Title: Uttarakhand Emergency Assistance Project (ADB Funded)
1. India has applied/received a loan from the Asian Development Bank (ADB) towards the cost of
Uttarakhand Emergency Assistance Project (UEAP). The part of this loan will be used for eligible
payments under following consultancy work namely: Design and Construction supervision consultant
services (DSC) (UJS/UEAP).
2. The UEAP aims to rehabilitate and reconstruct damaged urban water supply schemes and related
infrastructure, roads & bridges, urban infrastructure, tourism infrastructure and helipads in the
various places in the state of Uttarakhand during June 15-17, 2013. State Disaster Management
Agency (SDMA) is the executing agency and Uttarakhand Jal Sansthan (UJS) is the implementing
agency for urban water supply.
3. SDMA and UJS intend to engage the design and supervision consultant (DSC) to assist UJS in
reconstruction and rehabilitation of damaged 9 urban water supply schemes of Uttarakhand State. DSC
will assist UJS in the appraisal, implementation, and management and monitoring of the project.
DSC will prepare concept plans, subproject appraisal reports, contract planning and detailed
engineering designs, schedules of quantities and technical specifications, procurement packaging,
bid documents, invitation, receipt and evaluation of bids etc. DSC will a lso supervise the
construction, manage contracts, monitor construction activities, certify contractor’s progress
claims, carry out quality control, testing and help in preparing progress and monitoring reports,
maintaining accounts, processing bills and submission of disbursement claims .
4. UJS, the employer invites ‘Expression of Interest’ (EOI) from the reputed national consultancy firms /
organizations from ADB member countries having prior experience in providing similar consulting
services in externally aided projects financed by multilateral development agencies.
5. The outline ‘Terms of Reference (TOR)’ for the above consultancy services are available at ‘Consultant
Selection Recruitment Notice (CSRN)’ section of www.adb.org and http://ujs.uk.gov.in/. The TOR
document and the prescribed format (template) for submitting the EOI can also be obtained from office of
the Chief General Manager, Uttarakhand Jal Sansthan, Jal Bhawan, B-Block, Nehru Colony, Dehradun-
248001 during office hours or can be downloaded from the official website http://ujs.uk.gov.in/.
6. Short listed firms / organizations shall be invited to submit their detailed technical and financial proposals
subsequently through RFP (Request for Proposal). The Consultants shall be selected and engaged in
accordance with the “Guidelines on the Use of Consultants by Asian Development Bank and its
Borrowers” agreed between the Government of Uttarakhand and Asian Development Bank.
7. Interested and eligible consulting firms should submit their EOIs electronically at www.adb.org or UJS
official website http://ujs.uk.gov.in/ or in hard copy form (paper document) in the prescribed format by the
deadline of 08 November, 2013 to the address given below. If the consulting firm submits EOI in both the
mode (electronic and hard copy), only the hard copy submission will be considered and evaluated.

Terms of reference for consultants (Urban water supply component)
A. The Scope of the work:
The primary objective of the design and construction supervision consultants (DSC)
will be to assist Uttarakhand Jal Sansthan (UJS), the Implementing Agency in the appraisal,
implementation, management and monitoring of the project. DSC will prepare concept plans
and subproject appraisal reports, carry out contract planning and detailed engineering designs;
prepare schedules of quantities and specifications, support the PMU/UJS in preparation of
procurement packages, bid documents, invitation, receipt and evaluation of bids etc. DSC will
also supervise the construction; manage the contract; monitor construction activities and;
certify contractor’s progress claims, carry out quality control, testing; and help UJS in
preparing progress and monitoring reports, maintaining accounts, processing bills and
submission of disbursement claims. Consultancy contract will initially be awarded for the
duration of 24 months and may be further extended till the duration of the project.

B. Specific Tasks:
a) Establishment of Project Management System:
1. Assist UJS to set up project, implementation and monitoring systems and
procedures .
2. Assist UJS in preparing annual work plans, detailed implementation schedule
and budgets using computer based project management tools .
3. Support UJS in developing mechanism for fixing the yearly targets for contract
award and disbursement assessment .
4. Support UJS in setting up the efficient contract administration system.
b) Project Performance Monitoring and Reporting:
1. Establish Project Performance Monitoring System (PPMS) based on the design
monitoring framework of the project and planned implementation schedule,
safeguard and site clearance implementation plan, work program of project
consultants, contactors and.
2. Collect secondary data and if required, generate primary data for baseline
information and monthly update of PPMS.
