As a founder member and today the President of the Vidya Vikas Mandal, a unique society established in 1971 by a few like-minded and enlightened young professionals, I am proud to say that the Society repays the debt of gratitude by serving the noble cause of Education. Looking back over four dacades of quality Education, the Society manages several institutions on its campus with facilities upto the level of Doctoral studies.
Of these, Govind Ramnath Kare College of Law, a professional College and the only one of its kind, imparting Legal education in South Goa , started in 1979 has completed almost four glorious decades of quality education, producing Lawyers, Judges, academicians, officials of the bureaucracy and legal advisors to firms and companies. The names of the only two women judges of Goan origin in the Bombay High Court, viz. Anuja Prabhudessai and Nutan Sardessai as also that of Atmaram Nadkarni, the Additional Solicitor General of India, are synonymous with the success stories of the College.
The vision and mission of the College have been guiding lights in maintaining professionalism and taking forward the belief of the institution in social commitment through legal education.
Law colleges have an important role to play in shaping committed, ethical and knowledgeable legal Professionals. I welcome all budding law students to this institution of legal learning and wish them a meaningful and fulfilling experience.

I welcome the student community into the portals of Govind Ramnath Kare College of Law, an institution catering to diverse needs through professionalism using state-of-the-art facilities. The success of an institution is deeply rooted in its ability to keep pace with the rapidly evolving demands of time and G.R. Kare College of Law, which was established in the year 1979, has traversed a long distance over time and space, expanding its under-graduate programmes and by commencing a Research Centre for doctoral studies, after successfully offering post-graduate Legal Education for a decade.
This institution has a passionate focus on value-based education that instills professional ethics amongst students, in addition to training them through a variety of skills of advocacy, research and application-based methodology. These treasures will embellish the capability of its products to contribute effectively to the wider community. To attain the noble vision and mission of the College, the institution maintains inclusive learning-teaching environment through intensive and effective methods, technology, skill-based training and individual attention, whenever required. Importantly, the academic results in recent years reflect the concerted endeavour of a committed faculty.
While touching new highs of excellence in Legal Education, the institution continues its efforts to retain, sustain and expand on its expansive social responsibility and commitments in order the make the facilities and infrastructure available to students, cutting across sections of society, particular girl students and rural masses, include first generation learners.

I am really happy to say that the team at the Law College is headed by an eminent educationist, Dr. Saba V. M. Da Silva, who leads from the front and will leave no stone unturned to provide the best of Legal Education to the learners.

Govind Ramnath Kare College of Law offers the 5-year integrated double degree B.A.LL.B., 3-year LL.B. Degree, 2-year post-graduate LL.M. and Ph.D. programmes, besides other add-on diploma and certificate law programmes. The College is affiliated to the Goa University, recognised by the University Grants Commission and the Bar Council of India.
The College which has as its motto, 'Excellence always in Legal Education' has made a mark for itself with several students excelling in University examinations and by contributing to society through its outreach programmes. The College is proud of its alumni who occupy positions of eminence and importance in the Judiciary, academics, bureaucracy and at the Bar in different parts of India and even overseas.
In recent times, Legal Education has proved to be an area of growing avenues and its reach has widened in leaps and bounds, which the College has facilitated by catering to diverse needs and associating with institutions of eminence and organizations of repute. The signing of MoUs with Asian School of Cyber Laws, Pune; Office of the District Collector, South Goa; University of Lisbon, Portugal and the Lusophone Society of Goa reflects the readiness of the College to provide insights into areas beyond the curriculum, extension activities through Legal Aid, teacher and student exchange programmes, knowledge sharing and socio-cultural exchange with foreign countries, including in cultural and linguistic fields.

