PREFACE
The MSME-Development Institute, Muzaffapur is one of the thirty
field level institutes of the Office of the Additional Secretary and
Development Commissioner (MSME), under Ministry of MSME,
Government of India. MSME-Development Institute, Muzaffapur
provides assistance for the promotion and development of MSMEs
especially in the North Bihar region of the country.
The aim of this institute is to implement policy guidelines of the
Government of India that comes under the Additional Secretary and DC
(MSME), Ministry of MSME, Government of India, New Delhi. It is one of
the prime organizations which formulates and monitors the policies and
programmes of the Government of India for the promotion and
development of the MSMEs.
MSME-DI, Muzaffarpur offers a wide variety of consultancy
services as well as training programmes for the promotion and
development of MSMEs in North Bihar. The major services of the
institute include providing project assistance, consultancy on
modernization and technology up gradation, diagnostic studies on
rehabilitation of sick units, and organizing different awareness and
training programmes.
The present Annual Progress Report contains the activity details of
MSME-DI, Muzaffarpur during the entire Financial Year starting from
April 2015 to March 2016.

SUMMARY
The major activities of MSME-DI, Muzaffarpur can be briefly summarized under the
following heads:
Provision of technical assistance and consultancy to 296 personal.
Preparation of 2 new project profiles and updating 4 previous project profiles.
Preparation of 8 number of detailed project study reports.
Organizing 10 number of workshops on capacity assessment.
Conducting 12-Entreprenuership Development Programmes covering 260
number of trainees.
Conducting 11-Industrial Motivational Campaign programmes including 425
number of trainees.
Conducting 3-Vendor Development Programme including 1 at the National
Level and 2 at the State Level.
Conducting an awareness programme on Packaging for Exports

DETAILS
1. Technical Assistance
During the financial year 2015-16, the officers of MSME-DI, Muzaffarpur provided
technical and managerial assistance/consultancy to both the existing and
prospective entrepreneurs from regions/districts covered under the MSME-DI,
Muzaffarpur. The aggregate number of such technical assistance given amounted to
296.
2. Preparation of State Industrial Profiles
MSME-DI, Muzaffarpur was not assigned to prepare any State Industrial Profile
during the financial year 2015-16 by the Office of the Development Commissioner of
MSMEs, New Delhi.
3. Preparation/Up gradation of District Industrial Potential Surveys
No activity could be carried out regarding preparation/up gradation of District
Industrial Potential Surveys due to business of the officer with the work of the DDO
and other works related to training programmes carried out by MSME-DI,
Muzaffarpur.
4. Project Profile
Table 2 in the following gives the details of the Project Profiles prepared/updated
by the MSME-DI, Muzaffarpur during the financial year 2015-16. As can be seen the
total number of new profile prepared is 2 while the total number of profiles updated
is 4.

5. Project Report
No detailed Project Report was prepared by the institute during the financial year
2015-16.
6. Enterprise and Skill Development Programme
The Office of the DC (MSME) conducts a large number of programmes on enterprise
and skill development. These are basically training/awareness programmes
conducted by the MSME-DIs to enable the trainees to begin their own business
ventures. There are five categories of the Enterprise and Skill Development
Programme such as (i) Entrepreneurship Development Programme (EDP), (ii)
Entrepreneurial Skill Development Programme (ESDP), (iii) Management
Development Programme (MDP), (iv) Industrial Motivational Campaign (IMC), and
(v) Vocational and Educational Training. The first four programmes are conducted
by the MSME-DIs while the fifth one is conducted by the Tool Rooms and the
Technology Development Centers (TDCs) of the Ministry. EDPs are organized to
provide training/knowledge to the youth on various aspects of industrial activity
(product/process design, manufacturing practices, testing and quality control,
selection and use of appropriate machinery and equipments, project profile
preparation, marketing techniques, product pricing, export opportunities,
infrastructure facilities, finance and financial institutions, etc.) required for setting
up of MSEs. The ESDPs are comprehensive training programmes to upgrade skills of
prospective entrepreneurs, existing workforce and to develop skills of new workers
and technicians. The basic aim is to provide training (including technical and skill

