P R E F A C E

The Directorate of Economics and Statistics, Government of Rajasthan has

conducted a study and brought out a report on the “Post Enumeration of 5

percent Sample Checking of DISE Data in three Districts of Bharatpur, Jalore &

Udaipur in Rajasthan : 2011-12”. The publication is titled, “Post Enumeration

of 5 percent Sample Checking of DISE Data in three Districts of Bharatpur,

Jalore & Udaipur in Rajasthan: 2011-12”. This publication presents data on

findings of a 5 percent sample of schools of DISE data in three districts of

Rajasthan for the academic year 2011-12. It has also been compared with the

DISE DCF data on some selected indicators based on the availability of data

from both the sources to understand level of variation between the two sets of

data.

Executive Summary


Executive Summary

Introduction to Rajasthan

Rajasthan is situated in the northern part of India. It is the largest State in

India by area constituting 10.4 percent of the total geographical area of India and it accounts for 5.5 percent of population of India. Topographically, deserts in the State constitute a large chunk of the land mass, where the settlements

are scattered and the density of population is quite low. It is administratively divided into 7 divisions, 33 districts and 44,672 villages as of Census 2011.

The State has a population of 6.86 crore according to the provisional totals of Census 2011. According to the population projections by the technical group on population

projections constituted by the National Commission on Population, population Projections for India and States 2001-2026, the projected population of

Rajasthan as on 1st July, 2012 is 6.9250 crore. The decadal growth rate of population of Rajasthan is 21.44 percent compared to 17.64 percent in case of India. In the state, there is a considerable decline in the decadal growth rate from 28.41 during 1991-2001 to 21.44 during 2001-2011. In the last century

and a decade (1901 to 2011), Rajasthan’s population has grown by more than six times from 1.03 to 6.86 crore compared to India’s population, which has

seen a growth of more than five times, during the same period. The density of population of the State is quite low at 201 persons per sq. km. with large scale

district level variations of 17 persons per sq. km. in Jaisalmer to 598 persons per sq. km. in Jaipur. The State’s literacy rate stands at 67.06 percent. The

overall sex ratio is of the tune of 926 females per 1,000 males and the sex ratio amongst the 0-6 year population is 883 females per 1,000 males. The sex ratio at birth in the State is also masculine in nature at 877 female births per 1,000 male births, which is lower than that of India (905 female births per 1,000 male births) (SRS, 2008-10). It is one of the High Focus States under National Rural Health Mission (NRHM, 2005-2012).

According to the first ever human development report published by the Planning Commission in 2002, Rajasthan was among the low HD states with the HDI in 1981, 1991 and 2001, with ranks of 12 (0.256), 11 (0.347), and 9 (0.424), respectively among the 15 bigger states. According to the recently

released India Human Development Report 2011: Towards Social Inclusion, the HDI rank of Rajasthan has declined from a rank of 14 (0.387) in the year

1999-2000 to 17 in the year 2007-08 (0.434) among 29 states, where seven north eastern states have been combined excluding Assam. The Infant Mortality Rate (IMR), which is considered to be one of the most sensitive indicators of human development lies at 55 infant deaths per 1,000 live births

compared to 47 per 1,000 live births in case of India (SRS, 2010). The Maternal Mortality Ratio of the State is 318 maternal deaths per 100,000 live births

compared to 212 maternal deaths per 100,000 live births in case of India (SRS, 2007-09). It ranks third highest amongst the major States in India. The


percentage of institutional deliveries is also dismally low. The Total Fertility

Rate (TFR) is also at a high level at 3.1 births per woman compared to 2.5 at the all India level (SRS, 2010) making the National Population Policy (NPP)

2000 goal of reaching the replacement level of fertility of 2.1 TFR and population stabilization a far-fetched dream. According to the projection report

of Census 2001 with projections from 2001-2026, Rajasthan is projected to achieve replacement level TFR by 2021. The overall life expectancy of the State

is 62.0 years with 61.5 years for males and 62.3 years for females (SRS based abridged life tables, 2002-2006). It has gained 12.8 years between 1970-75 and 2002-06 compared to 13.8 years gain in case of India during the same period.

Background of the Study The Directorate of Economics and Statistics has been commissioned to

conduct a Study on the 5% post enumeration check of the DISE data. The District Statistical Officers (DSOs) and Assistant Statistical Officers (ASO) were entrusted with the task of collecting data by canvassing a semi-structured schedule called the special Data Capture Format (DCF). The reference period

for the DISE data and the post enumeration survey (PES) are the same i.e. September 30, 2011 for the districts of Jalore, Bharatpur and Udaipur for the

year 2011-12. In the present report, data for the three districts of Bharatpur, Jalore and Udaipur for the year 2011-12 has been presented. In total, 603 schools were covered in the three districts of Jalore, Bharatpur

and Udaipur of Rajasthan, out of which 452 were Government schools and 151 schools were Private. The following findings are based on these 5% sample of

schools covered in Post Enumeration Survey of special DCF data. Two Private schools were found to be closed on the day of survey. So, this data is based on

601 schools, among which 452 were Govt. schools and 149 schools are private.

Percentage of variation between 5% PES and DISE data There seems to be some variation between the regular DISE data captured by the DISE DCF and the special DCF of PES data. The two data sets have been

compared on some indicators of school management, enrolment, pupil teacher ratio and availability of certain facilities and it is observed that there is variation between the two sets of data.

With regards to School management, variation has been found between the

two sets of data. The maximum variation is observed in case of the management of unrecognized schools followed by those managed by tribal welfare department and others. The variation in the number of schools managed by local bodies is observed in the fact that 279 school have been

reported by the survey (PES) compared to 258 schools reported by DISE DCF data. Variation is also observed with respect to school type with 325 primary schools

being reported by PES compared to 328 schools reported in DISE data.


In case of the number of pupils and teachers in the three districts, the variation in case of number of students, ranges from 1.7 percent in case of Jalore to 4.9 percent in Udaipur and in case of number of teachers, 3.6 percent in case of Bharatpur to 14.1 percent in case of Jalore. In case of availability of facilities in schools, the variation is 9.5 percent, 11.1 percent, 4.5 percent availability of playground, availability of girls’ toilet and availability of electricity in the schools respectively. The overall percentage of variation computed between the two sets of data based on the data from the above indicators available from the two sets of data reveals a variation of 0.03 percent. Total Enrollment in the selected schools Overall, in the three districts, the total enrollment upto upper primary in 2011-12 was 67,662, out of which 38,448 were boys and the rest 29,224 were girls. In Bharatpur district, the total enrollment upto upper primary in 2011-12 was 23,913, out of which, 13,610 were boys and the rest 10,303 were girls. In Jalore district, the total enrollment upto upper primary in 2011-12 was 18,754, out of which 10,803 were boys and the rest 7,951 were girls. In Udaipur district, the total enrollment upto upper primary in 2011-12 was 24,995 out of which, 14,035 were boys and the rest 10,960 were girls. Enrollment of girls per 1,000 boys Overall, in the three districts of Rajasthan, the number of girls enrolled per 1,000 boys in 2010-11 was 757. This figure is 736 for Bharatpur, 781 for Jalore and 760 for Udaipur. Overall, in the three districts of Rajasthan, the number of girls per 1,000 boys enrolled in 2011-12 was 845. Among the three districts, this figure was 924 for Bharatpur, 800 for Jalore and 817 for Udaipur. It is lowest in case of Jalore. The data reveals that, the total number of girls enrolled per 1,000 boys, in the three districts has increased from 757 in 2010-11 to 845 in 2011-12. The percentage increase in girls’ enrollment per 1,000 boys is highest in Bharatpur district at 25.5 percent. Enrollment of SC and ST With regards to the enrollment by social category, the percentage of SC has decreased while the percentage of ST has increased between 2010-11 and 2011-12, which is a progressive sign.


