The Government of Rajasthan leverages Information & Communication Technology (ICT)
not only as a tool for improving governance and employment opportunities, but also more
significantly as a means to enhance the quality of life and bridging the socio-economic
divide in the State. The State Government intends to make conscious efforts to see that
benefits of IT/ ITeS in terms of employment generation and economic up-liftment
percolates to all sections of the society, particularly to those living in rural and remote
areas.

Much before the era when IT became a buzzword in 1987, the State Government established a Directorate of Computers, headed by an officer from the Indian Administrative Services cadre, with objectives ranging from formulating the policies & creating awareness to provide technical consultancy to the State Government Departments for computerization. A separate cadre comprising computer professionals System Analysts, Analyst-cum-Programmers, Programmers, Assistant Programmers and Informatics Assistant was specially created to implement computerization projects.
Thereafter in the year 1992, the Department was renamed as Department of Information Technology. In the year 2001, the Department was rechristened as Department of Information Technology & Communication. The mandate of the department, at present is as under :
• Act as a nodal agency for computerization in Rajasthan.
• Effectively implement National e-Governance (NeGP) Plan in the state
• Advising and assisting departments in the conceptualization, implementation and project management of departmental e-Governance initiatives
• Formulate Policy and guiding principles regarding e-Governance & computerization and monitor their implementation.
• Setting up and maintaining a robust IT infrastructure including R-SWAN, R-SDC, and CSCs in the state
• Develop new areas for computerization.
• Create awareness, promote and propagate use of computers and modern office equipments in Government Departments and Organizations.
• Conduct Refresher Courses / Seminars / Workshops / Trainings. Publish important literature and manuals and distribute them.
• Co-ordinate between State Government, Semi-Government and Government of India agencies concerned with computerization.
• Provide technical advice for selection, procurement, installation and implementation of customized and standard hardware and application software.
• Recruitment and cadre management of computer professionals for the Government of Rajasthan
• Co-ordinate development of Standards and codes for data collection, compilation and dissemination.
• Take up other jobs as may be appropriate in the interest of computerization in the State.
• All establishment matters relating to officers and staff under the administrative control of the Computer Department other than the matters allotted to the Departments of Personnel, General Administration and Finance.

RajComp Info Services Ltd. (RISL), (formerly RajCOMP) is a Government of Rajasthan undertaking which was
incorporated under Companies Act 1956 on 27-10-2010. Its primary areas of expertise include IT consultancy, e-
Governance project conceptualization and implementation, capacity building in the IT area, provision of customized IT
solutions spanning hardware as well as software projects, GIS development and multimedia development. RISL works
under aegis of Principal Secretary, IT&C, Government of Rajasthan, who is the ex-officio Chairman of the Board of
Directors. Secretary and Commissioner, IT&C is the Managing Director of RISL.

