EXECUTIVE SUMMARY:

The District currently has in place a 10% Maintenance and Operation override which generates $1,495,097 from local taxpayers which augments the Maintenance and Operations (M&O) general budget limit. This voter approved override represents approximately 7.5% of the total current general budget limit for the most recently revised 2014-2015 budget approved by the Board at their last meeting. Pursuant to the prior voter approval of a 10% increase in the District’s revenue control limit, the District has operated pursuant to such budget override authority and now desires to see a continuation and increase of such override authority to 15% in order to maintain the District’s programs and operations at their current level. The present override in place is valid through the 2018-19 fiscal year, however, by statute will reduce by one third (33.3%) in 2017-2018, two thirds (66.7%) in 2018-2019. As the Board is aware, the legislature has enacted severe funding cuts over the past several fiscal years in response to deficits facing the state of Arizona. Below are some of the significant reductions.

State spending for education is estimated to be 17% lower than it was in fiscal year 2007-2008. Reductions without adjustments for inflation are still estimated to be 8-9% lower.

District Maintenance and Operations revenue has reduced 18% since fiscal year 2009-2010. Elimination of Full Day Kindergarten Funding State funding eliminated for Gifted funding State funding reduced for Preschool funding Removal of authority to sponsor District Sponsored Charter Schools

These reductions only magnify the importance of the override and its revenue as a stable component in the continuation of providing the current level of service to the students of the District. The override, if approved, will increase to 15% and extend the full increased budget authority from 2016-2017 through 2020-2021. After that, 2021-2022 would reduce by one third and 2022-2023 would reduce by two thirds with final expiration in 2022-2023. In light of continued state reductions and in an effort to maintain the current programs while providing a world class education to all students the District feels strongly that it is prudent to seek this approval which in turn will somewhat help facilitate log term planning at least for the next five years.

RESOLUTION

RESOLUTION ORDERING AND CALLING A SPECIAL MAINTENANCE AND OPERATION BUDGET OVERRIDE ELECTION TO BE HELD IN AND FOR LIBERTY ELEMENTARY SCHOOL DISTRICT NO. 25 OF MARICOPA COUNTY, ARIZONA, ON NOVEMBER 3, 2015; PROVIDING FOR NOTICE OF THE ELECTION, THE CONDUCT OF THE ELECTION, THE ESTABLISHMENT OF A DEADLINE BY THE COUNTY SCHOOL SUPERINTENDENT TO SUBMIT ARGUMENTS "FOR" OR "AGAINST" THE OVERRIDE AUTHORITY, THE PRINTING OF BALLOTS AND THE CANVASSING OF THE ELECTION.

WHEREAS, Arizona Revised Statutes ("A.R.S.") § 15-481, as amended, provides that if the proposed budget of Liberty Elementary School District No. 25 of Maricopa County, Arizona (the "District"), will exceed the aggregate budget limit for the budget year, the Governing Board of the District (the "Board") shall order an override election to be held not less than 90 days from the date of the order for the purpose of presenting the proposed budget to the qualified electors of the District who shall by a majority of those voting either affirm or reject the proposed budget increase; and

WHEREAS, pursuant to prior voter approval of a 10% increase in the District's revenue control limit, the District has operated pursuant to such budget override authority and now desires to seek a continuation and increase of such override authority in order to maintain the District's programs and operations at their current level; and

WHEREAS, the existing 10% budget authorization will be reduced by one-third as required by State law in fiscal year 2017-2018 and another one-third in fiscal year 2018-2019 unless such authorization is renewed by the voters in the District; and

WHEREAS, the Board deems it necessary and in the best interests of the District to order and call a special election to submit to the voters the question of authorizing the District, for a period of seven years, to exceed its applicable revenue control limit by 15%; such special election to be held in and for the District on November 3, 2015, pursuant to the provisions of A.R.S. § 15-481;

NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BOARD OF LIBERTY ELEMENTARY SCHOOL DISTRICT NO. 25 OF MARICOPA COUNTY, ARIZONA, THAT:

Section 1. Order and Call of Election. A special override election (the "Election") is hereby ordered and called to be held in and for this District on November 3, 2015, in the manner prescribed in A.R.S. § 15-481 and in conjunction with the Statewide general election to be held on such date, to submit to the qualified electors of the District the question shown on the form of official ballot, in substantially the form attached hereto as Exhibit A and incorporated by reference herein. The District Superintendent or Director of Finance is authorized and directed to complete the budget estimate and insert the appropriate dollar amount and tax rate in the ballot and take such actions as are necessary to assist the Maricopa County School Superintendent (the "County School Superintendent") and Maricopa County Elections Department (the "County Elections Department") in performing their duties with respect to the Election.