Filled up position of Teachers

Overall, the percentage of teachers post filled up against the total post

sanctioned in the three districts, is 85.83 percent, out of which, 91.66 percent teachers post filled up in private school and 81.66 percent in government schools. Overall, the percentage of teachers post filled up out of the total post sanctioned, is highest in Bharatpur 91.47 percent and lowest in Udaipur

(83.24 percent). In case of private schools, this figure is highest in Bharatpur (100.00 percent) and lowest in Udaipur (87.02 percent). In case of government schools, this figure is highest in Bharatpur (86.62 percent) and lowest in Jalore (78.99 percent).

Type of schools for Girls or boys only or Co-education

Overall, in the three districts, 95.01 percent schools are Co-Ed, 1.66 percent schools are only for boys and rest 3.33 percent are only for girls. The highest

percent of Co-Ed schools was reported in Bharatpur (95.11 percent) and lowest in Udaipur (94.94 percent). The highest percent of schools which are only for boys is in Udaipur (2.72 percent) and lowest in Jalore (0.63 percent). Similarly the highest percent of schools, which are only for girls, are in Jalore

(4.38 percent) and lowest in Udaipur (2.33 percent). Gender – wise teachers employed

In the three districts overall, 68.60 percent male and 31.94 percent female teachers are working other than the headmaster. In primary, it is 65.91

percent for male and 34.49 percent for female, whereas in upper primary, it is 71.36 percent for male and 28.64 percent for female. Teachers present on the day of survey

Overall, 68.78 percent teachers were present on the day of survey out of total

working teachers. The highest percent of teachers were present in Bharatpur 96.54 percent followed by 61.56 percent schools in Udaipur and the lowest

presence was in case of Jalore district 53.04 percent. Infrastructure facilities

With regards to the status of school building, in the Government schools of the

3 districts, the highest percent of schools are functioning in government building (98.01 percent) followed by government on rent (1.33 percent) and some are without building (0.66 percent).

With regards to the status of school building, in the Private schools of the 3 districts, the highest percent of schools are functioning in private on rent

(69.13 percent) followed by Private building (30.87 percent).


Status of School Building With regards to the type of school building, out of the total sample of 601 schools in the three districts, 91.85 percent are pucca, 7.49 percent are partially pucca and 0.67 percent are kuccha. Availability of rooms by condition

In Government Schools, out of the total rooms available in the school in the 3 districts, 68.85 percent are in good condition, 18.85 percent need minor repairs, 9.75 percent need major repairs and 2.54 percent are not in a usable condition. In Private Schools, out of the total rooms available in the school in the 3 districts, 89.15 percent are in good condition, 9.24 percent need minor repair, 1.53 percent need major repair and 0.08 percent are not in a usable condition. In total, out of total rooms available in 601 sampled schools in the 3 districts, 75.20 percent are in good condition, 15.85 percent need minor repair, 7.18 percent need major repair and 1.77 percent are not in a usable condition. Overall, in the 3 districts, the average number of classrooms is 4.76. This is highest in Bharatpur (4.90) followed by Jalore (4.75) and it is lowest in Udaipur (4.67). Availability of Boundary Walls Overall, in the three districts, 52.88 percent Government school and 67.11 percent private schools have permanent boundary walls in the schools. In case of temporary boundary walls, it is 20.13 percent for Government schools and 15.44 percent for private Schools, whereas in 26.99 percent Government schools and 17.45 percent private schools, no boundary wall is present. Other Facilities available in schools Playground With regards to the availability of playgrounds in the schools, overall, 36.50 percent Government and 59.60 percent private schools have this facility. For Government schools, it is highest in Jalore (43.33 percent) followed by Bharatpur (36.96 percent) and lowest in Udaipur (31.96 percent). For private schools, the highest percent of schools in which playground facility is available, was in Jalore district (65.00 percent) followed by Udaipur (57.14 percent) and lowest in case of Bharatpur (56.52 percent). Availability of Girls’ toilet It is evident that, out of the total sample of 601 schools, in 86.06 percent Government and 77.85 percent private schools girls’ toilets are available. In case of Government schools, it is highest in Jalore (90.00 percent) followed by Udaipur (85.05) & lowest in Bharatpur (84.06 percent), whereas in case of Private Schools, it is highest in Bharatpur (86.96 percent) followed by Jalore (85.00 percent) and lowest in Udaipur (66.67 percent).


Percentage of Single Teacher Schools:

Out of the total sample of 601 schools, in 21.80 percent schools, only a single

teacher is working. It is highest in Jalore (30.63 percent) followed by Udaipur (27.24 percent) and lowest in Bharatpur (6.52 percent). Electricity

Out of the total sample of 601 schools, only in 29.20 percent Government and 65.73 percent private schools electricity is available. In Jalore district, it is 32.50 percent for Government and 37.50 percent for private schools for

Bharatpur district, it is 32.61 percent for Government and 73.91 percent for private Schools, Whereas, in case of Udaipur district, it is 24.74 percent for Government and 77.78 percent for private schools.

Drinking water

Overall, in the 3 districts in 84.29 percent Government and 96.69 percent private Schools, drinking water facility is available. For Government schools, it is highest in Udaipur (89.18 percent) followed by Jalore (89.17 percent) and it

is lowest in Bharatpur (73.19 percent), whereas in case of private Schools, it is highest in Udaipur (100.00 percent) followed by Jalore (100.00 percent) and lowest in Bharatpur (93.48 percent). Out of the total sample of 601 schools, the most popular source of drinking water in Government schools, is hand

pump (52.65 percent) followed by tap water (16.37 percent). Whereas in case of private Schools, tap water is the most popular source of drinking water (44.30

percent) schools, followed by hand pump (29.53 percent). Computer Facility

Out of the total sample of 601 schools, in 18.14 percent Government and 49.67 percent private Schools, computer facility is available. In case of

Government schools it is highest in Jalore (41.67 percent) followed by Bharatpur (12.32 percent) and lowest in Udaipur (7.73 percent). In case of

private schools, it is highest in Jalore (70.00 percent), followed by Udaipur (53.97 percent) and it is lowest in Bharatpur (28.26 percent).

Furniture

Overall, in the 3 districts in 63.27 percent Government schools, chairs are not available to students, in 13.27 percent schools, chairs are available to some students and in 23.45 percent schools, chairs are available to all students. Whereas in case of private schools, in 16.78 percent schools, chairs are

available to some students, in 72.48 percent, chairs are not available to students and in 10.74 percent of schools, chairs are available to all students.

Other Important aspects

Some other aspects, which were also investigated, are as follows:


• Overall, in the 3 districts, in 93.14 percent government and 76.10 percent private schools, attendance register was properly maintained.

• In the 3 districts, in 99.12 percent government and 91.82 percent private schools, school report card was available.

• Overall, in the 3 districts, 98.67 percent government and 91.19 percent

private schools were found to be maintaining records properly.

• Overall, in the 3 districts, in 95.26 percent government and 73.76

percent private schools, DISE format was available.

• Overall, in the 3 districts, the Student-Class room ratio is, 24.39. For government schools, this ratio is 23.49, whereas for private schools, this

ratio is 26.23. Among the three districts, this ratio is highest in Jalore (26.83) followed by Bharatpur (25.22) and lowest in Udaipur (22.23). For government schools, this ratio is highest in Jalore (24.36) followed by

Udaipur (23.75) and lowest in Bharatpur (22.98).

• For private schools, this ratio is highest in Jalore (33.24) followed by Bharatpur (29.31) and lowest in Udaipur (20.29). Overall, in the 3

districts, the Pupil Teacher ratio is 30.22. For government schools, this ratio is 34.11 whereas, for private schools, this ratio is 25.04. Among the three districts, this ratio is highest, in Jalore (38.76) followed by Bharatpur (27.92) and lowest in Udaipur (27.53). For government

schools, this ratio is highest in Jalore (27.53) followed by Udaipur (36.47) and lowest in Bharatpur (27.18). For private schools, this ratio is

highest in Jalore (35.25) followed by Bharatpur (29.03) and it is lowest in Udaipur (17.95).

Recommendations The following are some of the recommendations based on field experience:

• The system of DISE needs to be popularized by the School education

department by making it usable at the district administration level to identify low performing panchayat samitis and panchayats and by the schools.