Vidya Vikas Mandal commenced with ground work by visionaries in the year 1971 in order to cater to the educational needs of South Goa, particularly in the discipline of Commerce and started the Shree Damodar College of Commerce and Economics in the year 1973.
Govind Ramnath Kare College of Law was established in the year 1979, when acute need was felt to enable aspirants from South Goa to pursue legal education without having to travel to far away Panaji for the same. Initially, the institution was affiliated to the Bombay University until the birth of the Goa University, to which it is affiliated today. What started off in a rental premises in a humble way in Borda-Margao has today grown into an independent multi-storeyed building which is well-equipped in terms of infrastructure, library facilities, etc., and a well-qualified and competent faculty. This makes the institution the only Centre for Legal Studies in South Goa, which is recognized by the University Grants Commission (UGC) under Secs. 2(f) and 12B and the Bar Council of India for imparting professional education in law, and is today accredited by NAAC with a B Grade (CGPA 2.63 on a 4.0 point scale). Looking back at its glory, the institution boasts of several gold medalists at the University examinations, well-placed corporate employees, high ranking officials in the bureaucracy and several judicial officers.
Vidya Vikas Mandal has other institutions that cater to diverse needs, viz., R.M.S. Higher Secondary School offering Commerce and Vocational streams under the Goa Board of Secondary and Higher Secondary Education; Vidya Vikas Academy, a school with Higher Secondary Section in the Science stream under the Central Board of Secondary Education (CBSE); H.M.N. Gaunekar Institute of Management, Training and Research (IMTR) catering to training programmes in Management.
ABOUT VIDYA VIKAS MANDAL
The institutional premises are situated on a spacious land area at Tansor- Comba, Margao in a multi-storeyed building, at the heart of a beautiful scenic environment, providing a conducive atmosphere for learning. It has spacious and well ventilated classrooms. The premises include a staff room, girls common room, Moot Court Hall, independent and upgraded computer lab, smart class, gymkhana room, well-equipped library and other facilities.
G. R. Kare College of Law has a distinguished and excellent record for almost four decades. It has organised various activities like moot court competitions, legal aid camps, law festivals, seminars and symposia on areas of national importance.
The institution has given to the society and community, alumni whose services have been laudable and who occupy high positions. Besides this, the institutional performance at the University examinations is consistently outstanding.
The institution offers different under-graduate and post-graduate degree programmes affiliated to Goa University. In addition, a Research Centre for Doctoral Studies has commenced at the college for the Ph.D. Programme in Law, affiliated to Goa University
ABOUT G. R. KARE COLLEGE OF LAW

PROGRAMMES
Bachelor of Arts and Bachelor of LawsB.A.LL.B.
Eligibility for Admission to the First Year of the B.A.LL.B. Programme in accordance with OC-34A1.3
Candidates who have passed the Higher Secondary or 12th Standard Examination of Goa Board of Higher Secondary Education or any other equivalent examination recognized by Goa University of any stream of knowledge with a minimum of 45% marks (40% Marks in case of SC/ST applicants), shall be eligible for admission to the First Year provided the candidate appears and is declared passed at the common or college entrance examination. If the candidate is from any Board or University other than Goa Board the Higher Secondary Education, the candidate should obtain the eligibility certificate from Goa University.
Documents to be submitted1) Birth Certificate or Original S.S.C./H.S.S.C. Passing Certificate for proof of
age (along with self attested copy).2) Original Statement of Marks of H.S.S.C. Examination or equivalent
passed (along with self attested copy).3) Leaving Certificate/Transfer certificate from the Principal of the college
last attended.4) In case of students other than from Goa Board of Higher Secondary
Education, Eligibility Certificate and/or Migration Certificate as the case may be, from the Goa University for the purpose of confirmation of admission.
Admission ProcedureCandidates who are desirous of seeking admission are required to fill in the application form and submit the same to the office completed in all respects by attaching relevant documents.
The College shall conduct an entrance examination for eligible candidates. This examination shall be conducted in the English language and shall be of 2 hours duration, consisting of objective type and/or short answer questions in the English language, General Knowledge and current affairs, computer knowledge, logical reasoning and aptitude, and writing skills.
Admissions will be based on merit giving equal weightage to performance at both - the qualifying examination and entrance examination and accordingly short-listed candidates that can take admission will be displayed.
Candidates who have been short-listed will have to compulsorily appear for an interview and counseling along with parents before the Admission Committee, on which basis the admission will be finalized. Admission formalities will be completed only upon payment of necessary fees. The intake capacity for the B.A.LL.B. Programme shall be limited to one division of 60 students, inclusive of the State Reservation Policy.
Eligibility for Admission to the Second Year, Third Year, Fourth Year and Fifth Year of the B.A.LL.B. Programme
Eligibility shall be in accordance with provisions of relevant Ordinances of Goa University.
Such candidates are required to submit the application form, duly filled in with original mark-sheets of the respective semesters, along with certified copies of the same and will have to compulsorily appear for an interview and counseling along with parents, in order to complete admission formalities by paying necessary fees.

Eligibility for Admission to the First Year of LL.B. Degree Programme in accordance with OC-35 A1.3
Candidates who have graduated in any discipline from Goa University or any other University recognized as equivalent by Goa University and has obtained a minimum of 45% marks in aggregate (40% in case of SC/ST applicants) at the final year of the degree examination or any equivalent grade point shall be eligible for admission to the First Year, provided that students from other than Goa University shall obtain the necessary eligibility certificate from Goa University before seeking admission.