State’s first IT Policy was released in the year 2000. Subsequent to the technological advances, level of technology penetration in urban and rural areas and thrust of the State Government on citizen-centric e-Governance applications, the Policy was revised and ‘IT & ITES Policy 2007’ was released.
As per the guidelines of Government of India under National e-Governance Plan (NeGP), Four Committees have been constituted by the State Government with an aim to provide impetus and right direction to IT and e-Governance in the State. These are:
• State e-Governance Council (Chaired by Hon’ble Chief Minister)
• State Level Apex Committee (Chaired by Chief Secretary)
• State e-Governance Mission Team (Chaired by Principal Secretary, IT&C)
• Project e-Governance Mission Team (in government departments, chaired by Principal Secretary / Secretary of the Department)
To give impetus to citizen-centric e-Governance in the State, in his Budget Speech 2009-2010, Hon’ble Chief Minister announced the setting apart of up to 3% of the Plan funds of each Department for citizen-centric e-Governance. “Guidelines for utilization of 3% Plan Budget by Government Departments for e-Governance initiatives” have been circulated to all the Departments. This unique scheme is the first-of-its-kind to be launched anywhere in the country. The scheme has been appreciated by Government of India and is being considered for implementation in other states.
To make all Government services accessible to the common man in his locality, through Common Service Delivery Outlets and ensure efficiency, transparency & reliability of such services at affordable cost to realize the basic needs of the common man, State Government has made it mandatory for Departments with citizen interface to identify a minimum of 2 (Two) Government-to-Citizen services for e-Service delivery on end-to-end basis. A circular to this
theffect has been issued on 28 January 2010.
Key Policy Initiatives
RKCL - Rajasthan Knowledge Corporation Limited is a Public Limited Company incorporated on 25th April 2008 as a
joint venture of the Government of Rajasthan, Maharashtra Knowledge Corporation Limited (MKCL), Pune;
University of Rajasthan; Jaipur, Maharana Pratap University of Agriculture and Technology, Udaipur; Vardhaman
Mahaveer Open University, Kota; Rajcomp Info Services Ltd. and Centre for e-Governance.
The main objective of company is to develop a new educational framework which can meet the growing needs for IT
skills in the 21st century in the State of Rajasthan by promoting IT education programs. RKCL is an entrepreneurial
endeavor to bridge the Digital Divide and the resultant Knowledge Divide by offering actionable knowledge to the
masses for socio-economic transformation at affordable cost through various enabling, educational and e-
Governance programs. RKCL is constantly working towards creating an IT Literate society which can enjoy a greater
share of global business and job opportunities .
The following are the key achievements of RKCL in various areas
Capacity Building:
Creation of a network of 1750+ IT Gyan Kendras in the state well equipped with more than 8,500 computers, state-
of-the-art hardware, software and internet connectivity.
IT training centers established at 200+ BNRGSKs (Bharat Nirman Rajiv Gandhi Seva Kendras) in the state with more
than 1,000 computers.
Network Coverage in all metropolitan, urban, semi-urban, rural, and tribal areas of the state across all districts and

Services to the People
4 lac+ youth in the state were given IT Literacy Training through RKCL's RS-CIT course in last 4 years at affordable cost.
40,000+ youth have been given Online Government Recruitment Services across the state through OASIS
Framework.
Employment Generation
9000 youth in the state got direct employment and self-employment opportunities in this network with decent and
stable income at their own native places.
15,000 youth in the state got indirect job opportunities in this network at their own native places.

The nature of e-Governance initiatives requires extensive ownership and commitment from the State. Projects have to be consistently implemented in an integrated fashion across departments while ensuring optimal resource utilization. Thus specialized skills are required within the government to provide technical support to the policy & decision-making processes. Given the critical role of the State Government in implementing and managing these initiatives, the Central Government is focussing on capacity building of government functionaries and departments. Government of Rajasthan has prepared a capacity building roadmap for the state defining the framework for capacity building, as-is situation and action plan for capacity building to ensure success of NeGP projects undertaken at state level.
The key components of capacity building include:• Human Resource Development including specialized training and orientation for public functionaries, state
legislatures and senior bureaucrats• Setting-up of Committees at various levels to conceptualize, monitor and implement e-Governance initiatives • Establishment of Institutional Framework for deployment of e-Governance projects• Strengthening State training institutions• Sharing of best practices
One of the key activities for capacity building for NeGP projects is to develop specialized skills for e-Governance initiatives at various levels of the Government. These training inputs provide technical & professional support to State level policy & decision-making bodies in the course of designing and implementing various e-Governance projects. More than 150 government officers/ officials have been trained in various aspects of e-Governance under the capacity building scheme.
In order to assist other government departments in the implementation of various e-Governance initiatives, consultancy services are being provided under the capacity building scheme to map 'As-Is' processes, conduct gap analysis of 'As-Is' & ‘To-Be’processes, design reengineered 'To-Be' process and select implementation agencies for 'To-Be' processes.