Section 2. Request to County School Superintendent; Informational Pamphlet. The County School Superintendent is hereby requested to prepare an informational pamphlet and sample ballot (the "Informational Pamphlet") for the District pursuant to A.R.S. § 15-481. The Informational Pamphlet shall be mailed to the households within the District in which qualified electors reside, before the date of the Election within the time period set forth in A.R.S. § 15-481.

The President, any member of this Board, the District Superintendent or Director of Finance and the District staff are hereby authorized to prepare and deliver or cause to be prepared and delivered to the County School Superintendent, on behalf of the Board, the information necessary or appropriate to complete the Informational Pamphlet.

Section 3. Conduct of Election; Contracts; Expenditures. The Election may be conducted as a mailed ballot election as provided in A.R.S. § 16-409 or a polling place election as determined by the District Superintendent or Director of Finance. The Board is hereby authorized to request the County School Superintendent and County Elections Department to have ballots printed in substantially the form of Exhibit A and to deliver them to the election officials to be given to the qualified electors of the District appearing to vote in the Election as provided by law. The Board authorizes all expenditures as may be necessary to order, notice, hold and administer the Election, including but not limited to the cost of the return postage to return the voted mail ballots if the Election is conducted as a mailed ballot election to the officer in charge of the Election, which expenditures shall be paid from current operating funds. The District Superintendent or Director of Finance is authorized and directed to take all acts, including entering into intergovernmental agreements with the County Recorder (the "County Recorder"), the County Elections Department or the County School Superintendent, to carry out the Election. The District Superintendent shall cooperate with the County School Superintendent to ensure proper administration of the Election.

Section 4. Notice of Election.

(A) Posting of Notice. For a mailed ballot election and polling place election, the District or the County School Superintendent will cause the notice of the Election (the "Notice") in substantially the form attached hereto as Exhibit B-1 and Exhibit B-2, respectively, to be posted not less than 25 days before the Election as required by law.

(B) Publication of Notice for Mailed Ballot Election. For a mailed ballot election, the Notice, including the call of Election, which is marked Exhibit B-1, shall be published once a week for two successive weeks during any two of the six weeks preceding 90 days before the Election.

Section 5. Public Declaration: Submission of Arguments. The Board publicly declares that: Pursuant to A.R.S. § 15-481, the County School Superintendent has established August 7, 2015 as the deadline for submitting arguments "for" or "against" the proposed increase in the budget. The arguments must be received by the County School Superintendent on or before 5:00 p.m. on August 7, 2015. As required by statute, the District shall immediately post the August 7, 2015 deadline for submitting arguments in a prominent location on the District's website. A form of the notice requesting arguments "for" or "against", including the deadline for submitting arguments, is attached hereto as Exhibit C. The District Superintendent or Director of Finance is authorized to revise the form of notice hereto as necessary to comply with all applicable laws or any change of date by the County School Superintendent. Finance is authorized to cause the posting of a notice requesting the filing with the County School Superintendent of arguments "for" or "against" the Election on the District's website.

Section 6. Early Voting. Early voting will be permitted at the Election in accordance with the provisions of A.R.S. Title 16, Chapter 4, Article 8.

Section 7. Ballot Replacement Location. The District Superintendent or Director of Finance shall coordinate with the County School Superintendent and County Elections Department to designate a location for purposes of replacing ballots that have been lost, spoiled, destroyed or not received by the elector.

Section 8. Precincts and Polling Places. For purposes of a polling place election which may be held in conjunction with any county, city or special district election of any overlapping jurisdiction, the Board determines that the County election precincts will serve as the District election precincts, including any consolidation of such precincts as determined by the County Elections Department and the District's Superintendent or designee. The location of each polling place will be determined by the County Elections Department, which will conduct the Election on behalf of the District. The polls will open at 6:00 a.m. and will close at 7:00 p.m. on November 3, 2015.