Eligibility for Admission to the First Year of LL.M. (Choice Based Credit System) Programme in accordance with OC-35 A1.3
Candidates who have obtained a minimum of 50% marks in aggregate at the 5 years or 3 years LL.B. Programme, recognized by the Bar Council of India.
Documents to be submitted1) Birth Certificate or Original S.S.C./H.S.S.C. Passing Certificate for
proof of age (along with self-attested copy).2) Original LL.B. Certificate and statement of marks (along with self-
attested copy).3) Transfer certificate from the Principal of the college last
attended.
4) In case of students other than from Goa University, Eligibility Certificate and/or Migration Certificate as the case may be, from the Goa University for the purpose of confirmation of admission.
Admission ProcedureCandidates who are desirous of seeking admission are required to fill in the application form and submit the same to the office completed in all respects by attaching relevant documents.
Admissions shall be based purely on merit and short-listed candidates that can take admission will be displayed. Candidates who have been short-listed will have to compulsorily appear before the Admission Committee and exercise choice of specialization, on which basis, the admission will be finalized. Admission formalities will be completed only upon payment of necessary fees. The intake capacity is 60, subject to provisions of the relevant Ordinances.

Dissertation1. The dissertation work shall be spread over the third and fourth
Semesters.2. Topics for dissertations shall be finalized by the student in
consultation with the Departmental Faculty Committee (DFC) before the end of the second Semester.
3. Dissertation being 8 credit course, a student is required to engage 120 hours on dissertation work, of which at least 10% (12 hours) shall be compulsorily spent on consultation with the Guide, who shall supervise the student on a regular basis.
4. The final dissertation is required to be an original work and shall be screened for similarity test as per the University norms.
The dissertation shall be assessed for a total of 200 marks, of which 50 marks shall be for the presentation and viva voce and 150 marks shall be for the dissertation that is submitted. The average marks of the panel of three examiners shall be considered for the grade.

Eligibility for admission in accordance with OA – 19A under Section 24(1) of the Goa University Act, 1984
Admission Procedure:
Candidates who are desirous of seeking admissions to the Ph.D. Programme shall clear an Entrance Examination followed by a personal interview in the concerned Department. However, candidates who have qualified in the examinat ions of apex bodies such as CSIR-UGC/UGC NET JRF/lecturership, SET/SLET examination of different Indian States/GATE with a valid certificate, or regular M.Phil. Degree holders admitted on the basis of Entrance Examination and interview shall be exempted from appearing for the Entrance Test.
Every candidate shall have to compulsorily reside within the territorial jurisdiction of Goa University during the first three years of the period of research leading to Ph.D. degree.
Fees:(i) All fees to be paid by the Research Scholar towards the Ph.D. Programme shall be as per the relevant Ordinances / Notification issued by the University from time to time. (ii) Research Scholar shall be required to pay the prescribed fees annually both to the Goa University and the College to continue their Registration for the Programme, including the period of leave/absence.