3. Monitor the progress of project based on PPMS output and provide advance
notices to UJS and in case of anticipated problems issue early warning and
suggest corrective actions.
4. Compile and prepare on behalf of UJS all the reports( as per ADB and GoU
requirement) including progress report in the formats acceptable to ADB and
GoU
c) Project Accounting.
1. Assist UJS in maintaining the project accounts with all ledgers and control
systems
2. Help UJS in preparation of annual budgets, accounting and audit reports.
3. Generate different accounts reports and financial statements.
4. Assist UJS in ensuring smooth funds flow from ADB and GoU
d) Appraisal of subprojects
1. Validate secondary data and information available for technical assessment of
the selected subprojects.
2. Identify requirements of field surveys and other investigations such as soil
surveys, , pavement evaluation, construction material survey, hydro-geological
investigations, selection of well sites, pumping requirements, raw water, and
clear water quality sampling and analysis etc, for preparation of appraisal
report, preliminary and detailed engineering design. Generate the additional
data required by engaging survey and investigation firms.
3. Collect and generate data necessary for carrying out social, environmental,
economic and financial assessment of the subprojects;
4. Carry out detailed technical assessment of subprojects.
5. Carry out social and environmental safeguard; economic and financial
assessment of the subprojects following ADB Guidelines and requirements
6. Asses and confirm eligibility of the subprojects based on subproject selection
criteria of the Project
7. Prepare the subproject appraisal reports and ensure that the SARs are of
acceptable quality and prepared in the prescribed format of ADB.
8. Finalize the key design parameters based on applicable standards.
9. Prepare preliminary designs after assessment of the alternative and select the
most appropriate and economical option. The preliminary designs will describe
the design criteria and parameters as well as the regulations applicable for each
design.
e) Engineering Design
1. Prepare the detailed engineering design for the item rate contracts following the
applicable standards. Designs should be sufficiently detailed to ensure clarity
and understanding by the contractors.
2. Prepare all necessary tender and construction drawings and provide
specifications and bill of quantities. The construction drawings should be
sufficiently detailed to permit contractors to construct the civil works
efficiently.
3. Prepare the engineer’s estimates based on the market prices and detailed
schedules of quantity, procurement packages and quantity control programs.
4. Prepare the necessary input status and output requirements including
specification and bill of quantities for the design and turnkey contracts; review
and approve the design, specification and drawings submitted by the design and
turnkey contractors.
f) Procurement
1. Prepare the necessary bid documents required for local and international
competitive bidding. The bid documents will include instruction to bidders;
general and special conditions of contract, technical specifications, bills of
quantities, tender drawings, and forms of contract etc. The specifications will be
detailed and use locally applicable standards as well as follow ADB procedures.
The bills of quantities will be based on detailed calculations of quantities and
costs estimates will be based on market prices.
2. Prepare bid documents for design, built, operate contracts including input data
and status, output requirements, technical specifications, bills of quantities,
tender drawings etc.
3. Evaluate bid proposals and prepare bid evaluation report jointly with UJS.
4. Assist UJS in contract negotiations with the successful bidders, if and wherever
required.
5. Prepare contract documents.
g) Construction Supervision:
1. Supervise the execution of civil works contracts as engineer or engineer’s
representative, monitor the contract implementation; review and approve
contractors work and resource mobilization plan; monitor construction methods
and quality control; certify that the quality of works conforms to the
specifications and drawings; assess the adequacy of the contractor's input
materials, labor, and construction methods; furnish all revisions and detailed
drawings as necessary during the continuance of the contract; attend third party
inspections as necessary etc.
2. Prepare measurements for completed and in progress works, and certify bills for
payment by UJS.
3. Examine the contractor's claims for the time extension, costs compensation,
etc., and prepare recommendation for approval by UJS.
4. Carry out tests on installation; trial run etc for the completed facilities.
5. Assist in preparing as-built drawings by the contractors; and check installation
and commissioning.
6. Ensure quality of the works during construction and suggest appropriate
remedial action, where required
h) Safeguards Implementation and Monitoring
1. Ensure implementation of resettlement and environmental monitoring plan
2. Assist UJS in collecting baseline data on safeguard issues; provide technical
data required for preparing social and environmental safeguard documents and
reports etc.
3. Collect town level data required on safeguard issues, in the agreed format and
provide those data and information to UJS as per the agreed time frame.
i) Project Completion Report
1. The consultants shall prepare the Project Completion Report for the water
supply in the ADB format.
