The Section of Deputy Prime Minister for Science, Development and Innovation is an active modera-tor and coordinator of debates among main actors of management and operation of the system of science and development in the Czech Republic.We provide professional, analytic and logistic sup-port for the Governmentʼs Research, Development and Innovation Council (R&D Council), Council for Competitiveness and Economic Growth (C&EG Council), and we are a sponsor of the National Re-search and Innovation Strategy for Smart Specia-lization of the Czech Republic (National RIS3 Stra-tegy). In all three pillars, we aim to contribute to a purposeful interconnection of the academic and entrepreneurial sector, and to eff ective streamlining of fi nancial funds into the most advanced fi elds of research. We promote a stable position of funda-mental research; however, we simultaneously aim to strengthen applied research that will introduce specifi c results in practice.We have established 10 pilot sector platforms in order to determine sector priorities and trends in the directions of respective industries while consi-dering the expenses on science and research in the branches of the entrepreneurial sector. At the same time, by means of strategic planning and structured debates, we must prepare ourselves to the period after 2020 when sources from EU funds are restric-ted as opposed to their present volumes. Currently, we are primarily working on a new law on the support for research, development and inno-vations, preparation of methodology for evaluation of research organizations 2017+, the RIS3 strategy management, or update of the National Policy for Research, Development and Innovations. We are re-sponsible for the distribution of expenditures from the Czech Republicʼs state budget on research, de-velopment, and innovation.

The Council for Competitiveness and Economic Growth (C&EG Council) provides the government with a knowledge base particularly for making de-cisions on conceptual issues of competitiveness and economic growth inclusive of new branches from the sphere of cultural and creative industries and digital economy. There are fi ve professionals from the government administration, companies and trade union associ-ations who work in fi ve committees of the Coun-cil, for example, on a new approach to applied research and digital economy. The main target is to react to the needs of industry, interconnect entrepreneurial environment with research, and increase the proportion of technically educated professionals. The C&EG Council Chairman is the Deputy Prime Minister for Science, Development and Innovations, Vice-Chairmen are the Minister of Industry and Trade, and the Minister of Educati-on, Youth, and Sports.

Science is not expense but an investmentThe importance of science, research and innova-tion for the Czech Republicʼs competitiveness has grown enormously. We have strong industrial and scientifi c bases, and modern research centers, so we have enough resources to exploit. Moreover, we have enough money to spend on this sphere now, which is rather unique in the Czech environment. Unfortunately, entrepreneurs and researchers often go in diff erent directions and so we cannot use invested means eff ectively. The target of the Section as well as of mine is to make all actors on the scientifi c and industrial scene communi-cate and cooperate so that science will become a real engine of the national economy – a strength which, thanks to innovations – accelerates economic growth. We create favorable conditions for being able to turn new fi ndings into revolutionary tech-nologies and top-quality hi-tech products that will signifi cantly increase the quality of our lives.

The National Research and Innovation Strategy for Smart Specialization of the Czech Republic (Nati-onal RIS3 Strategy) is to serve for eff ective tar-geting of European, national, regional and private funds (up to CZK 70 billion by the end of 2023) into the most advanced spheres of research and business enterprise. Priority spheres of the sup-port for research and development and innovation (a Czech acronym VaVaI) will be jointly determi-ned by representatives of companies, research in-stitutions, schools, public service and the non-pro-fi t sector by means of outputs from negotiations held by National Innovation Platforms.