• There needs to be periodic dissemination of data and feedback needs to

be taken from the community level.

• Strict Monitoring of the DISE DCF formats needs to be done to ensure quality of data and reduce variation.

• The DISE data should be made available in excel format on the website, so that further analysis could be done on it easily.


• The focus needs to be on other indicators in addition to Gross and Net

enrolment ratio.

• The focus needs to be on retaining girls in the schools as there is an

increase in the drop out of girls.

• The panchayati raj members need to be sensitized to check the DISE DCF data, monitor and suggest measures for improvement.


Chapter 1


Chapter 1 Introduction Education is one of the most important factors influencing the development of

a nation. It is a decade, since the international community adopted the following six Education for All (EFA) goals in Dakar, Senegal, during April 26-

28, 2000: 1. expanding and improving comprehensive early childhood care and

education, especially for the most vulnerable and disadvantaged children;

2. ensuring that by 2015 all children, particularly girls, children in difficult

circumstances and those belonging to ethnic minorities, have access to and complete free and compulsory primary education of good quality;

3. ensuring that the learning needs of all young people and adults are met

through equitable access to appropriate learning and life skills programmes;

4. achieving a 50 percent improvement in levels of adult literacy by 2015,

especially for women, and equitable access to basic and continuing education for all adults;

5. eliminating gender disparities in primary and secondary education by

2005, and achieving gender equality in education by 2015, with a focus on ensuring girls' full and equal access to and achievement in basic education of good quality;

6. improving all aspects of the quality of education and ensuring excellence of all so that recognized and measurable learning outcomes are achieved by all, especially in literacy, numeracy and essential life skills.

Worldwide consensus has been reached to declare Universalization of Primary Education as the second MDG for achievement by 2015 only after eradication of poverty, which is the first goal. As mandated by the 86th Amendment to the

Constitution of India making free and compulsory elementary education to children of ages 6-14 a fundamental right, the Government of India launched,

the 'Education for All' (Sarva Shiksha Abhiyan)' programme to achieve the goal of Universalization of Elementary Education of satisfactory quality by 2010. In

spite of significant achievements in education sector, there are many pitfalls. Most important constraints in the education system are quantitative

expansion, increasing privatization particularly after the globalization in 1990 and increase in inequality and exclusion of the vulnerable groups of population in education. There are differences in similar data from two/three different sources which actually are not available easily. It was strongly felt by the

policy makers, planners and decision makers to make the data easily accessible and available in a more user friendly manner.


The introduction of DISE educational Management and Information System is

an innovative step in this direction. DISE is a system for the collection, integration, processing, maintenance and dissemination of data and

information to support in decision making, policy analysis and formulation, planning, monitoring and management of data at all levels of an education system.

The State Government is committed to achieving the national goals and has been steadily increasing the budgetary allocation for education. The State has also made significant strides in higher and technical education.

The Status of Literacy and Education in India and Rajasthan Education and Literacy are the two most important factors affecting the

progress of a nation and State. It is such an important indicator that it has been agreed upon and focused by a collective of nations as the second most

important Millennium Development Goal out of the eight goals related to poverty, health, women empowerment, environment sustainability and Global Partnership for Development.

Literacy rate in Census 2011 has been computed as the number of persons literate 7 and above years of age. According to the provisional results of Census 2011, the literacy rate of India stands at 74.04 percent. Amongst all the States, it is highest in case of Kerala (93.91 percent) and lowest in case of

Bihar (63.82 percent). The literacy rate of Rajasthan is 67.06 percent. The total, male and female literacy of Rajasthan are lower than the national

average.

Gender-wise, there is a big gap between male and female literacy. In total literacy, Rajasthan ranks 33rd amongst the 35 states and union territories and

in case of male and female literacy it ranks 27th and 35th respectively. Among the States, Rajasthan is at the bottom in terms of the female literacy rate (Figure 1, 2,3 & 4).

The Gross enrollment ratio for primary education for the period of 2011-12 in the State is 116.14 compared to 118.62 in case of India according to the report

by NUEPA. The net enrollment ratio for primary education for the period of 2010-11 in the State is 87.31 compared to 99.89 in case of India according to

the same report (Table 1).

Socio-demographic Profile of Rajasthan and Districts

Population Rajasthan ranks eighth amongst all the States in India with a population of 6.86 crore. Population in Rajasthan has increased from 1.03 crore in 1901 to 6.86 crore in 2011 in a span of 110 years. It is projected to reach about 8.2

crore by 2026. By another set of projections it is projected to reach 16.8 crore by 2101 under scenario A, where TFR is assumed to be at replacement level of

2.1 and it is projected to be 14.7 crore under scenario B with a TFR of 1.851. In terms of decennial growth rate (2001-2011), Rajasthan’s growth rate (21.44 percent) is higher than India (17.64 percent) (Census Info Version 2, ORGI, Government of India). Amongst the districts in Rajasthan, Jaipur is the largest

by population at 66.63 lakh and Jaisalmer is the smallest at 6.72 lakh. In terms of decennial growth rate amongst the districts in Rajasthan, Barmer has

the highest decennial growth rate (2001-11) of 32.55 percent and Ganganagar has the lowest decennial growth rate (10.06 percent).

Population Density in Rajasthan

Population density is the number of persons inhabiting in an area of one sq. km. According to Census 2011, the Population density of India is 382 persons per sq. km. Amongst the States in India, Bihar has the highest density of

population at 1,102 persons per sq. km. and Arunachal Pradesh has the lowest density with 17 persons per sq. km. The population density of

Rajasthan is 201 persons per sq.km, little less than half of that of India. Amongst the districts in Rajasthan, Jaipur is the densest with 598 persons per sq.km. and Jaisalmer is the least dense with only 17 persons per sq.km. The low density of population in the State is also related to issues of service delivery.

Rural-Urban Distribution

Residence in terms of rural or urban location is an important background

characteristic of a population. Urban areas usually have concentrated population with better access to resources and facilities resulting in better indicators. According to Census 2011, India has 68.84 percent rural population and 31.16 percent urban population. Amongst all the States,

Himachal Pradesh has the highest percentage of rural population (89.96 percent) and NCT of Delhi has the least percentage of rural population at 2.50 percent. In Rajasthan, the percentage of rural population (75.11 percent) is higher than India. Amongst the districts in Rajasthan, Dungarpur has the

highest percentage of rural population at 93.61 percent followed by Banswara (92.89 percent). Kota has the lowest percentage of rural population at 39.70 percent followed by Jaipur (47.49 percent). Kota is the most urbanized district

in Rajasthan.

Infant Mortality Rate (IMR) One of the most sensitive indicators of health of a nation namely IMR, which is an important indicator of the fourth MDG of reducing child mortality, is at a

high level in the State. The MDG target 4A is to reduce by two-thirds, between 1990 and 2015, the under-five mortality rate. The current IMR stands at 55 infant deaths per 1,000 live births compared to 47 infant deaths per 1,000 live births for India (SRS, 2010). Amongst all the States, Madhya Pradesh has the

highest IMR (62 infant deaths per 1,000 live births) and Goa has the lowest IMR (10 infant deaths per 1,000 live births).

Maternal Mortality Ratio (MMR) One of the most important indicators of the fifth MDG of improving maternal

health is the maternal mortality ratio. The MDG target 5A is to reduce by three quarters (75 percent), between 1990 and 2015, the Maternal Mortality

Ratio. According to the latest special bulletin on maternal mortality, 2007-09, the MMR of India is 212 maternal deaths per 100,000 live births (95 percent

Confidence Interval (CI) 198-226) and that of Rajasthan is 318 maternal deaths per 100,000 live births (95 percent CI 251-384) (Special Bulletin on Maternal Mortality in India 2007-09, SRS, ORGI). Amongst the States in India,

Rajasthan ranks third after Assam (390 maternal deaths per 100,000 live births) followed by Uttar Pradesh/ Uttarakhand (359 maternal deaths per

100,000 live births). Kerala has the lowest MMR at 81 maternal deaths per 100,000 live births amongst the bigger States. Rajasthan has registered a decline of 37 percent from 508 in 1997-98 to 318 in 2007-09 compared to 47 percent in case of India during the same period from a high of 398 in 1997-98

to 212 in 2007-09 (SRS, 2007-09). The eleventh plan goal is to achieve a level of 148 maternal deaths per 100,000 live births for Rajasthan (Eleventh Five Year Plan (2007-12), Vol. 2, Social Sector, Planning Commission).