Section 9. Canvass. The County School Superintendent and the Chairman of the Board of Supervisors of the County are requested to and authorized to canvass the returns of the Election within 30 days of the Election, as required by law.

Section 10. Other Actions. The District Superintendent or Director of Finance is authorized to take all necessary action to facilitate the Election.

Section 11. Cancellation. The Election called hereunder may be cancelled by acts of the Board in accordance with the provisions of A.R.S. § 15-481.V.

Section 12. Ratification. All actions of the members of the Board, officers, employees and agents of the District which are in conformity with the purposes and intent of this resolution, whether heretofore or hereafter taken, shall be and are hereby ratified, confirmed, authorized and approved.

SAMPLE BALLOT – 15% OVERRIDE

SPECIAL ELECTION Liberty Elementary School District No. 25Maricopa County, Arizona - November 3, 2015

QUESTION

Shall the Governing Board of Liberty Elementary School District No. 25 of Maricopa County, Arizona, adopt a General Maintenance and Operation Budget that includes an amount that exceeds the revenue control limit specified by statute by fifteen percent for fiscal year 2016-2017 and for six subsequent years as described below? The fiscal year 2016-2017 budget override authority represents an extension and increase of the existing ten percent budget override authority which is scheduled to phase down by one-third for fiscal year 2017-2018 and 2018-2019 if the voters do not approve the override.

The amount of the proposed increase of the proposed budget over the alternate budget for fiscal year 2016-2017 is estimated to be $1,421,846. In fiscal years 2016-2017 through 2020-2021 the amount of the proposed increase will be fifteen percent of the District's revenue control limit in each of such years, as provided in Section 15-481(P) of the Arizona Revised Statutes. In fiscal years 2021-2022 and 2022-2023, the amount of the proposed increase will be ten percent and five percent, respectively, of the District's revenue control limit in each of such years, as provided in Section 15-481(P) of the Arizona Revised Statutes.

Any budget increase authorized by this election shall be entirely funded by a levy of taxes upon the taxable property within this school district for the year for which adopted and for six subsequent years, shall not be realized from monies furnished by the state and shall not be subject to the limitation on taxes specified in Article IX, Section 18, Constitution of Arizona. Based on the current net assessed valuation used for secondary property tax purposes, to fund the proposed increase in the school district's budget would require an estimated tax rate of $1.29 per one hundred dollars of net assessed valuation used for secondary property tax purposes and is in addition to the school district's tax rate which will be levied to fund the school district's revenue control limit allowed by law.

[At the discretion of the County elections department, the question set forth above may be presented on the actual ballot in summary form, reading substantially as follows:]

A "yes" vote shall authorize the Liberty Elementary School District Governing Board to extend and increase the existing maintenance and operation budget override authority and resulting tax, which includes an amount that exceeds the District's revenue control limit by up to 15% per year for seven years.

A "no" vote shall not authorize the Liberty Elementary School District Governing Board to extend and increase the existing maintenance and operation budget override authority and resulting tax.

NOTICE AND CALL OF SPECIAL ELECTION

TO THE QUALIFIED ELECTORS OF LIBERTY ELEMENTARY SCHOOL DISTRICT NO. 25 OF MARICOPA COUNTY, ARIZONA:

A special election has been called by, and will be held in, Liberty Elementary School District No. 25 of Maricopa County, Arizona (the "District"), on November 3, 2015 ("Election Day"). The purpose of the election is to permit the qualified electors of the District to vote on authorizing the District to adopt a General Maintenance and Operation Budget that includes an amount of up to 15% in excess of the revenue control limit for the 2016-2017 fiscal year and for six subsequent years (subject to certain reductions provided by statute in years six and seven). The District's current budget override is by law required to be reduced by one-third in each of fiscal years 2017-2018 and 2018-2019. The proposed override budget will exceed the 2016-2017 alternate budget by approximately $1,421,846 and the District’s secondary tax rate required to fund this amount is estimated to be $0.71 per one hundred dollars of net assessed valuation for secondary property tax purposes. The full budget override amount is estimated to be $2,559,323 and would be funded by an estimated $1.29 tax rate per one hundred dollars of net assessed valuation, which is approximately $0.51 higher than the current tax rate levied for the existing override. In future years the amount of the increase will be as provided by law.

