Governor’s Economic Development Conference: “Next-Gen Know How”The Arizona Association for Economic Development partnered once again with the Arizona Commerce Authority and delivered a dynamic group of speakers, education and events for the 2013 Governor’s Economic Development Conference.
“Next-Gen Know How” was more than just the theme for the conference; it solidified how a great number of us see Arizona moving economic development forward. AAED’s focus every day is on the future prosperity of our state and how to get there. To have a growing, diversely based state economy, we recognize that it takes both the public and private sectors pulling together to improve the quality of life and strengthen the business climate. The goal at the completion of the conference was to arm each of us with the tools to be good collaborative partners.
Our membership of nearly 500 comes from across the state. For some of us who have been through several economic ups and downs here in Arizona, it is always a relief when the pundits and economists are again focused on the state’s positives. And it has started. Arizona was recently ranked by Forbes Magazine & Moody’s Analytics with a #1 ranking for projected job growth over the next five years. As this positive wind starts to blow and our momentum builds with one locate announcement after another, it is time to regain our rightful, usual place as the number 1 or 2 state for new job creation.
The recession pushed the field of economic development into a new prominence and relevance. Take advantage, arm yourselves with the best thinking and tools so that you can help our public officials truly understand the competitive landscape and what it takes to attract and retain.

Greetings Fellow AAED Members –Welcome to the fall season and the “this is
why we live in Arizona” portion of the year!
It’s a perfect time to go outside and explore
everything that Arizona has to offer.
We missed seeing many of our members
at the just concluded Governor’s Economic
Development conference in Flagstaff. Here are
some of the highlights:
� Many economists expect the end of 2013
and 2014 to exhibit continued recovery and
corporate expansion. Arizona has certainly
witnessed that trend; economic development
activity has started picking up again after its
typical summer slowdown.
� Corporate competitive advantage through
workforce talent continues to be a driving
force for shared services and back-office
operations, as companies seek expansion in
markets flush with educated population bases
combined with below-average operating costs.
� Manufacturing and distribution activity
continues to be strong as a result of
companies lowering expenses through tight
supply chains and proximity to consumers.
Arizona’s infrastructure — roads, water, sewer,
telecom, etc.— plays a critical role in attracting
manufacturers.
The Governor’s Economic Development conference
is an extremely important event for AAED on a
number of levels, so we wanted your feedback.
Thank you to those of you who responded to our
survey in October. This survey gave us attendee
feedback while also collecting information for the
leadership team on what prohibited others from
attending.

Arizona Certified Site/Buildings Announcement

After many months of study, analysis and refinement,
the Arizona Commerce Authority (ACA) is pleased to
present the Arizona Certified Sites and Arizona Certified
Buildings program. As many of you know, the term
“Certified Sites” has become everyday parlance in the
corporate real estate and site selection arena, the very
customers which we all strive to attract in our everyday
pursuit of additional jobs for Arizona. The principles
behind this economic development tool for Greater
Arizona’s rural communities is not only to showcase
the most ready to occupy properties to this primary
customer audience, but also to make the customer’s
job and decision in selecting an ideal location in Arizona
easier—one of the most fundamental tenants of sales.
This tool should prove to be a useful asset as we
move forward with the advancement of our collective
economic development endeavors to foster job growth

Ryan House to Benefit fRom aaeDRyan House has been selected as the 2013 benefactor of the December aaeD Charity Luncheon to be held at the Phoenix Country Club on December 3, 2013. “it’s about the kids this year,” says Charity luncheon coordinator Gayle Cooper, economic Development manager for the town of youngtown.
Ryan House was established in 2004, and opened its doors on March 29, 2010. From diagnosis through end-of-life, Ryan House has provided quality short-term respite, palliative and end-of-life care to children with life-threatening conditions
and their families. They offer a comprehensive program of family-centered care including medical, psychological, social and spiritual support
services and therapies.
Ryan House includes an 11,000 square-foot pediatric unit dedicated entirely to children’s care, which serves up to eight children at a time. The facility offers multi-activity art rooms, hydrotherapy pool, a fully accessible playground, and much more.

