I r Minutes of the State Coordination Committee Meeting (SCCM) on upcoming National Deworming Day (NOD) January 2018 round held on 4th December 2017 at 11:00 AM in the Conference hall no IT, New Secretariat, Agartala under the chairmanship of Secretary, Health and Family Welfare Department, Govt . of Tripura. At the outset, Director, Family Welfare and Preventive Medicine welcomed all the participants present in the meeting (annexed). He reiterated the decision on preponement of upcoming NDD round to 17th January followed by mop up day on 20th January 2018 taken earlier by Health and Family Welfare Department, Government of Tripura in consultation with stakeholder Departments considering incoming State Assembly Election instead of nationally fixed lOth & 17th February, 2018 respectively. Moreover highlighting agenda ofthe meeting he requested all the participants to extend all possible cooperation considering the importance of the programme. 1. Reiterating the preponed date ofupcoming NDD round and considering time constrained, Mission director, NHM, appealed to all the stakeholder Departments to take up all the activities related to NDD as per timelines shared by the State. Door to door ASHAs survey for collecting the name & numbers of un-registered (l-5 years) & out of school children (6-19 years), played vital role in estimating the number of that group. Mission Director instructed State ASHA Programme Manager (SAPM) to take active initiative for preparing Block & District wise compiled sheet regarding these particular age group to be collected from concerned DAPM and shared with SNO (Deworming) within 15th December' 17. Then he invited all the representative of stakeholder Departments present in the meeting to express their view on successf ul implementation of upcoming NDD, January 2018 round. 2. Director, Tribal Welfare Department, Jt. Director, Elementary Education Department, Research Officer, SW-SE Department and both the POs (Education & SW-SE) of TTAADC reaffirmed their commitment and supports towards upcoming NDD, January 2018 . 3. Reiterating State's association from the inception ofNDD programme and gradual round wise enhancement in coverage, Secretary, Health & Family Welfare Department applaud all the stakeholder Departments for their commitment in successful implementation of the programme. He also highlighted the importance and benefits of NDD program towards mankind. He further stressed to leave no stone unturned to cover all children in age group of 1-19 years. Secretary, HFW instructed State NDD cell to include out of school children from other categories those enrolled in Agriculture College, Animal Husbandry College, Fishery College, Medical Colleges, Tripura University, NIT, ICFAI, DIET, other vocational Degree colleges and poly techniques in consultation with Higher Education Department, Department of Industry & Commerce and other allied authorities to set the target in align with the census target. Further he requested all the associated stakeholder Departments to extend their full co-operation to cover the beneficiaries as much as possible as per census target shared in the house. 4. Sr . Manager, M&E, Evidence Action, Delhi explained that based on average annual exponential growth rates using Census 200 1 and Census 2011 data, numbers in the age group of 1-5 years and 6-19 years are extrapolated for the year 2018 and Gol has shared that population target of desired group. He also clarified the importance to consider that target in the NDD programme. 1

At the outset, Director, Family Welfare and Preventive Medicine welcomed all the participants present in the meeting (annexed). 5. State Nodal officer, NDD shared brief power point presentation on program background, key achievements, challenges and learnings of NDD August 2017 round followed by activities plan, updates and key decisions to be taken for the upcoming NDD round.

After minutely discussed, the following decisions were taken: -

A. Dates ofNDD and mop up day: State will observe upcoming NDD round on 17th January followed by mop up day on 20th January 2018 instead of nationally fixed 1Oth & 17th February 20 18 respectively.

B. Target setting for upcoming NDD round: Importance of following Census target and mode of calculation has been discussed. The meeting decided to follow census target in the upcoming NDD, January'18 round. Block & District wise census target received from Gol is also circulated amongst the concerned authorities of stakeholder Departments. Moreover letter will have issued to the stakeholder department categorically to follow census target in the upcoming round.

C. Albendazole Tablet: Medicine is the most critical component of NDD. As per information received from the supplier through e-mail, medicine is expected to reach in the State by mid of December, 2017. It was also decided in the meeting that prior to supply the tablets in next level for administration, testing will be done from State Drug Testing Laboratory (STDL), moreover samples will also be send to WHO pre-qualified Laboratory for quality testing as instructed by Goi.

D. IEC & Training Materials: It was also resolved in the meeting that State Health Department will ensure supply of IEC & printing materials at District & Block level for the upcoming NDD round as per timeline to facilitate integrated distribution at District & Block level training scheduled to be held from 29th December to lOthJanuary 2018.

E. ASHA engagement: As per independent monitoring report, taken up by Evidence action, it appeared that substantial number of Anganwadis did not have a list of unregistered pre­school age children (85%) and out-of-school children (66%). An instruction letter on collection of report in respect of out of schools (6-19 years) and unregistered children ( l-5 years) by ASHA, compilation & validation at different level has already been issued by MD, NHM. The meeting decided that the state compiled report in respect of Block & District wise estimated number of unregistered & out of school children should reach to the SNO (Deworming Programme) on or before 15th Dec, 2017 to facilitate target fixation in alignment with census target.