Status of Literacy and Education in Rajasthan and Districts

As per the 2011 Census, Rajasthan recorded a literacy rate of 67.06 percent as

compared to 38.6 percent in the year 1991, registering a net absolute increase of 29 percent during the decade 1991-2011. The subsequent figures for male and female literacy rates are 75.7 and 43.9 percent respectively. Amongst the three districts in Rajasthan, Bharatpur has the highest literacy rate (71.16

The Net enrollment ratio for primary education is an MDG indicator, which has

increased from 98.22 percent in 2006-07 to 99.25 percent in 2010-11. The pupil teacher ratio has also declined from 45.54 percent in 2006-07 to 34.67 percent in 2010-11. Observations reveal that female-male ratio in education has also been steadily improving over the years.

reveals that the district with the highest NER is Jhunjhunu (99.99 percent) followed by Sikar (99.94 percent) and the lowest NER is observed in case of

As per the latest published DISE data for the educational year 2010-11 as of

September 30, 2010 reveals that there are more than one lakh schools in Rajasthan, in which there is a total enrollment of 12.48 million children in the

primary and upper primary category. Amongst the selected three districts, Udaipur has the highest number of schools (5,090) and Jalore has the lowest (2,846). The Pupil-Teacher Ratio (PTR) for Government is lowest in case of Bharatpur (32.47) and the highest in case of Jalore (46.81). The number of

girls per 1,000 boys upto eighth class is highest in case of Bharatpur (849) and Udaipur (823) and lowest in case of Jalore (722) (Table 4). The total gender gap

in Rajasthan has been reported to be 6.38 and it is highest in Jalore and lowest in Bharatpur. Among SC, it is highest in Jalore and lowest in Bharatpur. Similarly, in case of ST students, it is highest in Jalore and lowest in Bharatpur. The number of girls per thousand boys enrolled is highest in Bharatpur and lowest in Jalore. Almost all the indicators are worse in Jalore

among the three selected districts (See table 4).

Chapter 2 Study Methodology

Background The Directorate of Economics and Statistics has been commissioned to conduct a Study on the 5% post enumeration check of the DISE data. The

District Statistical Officers (DSOs) were entrusted with the task of collecting data by canvassing a semi-structured schedule. Reference Period

The reference period for the DISE data and the post enumeration survey (PES)

are the same i.e. September 30, 2011 for the districts of Bharatpur, Jalore and Udaipur for the year 2011-12. In the present report, data for these three districts have been presented.

Study Design

The guidelines for the study design and the name of the selected districts was provided by the Department of School Education, Government of Rajasthan, where it was suggested that 5 percent of Schools have to be selected from the

three selected districts of Bharatpur, Jalore and Udaipur.

Sampling Procedure The study was planned to collect data from three districts covering 5 percent of the total primary and higher primary schools. The Department of School Education provided the list of Schools in the three districts of Jalore, Bharatpur and Udaipur to be covered in the Post Enumeration Survey. The total number of schools in these three districts are to the tune of 11,705 out of which 8,818

(75.34 percent) are in the Government sector and 2,887 (24.66 percent) are in the Private sector. According to the sampling guideline, 5 percent of the schools were selected by systematic random sampling from the total schools.


Data Collection

The study was carried out in three districts of Rajasthan namely; Bharatpur,

Jalore and Udaipur. In all, 11,705 schools are present in these three districts and 5 percent of these schools (603) have been selected by systematic random sampling after stratifying the schools as Government and Private schools in the ratio of 75:25. In total, 452 Government schools and 151 private schools

have been covered in the survey.

In all, 603 schools have been selected from a total of 11,705 schools, with 184 in Bharatpur, 160 in Jalore and 259 in Udaipur. In all, 2 private schools were

found to be closed.

As per the sampling guideline, in each district atleast 20 schools have been

selected per block and 5 percent of the total schools have been sampled. In these three districts, on an average 21 schools per block have been selected. Table 7 : Average number of schools per block in the three selected districts of

Field Operations and Supervision The field work of post enumeration survey of DISE was conducted and supervised by the Directorate of Economics and Statistics with the help of its

well trained Assistant Statistical Officers and staff of different Departments in the district. The field staff was given intensive training for one day before the

initiation of the field work. It helped in getting reliable data from the field. The training was done in a cascade format. The master trainers trained at the


Directorate headquarters trained Assistant Statistical Officers and other staff

from different departments in the districts. Some of the filled in formats were spot checked by designated Deputy Director, Statistical Officers of the

Directorate and Statistical Officers in the Districts. Scrutiny of data and validation

The data was scrutinized and validated at the Directorate. The quality of data under PES was found to be of good order. The special DCF was constructed in line with the objectives of the study which was helpful in maintaining the quality of the data under PES. The quality of the data under PES was

maintained to a great extent due to the well versed field staff, computer staff of the Directorate and the overall co-operation of the headmasters and principals, BRC/CRC members and the officials of SSA unit.

Data Entry and Analysis

After the scrutiny of PES data, data entry was done in a customized data entry module in excel and tabulation was done in excel at the Directorate with the help of its well trained computer personnel. The tabulated data was compared

with the comparative data from DISE from SSA division in the State and the percentage of variation was computed for certain selected indicators. Univariate and bivariate analyses were conducted. Crosstabulations were done

between different variables. In order to compare the data on some major indicators available in the Special Data Capture Format (DCF) and the DCF

used in DISE, variation was computed by simple deviation method, which was used to estimate the deviation between DISE and PES data. The variation between the two data sets was calculated by using the following formula:

Where, DISE stands for data collected from the sampled schools from the DCF used in DISE and PES stands for data collected from the sampled schools from the special DCF data.

The overall percentage of variation was computed by using the following

formula:

Chapter 3 Major Findings of the Post Enumeration Survey

In all, 603 schools were covered in the three districts of, Bharatpur, Jalore and Udaipur of Rajasthan for the educational year 2011-12, out of which, 452 were government schools and 151 were private schools. Out of this, 2 schools were found to be closed. So, the findings are based on 601 schools, out of which, 452

are Government schools and 149 are private schools. The major findings have been presented here alongwith the tables. In some places, they have been illustrated with charts. The distribution of number of sampled schools and those found closed in the three districts are as follows:

There seems to be some variation between the regular DISE data captured by the DISE DCF and the special DCF of PES data. The two data sets have been compared on some indicators of enrolment, pupil teacher ratio and availability of certain facilities and it is observed that there is variation between the two sets of data.

Among the 3 selected districts, in Udaipur district highest number of schools are

reported to be managed by the Local bodies (53.3 percent) followed by Jalore and Bharatpur (See table 9). Based on the data availability of DCF of DISE and the Special DCF of the 5%

schools in all the three selected districts, some key aspects have been compared. One of them relates to the distribution of Schools by management and the other

relates to the type of schools and some indicators related to different facilities in the schools. With regards to School management, variation has been found between the two sets of data. The maximum variation is observed in case of the management of unrecognized schools followed by those managed by tribal welfare

department and others. The variation in the number of schools managed by local bodies is observed in the fact that 279 school have been reported by the survey (PES) compared to 258 schools reported by DISE DCF data.

In case of the number of pupils and teachers in the three districts, the variation in case of number of students, ranges from 1.7 percent in case of Jalore to 4.9

percent in Udaipur and in case of number of teachers, 3.6 percent in case of Bharatpur to 14.1 percent in case of Jalore (See table 11 & 12).

In case of availability of facilities in schools, the variation is 9.5 percent, 13.6

percent, 4.5 percent availability of playground, availability of girls’ toilet and availability of electricity in the schools respectively (See table 13).