State Data Centre (SDC) has been identified as one of the

Project "Common Service Center" intended for e-Delivery of Government to Citizen services to the common man through Common Service Center (CSC) is being established across the State in rural areas. In Rajasthan, 6,626 Common Service Centers 'are being established under th i s scheme. A Precursor to National Optical Fibre Network(NOFN)
Rural Connectivity (GPNIC) has been designed, developed and implemented
in 10 Gram Panchayats of Srinagar Block, Ajmer District as a proof of concept
(POC). The project services right at the grass root level i.e. Gram Panchayat
which is within the comfortable reach of every rural citizen. It has been
developed to facilitate Panchayat office by providing various online services.
This project aims to reduce gap between urban and rural areas and shall help
to reach the unreached through the electronic network. It will also serve the
served/under-served by building up the capacity of the Panchayat for prompt
and responsive service delivery. Pilot Gram Panchayats have also been
strengthened by providing necessary equipments and manpower. Initially
Education and Healthcare services have been taken on priority. Last mile
connectivity to schools is planned on wireless. Telemedicine services have
been started with the District hospitals as consultancy point.

National Optical Fiber Network (NOFN)
Keeping the Rural Connectivity as a model for Panchayat Connectivity,
Government of India has approved National Optical Fiber Network to connect
all 2,50,000 Gram Panchayats in the country. Initially 59 Gram Panchayats of
Rajasthan, Andhra Pradesh & Tripura has been taken up on pilot basis to
identify connectivity gaps and resolve the issued before national rollout. In
Rajasthan, 30 Gram Panchayats of Arain Block of Ajmer has been selected.
BBNL has provided fiber connectivity to all 30 Gram Panchayats. About 60
government institutions of Gram panchayats will be horizontally connected
through wireless technology. Department of Electronic and IT (DeitY) has sanctioned necessary hardware and manpower for
Gram Panchayat and all the institutions to be connected. Various citizen centric services will be provided by these NOFN
centers. Telemedicine services will also be provided to citizens.

Sugam RPG
"SUGAM RPG" the single point public Grievance Redressal portal of Government of Rajasthan is a web based system, developed in order to provide an effective grievance redressal mechanism for the citizens in Rajasthan. The system has been so designed that it would cater to the redressal of grievances related to all government departments in the state. The Department of Removal of Public Grievances, Government of Rajasthan is the nodal department for execution of this project. The software has been developed by National Informatics Centre, Rajasthan. "SUGAM RPG" the single point public Grievance Redressal portal was launched by Shri V. Naraynsami, Minister of State, PMO and Administrative Reforms & Public Grievances, GoI and Hon'ble Chief Minister of Rajasthan Shri Ashok Gehlot in Jaipur on 12th May 2011.
As part of the project a call centre has been established at Secretariat Jaipur with 8 nodes connected to Internet and 4 telephone lines and 8 Operators. The SUGAM RPG system provides multiple channels for grievance lodging to the citizen. A complaints can lodge grievance related to any department, corporation, Urban Development Authorities, etc. through SUGAM-RPG web portal, telephone, letter, mail or by approaching any govt. office up to Block, Police station level. "SUGAM" the single point public Grievance Redressal system has been implemented across the state in all 33 district collectorates and all the departments of Rajasthan. Approx more than 5500 officers are using this system. Linkages have been built in the software in such a manner that grievance received at any level can be forwarded anywhere within the department for redress. The system has language interfaces both for Hindi and English.

• Citizen can get all their complaints registered easily.• Citizen can get the status of their already registered complaint either by calling to a single number or through Web
portal.• Providing support with the help of a Call Centre will definitely increase the efficiency through time and cost savings
for people in their dealings with various government authorities for obtaining the required support.• Escalation of grievance can reach the concerned official in an immediate manner.• Government departments up to block level provide support to the citizens to register complaint or in getting
information regarding the general queries they have. Any department can access the application through unique ID & password and register the complaints of the citizen.

