Simplification of the procedure for creation, extension andPermanency of temporary posts.

oRDER No. FD s8 SRS 79, BANGALORE, DATED TIIE 2lrrr SEpTEMBER 1979

Under the prevailing practice, creation and extension ofnew posts aregenerally sanctioned for one year at a time. Although the need forcontinuance of posts for longer periods can be visualised at the time ofsanction and posts can be sanctioned ab initio for more than one year,instances of such sanction are very few. This results in avoidable paperwork and hardship to the staff in getting salary. In order to eliminateavoidable correspondence involved in issuing sanction to the continuance ofthe temporary posts from time to time it was directed in G.O. No. FD 23SRP (1) 75 dated 19'" July 19'75 that the temporary posts which have beensanctioned to cope with increase in work, in a permanent officeiwing of adepartment, and which have been in existence for not less than five yearsshould be made permanent with the concurrence of the Finance Department.Despite these orders such temporary posts are being continued year by year.

2. Government, after careful consideration, have been pleased to Issuethe following orders:-

(i) Where it is possible to visualise the duration for which posts arerequired temporarily under the non-plan sector, they should besanctioned sb ilitio for the duration to .risualised, v/ithout confiningthe sanction to any shorter period or one year on1y. For creation oftemporary posts, specific approval of the Finance Departmbnt isnecessary as at present.

(ii) where temporary posts sanctioned as at (i) above, are required tobe continued further the administrative departments of the Secretariatmay issue orders for continuance thereof presuming concurrence ofthe Finance Departments.

(iii) All temporary posts sanctioned originally in reguiarestablishments which have been or continue to be in existence for not

less than five years and which are required to be continued on permanentbasis can be made permanent by the AdministrativeDepartments of the Secretariat, presuming the concurrence of the FinanceDepartment. Before issuing such orders a through review should be undertaken to ascertain the necessity of continuing the posts on permanentbasis. Such orders should indicate to the extent practicable the number ofthe orders by which the posts were sanctioned originally and continuedform time to time and give invariably the Justifications for continuingthem on permanent basis.

(i") Posts sanctioned or continued temporarily for time boundoperations under the non-plan sector may also be continued by theadministrative Department of the Secretariat for such further periodas riay be required, but not exceeding in any case two years beyondthe period of original sanction of the project or scheme, presumingconcunence of the Finance Department. Such posts shall not,however, be made permanent under the provisions of the foregoingsub-paragraph.

(v) The posts required in connection with the impiementation of anyscheme under the current Five Year Plan for 1978-83 should besanctioned, wherever requisite information

is available, for the entire duration of the scheme or that ofthe currentFive Year Plan, whichever is shorler. For creation of such posts,specific approval of the Finance Department is necessary as atpresent.

(vi) Where the posts sanctioned in connection with the implementationof any scheme under the current Five Year Plan for 1978-83 arerequired to be continued under the non-plan sector on completion ofsuch scheme, specific approval of the Finance Department should beobtained for the continuance ofthe posts.

(vii) Where posts sanctioned originally in connection with theimplementation of any scheme under the previous Annual or FiveYear Plan, have been continued under the non-plan sector with the

concurrence of the Finance Department for a period of less than fiveyears and where it is considered necessary to continue them further, theadministrative departments of the Secretariat may issue orders

(viii) sanctioning their continuance for such further period as may beconsidered necessary. Such orders may be issued presumingconcurence of the Finance Department.

(ix) Where posts sanctioned originally in connection with theimplementation of any scheme under the previous Annual or FiveYear Plans have been continued for a period of not less than fiveyears, a review might be made immediately or completion of fiveyears as the case may be to find out whether they are required to becontinued on permanent basis or temporarily. On such review, theadministrative departments of the Secretariat may issue orderssanctioning the posts on permanent basis or continuing themtemporarily for such further period as the circumstance maywarrant. Such orders may be issued presuming the concurrence of theFinance Department. All orders sanctioning the posts on permanentbasis should indicate to the extent possible the number and date or theorders by which the posts were originally sanctioned and subsequentlyeontinued from time to time and give invariably the justification formaking them permanent.

(x) To ensure elimination of posts that may out-live their utility,there siiall be bien:lial review oi iion-plan establisiiiitent bothgazetted'and non-gazetted as indicated below:-

(a) In the month of February each alternative year, Heads ofOffices including Heads of Departments would review thesanctioned strength of the respective offices. The Heads of Officesother than Head of Department shell furnish their reports beforethe close of February to their heads of Departments direct. Wherethe head of subordinate office functions under the direct control ofGovemment he shall submit the report to the secretary of theadministrative department who may perform the functions of theHead of the DeDartment.

(b) In the first fortnight of March the Heads of Departments shallcomprehensively review the sanctioned -gtrength of theirorganisation including subordinate offices. They shall issue ordersterminating such of the posts as may not be considered necessarywith effect ftom the date posts would not be required. The Headsof Department shall furnish in duplicate comprehensive reports tothe respective administrative departments of the Secretariat so as toreach them by 31" of March.

(c) The Secretaries to Govemment in the administrative departmentof the Secretariat after reviewing the staff strength ofdepartment(s) under their control shall take immediate action toterminate the posts which may not be considered necessary witheffect from the dates the posts would not be required. They shallthereafter send a report to reach the Finance Department not laterthan l5'n of April.

(xi) Government attach considerable importance to timely review andsubmission of the reports mentioned above and they trust that thereview would be made Judiciously and with care in the best interest ofthe state.

(xii) The powers delegated by this Order are in supersession of thepowers delegated to the administrative department of the Secretariatby item No. 25 of Appendix to G.O No. FD 2 PET70 dated 28'nMarch 1970.