The overall percentage of variation between the two sets of data based on the above indicators is 0.03 percent. The key findings of the data of five percent sample checking of the Post Enumeration Survey on various aspects such as school management, gender and category based distribution of schools, school building type and condition, total number of classrooms and other rooms by condition, availability of facilities in schools, enrollment and examination results etc. have been presented in this chapter. The findings are based on a total of 601 schools covered in these three districts. Status of Teachers’ Posts Overall, the percentage of posts of teachers filled up against the total sanctioned post in the three districts is 85.83 percent, in case of Government and Private schools, 91.66 percent of the teachers’ post is filled up in private schools and 81.66 percent in Government schools (See Table 18). In Bharatpur district, it is reported that a total of 91.47 percent post of teachers are filled up, out of which, 100.00 percent are filled in private schools and 86.62 percent in government Schools out of total post sanctioned. In Jalore district, it is reported that, a total of 85.11 percent teachers post are filled up, out of which 97.55 percent are filled in private schools and 78.99 percent are filled in government schools, out of total post sanctioned. In Udaipur district, it is reported that a total 83.24 percent teachers post are filled up, out of which, 87.02 percent are filled in private schools and 79.83 percent in government schools, out of total post sanctioned. Overall, the percentage of teachers post


filled up, out of total post sanctioned, is highest in Bharatpur (91.47 percent) and

lowest in Udaipur (83.24 percent). Amongst the private schools, it is highest in Bharatpur (100.00 percent) and lowest in Udaipur (87.02 percent). Amongst the

Government schools, it is highest in Bharatpur (86.62 percent) and lowest in Jalore(78.99 percent). Gender and category based distribution of schools

Overall, in the three districts, 95.01 percent schools are Co-ed, 1.66 percent schools are only for boys and rest 3.33 percent are only for girls. The highest percent of Co-ed schools are in Bharatpur (95.11 percent) and lowest in Udaipur

(94.94 percent). The highest percent of schools which are only for boys, is in Udaipur (2.72 percent) and lowest in Jalore (0.63 percent). Similarly, the highest

percent of schools which are only for girls, are in Jalore (4.38 percent) and lowest in Udaipur (2.33 percent). Among the schools having primary classes only, 97.85 percent schools are Co-ed, 1.54 percent schools are only for boys and 0.62 percent schools are only for girls. Among the schools having primary with upper

primary, 91.41 percent schools are Co-ed, 0.51 percent schools are only for boys and 8.08 percent schools are only for girls. Among the schools having primary

with secondary classes, 96.15 percent schools are Co-ed, 3.85 percent schools are only for boys and 0.00 percent schools are only for girls. Among the schools having upper primary with secondary, 3.92 percent schools are Co-ed, 0.00 percent schools are only for boys and 0.00 percent schools are only for girls. Among the schools having upper primary only, 90.20 percent schools are Co-ed,

5.88 percent schools are only for boys and 3.92 percent schools are only for girls (See table 19a and 19b).

Among the three districts, in Jalore district, 95.00 percent schools are Co-ed, 0.63 percent schools are only for boys and 4.38 percent schools are only for girls. Among the schools having primary only, 98.86 percent schools are Co-ed. Among

the schools having primary with upper primary, 90.20 percent schools are Co-ed. Among the schools having primary with secondary, 87.50 percent schools are Co-

ed, 0.00 percent schools are only for girls. Among the schools having upper primary with secondary 0.00 percent schools are Co-ed, 0.00 schools are only for

boys & 0.00 percent schools are only for girls. Among the schools having upper primary only, 92.31 percent schools are Co-ed.

In Bharatpur district, 95.11 percent schools are Co-ed, 1.09 percent schools are only for boys and 3.80 percent schools are only for girls. Among the schools having primary only, 98.65 percent schools are Co-ed & 1.35 percent schools are

only for boys. Among the schools having primary with upper primary, 91.14 percent schools are Co-ed, 0.00 percent schools are only for boys and 8.86

percent schools are only for girls. Among the schools having primary with secondary, 100.00 percent schools are Co-ed. Among the schools having upper primary with secondary, 0.00 percent schools are only for boys. Among the schools having upper primary only, 96.00 percent schools are Co-ed & 4.00 percent schools are only for boys. In Udaipur district, 94.94 percent schools are Co-ed, 2.72 percent schools are only for boys and 2.33 percent schools are only for girls. Among the schools having primary only, 96.93 percent schools are Co-

ed & 2.45 percent school are only for boys & 0.61 percent schools are only for girls. Among the schools having primary with upper primary, 92.65 percent


schools are co-ed, 1.47 percent schools are only for boys and 5.88 percent

schools are only for girls. Among the schools having primary with secondary, 100.00 percent schools are Co-ed. Among the schools having upper primary with

secondary classes, 100.00 percent schools are Co-ed and 0.00 percent schools are only for boys and 0.00 percent schools are only for girls. Among the schools having upper primary and 7.69 percent schools are for girls only 76.92 percent schools are Co-ed, 15.38 percent schools are only for boys.

Gender-wise permanent and other staff in schools In the three districts, overall, 68.60 percent male and 31.94 percent female

teachers are working other than the headmaster. In primary schools, it is 65.91 percent for males and 34.49 percent for females, whereas in upper primary, it is

71.36 percent for males and 28.64 percent for females. Similarly, in the three districts overall, 75.71 percent male and 24.29 percent females are working as para teachers. In primary schools, it is 74.76 percent for males and 25.24 percent for females, whereas in upper primary, it is 78.38 percent for males and

21.62 percent for females (See table 20a, 20b, 20c and 20d).

Among the three districts, in Jalore district overall, 83.86 percent male and 16.14 percent female teachers are working other than the headmaster. In primary schools, it is 80.36 percent for males and 19.64 percent for females, whereas in upper primary schools, it is 91.04 percent for males and 8.96 percent for females.

Similarly, in Jalore district overall, 70.97 percent male and 29.03 percent

females are working as a para teacher. In primary, it is 70.37 percent for male and 29.63 percent for female, whereas in upper primary, it is 75.00 percent and 25.00 percent respectively. In Bharatpur district overall, 80.67 percent male and 19.33 percent female teachers are working other than headmaster. In primary, it

is 78.68 percent for male and 21.32 percent for female, whereas in upper primary, it is 82.89 percent for males and 17.11 percent for females. Similarly, in

Bharatpur district overall, 73.68 percent male and 26.32 percent female are working as para teacher. In primary, it is 71.43 percent for male and 28.57

percent for females, whereas in upper primary, it is percent are 80.00 percent for males and 20.00 percent for females. In Udaipur district overall, 50.00 percent

male and 50.00 percent female are working other than the headmaster. In primary, it is 45.67 percent for males and 54.33 percent for females, whereas in upper primary, it is 54.99 percent for males and 45.01 percent for females.

Similarly, in Udaipur district overall, 78.87 percent males and 21.13 percent females are working as para teachers. In primary schools, it is 79.17 percent for

males and 20.83 percent for females, whereas in upper primary, it is 78.26 percent for male and 21.74 percent for females. Attendance of the teachers on the day of visit Overall, 68.78 percent of the teachers were present on the day of survey, out of the total working teachers. The highest percent of teachers were present in Jalore

district (53.04 percent) followed by Udaipur (61.56 percent) and lowest in Bharatpur (96.54 percent) (See table 21).


School building type and condition

Status of school building In Government Schools:

With regards to the status of school building in the 3 districts, the highest percent of schools are functioning in government building (98.01 percent) followed by government on rent (1.33 percent) and without building (0.66 percent). Among the three districts, in Jalore district, the highest percent of

schools are functioning in government building (97.50 percent) followed by without building (1.67 percent). In Bharatpur district, highest percent of schools

are functioning in government building (99.28 percent) followed by government on rent (0.00 percent) & lowest are without building (0.72 percent). In Udaipur district, highest percent of schools are functioning in government building (97.42 percent) followed by government on rent (2.58 percent) and schools without

building were 0.00 percent (See table 22a).

