evaluation, review and modification ol inJormationand management systems (computer or manual based) for the improvement ol theiroperations;

Develop and operationalize an effective and efficient system for monitoring and evaluation ofprograms and projects being implemented by the Authority;

OPERATIONS DEPARTMENT

Provide technical advice and assistance to the Regional Field Offices in order to carry oulthe implementation of plans and programs in a systematic, efficient and cost-effectivemanner;

Provide the dairy business services lor the corporation;

Serve as the core movers tasked to sel up, mobilize and oversee the successful operation oldairy proiects in Luzon, Visayas and Mindanao; and

Perform other functions as may be assigned lrom time to time by NDA Authorities.

TECHNICAL ASSISTANCE DIVISION

ln coordination with the Regional Field Offices, provide eflicient and responsive technicalservices to dairy enterprises in the areas of capacity building; farm & plant engineering andimprovement; dairy husbandry management; animal health, breeding and nutrition;cooperative strengthening; market development; financial analysis; site evaluation; andlogistics support;

Design and assist in the development and packaging of programs/proiects which are relatedto all aspects ol an integrated dairy enterprise in support to all dairy related activities in thearea;

Act as a task force that evaluate/investigate emergency cases which may require technicalreview;

Submit technical and management reports and recommends alternative solutions totechnical and management problems;

Assist in the impact assessment of all on-going dairy projects;

Evaluate and recommends interested applicants lor dairy projects;

Oversee accreditation activities oi assigned lield personnel in various dairy farms inidentiJied dairy zones;

BUSINESS DEVELOPMENT AND SPECTAL CONCERNS DIVISION

Develop and package dairy business programs and project proposals as well as feasibilitystudies lor purposes of securing support, linancially or institutionally from both local and/orinternational source;

Assist in the development and operation ol special dairy business proiects in partnershipwith the crops/LGUs and/or private sectoral players thru the operating faciliiies of theregional offices;

Coordinate with the different field office and the Corporate Planning and ManagementServices Department in the development, realization and management ol business proiects;

Coordinate closely with Government and non-government offices in lormulating andimplementing programs and activities on marketing that could serve traditional and socialmarkets; and

Perform other functions as may be assigned from time to time by NDA Authorities.

MILK OUALTTY ASSURANCE AND PBODUCT DEVELOPMENT DIVISION

Act as the overall in-charge and implementer ol the regulatory lunction vested by therecently enacted law, the Food Salety Act of 20131o the National Dairy Authority, which isspecilically for hygienic and sanitary local milk production and its postharvest handling;

ln coordination with lhe Legal Affairs Unit and other designated NDA officials, developprograms and policies on Milk Quality to be implemented in the NDA and provides directionon milk quality to the dairy zones;

Overall in-charge ol programs and directions in dairy veterinary public health, to ensure thatonly healthy and disease{ree animals are milked;

ln coordination with the Regional Field Offices, conduct dairy farm inspection to ensure safemilk from healthy animals and adherence to the Good Animal Husbandry Practices;

ln coordination with the Regional Field Offices, conduct dairy plant audit (GoodManulacturing Practices, Standard Sanitation Operating Procedures and HACCP bothstructural and organizational) to ensure safe and high quality local milk and milk productsthat will be produced by the dairy farmers and be made available to consumers;

Develop products and innovations and conduct research lor longer shelf and highercommercial value milk products;

ln charge of the Central Milk Laboratory and conduct milk physico-chemical and microbialanalyses to verify and validate samples from the dairy zones;

ln charge of the Animal Laboratory Section that undertakes analyses of zoonotic diseases(animal diseases which are transferable to man), lood borne palhogens and other animaldiseases ol public health importance and disease surveillance program.;

Perform other functions as may be assigned from time to time by NDA Authorities.