The election will be a mailed ballot only election. No polling places will be provided. Ballots will be mailed to qualified electors residing within the District no earlier than 26 days prior to the election and no later than 15 days before the election. Ballots must be received or dropped off at one of the designated ballot drop box locations as designated by the County Elections Department and as set forth in the informational pamphlet and/or the ballot no later than 7:00 p.m. on Election Day. The informational pamphlet will be mailed to the homes of qualified electors. If a ballot is lost, spoiled, destroyed or not received by the elector, the elector may receive a replacement ballot at the ballot replacement locations designated by the County Elections Department.

The last day to register to vote in order to be eligible to vote in this election is Monday, October 5, 2015.

The purpose of the election is to permit the qualified electors of the District to vote on authorizing the District to adopt a General Maintenance and Operation Budget that includes an amount of up to 15% in excess of the revenue control limit for the 2016-2017 fiscal year and for six subsequent years (subject to certain reductions provided by statute in years six and seven). The District's current budget override is by law required to be reduced by one-third in each of fiscal years 2017-2018 and 2018-2019. The proposed override budget will exceed the 2016-2017 alternate budget by approximately $1,421,846 and the District’s secondary tax rate required to fund this amount is estimated to be $0.71 per one hundred dollars of net assessed valuation for secondary property tax purposes. The full budget override amount is estimated to be $2,559,323 and would be funded by an estimated $1.29 tax rate per one hundred dollars of net assessed valuation, which is approximately $0.51 higher than the current tax rate levied for the existing override. In future years the amount of the increase will be as provided by law.

The District does not currently have a capital override authorization. Arizona Revised Statute provides that if the proposed budget of the District will include an amount exceeding the district additional assistance limit for the budget year, the Governing Board of the District (the "Board") shall order an override election to be held not less than 90 days from the date of the order for the purpose of presenting the proposed budget to the qualified electors of the District who shall by a majority of those voting either affirm or reject the proposed budget increase. The District has experienced substantial reductions to capital budgets since fiscal year 2008-2009. Overall reductions to capital budgets are in excess of $4.2 million. Continued capital reductions are anticipated. In order to maintain District facilities and support the overall District capital needs, alternative sources of revenues must be considered. Pursuant to voter approval, the override will authorize the District to exceed its district additional assistance budget by the lesser of $1,700,000 or ten percent (10%) of the District's revenue control limit per year for a period of not to exceed seven years. The override would be in effect for fiscal years 2016-2017 through 2022-2023. Attached are resolutions with exhibits, which authorize and discuss the pertinent matters relative to the conduct of the proposed override election, requested to take place on November 3, 2015. The resolutions will be discussed in further detail at the Board meeting.

RESOLUTION ORDERING AND CALLING A SPECIAL DISTRICT ADDITIONAL ASSISTANCE OVERRIDE ELECTION TO BE HELD IN AND FOR LIBERTY ELEMENTARY SCHOOL DISTRICT NO. 25 OF MARICOPA COUNTY, ARIZONA, ON NOVEMBER 3, 2015; PROVIDING FOR NOTICE OF THE ELECTION, THE CONDUCT OF THE ELECTION, THE ESTABLISHMENT OF A DEADLINE BY THE COUNTY SCHOOL SUPERINTENDENT TO SUBMIT ARGUMENTS "FOR" OR "AGAINST" THE OVERRIDE AUTHORITY, THE PRINTING OF BALLOTS AND THE CANVASSING OF THE ELECTION.

The special election is to be held in and for the District on November 3, 2015 pursuant to the provisions of A.R.S. § 15-481, as amended;

NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BOARD OF LIBERTY ELEMENTARY SCHOOL DISTRICT NO. 25 OF MARICOPA COUNTY, ARIZONA, THAT:

Section 1. Order and Call of Election. A special district additional assistance budget override election (the "Election") is hereby ordered and called to be held in and for this District on November 3, 2015, in the manner prescribed in A.R.S. § 15-481 and in conjunction with the Statewide general election to be held on such date, to submit to the qualified electors of the District the question shown on the form of official ballot in substantially the form attached hereto as Exhibit A and incorporated by reference herein. The District Superintendent or Director of Finance is authorized and directed to complete the budget estimates and insert the appropriate dollar amount and tax rate in the ballot and take such actions as are necessary to assist the Maricopa County School Superintendent (the "County School Superintendent") and Maricopa County Elections Department (the "County Elections Department") in performing their duties with respect to the Election.