development training) for skill up gradation and thereby better and improved
technological skills of production. The objective of MDPs is to provide training on
management practices to improve the decision-making capacity of both existing and
potential entrepreneurs resulting in improved productivity and profitability of
MSMEs. The IMCs are organized to identify and motivate traditional and non-
traditional entrepreneurs towards setting up MSEs and thereby become self-
employed.
During the financial year 2015-16, MSME-DI Muzaffarpur conducted 12 EDP and 11
IMC whereby 260 and 425 persons were trained respectively. The institute also
achieved the targeted number of EDPs assigned by the Office of the DC (MSME) for
the said financial year. The total expenditure incurred by the institute on EDP and
IMC are ₹ 2, 56,230 and ₹ 87, 980 respectively. No ESDP was assigned to the
institute by the DC (MSME). Please see Annexure-I for full details of Enterprise and
Skill Development Programme including all the components conducted by MSME-DI,
Muzaffarpur during 2015-16.
7. Awareness Programme on ISO-9000/14001
In order to enhance the competitive strength, the Government introduced an
incentive scheme for their technology and quality improvement and environment
management. The scheme provides incentive to the MSMEs that have acquired ISO-
9000/ 14001/HACCP certifications. The scheme envisages reimbursement of
charges of acquiring ISO-9000/14001/HACCP certifications up to 75 percent of the
expenditure subject to a maximum of ₹ 75, 000. The permanent registered MSMEs
are eligible to avail the benefits.
There was no target on ISO-9000/14001/HACCP assigned to MSME-DI, Muzaffarpur
during 2015-16. But, the institute disseminated knowledge regarding the above
scheme to the existing entrepreneurs in the office premises and to the participants
during various EDPs and IMCs. The reimbursement target could not be achieved due
to non-receipt of any application being the region covered under the DI industrially
backward.

8. Awareness Programme Under NMCP
(i) Building Awareness on Intellectual Property Rights for MSMEs
One of the components of NMCP is “Building Awareness on Intellectual Property Rights
for the MSMEs” to enable them to face the challenges of liberalization by means of
providing more information, orientation and facilities for protecting their intellectual
powers. Therefore, the primary objective of this component of NMCP is to enhance
awareness of the MSMEs regarding IPRs to take up proper measures to protect their
ideas, business strategies leading to technology up gradation and enhanced
competitiveness.
The DC (MSME) Office assigned four awareness programmes to MSME-DI, Muzaffarpur
during 2015-16 and all those programmes were successfully conducted and completed
involving a total 189 number of participants. The total expenditure incurred on account
of IPR scheme is ₹ 6, 00, 000. In addition, the importance of IPR for the MSMEs was
widely discussed and explained in various EDPs conducted by the institute during the
same period. The full details of the IPR component of NMCP are provided in Annexure-
III of the report.
(ii) Support for Entrepreneurial and Managerial Development of SMEs through
Incubators
Here the objective is to provide early stage funding for nurturing innovative ideas such
as new indigenous technology, process, products, procedures etc. The idea is to
promote development of knowledge-based innovative ventures and to improve the
competitiveness and survival instincts of the MSMEs. The main aim is to sustain at
some basic or introductory level, the incubation of ideas that would have been lost for
want of support.
The MSME-DI, Muzaffarpur conducted three awareness programmes on the above
component of NMCP during 2015-16 which was as per the targeted number by the
Office of the DC (MSME). This involved 180 participants and an annual expenditure of ₹
59, 593. For the full details of Incubation Programme by MSME-DI, Muzaffarpur, please
see Annexure-IV.

(iii) Enabling Manufacturing Sector to be Competitive through Quality Management
Standard & Quality Technology Tools
The main objective of this component of NMCP is to sensitize and encourage MSEs to
adopt latest Quality Management Standard (QMS) and Quality Technology Tools (QTT),
and to keep a watch on sectoral developments by undertaking the stated activities. It
has been observed that the adoption of QMS and QTT by the MSMEs have led to
improved productivity performance, improvement in quality, and reduction in rejection
and customer’s complaints. It has become necessary for the MSMEs to be competitive
by adopting these advanced methods for being competitive in the current global
competition.
During 2015-16, the MSME-DI, Muzaffarpur conducted two programmes on QMS/QTT
involving 100 participants and an annual total expenditure of ₹ 2, 50, 000 which also
met the target assigned to this institute by the DC (MSME) Office. Please see Annexure-
V for details of QMS/QTT.
(iv) Technology and Quality Upgradation Support to MSMEs
The main objective of this component of NMCP is to address the quality and technology
aspects of manufacturing MSMEs. The MSMEs with limited information and access to
fund minimize investment to keep cost low that further keep them at the lower end of
global value chain. Cost of energy is an important component of the cost structure in
any manufacturing process. To reduce production costs and remain competitive,
MSMEs need to focus on economizing of energy use. Hence, the first objective of
Technology and Quality Upgradation Support to MSMEs (TEQUP) is to sensitize the
Indian MSMEs to upgrade their manufacturing process towards usage of energy
efficient technologies so as to reduce the cost of production and emission of Green
House Gases. The second one is to improve the product quality of MSMEs for becoming
globally competitive.
During 2015-16, MSME-DI, Muzaffarpur conducted four awareness programmes on
TEQUP that included 175 participants and the total annual expenditure incurred for

