Dear Friends,

LastApril,weconvenedtheGovernor’sAsianPacificAmericanSummitwiththehopeofsittingdownwiththeAsianPacificAmericancommunityandlisteningtoyourissuesandconcerns.Theresponsewas overwhelming. More than 250 community leaders, stakeholders and advocates came to Annapolis to addressthemostpressingneedsofthecommunityanddiscusspossiblesolutions.

AfterhearingfromyouattheSummit,IresolvedtoelevatetheGovernor’sOfficeandCommissiononAsianPacificAmericanAffairsinordertoempowertheofficetobeastrongeradvocateforthecommu-nityandtoputtheCommissiontoworkonmoresubstantiveandrelevantissues.IsignedanewExecutiveOrderreconstitutingtheCommissionandexpandingitsmembershipfrom17to21,tobetterreflectthediversityandgrowthoftheAsianPacificAmericanpopulation.TheExecutiveOrderalsoplacestheCom-missionwithintheGovernor’sOfficeofCommunityInitiatives,allowingittoengageandcoordinatetheresourcesofmultipleStateagencies.

IhaveappointedJaneNishida,whopreviouslyservedasSecretaryoftheMarylandDepartmentoftheEnvironment,tochairthisCommission.Eachcommissionerbringsawealthofwisdom,talentandexperiencetotheCommission,andIamconfidentthattheAsianPacificAmericancommunitywillbewell-represented and well-served.

EXECUTIVE SUMMARY

In2007,theGovernor’sOfficeandCommissiononAsianPacificAmericanAffairsenhanceditseffortstoengagetheAsianPacificAmericanpopulationanddeveloppartner-ships with state agencies and community-based organiza-tions,inordertopromotetheinterestsofAsianPacificAmericans(APA)inMaryland.

ThemostsignificantaccomplishmentoftheGovernor’sOfficeandCommissiononAsianPacificAmericanAffairswastheconveningoftheGovernor’sAsianPacificAmeri-canSummitinApril2007.Forthefirsttime,theSummitbroughttogetherkeyleadersandadvocatesfromnon-profit,faith-basedandcommunityorganizations;socialserviceproviders;researchersandeducators;andhigh-lev-elfederal,stateandlocalgovernmentofficialstodiscussissuesandconcernsofimportancetotheAsianPacificAmericancommunity.Infourbreakoutsessions,partici-pantsdiscussedawiderangeofsubjectmatterareasfromAPA representation in government and the political process to disparities in health care and aging services, resulting in anumberofrecommendations.

InSeptember2007,followingrecommendationsmadeattheSummit,GovernorMartinO’MalleyresolvedtoelevatetheCommissionbyissuingExecutiveOrder01.01.2007.19whichreconstitutedtheCommission.TheGovernorex-pandedtheCommission’smembershipfrom17to21,andchargedittofocusonissuesrelatedtobusiness,workforceandcommunitydevelopment.TheExecutiveOrderalsotransferredtheOfficeofAsianPacificAmericanAffairsand

theCommissionfromtheDepartmentofHumanRe-sourcestotheGovernor’sOfficeofCommunityInitiatives.InDecember2007,theGovernorappointedinfluentialcommunityleaderstotheCommissionandchoseJaneNishida,aformerSecretaryoftheEnvironmentunderGovernorParrisGlendening,tochairtheCommission.

TheCommissionheldastrategicplanningmeetingandhasembarkedonanambitiousworkplanofbothshort-termandlong-termgoalstoimplementmanyoftherecommendationsfromtheSummit.TheCommission’sprioritiesinclude:

• Promoting the recruitment, hiring and advancement ofAPAsinStategovernment;

•ExpandingopportunitiesforAPAbusinessesthroughtheMinorityBusinessEnterpriseprogramandinter-nationaltrade;

• Addressing education, social, and health care con-cernsofAPAindividualsandfamilies;and

•IncreasingthecapacityofcommunityorganizationstomeettheneedsofthegrowingAPApopulation.

TheGovernor’sOfficeandCommissiononAsianPacificAmericanAffairsisdedicatedtoservingthecitizensofMaryland by advising the Governor and State agencies onissuesrelatedtobusiness,workforceandcommunitydevelopmentandadvocatingfortheAsianPacificAmeri-can community.

OnApril30,2007,theGovernor’sCommissiononAsianPacificAmericanAffairsconvenedtheinauguralGovernor’sAsianPacificAmericanSummit.Forthefirsttime,APAcom-munityleadersandadvocatescametogethertoexchangeideas and best practices in roundtable discussions with policymakersfromState,federalandlocalgovernments.Morethan250participantsattended,representingnon-prof-it,faith-based,andcommunityorganizations,socialserviceand heath care providers, businesses and trade associa-tions, and academia.

Aging challengesAs the aging population increases, there are long waiting listsforservicesforseniors.TheelderlyintheAPAcom-munityfaceevengreaterchallengesbecauseoflanguagebarriers,culturalgaps,andlackoftransportation,whichresults in reduced access to programs and services and anincreasedfeelingofisolation.

