Ladies and Gentlemen:

I would like to present the 2019 Law Enforcement Officers Killed or Assaulted (LEOKA) annual report. This report is published by the TBI presenting information on reported incidents of assaults or deaths of law enforcement officers in the line of duty that occurred in Tennessee. The information contained in the report is based on crime statistics information submitted by law enforcement agencies, colleges and universities in Tennessee to TBI’s Tennessee Incident- Based Reporting System (TIBRS) program. TIBRS is the state version of the FBI’s National Incident-Based Reporting System (NIBRS) program. The information collected by TBI conforms to the national standard as presented in the FBI’s annual LEOKA report. Please see https://crimeinsight.tbi.tn.gov/ for additional information.

I am very proud of the efforts of all participating law enforcement agencies in the state to provide the data necessary to produce this report. Our combined efforts have resulted in a successful program and this annual report, providing information on incidents involving assaults and deaths of our law enforcement officers.

Law Enforcement Officers Killed or Assaulted 2019

The current report presents analyses of incidents in which law enforcement officers were killed or assaulted in the line of duty in 2019. The information is collected through the Tennessee Incident- Based Reporting System (TIBRS). Incident-based reporting views a crime and all of its components as an “incident”. In order to obtain important information, facts recorded and preserved about the incident are organized into specific categories or segments. The vehicle used for recording these facts is a “data element”. Data elements provide information about crime and its involvement with victims, offenders, property, arrestees, etc.

Offenses included for analyses:

Murder and Non-negligent Manslaughter – The willful (non-negligent) killing of one human being by another.

Note: Deaths of law enforcement officers by accidental causes do not meet the FBI’s reporting criteria for a LEOKA offense

Aggravated Assault – An unlawful attack by one person upon another wherein the offender uses a weapon or displays it in a threatening manner, or the victim suffers obvious severe or aggravated bodily injury involving apparent broken bones, loss of teeth, possible internal injury, severe laceration or loss of consciousness.

Simple Assault – An unlawful physical attack by one person upon another where neither the offender displays a weapon, nor the victim suffers obvious severe or aggravated bodily injury involving apparent broken bones, loss of teeth, possible internal injury, severe laceration or loss of consciousness.

Intimidation – To unlawfully place another person in reasonable fear of bodily harm through the use of threatening words and/or other conduct, but without displaying a weapon or subjecting the victim to actual physical attack.

Stalking – To intentionally and repeatedly follow or harass another person in such a manner as would cause that person to be in reasonable fear of being assaulted, suffering bodily injury or death.

In 2019, a total of 224 agencies reported Law Enforcement Officers Killed or Assaulted (LEOKA).

2019 LEOKA Quick Facts

• In 2019, there were a total of 2,416 LEOKA victims reported across the state.

• The number of reported LEOKA offenses increased by 29.3% from 2016 to 2019.

• Of the 2,416 LEOKA incidents reported in 2019, 80.5% were cleared by arrest.

• The most frequently reported offense was Simple Assault at 57.6%.

• The most common weapon type used by offender was Personal Weapons (Hands, Feet,

Teeth, etc.) at 58.5%.

• The largest percentages of incidents reported occurred on Wednesday (16.3%) and Saturday

(15.6%).

• Most LEOKA incidents occurred between 6:00-8:59 pm with Simple Assault being the most

reported offense type.

• The location category of Residence/Home made up 30% of all reported locations for LEOKA

offenses in TIBRS.

• The most frequently reported Vehicle Assignments were One Officer Vehicle-Assisted (40.5%).

and One Officer Vehicle-Alone (30.2%).

• Responding to Disturbance Calls and Attempting Other Arrests were the most common Type

of Activity reported by LEOKA victims in 2019.

LEOKA Overview

The total number of LEOKA incidents increased by 29.3% from 2016 to 2019. The offense

of Simple Assault increased significantly within the four-year time span at 37.6%, followed

by Aggravated Assault at 21.4%. Three murders and zero stalking offenses were reported

in 2019.

Incidents can either be Cleared by Arrest or by Exceptional Clearance such as the

death of the offender or prosecution being declined. Of the 2,416 LEOKA incidents

reported in 2019, 80.5% were Cleared by Arrest, 2.1% were cleared by Exceptional

Clearance, and 17.4% were Not Cleared. Simple Assault accounted for the largest

offense Cleared by Arrest in 2019.

Victim Analysis Findings on victim data indicated that Male officers made up 88.4% of all reported victims

in 2019, whereas, Female officers accounted for only 11.6% of reported victims. White

officers between the ages of 25 to 34 years old comprised 45.1% of the reported victims

in 2019. Sixty-five and over accounted for 0.2% in 2019.

