    THE Securities & Exchange Commission of Zimbabwe (SECZ) is a regulatory body for capital markets in Zimbabwe. The SECZ was established through the Securities Act [Chapter24:25] in 2004, and has been operational since 2009. Its mandate is to register, supervise and regulate traders dealing in securities. It is also responsible for promoting investor education, amongst its other mandates.

    The SECZ invites reputable advertising and marketing agencies interested in developing an advertising strategy and providing advertising and marketing services for the Commission. The agency will be engaged on an ad hoc basis.

    The services will involve developing and managing an advertising strategy and carrying out related activities as and when required.

    The objective of the advertising agency, therefore, will be to provide comprehensive advertising and marketing services to the Commission and will be expected to manage the advertising spend and produce the expected outcome.

    The campaign will involve formulating an advertising strategy which will culminate in the following:

    (i) production of communication and advertising material for print, radio and television. The agency will be responsible for media placement and management;

    (ii) creation and management of all digital and social media platforms;

    (iii) production of short infomercial videos as well as branded material and branded literature;

    (iv) event management;(vi) Managing national and regional road shows and advertising

    campaigns.

    ExpertiseThe expected advertising agency must have the following skills

    and expertise:1. Registered with the Procurement Regulatory Authority

    of Zimbabwe (PRAZ) as well as with a local advertising regulating body.

    2. At least five years’ experience in creative advertising and copywriting, video production and other relevant media services.

    3. Samples of past projects (similar) preferably in size and scope, quality of work and efficiency and proof of ability to work in stringent timelines.

    4. Submit methodology of conducting and delivering service and a detailed timeline of delivery of project.

    5. Indicate availability to carry out the advertising and media campaign during the period from June 2020 to 31st May,2021.

    6. Complete organisational portfolio with supporting documents such as company profile, with Directors’ CVs, company registration and tax clearance forms.

    The Request for proposal shall be issued to only three shortlisted agencies.

    FAILURE to comply with any of the following conditions will result in the rejection of copy, and no responsibility can be accepted if such rejection should affect any date contained in such copy or any requirement of publication on a specific date.

    Persons drafting any kind of notices are strongly advised to follow the guidance offered in—

    (a) the Instructions Relating to the Drafting and Typing of Legislation (Attorney-General’s Circular 1 of 1978); and

    (b) the Manual of Style for the Drafting and Preparation of copy published by Printflow (Private) Limited;

    which two booklets are intended for complementary use.In these conditions, other than where a particular kind of copy is

    specified, “copy” means copy for all matter contained in the Gazette itself and for subsidiary legislation issued as supplements to the Gazette.

    (b) contain tabular or other matter which involves complicated setting; it will be classed as “lengthy’ copy, and will be required to be submitted not less than 21 days before the date of closing for the Gazette in which it is to be published.

    8. (1) In cases where notices have to be published in tabular form, copy must be drafted exactly as it is to appear. If printed forms forany such notices are unavailable, advertisers must prepare their own forms. While it is not necessary to include the preamble, the box-headings must be there, and, where applicable, the number of the form; for example, “Insolvency Regulations—Form 3”.

    (2) In the case of copy for tabular notices, the provision of subsection (2) of section 3 does not apply.

    9. Copy for all advertisements, whether sent by post or delivered by hand, must be accompanied by a requisition or a letter which clearly sets out—

    (a) the name and address of the advertiser; and(b) the debtor’s code number, if any; and(c) the required date or dates of publication.

    If a typographical error occurs in the Gazette, it is rectified10.as soon as possible by a correcting notice without charge to the ministry or department concerned, subject to the following conditions—