Section 2. Request to County School Superintendent; Informational Pamphlet. The County School Superintendent is hereby requested to prepare an informational pamphlet and sample ballot (the "Informational Pamphlet") for the District pursuant to A.R.S. § 15-481. The Informational Pamphlet shall be mailed to the households within the District in which qualified electors reside, before the date of the Election within the time period set forth in A.R.S § 15-481.

The President, any member of this Board, the District Superintendent or Director of Finance and the District staff are hereby authorized to prepare and deliver or cause to be prepared and delivered to the County School Superintendent, on behalf of the Board, the information necessary or appropriate to complete the Informational Pamphlet.

Section 3. Conduct of Election; Contracts; Expenditures. The Election may be conducted as a mailed ballot election as provided in A.R.S. § 16-409 or a polling place election as determined by the District Superintendent or Director of Finance. The Board is hereby authorized to request the County School Superintendent and County Elections Department to have ballots printed in substantially the form of Exhibit A and to deliver them to the election officials to be given to the qualified electors of the District appearing to vote in the Election as provided by law. The Board authorizes all expenditures as may be necessary to order, notice, hold and administer the Election, including but not limited to the cost of the return postage to return the voted mail ballots if the Election is conducted as a mailed ballot election to the officer in charge of the Election, which expenditures shall be paid from current operating funds. The District Superintendent or Director of Finance is authorized and directed to take all acts, including entering into intergovernmental agreements with the County Recorder (the "County Recorder"), the County Elections Department or the County School Superintendent, to carry out the Election. The District Superintendent shall cooperate with the County School Superintendent to ensure proper administration of the Election.

Section 4. Notice of Election.

(A) Posting of Notice. For a mailed ballot election and polling place election, the District or the County School Superintendent will cause the notice of the Election (the "Notice") in substantially the form attached hereto as Exhibit B-1 and Exhibit B-2, respectively, to be posted not less than 25 days before the Election as required by law.

(B) Publication of Notice for Mailed Ballot Election. For a mailed ballot election, the Notice, including the call of Election, which is marked Exhibit B-1 shall be published once a week for two successive weeks during any two of the six weeks preceding 90 days before the Election.

Section 5. Public Declaration: Submission of Arguments. The Board publicly declares that: Pursuant to A.R.S. § 15-481, the County School Superintendent has established August 7, 2015 as the deadline for submitting arguments "for" or "against" the proposed increase in the budget. The arguments must be received by the County School Superintendent on or before 5:00 p.m. on August 7, 2015. As required by statute, the District shall immediately post the August 7, 2015 deadline for submitting arguments in a prominent location on the District's website. A form of the notice requesting arguments "for" or "against", including the deadline for submitting arguments, is attached hereto as Exhibit C. The District Superintendent or Director of Finance is authorized to revise the form of notice hereto as necessary to comply with all applicable laws or any change of date by the County School Superintendent. The District Superintendent or Director of Finance is authorized to cause the posting of a notice requesting the filing with the County School Superintendent of arguments "for" or "against" the Election on the District's website.

Section 6. Early Voting. Early voting will be permitted at the Election in accordance with the provisions of A.R.S. Title 16, Chapter 4, Article 8.

Section 7. Submission of Ballot. The District Superintendent or Director of Finance is hereby directed to cause, at least 85 days before the Election, the draft ballot to be submitted to the Arizona legislative council for review and approval and shall be guided by said council's ruling.

Section 8. Ballot Replacement Location. The District Superintendent or Director of Finance shall coordinate with the County School Superintendent and County Elections Department to designate a location for purposes of replacing ballots that have been lost, spoiled, destroyed or not received by the elector.

Section 9. Precincts and Polling Places. For purposes of a polling place election which may be held in conjunction with any county, city or special district election of any overlapping jurisdiction, the Board determines that the County election precincts will serve as the District election precincts, including any consolidation of such precincts as determined by the County Elections Department and the District's Superintendent or designee. The location of each polling place will be determined by the County Elections Department, which will conduct the Election on behalf of the District. The polls will open at 6:00 a.m. and will close at 7:00 p.m. on November 3, 2015.