Per TIBRS, Vehicle Assignment describes if the Law Enforcement Officer was alone

or assisted during a LEOKA incident. The category of “Other (Alone)” refers to officers

assaulted while in other capacities, (i.e. foot patrol), and “Other (Assisted)” refers to

law enforcement assistance only.

A total of 40.5% of police officers who were victimized had a Vehicle Assignment of

One-Officer Vehicle (Assisted), whereas 30.2% had a Vehicle Assignment of One-

Officer Vehicle (Alone). Further findings revealed that the most frequent

offense reported with One-Officer Vehicle (Assisted) assignment was Simple

Assault at 58.6%.

LEOKA Injuries and Weapons Used

Per TIBRS, up to five injury types can be

reported per victim. Injury Type is a

required data element when reporting

Aggravated and Simple Assaults. There

were 2,297 reported injury types in 2019.

The category of None comprised 70.9%,

while 26.6% of incidents were reported with

an Apparent Minor Injury in 2019.

The table to the left displays the weapon types

used to assault officers who were involved in a

LEOKA incident in 2019.

The weapon category of Personal Weapons

(Hands, Feet, Teeth, Etc.) was the most

frequently reported weapon type at 58.5%,

followed by Motor Vehicle/Vessel as a

weapon type accounted for 13.7%.

Per TIBRS, up to three weapons can be

reported per incident. Findings found that the

total number of all firearms combined made

up 9.5% of all weapons types reported in

LEOKA incidents.

Timing of LEOKA Incidents

When comparing the frequency of LEOKA

incidents by day of week, most incidents

occurred on Wednesday (16.3%) and

Saturday (15.6%) in 2019. LEOKA incidents

were less likely to occur on Sunday and

Monday.

Most incidents occurred between 6:00 p.m. and

8:59 p.m., followed by 9:00 p.m. - 11:59 p.m.

During these times, Simple Assault was the

most commonly reported LEOKA offense type.

Chart 9 illustrates the monthly breakdown of

the 2,416 LEOKA offenses in 2019. June

(10.6%) accounted for the highest reported

month, followed by September at 9.2%.

Notably, from September to October, LEOKA

incidents decreased 20.7% from 223 incidents

to 177 incidents. This could be attributed to

the change of time, weather, or increase of

traveling due to the holiday season.

While the months of June through September

comprised the highest reported months of the

year, LEOKA occurrences remained relatively

consistent during the hotter months in 2019.

LEOKA Locations

Per TIBRS, incidents may have a secondary

location to provide a more descriptive

location. A total of 2,532 location codes were

reported in 2019. The most frequent location

reported was Residence/Home at 30%

followed by Highway/Road/Alley at 24.5%.

Noteworthy findings revealed Simple

Assaults occurred predominately in

Residence/Home locations. The offense of

Aggravated Assault was more prevalent

than Simple Assault when the location was

Highway/Road/Alley.

Additional findings indicated that Parking

Lot/Garage (12.6%) and Jail/Prison (8.7%)

location categories were among the top

highest reported locations in 2019.

Intimidation and Aggravated Assault offenses

occurred at almost the same rate in

Highway/Road/Alley and Residence/Home

locations. Simple Assault offenses occurred

more frequently in Residence/Home in 2019.

Offender Analysis

Most offenders in LEOKA incidents were Males (72.2%). Females accounted for 25.3% of

all reported offenders. Males aged 25-34 made up the highest age group category in 2019.

Unknown Gender (2.6%) and Unknown Age (3.4%) made up the lowest reported offender

types.

Most offenders were White at 60.5% and Black or African American made up 36.1%. Sixty-six offenders in 2019 were reported with an Unknown Gender and 75 were

reported with an Unknown Race. Offenders with the race of Asian, American Indian or Alaska Native and Native Hawaiian or Other Pacific Islander only comprised 0.4% of all the reported offenders in 2019 and therefore are not included on Chart 12.

LEOKA Victims and Activity Type

Each time an officer is assaulted in the line of

duty, the type of activity in which the officer

was engaged at the time of the assault is

reported. A total of 29.6% of LEOKA victims

in 2019 reported an activity type of

Responding to Disturbance Calls.

An additional 18.1% of victims reported an

activity type of Attempting Other Arrests.

The activity type of Ambush – No Warning, in

comparison, accounted for the least reported

in 2019.

The table above displays the specific offense that was identified with the Activity Types.

Findings revealed that most Simple Assaults occurred when an officer was Responding to

Disturbance Call and while Attempting Other Arrests. Meanwhile, Aggravated Assaults

occurred mostly when Responding to a Disturbance Call or Traffic Pursuits and Stops.