GENERAL INSTRUCTIONS
INTERNAL ASSESSMENTNotifications regarding all forms of internal assessment through assignments, presentations, tests and/or related activities will be displayed from time to time and shall strictly be followed accordingly.
ELIGIBILITY FOR APPEARANCE AT EXAMINATIONSA candidate who has been admitted to any of the programmes of the college is required to fulfill the criteria laid down for attendance of lectures/classes/tutorials, including moot court exercises, mock trial activities, legal aid activities, negotiation and mediation sessions, etc and exemptions thereof by statutory authorities. Rules of attendance for all programmes are in accordance with the Goa University Ordinance OA-17 and in accordance with Rule 12 of the Legal Education Rules, 2008 of the Bar Council of India. Failure to fulfill the requirements laid down in the abovementioned Rules will be considered as unsuccessful completion of the concerned semester/term.
CHOICE OF SPECIALISATION AND/OR OPTIONAL SUBJECTSA student has to compulsorily exercise in the application form, the choice of specialization and/or optional subjects, if any, for the respective semesters before the Admission Committee, at the time of seeking admission.
DURATION FOR THE COMPLETION OF A PROGRAMMEThe total duration available for a student to complete any programme is twice the period prescribed for the respective programmes.
INFORMATION AS TO FEES
1. The annual tuition fee is fixed with the approval of Goa University and the Government of Goa as per the directives of the Ministry of Human Resource Development, Government of India. If any changes are made, the students will be required to pay the fees accordingly. Changes in Fee Structure, if any, will be informed /notified as per University Fee Structure Committee Guidelines.
2. Fees have to be paid by challan which will be provided by the College office.
3. Students who are in requirement of relaxation of time for payment of fees must obtain written permission from Principal by submitting an application which will be granted only in exceptional circumstances, solely at the discretion of the Principal.
4. Students applying for a Transfer Certificate from the college should have cleared all dues. A student applying for a Transfer Certificate shall remit the prescribed fees for the same.
5. Examination fee payable for each semester is fixed by the University from time to time and is payable accordingly. The examination form of a student having arrears will not be forwarded to the University.
STUDENTS’ ACHIEVEMENTS
CANCELLATION OF ADMISSIONA student who wishes to cancel his/her admission will be eligible for refund of fees as per rules laid down by the Goa University.
ADD-ON PROGRAMMES, SOCIETIES AND CLUBSCollege offers Certificate Programme in Portuguese Language with Legal Input through the Centre for Lusophone Culture and Legal Studies; Certificate Programmes designed by the College as well as Diploma and Certificate Programme of Indira Gandhi National Open University (IGNOU), which has a Study Centre in the College premises are available for students at nominal rates. Students are recommended and encouraged to undertake these programmes as add-on programmes.
Students shall compulsorily be placed in Legal Aid, Moot Court, ADR societies, etc. and be bound by the Rules pertaining to related activities.
Membership to the various clubs is encouraged and due weightage shall be given at the stage of assessment of the concerned student for the same.
DEPARTMENT OF LIBRARY AND INFORMATION SCIENCEInstitution has a well-equipped library with a collection of more than 16,000 books and a subscription of 35 law reports, journals and magazines as also 15 daily newspapers. There is a discussion room and spacious reading room facility with study carrels for independent study, equipped with computers with internet access where silence is to be maintained. The Library has a subscription of 'Manupatra' online legal database which gives access to all the Supreme Court and High Court Judgments including Acts, Notifications, Ordinances etc. Library is also a member of 'N-List', Project of INFLIBNET which ensures web based access of e-books and e-journals. Library is under electronic surveillance and is open on all working days. All students/users are required to strictly abide by Rules and Regulations of the library as notified from time to time.
Bona fide students shall be given membership to the library on payment of fees and the membership shall be valid for one academic year only and renewable every year till the completion of the programme in which they are admitted.
Students leaving the College after declaration of results or discontinuation of the programme are required to apply in case of claiming refund of the library deposit within one year from the date of declaration of results, failing which the deposit will stand forfeited.
Library has a Book Bank Scheme for B.A.LL.B. and LL.B. Degree Programmes in which books are issued for every course/subject to all the bona fide students at an amount of Rs. 3500/- deposited at the time of admission which is a one-time payment. 75% of the deposited amount will be refunded to the student upon completion of the Programme.
DEPARTMENT OF PHYSICAL EDUCATION AND SPORTSThe College provides indoor and outdoor games facilities and all students are encouraged to make the optimal use of same.
GENERAL INFORMATION1. The College is under CCTV surveillance.2. The dress code prescribed for students is as per the Bar Council of India guidelines.a. All students shall wear decent and modest attire and shall not wear clothes such as shorts, T-shirts and/or body-hugging, revealing or clothes with inappropriate messages.b. They shall compulsorily be dressed in black and white formal attire on every Saturday. (Boys to be dressed in white shirt and black trousers and girls to be dressed in white shirt and black trousers or white kurta and black salwar/churidar with/without black dupatta or white top with a black skirt below knee-length).c. Violation of any of the above Rules will be subject to strict disciplinary action as decided by the Disciplinary Committee.3. All students shall maintain proper standards of personal hygiene and cleanliness of the premises and campus.4. Use of mobile phones is strictly prohibited in the classrooms and library and will be governed by the Rules relating to fines in this regard.5. Possession and/or consumption of alcohol and/or drugs is strictly prohibited and subject to strict disciplinary action as decided by the Disciplinary Committee.6. All students shall wear the Identity Card at all times while in the college campus.7. Any inappropriate/violent behavior in the campus is subject to strict disciplinary action.
STATUTORY COMMITTEES

ANTI-RAGGINGStudents are strictly prohibited from any activities of Ragging and any such incident shall be immediately reported to the Anti-Ragging Committee constituted under the Goa Prohibition of Ragging Act, 2008 and mandated by the University Grants Commission (UGC) which will take necessary action.
PREVENTION OF SMOKING AND SPITTINGSmoking and spitting is prohibited in the premises and on the campus in accordance with the Goa Prohibition of Smoking and Spitting Act, 1997
PREVENTION OF SEXUAL HARASSMENTThe College has constituted an Internal Complaints Committee (ICC) in accordance with the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 to deal with cases of sexual harassment. Strict disciplinary action shall be taken against anyone who is found guilty of sexual harassment.
RIGHT TO INFORMATIONThe College has appointed the officials as per the requirements of the Right to Information Act, 2005 and the College responds to the applications seeking information.