Section 10. Canvass. The County School Superintendent and the Chairman of the Board of Supervisors of the County are requested to and authorized to canvass the returns of the Election within 30 days of the election, as required by law.

Section 11. Other Actions. The District Superintendent or the Director of Finance is authorized to take all necessary action to facilitate the Election.

Section 12. Cancellation. The Election called hereunder may be cancelled by acts of the Board in accordance with the provisions of A.R.S. § 15-481.V.

Section 13. Ratification. All actions of the members of the Board, officers, employees and agents of the District which are in conformity with the purposes and intent of this resolution, whether heretofore or hereafter taken, shall be and are hereby ratified, confirmed, authorized and approved.

QUESTION

Shall the Governing Board of Liberty Elementary School District No. 25 of Maricopa County, Arizona, adopt a budget that includes an amount for capital purposes that exceeds the district additional assistance budget limit by the lesser of $1,706,215 or ten percent of the District's revenue control limit per fiscal year for fiscal year 2016-2017 and the six fiscal years thereafter? As required by statute, the district additional assistance budget override amount is limited to ten percent of the revenue control limit for each year.

The amount of the proposed increase of the proposed budget over the alternate budget for fiscal year 2016-2017 is estimated to be $1,706,215.

Any budget increase authorized by this election shall be entirely funded by a levy of taxes upon the taxable property within this school district for the year in which adopted and for six subsequent years, shall not be realized from monies furnished by the state and shall not be subject to the limitation on taxes specified in Article IX, Section 18, Constitution of Arizona. Based on the current net assessed valuation used for secondary property tax purposes, to fund the proposed increase in the school district's budget would require an estimated tax rate of $0.86 per one hundred dollars of net assessed valuation used for secondary property tax purposes and is in addition to the school district's tax rate which will be levied to fund the school district's district additional assistance allowed by law.

The capital improvements that are proposed to be funded through this override election are to exceed the State standards and are in addition to monies provided by the State.

Liberty Elementary School District is proposing to increase its budget by not more than the lesser of $1,706,215 or ten percent of the District's revenue control limit to fund capital improvements over and above those funded by the State. Under the Students FIRST capital funding system, Liberty Elementary School District is entitled to State monies for new construction and renovation of school buildings in accordance with State law.

Additionally Governing Board Policy IJJ: Textbook/Supplementary Materials Selection and Adoption states that the Board will approve and adopt all new textbooks, supplementary books…

The policy requires that textbooks and supplementary books for common schools recommended by textbook selection committees be placed on display in the District office for a period of at least sixty (60) days prior to the meeting at which the Board will consider their adoption.

The Eureka Math (Engage New York) textbook and supplemental materials being recommended are on display in the District office for parent review. The materials went on display following the Board approval to move forward with Eureka Math (Engage New York) and will remain on display through July 10th. A posting on the District website announced the review of materials and provides links to view the materials online. Additionally, feedback forms are available in English and in Spanish.

The majority of teachers received Eureka Math teacher materials the during the pilot program beginning in August 2014 through May of the 2014-15 school year. Teachers not in the original pilot will be provided modules appropriate for their grade level. Administrators will plan additional professional development and support for the 2015-16 school year as well as scheduling math parent nights to support and inform parents of the math standards and the materials being used to support student learning.

The following materials are on display for a period of 60 days as required in ARS 15-721 (F)(3) and in compliance with the Governing Board Policies.

The McGraw Hill K-3 Wonders Reading textbook and supplemental materials being recommended are on display in the District office for parent review. The materials include the comprehensive reading and English language arts program in both English and Spanish in kindergarten, and English in grades 1st, 2nd and 3rd. The materials went on display on May 10th and will remain on display through July 10th.

The Las Brisas teacher team has had the opportunity to review the materials and online resources. They are in support of the recommendation to move forward with purchasing the Wonders K-3 program. Mr. Flagg and Mrs. Vanica will work with McGraw Hill to provide comprehensive training for all K-1-2-3 teachers at the beginning of the year. Additional professional development and literacy parent nights to inform parents of the ELA standards and the materials being used will be scheduled during the 1st semester.