these four programmes was ₹ 1, 87, 000. See the details of TEQUP programme in
Annexure-VI.
(v) Awareness Programme on Bar Code
For enhancing the marketing competitiveness of MSEs both at domestic and at
international level, Office of the DC (MSME), provides the financial assistance in the
form of reimbursement of 75 percent of one-time registration fee (Under SSI-MDA
Scheme) w.e.f. 1st January, 2002 and 75 percent of annual recurring fee for first three
years (Under NMCP Scheme) w.e.f. 1st June, 2007 paid by MSEs to GS1 India for using of
Bar Coding.
During 2015-16, five awareness programmes on Bar Code involving 190 participants
was conducted by MSME-DI, Muzaffarpur. The institute met the targeted number of Bar
Code Programmes and the total expenditure amounted to ₹ 1, 50, 000. The details of
Bar Code are provided in Annexure-VII.
9. Revenue Earning
The institute earned revenue from different sources during the financial year April
2015-March 2016. This amounted to ₹ 3, 72, 379 during the entire year. The different
sub-heads of revenue earning by the institute by each calendar month is given in detail
in Annexure-VIII.
10. Cluster Studies
Cluster development is a key strategy for enhancing the productivity and
competitiveness as well as capacity building of the MSEs. Clustering of units also
enables providers of various services including banks and credit agencies to deliver
their services more economically thus reducing costs and improving the availability of
services to MSEs. One of the major scopes of the said scheme is the preparation of study
reports on clusters.

The Office of the DC (MSME) did not assign the preparation of any Diagnostic Study
Report (DSR) pertaining to MSME-clusters to MSME-DI, Muzaffarpur during the period
2015-16.
11. Vendor Development Programme
Vendor Development Programmes (VDPs) are organized by the MSME-DIs to provide
common platform for business as well as selling organizations to interact with each
other to identify the emerging demands of the buyer organizations while
simultaneously providing opportunity to display the capabilities of the entrepreneurs
and their industrial ventures. Two types of VDPs are organized: National Level VDPs
cum Exhibitions and State Level VDPs.
During 2015-16, the MSME-DI, Muzaffarpur was assigned 1 NLVDP and 2 SLVDP. Both
the type of VDPs was successfully conducted with the annual expenditure being ₹ 3, 99,
896 and ₹ 1, 00, 000 respectively. The number of participants in NLVDP and SLVDP
were 45 and 58 respectively. See Annexure-IX for the details of VDPs conducted by
MSME-DI, Muzaffarpur during 2015-16.
12. Awareness Programme on CLCSS
The Credit Linked Capital Subsidy Scheme (CLCSS) is aimed for technology up gradation
of MSEs. The scheme aims at facilitating technology up gradation of MSEs by providing
15 percent capital subsidy (limited to maximum ₹ 15 lakhs) for purchase of plant and
machinery. Maximum limit of eligible loan for calculation of subsidy under the scheme
is ₹ 100 lakhs.
The MSME-DI, Muzaffarpur conducted an awareness programme on CLCSS at the Office
premises during 2015-16 that involved 50 participants and an annual expenditure of ₹
39, 995. The details of the awareness programme on CLCSS are attached in Annexure-
X.

13. Training Programme on Export Packaging
Role of packaging for exports has gained much significance in view of the trends in the
world markets. These programmes are organized in association with Indian Institute of
Packaging (IIP) which has requisite expertise on the subject. Basic objective of these
programmes is to generate the much needed consciousness in the industry and to
educate the entrepreneurs about the scientific techniques of packaging and thereby
boost exports.
MSME-DI, Muzaffarpur hosted a training programme on Export Packaging at the Office
premises including 29 participants and an annual expense of ₹ 47, 994. See Annexure-
XI for details.
14. SENET
During the financial year 2015-16, under the SENET head, MSME-DI, Muzaffarpur
received the sanction of ₹ 1, 61, 000 for maintenance activities and ₹ 2, 23, 000 for
purchases of hardware materials. The total expenditure incurred on maintenance
amounted to ₹ 1, 36, 278 and the fund allocated for hardware purchase stood at ₹ 2, 22,
780. This office has procured various IT items including 1-laptop, 2-desktop, 2-UPS, 2-
printer, 1-scanner, and 1-switch.
15. Library
There is a library attached to this institute. An allocation of ₹ 1, 00, 000 has been
received by the institute for purchase of furniture and books. The total expenditure
incurred on account of purchase of furniture and books during the financial year 2015-
16 amounted to ₹ 74, 155.

16. Special Activities
The officers of this institute attended various meetings from time to time and
disseminated their valuable insights. The meetings attended by the officers include
SLBC, NSIC, SLSCC, DIC and meetings with regional managers of banks regarding
functioning of various policies and schemes of the Ministry of MSMEs pertaining to the
MSME sector.
The officers and staffs of this institute also participated in the “Swastha Abhijan” 2015-
16.
