TENDER NOTIFICATION

SUPPLY, INSTALLATION AND COMMISSIONING OF DESKTOP COMPUTERS

1. Income-tax Department, Bangalore invites two-bid tender [Technical and Financial bid] from eligible vendors dealing in Desktop computers to supply, install and commission 03 Nos. i7 Desktop computers and 25 Nos. i5 Desktop computers as per the specifications annexed to this Notification.

2. The Bidders are requested to obtain the Bid forms and the Terms and Conditions from the Income Tax Officer (Hq)(Fin. & WeLl, 0/0. the Principal Chief Commissioner of Income Tax, Karnataka & Goa Region, Bengaluru from the date of publication of tender notification on all working days between 11.00 AM and 1.30 PM upto 13.03.2015 by payment of RS.500/- (Rupees Five hundered only) by crossed demand draft drawn in favour of 'Zonal Accounts Officer', CBDT, Bengaluru.

NOTICE INVITING TENDER •

The Income Tax Department, Bengaluru invites sealed tenders from the Manufacturers/Authorised dealers for supply, install and commission 03 Nos. i7 Desktop computers and 25 Nos. i5 Desktop computers as per the specifications annexed.

Tender is invited in two parts i.e., (a) Technical bid and (b) Financial bid. The tender form for technical bid in format prescribed in Annexure-I and the tender from for the Financial bid in format prescribed in Annexure-II, complete in all respects shall be submitted in two separate sealed covers addressed to the Principal Chief Commissioner of Income-tax, Karnataka & Goa Region, Bengaluru, II Floor, C.R. Building (Main), No.1, Queen's Road, Bengaluru-560 001, by 11.30 AM on 16.3.2015.

The sealed covers should be superscribed with "Technical bid for the supply of Desktop Computers" and "Financial bid for the supply of Desktop Computers" respectively both the covers are to be placed in a single big cover. The Technical bids will be opened at 4.00 PM on 16.3.2015 in the presence of interested bidders at "KABINI" Hall , II Floor, C.R. Building (Main), No.1 , Queen's Road, Bengaluru-560001.

The Financial bids of the technically acceptable offers will be opened at 11.30 AM on 18.3.2015. In case it is not possible to open the bids of the stipulated dates due to unavoidable circumstances, the next date of opening will be duly informed.

Terms and Conditions:

1. The bidder should have a valid PAN card , Sales taxlVAT registration. A self attested copy of the documents is to be enclosed.

2. The bidder shall be the original manufacturer of Desktop Computers or their authorized dealers. Authorized dealers shall submit the valid authorization certificate.

3. The bidder should have supplied, installed and commissioned at least 20 Desktop Computers (Single purchase order) at any organization (among the Central/State Governments, PSUs, autonomous bodies, Educational institutions of Central/State Governments) during the last two financial years, i.e. , F.Y. 2012-13 and F.Y. 2013-14.

4. Price quoted should be inclusive of taxes and charges. The bidder should provide complete break up of all the taxes and charges applicable. The specified quote should remain valid for acceptance for a minimum period of three months from the date of tender.

5. Tender should be free from corrections and erasures.

6. Complete details of the bidder including illustrative descriptive literature technical brochure must accompany the tender.

7. The bidder should be ISO Certified (Proof to be submitted)

8. The average annual turnover of the bidder during the last 3 financial years i.e., F.Y. 2011-12, 2012-13 and 2013-14 should be RS.3 Crores or more. Self attested ITR Copies and the audited accounts for the relevant years are to be provided.

9. The Department reserves the right to reject any or all tenders without assigning reasons thereof and does not bind itself to accept the lowest rate.

• 10. The Tender should be accompanied by an Earnest Money Deposit of Rs.75,000/- (Rupees

Seventy Thousand Only) to be submitted by Bank Draft in favor of "Principal Chief Commissioner of Income Tax, Karnataka & Goa Region, Bengaluru.

11. The successful bidder shall have to remit a Security Deposit amount 5% of the total value of the order by demand draft or by an unconditional and irrevocable Bank Guarantee(BG) from Nationalized/Scheduled Bank for the equal amount in favor of "Principal Chief Commissioner of Income Tax, Karnataka & Goa Region, Bengaluru" only after which the purchase order will be issued. The BG shall have the validity till the expiry of the delivery period. The security deposit will be withheld in the even of the party not honoring the commitment with regard to the timely supply and installation of the Desktop computers.

12. The EMD of the successful bidders shall be released after submission of security deposit equivalent to 5% of the value of the purchase order. EMD will be returned to all the unsuccessful bidders at the end of selection process.

13. Details of after sale warranty/guarantee, etc., are to be provided. Warranty period, as applicable, should be clearly specified as per the manufacturer's norms. Under no circumstances the warranty period offered by the bidder will be less than that offered by the manufacturers.

14. The bidder shall sign and stamp each page of the tender and all other enclosures appended to it as a token of having read and understood the terms and conditions contained herein and submit the same along with the qualifying bid.

15. The selected supplier shall supply the required number of computers within seven working days from the date of issue of the Purchase Order. The installation is to be carried out as may be specified by the Department.

16. The Department reserves the right to increase or decrease the quantity of items at the time of the placing the purchase order. However, the variation will not be more than 10% of the numbers as specified in this bid.

17. The Department shall take all necessary steps to make payment for the purchase after submission of the Invoice.