EXECUTIVE SUMMARY:

Las Brisas Academy is requesting Governing Board approval of supplemental curriculum resources pending Governing Board adopted curriculum.

The administration recommends that the Governing Board approve the supplemental support materials as identified below for use in the Las Brisas Academy classrooms grades K-8.

Delta Science Modules for 6-8 grade Science- These modules are in alignment with our FOSS Science program for grades K-6 and supplement the current pacing guide for the Science standards. · Weather Forecasting - Students explore Weather Forecasting with twelve hands-on activities and the Delta Science Reader. They discover the importance of accurate weather forecasting and record keeping, and how to do both. Student partners build weather stations that are the headquarters of their unit work. They fill the station with temperature, rainfall, and wind data. Then they add barometric pressure and relate it to weather conditions. Students plot fronts and other large-scale factors on weather maps, differentiate cloud formations, and research weather folklore. With the help of a video, they delve into severe weather, hurricanes, and tornadoes, for which forecasting is especially valuable. · Oceans - Students investigate our watery planet with a graphic model that compares water to land, salt water to fresh water, oceans to seas, and the Atlantic to the Pacific Ocean. Then, they get their hands wet investigating several ocean phenomena: saltiness, wave action, and currents. Students use ocean depth data to create a 3-D model of the ocean floor, make hydrometers to measure water density, and assemble a tidal dial to explore the ocean's rise and fall. Students model adaptive features of fish and marine mammals and use sea specimens to study an assortment of mollusks and other creatures of the intertidal zone. · DNA - From Genes to Proteins- Modeling activities combine with microslide images to help students decipher the codes of life. Students trace the characteristics of their own features to proteins, and then even further to the genetic material inside the nucleus in every cell in their bodies. Students identify cell structures and functions, and the chromosomes and genes that determine unique traits. Using base-pair models of double-helix DNA molecules, they explore DNA replication and DNA transcription to messenger RNA. They investigate how and where mutations can occur and compare human cells to bacteria and virus cells. Then, the perspective changes, and students consider some cutting-edge applications of biotechnology: genetic engineering, DNA fingerprinting, and the Human Genome Project. (13 Activities) · Plants in our World - From corn to cotton to cork, plant products are varied and valuable. This unit invites students to investigate Plants in Our World from the roots up. First they focus on the tissue system that transports water and nutrients within the plant. Next, controlled experiments with seedlings confirm that plants need light and water.

Students use three chemical indicators as they test plants for carbon dioxide, starch, and chlorophyll. Through these investigations, they determine how plants give off and take in gases, and produce and store food. Students express their findings in equations for respiration, transpiration, and photosynthesis. To close, students compile a comprehensive list of the ways people use plants and plant-based materials. (12 Activities) · Astronomy - Students use a set of 12 SkyCaps—a tool created by Dr. Carolyn Sumners of the Houston Museum of Natural History—to experience observational astronomy in the classroom. Experimenting with the SkyCaps and other kit tools, students discover how Earth's motion relates to day and night, the annual seasons, and the predictably changing night sky. They reproduce constellation patterns and build a three-dimensional model to explore stellar distances and magnitudes. Color transparencies from Hubble images and space shuttle training programs support student investigation of the life cycles of stars, the shapes of galaxies, and the size of the universe. Students also build instruments to experience celestial navigation. Astronomy brings the expanse of the cosmos and centuries of ideas about it into the reach of student understanding. (12 Activities) · Earth, Moon, & Sun - This unit helps students distinguish between the apparent motions of the Sun and Moon versus the actual motion of Earth. In Solar and Lunar Journals, students record daily observations about time and position of sunrise and sunset, moon shape, daytime visibility, and elevation. Their data point to interactions among the Earth, Sun, and Moon that explain day and night, seasons, moon phases, length of day, tides, and more. Scale models of the solar system dramatize its massive distances and its planets' relative sizes. The final activity puts students onboard famous ocean voyages, relying on celestial navigation to stay on course. (13 Activities) · Earth Processes begins and ends with two important, related geological theories: continental drift and plate tectonics. In the activities, students examine the evidence supporting these explanations of Earth's dynamic landforms. Students construct a layered Earth replica that demonstrates our planet's structure. Then, they explore, map, and measure the forces that result in earthquakes, volcanic eruptions, and mountain-building. They model the explosive events that make plate margins, especially the Pacific Rim's Ring of Fire, the most volatile area on Earth. (14 Activities) · Electrical Connections - After detecting static charges with electroscopes, students differentiate between static and current electricity. The rest of the unit focuses on the transfer of electrical energy by electric current. Students build, operate, and analyze circuits, becoming skilled in assembling bulbs, batteries, wires, and switches. They explore the concepts of energy sources, receivers, and converters. Student-built galvanometers detect the presence, direction, comparative amount, and conservation of current in series and parallel circuits. Students also experiment with factors, like resistance, that influence current, and convert electrical to kinetic energy to operate a motor. The final current activities focus on three-way and dimmer switches. (13 Activities) · Matter & Change - Activity sheets become lab reports as young chemists hypothesize, test, record, and draw conclusions about the nature of matter. In this chemistry primer, students calculate liquid densities and apply filtration and evaporation to suspensions and solutions. They measure gas volumes and pressures to demonstrate Boyle's law. They investigate atomic structure and learn to read the Periodic Table. With three–dimensional models and corresponding chemical equations, students explore the covalent and ionic molecular bonds of compounds, including double bonds of fats. Then, they conduct three experiments: a neutralization reaction between bases and acids, an oxidation reaction that produces rust, and a double replacement reaction to form a precipitate. (13 Activities) · Newton’s Toybox - In Newton's Toy Box, students experiment freely with familiar toys and objects. As they explain their observations, they prove Newton's three laws of motion. The kit includes a video of real astronauts in space using some of the same toys. Students use the video to compare the behavior of the toys on Earth with their behavior in a microgravity environment. By dealing with scaled-down applications, middle school students master these laws and the vocabulary of physics with confidence. (13 Activities)

