    number of sample ballots that are mailed to householdsstatewide. Such an approach recognizes the strained budgets onwhich many counties and municipalities operate, whilesignificantly reducing the amount spent on each election. Underthis proposal, sample ballots would be sent to all registeredvoters for each general election. For all other elections, onesample ballot will be delivered to each address where at leastone resident is a registered voter. Residences with multLp Levoters with different last names, such as group homes, and postoff ice boxes, will continue to receive individual sampleballots.

    Taken together, these recommendations modernize votingoptions for our citizens in a sensible and fiscally-prudentmanner.

Anyreference to sampleballot envelopes in anysection of this Title tothe contrarynotwithstanding, in allcounties where votingmachines are used andwherein the commissionerof registration has thefacilities to mail outsample ballots directin the case of thegeneral election to [theregistrants of] eachregistered voter, an~the case of all otherelections to theresidence address whereat least one residentthereof is a registeredvoter in such county andhas elected so to do, asotherwise in this Titleprovided, thecommissioner ofregistration in any suchcounty may request thecounty clerk of suchcounty to have thesample ballots preparedin the manner following:(1) The county clerkshall have said sampleballots for all generaland special electionsprinted in such mannerthat, when folded, thewords "Official GeneralElection Sample Ballot"or as the case may be,shall appear on thereverse side thereof,together with the words"In cases where thesample ballot is to besent to an addresseewho, or a residenceaddress which, does notreceive [his] mail bydelivery to [his home]the addressee's home orthe residence address orthrough rural freedelivery 'if notdelivered within 5 daysreturn to thecommissioner ofregistration' and in allother cases 'if notdelivered within 2 daysreturn to thecommissioner ofregistration.