In accordance to the Budget Announcement 2012, Biometric Attendance and Leave Management System was developed and implemented for Check In, Check Out and leave management of the officials of the State Government. The system is based on centralized data storage approach. The officials can use either finger/ thumb registered with the system at the time of marking of attendance. The system has appropriate workflow based approvals. e-District is a State Mission Mode Project under the National e-Governance Plan formulated by Government of
India aimed at strengthening the district administration and service delivery to citizens leveraging Information
Technology.
e-District has been envisaged as automation of workflow and internal processes of District Administration with
the possibility of seamless integration of various departments including Revenue, PDS, Social Justice, Panchayati Raj,
Election, Urban Local Bodies, Land Records & Registration etc. for providing services to the citizen. This project helps
in providing efficient departmental services through Common Service Centres (CSCs) and e-Mitra.
The Government of Rajasthan has finalized 8 service categories (Certificates, Revenue Court, Government
Dues & Recovery, RTI, Permission, Compensation & Relief, Land Records and Employment) to be delivered under e-
District project. The total financial outlay of Rs. 642.41 lacs for two Pilot districts (Ajmer & Jodhpur) has been
allocated to the State for the pilot project. RajCOMP Info Services Limited is the State Designated Agency (SDA)
appointed by Government of Rajasthan for implementation of project. In the next phase, the project shall be rolled
out throughout the state under the eDistrict Statewide rollout Mission Mode Project.
Envisaged outcomes:

Apna Khata: Land Records Computerization
The prime goal of Land Records Computerization is to digitally store the land records in systematic and logical way so that "Land Ownership" information can easily be made available to citizen and preserved. The Government of Rajasthan initiated computerization of land records in 1996-97 and accomplished in 2000-01 in a sequential manner includes verification and validation of records. The legal digital records were disseminated at each Tehsil during 2001-02 and Tehsil Centre has been coined as "Apnakhata Centre". The process of manual preparation of land records has been completely discontinued since 2004.
In the next phase, the entire land records of state were hosted at http://apnakhata.raj.nic.in in 2003. Rajasthan is at the fore front in LRC for hosting the entire state land records data on web. The certified Records of Right(RoR) can be obtained from the authorized centre. Data is available in Hindi, hence, a common man can retrieve his/her land details by just providing the tehsils name, village, khata number. The mutation updates are applied on a regular basis. Digitally Signed Record of Rights (RoR)
Leveraging innovative & emerging technologies
Government of Rajasthan initiated Apnakhata services
extended to citizen by using Digital Signature Certificate
(DSC) mechanism for the issuance of Digitally Signed
Jamabandi (RoR). In this regard, Hon'ble Chief Minister,
Rajasthan launched a pilot for the issuance of digitally
signed RoR from Tehsil Niwai of Tonk District on 13th
March 2012. In this process, digital signature was done
in digital records (database) after complete verification
of records by the respective officials.
In the first phase 33 Tehsils have been selected in
addition to pilot Tehsil Niwai of Tonk. For this necessary
preparation & strengthening of ICT infrastructure has
been ensured. The Online Application has been
redesigned & enhanced according to notification. In this
phase each Tehsil has been connected with 2 Mbps
MLLN Lease Line from Tehsil to District NIC and then
routed through NICNET. The revamped application is
based on 3-Tier architecture. Each of the 34 Tehsils are
now online and issuing DSC enabled RoRs. More than
1100 CSCs /e-Mitra Kiosks have authorized for the
issuance of DSC enabled RoR and 2790 private kisoks
have been authorized for the issuance of RoR as well.
In second phase 32 Tehsils have been selected. The necessary preparation is in process for March 2013 target and the
remaining (third phase) Tehsils will be made functional by Jun-Jul 2013. As a result instant availability of certified copies
of land records would become possible in the state. This has gone a long way in providing great relief to the citizens.

On 2nd October 2011 the Government of Rajasthan launched a scheme for providing free medicines to all patients under
"Mukhya Mantri Nishulk Dawa Yojana" in all 33 Districts in Rajasthan. CDAC signed an MOU with the Government of
Rajasthan for providing a complete supply chain management solution for the Drugs under the scheme through its web
based application "e-Aushadhi". The solution provides drug management service to various District Drug Warehouses of
Rajasthan, their sub stores like Community Health centre and Primary Health Care Centers. Finally the drugs are issued to
patients, who are the final consumers in the chain.