to practice law in Arizona
in 1999, having been
admitted to practice law
in Maryland in 1997. After
growing up in Flagstaff,
Brandon earned his
Bachelor of Arts degree from Georgetown University with
honors in 1994. He earned his law degree from George
Washington University School of Law in 1997. He worked
with the firm from 1999-2005, before moving to Phoenix to
work with Gust Rosenfeld PLC as an associate and then as
a Partner. In July 2010, he returned to the firm as a Partner
to raise his family in the city where he was born and raised.
He has sixteen years of experience in business law, real
estate, and public law. Brandon has assisted public entities
throughout the state of Arizona with real estate matters,
including purchase agreements, leases, lease purchase
financing, easements, and cell tower agreements, as well as
prosecuting misdemeanors in municipal courts. He also has
experience in litigation, trusts and estates, and employment
law. Brandon was the Chair of the Business Law Section
of the State Bar of Arizona for 2008-2009 and is currently
a Member at Large of the Business Law Section Executive
Committee. Brandon has been with AAED since June 2008
and has chaired the Northern Arizona Committee for three
years, the Annual Golf Committee for two years, and was
chosen to be the recipient of the EDDE Member of the Year
for 2011.
What do you see as being the largest economic development issue that Arizona will have to face in the next five years?
Transportation and related infrastructure. I watched the valley boom and assisted with many of the legal issues of widening arterial streets, highways and freeways, as well as the assemblage of properties for large projects that required significant transportation infrastructure. A number of Arizona rural cities and towns are having arguments internally about whether they want to improve their transportation
infrastructure to assist with economic development versus the feeling of losing the character of the rural city or town. I remember when Williams was first bypassed by I-40 and the impact it had on my grandparents, who used to own a Stuckeys just outside of Williams. We also have the I-11/CanaMex issue that is a big economic development question, as it raises the fear of whether money spent on it as an economic development driver will cause less money to be available for deferred maintenance on existing streets, highways and freeways throughout Arizona.
What is your role and your goals as the Northern Arizona Committee Chair?
My role as the chair has changed over the last three years. Initially, it was just to get the committee active again and on a steady schedule of quarterly events. It then quickly evolved into listening to the results of the Northern Arizona roundtable and the various surveys we issued to determine what topics were of the greatest concern to AAED Northern Arizona members. Now my role, and our committee’s goal, is to work toward getting some signature annual events in place, such as our updates from the Capital Steps each spring and the upcoming Northern Arizona Regionalism Symposium in Cottonwood on November 21, which is our second annual regionalism symposium.
What accomplishment are you most proud of?
Within AAED, I am most proud of being awarded the EDDE for Member of the Year in 2011; however, that does not compare with my two children, Keely and Cullen, and watching them grow up in Flagstaff where I grew up.
What do you value most as a member of AAED?The welcoming personalities of the members. I have been telling people ever since I joined that this organization was so much better as a source of collaboration, advocacy and education because each member has joined individually, and each member is interested in hearing how you can help each other achieve your goals.
What is one thing most people don’t know about you?I am secretly building an underground lair where I am gathering an army of flying monkeys sufficient to take over the world... which means that I have a sense of humor that makes me want to see if people will actually read all of my answers.