In Private Schools: With regards to the status of school building in the 3 districts, the highest percent of schools are functioning in Private on rent (69.13 percent) followed by Private building (30.87 percent). Among the three districts, in Jalore district

75.00 percent of schools are functioning in Private on rent & 25.00 percent in Private building. In Bharatpur district, highest percent of schools are functioning

in private on rent building (32.61 percent) followed by Private building (67.39 percent). In Udaipur district, highest percent of schools are functioning in private on rent building (66.67 percent) followed by Private building (33.33 percent) (See table 22b).

Type of school building

Out of the total sample of 601 selected schools in the three districts, 91.85

percent are functioning in pucca buildings, 7.49 percent are partially pucca and 0.67 percent are kuccha building. In Jalore, it is 83.75 percent for pucca, 14.38

percent for partially pucca and 1.88 percent for kuccha. In Bharatpur, it is 94.02 percent for pucca, 5.43 percent for partially pucca & 0.54 for kuccha. In Udaipur, it is 95.33 percent for pucca, 4.67 for partially pucca and 0.00 percent for kuccha building (See table 22c).

Total number of classrooms and other rooms by condition

Government Schools Out of total rooms available in the school in the 3 districts, 68.85 percent are in good condition, 18.85 percent need minor repair, 9.75 percent need major repair and 2.54 percent are not usable. For classrooms it is 68.54 percent, 19.61 percent, 9.81 percent and 2.03 percent respectively. For other rooms it is 69.72

percent, 16.69 percent, 9.60 percent and 3.99 percent respectively. Among the 3 districts, in Jalore district out of total rooms available in the school, 66.39


percent are in good condition, 22.91 percent need minor repair, 7.41 percent

need major repair and 3.29 percent are not usable. For number of classrooms it is 68.31 percent, 21.86 percent, 7.10 percent and 2.73 percent respectively. For

other rooms it is 60.56 percent, 26.11 percent, 8.33 percent and 5.00 percent respectively. In Bharatpur district out of total rooms available in the school, 76.91 percent are in good condition, 12.39 percent need minor repair, 8.63 percent need major repair and 2.07 percent are not usable. For number of

Out of total rooms available in the school in the 3 districts, 89.15 percent are in

good condition, 9.24 percent need minor repair, 1.53 percent need major repair and 0.08 percent are not usable. For classrooms it is 87.72 percent, 10.48 percent, 1.69 percent and 0.11 percent respectively. For other rooms it is 94.89 percent, 4.26 percent, 0.85 percent and 0.00 percent respectively. Among the 3 districts, in Jalore district, out of total rooms available in the school, 70.45

percent are in good condition, 26.52 percent need minor repair & 3.03 percent need major repairs and 0.00 percent are not usable. For classrooms it is 65.88

percent, 30.33 percent & 3.79 percent and 0.00 percent respectively. For other rooms, it is observed that 88.68 percent rooms are in good condition, 11.32 percent need minor repair, 0.00 percent need major repair and 0.00 percent are not usable. In Bharatpur district, out of total rooms available in the school,

93.78 percent are in good condition, 5.70 percent need minor repair & 0.52 percent need major repair. For classrooms it is 93.13 percent, 6.25 percent and

0.62 percent respectively. For other rooms it is 96.97 percent, 3.03 percent, 0.00 percent and none respectively. In Udaipur district, out of total rooms available in

the school, 95.09 percent are in good condition, 3.21 percent need minor repair, 1.51 percent need major repair and 0.19 percent are not usable. For classrooms

it is 94.69 percent, 3.62 percent, 1.45 percent and 0.24 percent respectively. For other rooms it is 96.55 percent, 1.72 percent, 1.73 percent and 0.00 percent respectively. (See table- 22f).

Out of total rooms available in the school in the 3 districts, 75.20 percent are in good condition, 15.85 percent need minor repair, 7.18 percent need major repair and 1.77 percent are not usable. For number of classrooms it is 74.88 percent, 16.60 percent, 7.13 percent and 1.40 percent respectively. For other rooms it is 76.21 percent, 13.49 percent, 7.35 percent and 2.95 percent respectively. Among the 3 districts, in Jalore district out of total rooms available in the school, 67.47 percent are in good condition, 23.87 percent need minor repair, 6.24 percent

need major repair and 2.42 percent are not usable. For number of classrooms it is 67.63 percent, 24.21 percent, 6.18 percent and 1.97 percent respectively. For


other rooms it is 66.95 percent, 22.75 percent, 6.44 percent and 3.86 percent

respectively. In Bharatpur district out of total rooms available in the school, 82.30 percent are in good condition, 10.26 percent need minor repair, 6.04

percent need major repair and 1.41 percent are not usable. For number of classrooms it is 82.93 percent, 10.64 percent, 5.43 percent and 1.00 percent respectively. For other rooms it is 80.46 percent, 9.12 percent and 7.82 percent and 2.61 percent respectively. In Udaipur district out of total rooms available in

the school, 74.62 percent are in good condition, 15.08 percent need minor repair, 8.65 percent need major repair and 1.65 percent are not usable. For number of classrooms it is 73.42 percent, 16.25 percent, 9.00 percent and 1.33 percent respectively. For other rooms, it is 78.49 percent, 11.29 percent, 7.53 percent

Average Number of Classrooms in a School Overall, in the 3 districts, the average number of classrooms is 4.76. This is highest in Bharatpur (4.90) followed by Jalore (4.75) and it is lowest in Udaipur

(4.67).

Facilities available in schools Availability of boundary walls Overall, in the three districts, 52.88 percent Government school and 67.11

percent private schools, have permanent boundary walls in the schools. For temporary boundary walls, it is 20.13 percent for Government schools and 15.44

percent for private schools, whereas, in 26.99 percent Government schools and 17.45 percent private School, no boundary wall is available in the school. Among the 3 district, in Jalore district, the percent of school having permanent boundary walls is 60.83 percent for Government schools and 47.50 percent for

private Schools. For temporary boundary walls, it is 20.00 percent for Government and 30.00 percent for private schools, whereas in 19.17 percent

Government and 22.50 percent private Schools, no boundary wall is available in the school (See table 23a, 23b, 23c and 23d).

In Bharatpur district, the percent of school have permanent boundary walls, is

59.42 percent for Government and 84.78 percent for private schools. For temporary boundary walls, it is 13.77 percent for Government and 8.70 percent for private schools, whereas in 26.81 percent Government and 6.52 percent private schools.

In Udaipur district, the percent of school having permanent boundary walls is

43.30 percent for Government schools and 66.67 percent for private Schools. For temporary boundary walls, it is 24.74 percent for Government and 11.11 percent for private Schools, whereas, in 31.96 percent Government and 22.22 percent private Schools, no boundary wall is available in the school. Availability of playground

With regards to the availability of playgrounds in the school overall, 36.50 percent Government and 59.06 percent private schools, have this facility. For