The Ministry of Road Transport & Highways has been facilitating computerization of 975 Road Transport Offices (RTOs)
across the country. RTOs issue Registration Certificate (RC) & Driving License (DL) that are valid across the country. It was
necessary to define same standards for these documents on a pan-India level to ensure interoperability and correctness
and timely availability of information. SCOSTA committee setup for this purpose recommended deployment of uniform
& standardized software across the country. Ministry entrusted National Informatics Centre the task to standardize &
deploy the software: VAHAN for Vehicle Registration and SARATHI for Driving Licenses.

e-Stamping
Project Overview
E-stamping is an electronic way of paying stamp
duty to the Government through a web based
system. The Government of Rajasthan has always
been a step ahead in adopting and promoting the
latest technology. Keeping pace with the
advancement of technology, the Govt. of Rajasthan
adopted e-stamping as a major e-Governance
initiative. The Chief Minister in his budget of the FY
2011-12 had announced that implementation of e-
stamping is a need of the hour as it is a safe, secure
and tamper proof way of paying stamp duty.
e-Stamping was formally inaugurated by the Chief
Minister on July 22nd, 2011.
e-Stamping was operationalized from the 7
divisional Headquarters and 4 District headquarters
for stamp duty payments above Rs. 500/-.
Benefits to the Government:
1. Stops leakage of Government revenue as it is the safest & secured mode of stamp duty collection. Each certificate
carries a Unique Identification Number (UIN) through which it can be tracked online.
2. Payment is made direct to Government account, which is once in a day, thereby ensuring that reconciliation of funds
becomes very easy for Government.
3. Saves cost to the Government and is administratively convenient as it does away with printing, stocking, distribution
and reconciliation as required for the physical stamp papers.
4. The e-stamps with UIN are generated online and capture the issue date and hence can not be back dated. The
possibility of litigations using back dated stamp papers also gets eliminated.
Benefits to the Citizens:
1. The authenticity of an e-Stamp can be verified by citizens themselves by checking the UIN on the Stamp on

Rajasthan Online Scholarship System (http://rajpms.nic.in) launched in February 2012 with technical
collaboration with NIC, is a common platform for all stackholders like beneficiaries/students, colleges/institutions,
department etc. involved in scholarship process and specifically developed for Post Metric Scholarship Scheme of
SC/ST/OBC/SBC. It is a role and work-flow based web application for the streamlining and automation of various
processes involved in receiving, verification & processing of scholarship applications, sanction, disbursal and overall
management of scholarship. ROSE also leverages inherit strength of ICT by implementation of e-alerting, SMS-
alerting; automated system generated unique identity to Scholarship Proposals, Sanction Orders. The system also
has search & tracking feature, so beneficiary may get present status & track record of his/her application at any point
of time.

Project OverviewState Government aims to enhance efficiency and transparency in public procurement through the implementation of a unified, real-time and comprehensive e-Procurement solution. This solution is to be used by all government organizations in the State, including the Public Sector Undertakings (PSUs).
To achieve this aim,the State Government, as part of Mission Mode Project under National e-Governance Plan (NeGP) of Ministry of Commerce, Government of India, has implemented the Government e-Procurement solution of National Informatics Centre (GePNIC).The solution is a web-based application, available anytime anywhere, secured by state-of-the-art security based on Digital Signature Certificates. The project has been implemented by RajCOMP Info Services Limited (RISL)with the support of NIC. A dedicated training cell and help desk has been setupto provide support services to all the users i.e. Government officers andprospective bidders.
As per policy decision, all procurements above Rs. 50.00 lacs are to be mandatorily done through e-Procurement (in case of Public Works Department: Rs 25 lacs and above). Thesolutionis being actively used across 80departments/PSUs. Notably, more than 8400 tenders amounting to Rs. 32000 crores have been floated through this system since its implementation in October 2011. Continuous operational training programs are also being organized both for departmental users as well as bidders. More than 2400 government users and 1200 bidders have been provided training.