Recommendations:• Make senior programs more accessible, including

senior employment and volunteer programs, so that seniors can remain active

• Develop culturally competent long-term care and as-sistedlivingfacilitiesandretirementhomesforthegrowing elderly APA population

• Provide more culturally and linguistically diverse programsforseniors

• Provide more ethnic dishes in senior nutrition pro-grams

• Foster collaboration among community service providers that serve seniors in ethnic minority com-munities

networkingIt is important to network with other business owners and governmentofficialswhocanprovidetechnicalexpertiseandhelpexpandbusinessopportunities.Usually,familymembersandfriendsinthecommunityhelpwithinitialbusiness start up, as many APAs own small businesses. Many government programs are available to assist small businesses,butAPAbusinessownersoftendonotknowaboutthem.Chambersofcommerceandtradeorganiza-tions can also be important.

Recommendations:•ConductbetteroutreachtoAPAbusinessowners,

including advertising in ethnic newspapers•Organizemeetingswithtradeorganizationsandchambersofcommerce

• Promote business incubators and other small busi-ness development programs

• Provide better translation and interpretation services to eliminate language barriers

Emergency preparednessliteratureisavailableinmanydifferentlan-guagesfromorganizationsliketheAmericanRedCross,butmanyAPAsdonotknowtheyevenexist.Volunteerreception centers are available to coordinate and direct those who want to volunteer in an emergency, and bilin-gualvolunteersareoftenneeded.Partnershipsneedtobeformedbetweenemergencymanagementofficialsandcommunity organizations.

Recommendations:•Makeemergencypreparednessinformationmorereadilyavailableindifferentlanguages

• Promote volunteer language bank that could be a resource in emergencies

• Forge partnerships between emergency response agencies and APA community organizations

grants and capacity BuildingMost APA organizations are run by volunteers and lack sustainabilityandstability.Thenumberofnon-profitorganizations serving the APA community is very small in proportiontothesizeofthecommunity.Moregrantsareneeded to help build capacity among APA organizations to moreeffectivelyrunprogramsandservicesandfillgapsingovernmentresources.Communityleadersneedtolearnwheretofindgrantsthatmatchtheirprogramneeds,aswell as how to write winning grant applications. More rela-tionships must be established with mainstream organiza-tions that are looking to partner with ethnic organizations that can reach underserved communities.

Public safetyDomestic violence is a serious issue in the APA commu-nity, but it is not discussed in public because it is seen asapersonalissue.Morerecruitmentofbilingualpoliceofficerswouldhelpbuildbetterrelationsbetweenlawen-forcementandthecommunity,andencourageimmigrantcommunitiestobetterreportcrimes.Withincreaseingang activity, it is also important to keep children engaged in productive activities.

Recommendations:• Encourage partnerships and dialogue between law enforcementandcommunityorganizations

•Conductoutreacheventsatcommunitymeetingstorecruitmorebilingualofficers

OnSeptember17,2007,GovernorMartinO’MalleysignedExecutiveOrder01.01.2007.19(seeAppendixA),elevat-ingtheGovernor’sCommissiononAsianPacificAmericanAffairstotheExecutiveDepartmentandplacingitwithintheGovernor’sOfficeofCommunityInitiatives.TheGover-noralsoreconstitutedtheCommissionandexpandeditsmembershipfrom17to21tobetterreflectthegrowthanddiversityoftheAPAcommunity.

PursuanttotheExecutiveOrder,theGovernor’sCommis-siononAsianPacificAmericanAffairshasbeenchargedwithengagingtheAsianPacificAmericancommunityinpartnership with State government to promote their social, cultural,andbusinessinterests.Specifically,thedutiesandresponsibilitiesoftheCommissionareto:

• Serve as an advisory body to the Governor and agen-cieswithintheExecutiveDepartmentonmattersrelatingtotheAsianPacificAmericanpopulationofMaryland, including matters relating to economic, workforce,andbusinessdevelopment;

•IdentifyneedsorproblemsaffectingAsianPacificAmericans, and develop appropriate responses and programs;

•ConductoutreachtoAsianPacificAmericangroupsand communities in the State, and communicate informationtothemconcerningpublicandprivateprogramsthatarebeneficialtotheirinterests;

•Reviewandcommentonanyproposedfederal,State, or local legislation, regulations, policies, or programsthataffecttheAsianPacificAmericanpopulationofMaryland;

• Generally comment and make appropriate recom-mendationsonmattersaffectingthehealth,safetyandwelfareoftheAsianPacificAmericanpopulationofMaryland

Tomoreefficientlyexecuteitschargeandmoreeffectivelydistributeitsresponsibilities,theCommissionhasformedfourcommittees.Thespecificresponsibilitiesofeachcom-mitteeare:

1. workforce development This committee will study APA appointments to boards and commissions, and to other decision-making positions withinstategovernment.ThegoalofthiscommitteewillbetoincreaseengagementandopportunitiesforAPAsinstategovernment.

2. Business development ThiscommitteewillstudyAPAparticipationintheMBEprogram and state government contracting. This commit-teewillalsoexplorewaystopromotetradewithAsiaandforeigndirectinvestmentfromAsia.

�. social services This committee will work to promote and increase access to state programs and services, including social, health, and educational programs. This committee will also ad-dresshowtomeettheneedsofcommunitieswithlimitedEnglishproficiency.

4. community development This committee will work to reach out to APA communities and promote cultural awareness throughout the state. This committeewillalsostudywaystoplanfortheanticipatedandcontinuedgrowthoftheAPApopulation.