4-6 Making Meaning from the Center for the Collaborative Classroom - The Center for the Collaborative Classroom is a nonprofit educational organization dedicated to providing continuous professional learning for teachers and curricula that support the academic, ethical, and social development of children. The organization brings to bear 51 years of collective experience from two leading educational nonprofit organizations: Developmental Studies Center (DSC) and Cornerstone Literacy, Inc. (CLI). Making Meaning lessons are designed to deepen teacher understanding of effective instruction and illuminate student thinking about literature, supporting the development of critical thinking and a lifelong love of reading. Making Meaning provides a full year of research-based instruction for grades K–6* that helps teachers deepen their understanding of best practices for teaching comprehension and vocabulary. The curriculum intentionally combines academics with social and emotional learning to create an environment in which students learn to collaborate, agree and disagree respectfully, and take responsibility for their own learning. Carefully selected nonfiction and fiction read-aloud trade books provide a rich, rewarding experience as students encounter increasingly complex texts and build their vocabulary. This program supports the Harcourt Trophies reading core curriculum.

Read Naturally Masters Edition + Spanish - This program is widely used throughout the district and has previous approval. Las Brisas is seeking approval of the Spanish versions of the materials. The Read Naturally Strategy combines the three powerful, research-proven strategies of teacher-modeling, repeated reading, and progress monitoring to create an effective tool that individualizes instruction and improves reading proficiency. Using support and tracking their progress, students work with high-interest material at their skill level to improve fluency, vocabulary, and comprehension.

Multi-Sensory Grammar - Students engage in hands-on activities for introducing and reinforcing each part of speech and connecting oral language to written sentences of varying length and complexity.. Using fundamental grammar in oral and written expression is given special attention throughout the class. Students experience the activities that are outlined in the Multisensory Grammar manual and additional ideas including color coding words in simple and compound sentences, playing grammar bingo, making a pop-up book, manipulating color coded squares and cards to represent oral sentences, generating oral and written sentences that match a pattern, writing poetry, and paragraph editing.

6 Minute Solution -This resource has previous Board approval. The Six-Minute Solution builds students’ reading fluency—essential for text comprehension—and is valuable as a complement to any reading/language arts curriculum or as an intervention program. This easy to implement resource quickly builds fluency through interactive, peer-to-peer repeated readings of high-interest, targeted readability passages.

SIPPS – This resource has previous Board approval. SIPPS (Systematic Instruction in Phonological Awareness, Phonics, and Sight Words) offers a systemic approach to decoding to support students from grades K–12 gain reading fluency and comprehension.