pascua yaqui tribe Host southern AZ luncheonBy Joyce Grossman, AAED Executive Director
Casino Del Sol, a state-of-the-art revenue
generator for the Pascua Yaqui Tribe, was
the location for the Southern Membership
Luncheon on September 18th. In the audience
of 75 were several elected of f icials
representing tribal, local and federal levels. AAED Board Director Levi Esquerra
provided an update on AAED’s Tribal
Economic Development Committee (TEDC),
which now includes 10 tribes represented
in the Committee’s membership.
This year TEDC is focusing ef forts on a
Statewide Tribal Economic Development
Impact Study. AAED is gaining tribal
support for the study and in identifying
funding for its completion.
Pascua Yaqui Tribal Council Member
Marcelino C. Flores proudly discussed
the success of the Del Sol experience
and its impact on workforce development
through job creation, while fulf i l l ing the
tribal tradition of of fering hospitality to
partners and neighbors. Mr. Patrick Marum
of Wood/Patel also spoke and shared a
case study of some of the challenges and
successes in building the casino.
Council Member Flores spoke of how
training and workforce development leads
to cer ti f ication and accreditation that
is employer val idated and transferable
across industr ies.
Looking to the future, the Pascua Yaqui
Tribe plans to “create an institutional
culture of conservation and sustainabil i ty
by reducing our impact on the
environment and continuing to develop
tr ibal lands in a responsible manner as a
foundation for economic sovereignty and
self-determination.”
AAED’s Tribal Economic Development
Committee (TEDC) had the pleasure of
visiting the Pascua Yaqui tr ibe/reservation
just outside of Tucson on September 18th
(Pascua Yaqui’s Tribal Recognition Day)
to learn about and help celebrate the
tr ibe’s abil i ty to overcome challenges and
f lourish in Southern Arizona and in other
areas throughout the state.
A tour of Casino Del Sol fol lowed the
Southern AZ Luncheon, in which Leann
Schacht and Mark Scheller pointed out
the four-star features of the impressive
hotel and casino. The hotel /casino
serves as a huge boost to economic
development in the Tucson area—
providing 1,509 jobs to tr ibal members
and non-tr ibal members al ike.
Tour participants also got the opportunity to
speak with Chairman Peter Yucupicio and
Council Members Raymond Buelna, David
Ramirez, and Marcelino Flores to discuss
the tribe’s history, challenges, values, and
hopes relating to economic development.
The tr ibe faces a low allocation of land
area for a very high population. The
Pascua Yaqui Tribe has 18,541 enrolled
active members and 1,828 acres of
reservation land. By comparison, this land
mass-to-population ratio is vastly less
than other tr ibes in the state. This land
mass is not contiguous, making consistent
development even more challenging. The
tr ibe has faced these challenges head on
by meticulously planning for the future use
of lands and funds available to them.
In the past few decades, the tr ibe has
expanded by building community centers,
education centers, senior housing for
elders, a justice and detention center, a
comprehensive health depar tment and
pharmacy, a recreation center, community
spor ts f ields, a golf course, and an
impressive low income housing project.
The tr ibe has also put language programs,
transpor tation programs, and education
programs in place. Kelly Gomez, Pascua
Yaqui Land Depar tment Director, led the
group on a tour of a project underway
to rebuild roads and add street l ighting
throughout the reservation area.
The tr ibe has planned to continue with
f inal phases of the hotel /casino to
complete the original four-phase vision.
The tr ibe is also very progressive in
working with outside entities. For example,
they have added a Boys & Gir ls Club
on-reservation, and they have worked
as a joint par tner with Fry’s to negotiate
the construction of a Fry’s Marketplace
grocery store, pending Kroger’s approval.
The tr ibe has demonstrated their
impressive abil i ty to secure funding for
projects that wil l enhance the l ives of
community members and manage those
projects through completion. The ef for t
put into these community projects really
demonstrates how the tr ibe cares for the
welfare of its members, and the future
economic development of this tr ibe wil l
positively inf luence Arizona’s economic
development landscape.

Women have always been a par t of A AED since the
Associat ion was established in 1974 as the Arizona
Associat ion for Industrial Development . Donna
Ellswor th-Bolen with Arizona Enterprises in Chandler
was the sole female in the associat ion at the star t .
I t wasn’t unt il 1976 that the second woman joined,
and that was Bet ty Niles, a Tucson Industrial Park
proper ty manager.
“In the early days of AAED (then AAID) , the membership
would be pulled to the table with their exper t ise to
assist in the at tract ion of businesses to Arizona.”
Bet ty goes on to say, “There was a mutual respect among the membership. Everyone had a respect for the
work ethic and exper t ise brought to the table regardless of their sex. I never felt out of place being one of two
women in the Associat ion. Women have always been welcomed and respected for the knowledge of the business
they represented.”
The female ranks increased steadily af ter 1978, when the numbers that year rose to four. Today women can
be observed in equal numbers with men at A AED events or commit tee meetings. As Bet ty would l ikely concur,
“women’s voices continue to be welcomed at A AED.”