Project OverviewIn order to strengthen the Single Window System and to give it a statutory status, Single Window Act has been
introduced by Government of Rajasthan. Single Window Clearance System (SWCS) is an e-Governance initiative of Government of Rajasthan for effective, accountable and transparent process of investment proposals. SWCS has been conceptualized as an umbrella system covering all modular systems and their integration to ultimately achieve the computerization of state wide investment processing and efficient monitoring. It would facilitate a interface across various departments viz. Bureau of Investment Promotion, Industry , District Industry Centres and other Government Departments. Bureau of Investment Promotion is the nodal department and National Informatics Centre (NIC) is the executing agency for the project.

GIS Based Mineral Lease Application
Lease Information System or LIS is the central Database of all Mining Leases in Rajasthan with their GIS mapping and all relevant Lease and Lessee Information like the Grant and Location Information , all required clearances like the Mining Plan Approval , Forest Clearance , and Pollution clearance , and the Transfer , Merger and Amalgamation details. The System has powerful search and query System to search a Lessee on any of the major attributes and power MIS System. The Module is linked to the GIS map of the Lease at every stage of the MIS report.
GIS module is the Geospatial Database of approximately 30,000 leases of all types including ML,PL, RP and Quarry Licenses. The GIS has layers for reserved Area ,Forest , Railways , Electrical Lines , Water Bodies etc taken from the GSI. The Module has powerful Query system to search any lease on the GIS map with linkage to the LIS module.
Application Processing Module is the Database of all the new Applications with the Department. Integrated Financial Management System (IFMS)
Integrated Financial Management System (IFMS) is an e-Governance initiative of
Rajasthan Government for effective, accountable and transparent Public Finance
Management. IFMS has been conceptualized as an umbrella system covering all
modular systems and their integration. IFMS, Rajasthan is under Mission Mode
project of the Govt of India. IFMS is a web based solution leveraging all
transactions, keyed in once only during whole of its lifecycle. It provides online
budget estimations, preparation, printing, distribution. Budget control is applied
at treasuries, while passing bills all the entries are checked online for budget
availability. Budget allocated, total expenditure and budget availability can be
checked on real time basis. Payroll module provides online processing of salary
and other bills of employees, transfer of the same to treasury, passing of bills by
treasury and transfer to the bank in softcopy which are subsequently transferred to their respective account by the
bank. Centralized data base of posts, online sanctions of posts, vehicle, and telephones has been developed. Preparation
of annual plan has been made online. Concept of virtual treasury was introduced with online government receipt
accounting system (eGRAS) operational from Nov 2012. MoU was signed between Finance department Govt. of
Rajasthan, NIC and NICSI on 24th Nov. 2009.

In order to integrate the existing web applications with the latest technologies, RISL along with Rajasthan Police has

• Beat: Patrol monitoring, in the application the GPS enabled phones allows the SHO to plot the details of the daily
patrol on the area map.
• FIR/Incident: handheld solution empowers Rajasthan Police to take pictures and capture videos and upload
them on server for integration.
• Incident Reporting (for public use). By using the mobile application the public is able to provide details of servant
and the tenants for verification and also allows public to report crime such as eve teasing, accident, organized
crime, share information about wanted criminals etc.

Developed by NIC, Rajasthan, it features innovative use of Information Technology in the process of assembly
questions and their replies by the government. It is a completely online solution which replaces all manual
procedures used at any stage of the process. SMS messaging has been integrated at every step of the workflow for
the stakeholders. Looking at the critical nature of legislative business, digital signature based transaction
authentication is used. This 'go-green' solution saves almost 100 lac paper sheets every year, relieving the dealing
officers of unnecessary stress and helps in instant communication between the government, assembly and other
stake holders including media and public.

disseminate up-to-date information on projects, dams, reservoirs, canals,