Government schools, it is highest in Jalore (43.33 percent) followed by Bharatpur (36.96 percent) and lowest in Udaipur (31.96 percent). For private schools, the highest percent of schools in which playground facility is available covered under Jalore district (65.00 percent) followed by Udaipur (57.14 percent) and lowest in Bharatpur(56.52 percent) (See table 24). Availability of girls’ toilet in Schools It is evident that out of the total sample of size 601 schools, in 86.06 percent Government and 77.85 percent private schools, girl’s toilets are available. In case of Government school, it is highest Jalore (90.00 percent) followed by Udaipur (85.05 percent) and lowest in Bharatpur (84.06 percent), whereas in case of private Schools, it is highest in Bharatpur (86.96 percent) followed by Jalore (85.00 percent) and lowest in Udaipur (66.67 percent) (See figure 13 & table 24). Availability of electricity in the schools Out of the total sample of 601schools, only 29.20 percent Government and 65.73 percent private schools are there, in which electricity is available. In Jalore district, it is 32.50 percent for Government and 37.50 percent for private. For Bharatpur district, it is 32.61 percent for Government and 73.91 percent for private Schools, whereas in case of Udaipur district, it is 24.74 percent for Government and 77.78 percent for private schools (See table 24). Availability of drinking water facility in the school Overall, in the 3 districts in 84.29 percent Government and 96.69 percent private Schools, drinking water facility is available. For Government schools, it is highest in Udaipur (89.18 percent) followed by Jalore (89.17 percent) and lowest in Bharatpur (73.19 percent), whereas in case of private Schools, it is highest in Udaipur (100.00 percent) followed by Jalore (100.00 percent) & lowest in Bharatpur (93.48 percent )(See table 24). Availability of computer in good condition Out of the total sample of 601 schools, in 18.14 percent Government and 49.67 percent private Schools computer facility is available. For Government schools, it is highest in Jalore (41.67 percent) followed by Bharatpur (12.32 percent) and lowest in Udaipur(7.73 percent). In case of private Schools, it is highest in Jalore (70.00 percent), followed by Udaipur (53.97 percent) and it is lowest in Bharatpur (28.26 percent) (See table 24). Source of drinking water Out of the total 601 schools, the most reported source of drinking water in Government schools, is handpump (52.65 percent) followed by tap water (16.37 percent) followed by not available (15.71 percent) and lowest is water from wells (4.42 percent). Whereas in case of Private Schools, tap water is the most popular source of drinking water (44.30 percent) schools, followed by hand pump (29.53


percent) followed by others (20.13 percent) and lowest is from water-well others (4.03 percent) (See table 25 & 25a). Among the 3 districts, in Udaipur district the highest percent of Government schools, are using hand pump (74.23 percent) as a source of drinking water followed by water well (7.73 percent), followed by tap water (4.12 percent). Whereas in case of private Schools, it is highest for Tap Water (44.44 percent) followed by Hand pump (31.75 percent), followed by others (15.87 percent). In Bharatpur district, the highest percent of Government schools, are using Hand pump (65.22 percent) as a source of drinking water followed by Others (3.62 percent), followed by Tap Water (2.90 percent). Whereas in case of private Schools, it is highest for Hand Pump (52.17 percent), followed by Tap Water (26.09 percent) followed by Others (13.04 percent). In Jalore district, the highest percent of Government schools, are using Tap Water (51.67 percent) as a source of drinking water followed by Others (31.67 percent), followed by not available (10.83 percent) and lowest by water well (2.50 percent). Whereas, in case of private schools, it is highest for tap water (65.00 percent) followed by Others (35.00 percent) followed by hand pump (0.00 percent). Availability of classrooms chairs for students in the schools Overall, in the 3 districts in 63.27 percent Government schools, chairs are not available to student followed by 13.27 percent schools where chairs are available to some students followed by 23.45 percent where chairs are available to all students. Whereas in case of private schools, in 16.78 percent schools where chairs are available to some students followed by 72.48 percent chairs are not available to students, followed by 10.74 percent where chairs are available to all students (See table 26a and 26b). In Jalore district, in 0.83 percent Government and 90.00 percent private schools, chairs are not available to students. Similarly, in 16.67 percent Government and 2.50 percent private schools, chairs are not available to some students and in 82.50 percent Government and 7.50 percent private schools, where chairs are available to all students. In Udaipur district, in 12.89 percent Government and 30.16 percent private schools, in which chairs are available to some students. Similarly, in 84.54 percent Government and 52.38 percent private schools, chairs are not available to students & in 2.58 percent Government and 17.46 percent private schools where chair are available to all students. In Bharatpur district, in 87.68 percent Government and 84.78 percent private schools, in which chairs are not available to students. Similarly in 10.87 percent Government and 10.87 percent private schools, chairs are not available to some students and in 1.45 percent Government and 4.35 percent private Schools, where chairs are available to all students.


Number of schools where single teacher is working

Out of the total sample of size 603 schools (actual sample size was 601 as 2

Private Schools were found to be closed), in 21.80 percent schools only a single teacher is working. It is highest in Jalore (30.63 percent) followed by Udaipur (27.24 percent) and lowest in Bharatpur (6.52 percent) (See table 27).

Educational qualification of head master/ senior teachers Out of total sample of 601 schools in the 3 districts, in 30.97 percent schools the educational qualification of head master/senior teachers is others followed by

(28.10 percent) Post Graduate with B.Ed followed by 25.88 percent with Graduate with B.Ed followed 12.61 percent higher secondary with BSTC and

2.43 percent in which the qualification is post graduation with M.Ed (See table 28 & 28a). Among the 3 districts, in Jalore district, in the highest percent of schools (39.17

percent) the educational qualification of the headmaster/senior teachers is others followed by (30.83 percent) graduation with B.Ed. followed by (29.17 percent)

post graduation with B.Ed. followed by higher secondary with BSTC (0.00 percent) and lowest is post graduation with M.Ed (0.83 percent). In Bharatpur district, in the highest percent of schools (45.65 percent) the educational qualification of the headmaster/senior teachers is with other

qualification followed by 50.00 percent graduation with B.Ed. followed by 2.17 percent post graduation with B.Ed., followed by (2.18 percent) higher secondary

with BSTC and lowest is (0.00 percent) post graduation with M.Ed. In Udaipur district, in highest percent of schools (36.08 percent) the educational qualification of the headmaster/senior teachers is others followed by (22.16

percent) Graduate with B.Ed. followed by (19.59 percent) Higher secondary with BSTC followed by 19.07 percent) Post Graduate with B.Ed. and lowest is (3.09

percent) post graduation with M.Ed.

Service length at the post of Headmaster/ Senior Teacher

Overall, in the 3 districts the highest percent of schools (69.05 percent) are covered under the category, in which the service length at the post of head master/senior teacher is upto 5 years followed by 30.95 percent where service length is above 5 years (See table 29a and 29b).

Years elapsed since the establishment of the school

Out of the total 601 schools covered, in 36.27 percent of schools, the schools are upto 12 years old, whereas in the rest 63.73 percent of schools are old more than 12 years. In case of Government schools, it is 33.41 percent and 66.59 percent whereas in case of private Schools, it is 44.97 percent and 55.03 percent respectively. Among the 3 districts, in Jalore district, in 50.63 percent schools the duration of establishment of school is more than 12 years whereas, in the

rest 49.37 percent, it is duration is up to 12 years. In case of Government schools it is 40.00 percent and 60.00 percent respectively, whereas in case of


private Schools, it is 82.50 percent and 17.50 percent respectively (See table 30a,

30b, 30c and 30d).

In Bharatpur district, in 77.17 percent schools the years elapsed since the establishment of school, is more than 12 years, whereas, in the rest 22.83 percent it is upto 12 years. In case of Government schools, it is 79.71 percent and 20.29 percent respectively, whereas in case of private Schools, it is 69.57

percent and 30.43 percent respectively. In Udaipur district, in 62.26 percent schools, the duration of establishment of school is more than 12 years whereas, in the rest 37.74 percent this duration is

upto 12 years. In case of Government schools it is 73.71 percent and 26.29 percent respectively, whereas in case of private Schools, it is 26.98 percent and

Overall, in the 3 districts total enrollment in primary on the day of survey is 32,925, out of which 5,793 (17.59 percent) students are in SC category and 11,822 (35.91 percent) students are in ST Category. Out of total enrollment on the day of survey, 47.88 percent are boys and 52.12 percent are girls.

Overall, 68.53 percent students were present on the day of survey out of the total

enrolled students. Out of the total boys enrolled, 71.01 percent boys were present. Similarly out of total enrolled girls, 66.26 percent were present. In SC category overall, 59.54 percent students were present out of the total

students enrolled in SC category. In case of boys, this is 60.52 percent and in case of girls, this is 58.61 percent respectively.

In ST category overall, 77.10 percent students were present out of the total

students enrolled in ST category. In case of boys, this is 79.16 percent and in case of girls this is 74.82 percent respectively.

Overall, in the 3 districts in 97.12 percent of schools, the cooperation of Headmaster was very good and in 2.88 percent of schools, the cooperation of Headmaster was good. In case of Private schools, this percentage was 93.96

percent for very good response, 4.70 percent for good and there was no response in case of 1.34 percent of schools (See table 35). Among the 3 districts, in Bharatpur district, in 98.55 percent cooperation of

Headmaster was very good and in 1.45 percent schools cooperation of Headmaster was good. In case of Private schools, 95.65 percent was reported to

be very good and 4.35 percent was reported to be good. In Jalore district, in 95.00 percent schools this cooperation was very good in giving information easily in Government Schools and in 5.00 percent schools, the cooperation of Headmaster was good. In case of Private schools, this percentage was 90.00

percent for very good and 10.00 percent for good. In Udaipur district, in 97.42 percent cooperation of Headmaster was very good in giving information easily in

Government Schools and in 2.58 percent schools, cooperation of Headmaster was good. In case of Private schools, this percentage was 95.24 percent for very good, 1.59 percent for good and in 3.17 percent of schools there was no response. Principal could provide information easily

this percent was 28.99 percent for government and 21.74 percent for private schools. In Jalore district, this percent was 99.17 percent for government and 92.50 percent for private schools. In Udaipur district, this percent was 72.68 percent

for government and 79.37 percent for private schools (See table 36).

Availability of report card of school Overall, in the 3 district in 99.12 percent government and 91.82 percent private schools, school report card were available. In Bharatpur district, this percent was

99.28 percent for government and 100.00 percent for private schools. In Jalore district, this percent was 98.33 percent for government and 97.50 percent for

private schools. In Udaipur district, this percent was 99.48 percent for government and 96.83 percent for private schools (See table 36).

Preserving records properly

Overall, in the 3 district 98.67 percent government and 91.19 percent private schools were preserving records properly. In Bharatpur district, this percent was 99.28 percent for government and 97.83 percent for private schools. In Jalore

district, this percent was 100.00 percent for government and 95.00 percent for private schools. In Udaipur district, this percent was 97.42 percent for

government and 98.41 percent for private schools (See table 36). Teachers reaching school in time Overall, in the 3 district in 92.26 percent government and 76.73 percent private schools, teachers were reaching school in time. In Bharatpur district, this percent was 94.20 percent for government and 86.96 percent for private schools.

In Jalore district, this percent was 83.33 percent for government and 72.50


percent for private schools. In Udaipur district, this percent was 96.39 percent

for government and 84.13 percent for private schools (See table 36).

Availability of DISE format Overall, in the 3 districts in 95.26 percent government and 73.76 percent private schools, DISE format was available. In Bharatpur district, this percent was 94.20

percent for government and 83.96 percent for private schools. In Jalore district, this percent was 89.66 percent for government and 73.15 percent for private schools. In Udaipur district, this percent was 96.39 percent for government and 85.36 percent for private schools (See table 36).

Problem faced by enumerator in collecting information

Overall, in the 3 districts in 8.19 percent government and 12.58 percent private schools, enumerator faced the problem in collecting information. In Bharatpur district, this percent was 7.97 percent for government and 15.22 percent for

private schools. In Jalore district, this percent was 14.17 percent for government and 17.50 percent for private schools. In Udaipur district, this percent was 4.64

percent for government and 9.52 percent for private schools (See table 36). Availability of display boards in the school Overall, in the 3 districts, in 54.20 percent government and 45.28 percent private

schools, display boards were available in the school. In Bharatpur district, this percent was 41.30 percent for government and 32.61 percent for private schools.

In Jalore district, this percent was 70.83 percent for government and 45.00 percent for private schools. In Udaipur district, this percent was 53.09 percent for government and 61.90 percent for private schools (See table 36).


Chapter 4


Chapter 4 Conclusions and Recommendations

Background

The Directorate of Economics and Statistics has been commissioned to conduct a Study on the 5% post enumeration check of the DISE data. The District Statistical Officers (DSOs) and Assistant Statistical Officers (ASO) were entrusted with the task of collecting data by canvassing a semi-structured schedule called

the special Data Capture Format (DCF).

Major Findings In all, 67,662 and 69,813 students have been reported to be enrolled in the 601 schools in the years 2010-11 and 2011-12 respectively. There is a slight increase

in the number of students enrolled between the two years. The data reveals that the total number of girls enrolled per 1,000 boys has increased in all the three

districts. The percentage increase in girls’ enrollment per 1,000 boys is highest in Bharatpur district at 25.5 percent followed by Udaipur (7.6 percent) and Jalore

(2.4 percent) (see table 13a).

The number of drop-outs has increased among girls in the 5% sampled schools between 2010-11 and 2011-12, while it has decreased in case of boys (see table

15). Facilities in schools

With regards to the availability of facilities of like playground, common toilets, girls’ toilet, separate toilet for teachers and other staff, electricity, drinking water facility and computers, on an average, the most tribal district in terms of percentage of ST, Jalore seems to be deprived, as it is low in availability of

playgrounds, common toilets, separate toilets for teachers and other staff and availability of drinking water facility.

Student classroom ratio

With regards to infrastructure, overall in the 3 districts, the student-class room ratio is 24.39. In case of Government schools, it is 23.49, whereas for private

schools this ratio is 26.23. Amongst the three districts, this ratio is highest in Jalore (26.83) followed by Bharatpur (25.22) and lowest in Udaipur (22.23). In case of government schools, this ratio is highest in Jalore (24.36) followed by Udaipur (23.25) and lowest in Bharatpur (22.98). For private schools, this ratio is

highest in Jalore (33.24) followed by Bharatpur (29.31) and it is lowest in Udaipur (20.29) (see table 16).

Overall in the 3 districts, the Pupil Teacher Ratio is 30.22. In case of Government

schools, this ratio is 34.11, whereas for private schools this ratio is 25.04. Amongst the three districts, the Pupil teacher ratio is highest in Jalore (38.76) followed by Bharatpur (27.92) and Udaipur (27.53). In case of Government Schools, it is highest in Jalore district (40.91) followed by Udaipur (36.47) and

Bharatpur (27.18). In case of private schools, it is highest in case of Jalore (35.25) followed by Bharatpur (29.03) and Udaipur (17.95) (see table 16).

In the year 2010-11, in case of the percentage of pupils of class V, who passed, it is highest in case of Bharatpur (98.69 percent) followed by Udaipur (98.63 percent) and Jalore (98.12 percent). In case of the percentage of pupils of class

VIII, who passed, it is highest in case of Udaipur (94.26 percent) followed by Jalore (90.12 percent) and Bharatpur (86.61 percent) (see table 17a).

In the year 2011-12, in case of the percentage of pupils of class V, who passed, it is highest in case of Bharatpur (100.00 percent) followed by Jalore (99.78

percent) and Udaipur (99.20 percent). In case of the percentage of pupils of class VIII, who passed, it is highest in case of Bharatpur (99.72 percent) followed by

Udaipur (99.47 percent) and Jalore (96.68 percent) (see table 17b).

Conclusions There seems to be some variation between the regular DISE data captured by the

DCF and the special DCF of PES data. With regards to the findings of the 5% PES of the schools, the following are a matter of concern:

1. There is an increase girls’ drop out between 2010-11 and 2011-12. 2. There is low availability of facilities in the Govt. schools of with regards to

availability of playgrounds, common toilets, separate toilets for teachers

and other staff and availability of drinking water facility. Recommendations The following are some of the recommendations based on field experience:

• The system of DISE needs to be popularized by the School education department by making it usable at the district administration level to

identify low performing panchayat samitis and panchayats and by the schools.

• There needs to be periodic dissemination of data and feedback needs to be taken from the community level.

• Strict Monitoring of the DISE DCF formats needs to be done to ensure

quality of data and reduce variation.

• The DISE data should be made available in excel format on the website, so

that further analysis could be done on it easily.

• The focus needs to be on other indicators in addition to Gross and Net enrolment ratio.


• The focus needs to be on retaining girls in the schools as there is an

increase in the drop out of girls.

• The panchayati raj members need to be sensitized to check the DISE DCF data, monitor and suggest measures for improvement.