F. Private School engagement strategies: • It came to the notice of Health Department as well as Education Department that

reputed catholic schools in the State like Holy cross, Don Bosco and others are reluctant to participate in NDD during the past rounds. Efforts has been made by stakeholders Department at District level for their participation by organizing separate meeting, sensitization meeting at School level but despite of this it was in vain. The meeting decided to circulate letter regarding engagement of private schools in upcoming NDD, January' 18 round amongst the District Magistrate & collectors, signed by Secretary, Health and Family Welfare, Government ofTripura.

• In turn District Magistrate will issue letter to all private schools for participating in the upcoming NDD, January' 18 round. Moreover separate meeting needs to be organized by District Education Department in cooperation with other stakeholder Departments at District level exclusively for private schools under the chairmanship of DM & collector.

• All private schools will be advised to inform parents well in advance about NDD using student Diary note & ensure administration of Albendazole on NDD.

• It was also decided in the meeting that Secretary, Health and Family Welfare shall issue request letter to Diocese, Agartala to instruct catholic schools under the Diocese for participating in the upcoming NDD, January' 18 round.

• In-spite of these efforts, if any private school does not comply the Govt. order in implementing NDD, District Magistrate & Collector of concerned District will issue letter asking the reason for non compliance of Govt. order. Moreover stringent action would be in initiated against those private schools.

• For creating awareness and long term sustainable impact of the program, the meeting decided wider dissemination of private school packages developed by Evidence Action among private schools in the upcoming round through meetings organized at District level, Evidence Action has provided soft copy of private school package during the SCCM.

G. Inclusion of out of school in other category: It was decided in the meeting that Department of HFW will issue letter to Directorate of Higher Education, Directorate of Industries & Commerce and other allied Authorities to cover out of school children enrolled in other educational Institutions (ITis, poly techniques, vocational! degree colleges, ICF AI, NIT, DIET, Animal husbandry, Agriculture, fishery, Medical colleges) under NDD programme. CMOs will invite their representatives to attend in the District level orientation workshop. MPW with Albendazole tablets will be sent to these Institutions to cover children up to 19 years of age on NDD & MUD. The responsibilities of collecting reports of these institutions will also be given to these MPWs who will submit it to the BNO for compilation.

H. Mobilization of Refugees and brick kiln migrant population: Reiterating earlier decision, the meeting decided to cover refugees and brick kiln migrant population in the upcoming round. Further, Districts to share numbers of targeted beneficiaries for the same to State by 20th December 201 7.

I. Fund release for NDD Feb. 2017: It was decided to ensure timely release of funds to avoid inconvenience in the upcoming round. SNO will send the fund allocation request within 1 .. week of December, 2017 to SHFWS. Fund will be released from SHFWS either through PFMS to DDO of respective Departments of concerned District by 1 .. week of December, 2017. DEO & DlSE of concerned District would share the updated Bank name, A/C no, IFSC code to the mail ID of SFM, NHM. E-mail ID is: [email protected] with a copy to [email protected] . Utilization certificate would also be send in this mail ID to hard copy.

J. Orientation Workshop: Seeing the time constraint it was decided in the meeting to complete all District & Block Level orientation workshop as per timeline shared during SCCM. Block level orientation workshop should be completed latest by first week of January 2018 without further delay.

K. SMS reporting through MDM Platform: The meeting decided to explore the feasibility of NDD coverage reporting using platform of Mid-Day Meal Automated Monitoring System (AMS) to have real time coverage data from elementary government schools so that corrective actions can be taken before mop-up day. Further Department of HFW to discuss with NIC and coordinate with MDM accordingly.

L. Swachh Bharat Mission for creating synergies on NDD and focus on prevention strategies: Like August 2017, NDD round, State shall continue its hygiene and sanitation campaign through undertaking nail cutting (as per requirement) and hand washing prior to administer Albendazole tablets as a part of' Swachh Bharat Mission,

M. NDD State launch: The meeting decided to hold upcoming State level NDD launch at Sepa.Jnjala District

N. IEC activities: Miking content is developed by State IEC cell in both Bengali & Kokborok languages. As both the Miking & NDD Rath movement are identical it is decided to skip NDD Rath movement. District IEC cell will collect the miking contents from State IEC cell during I" week of January' 18.

P. Left over Medicines: The meeting decided that concerned BNOs from both the implementing stakeholder Department i.e. Education & SW-SE will collect the left out medicines available at school & A WC after completion of NDD round during collection of reporting forms and submit to the concerned BNO (Health). In turn BNO (Health) will submit the status report of left over drugs (Albendazole Tablets) to the DNO as per prescribed format. DNO will share the compi le report to State in the prescribed format by 31 " January 2018.

Q. NDD Expenditure Statement: The meeting decided all three stakeholder Departments to share upcoming NOD expenditure statement (including committed expenditure) by 31 " January to State Nodal Officer, NDD for the purpose of Cost per child Analysis (CPC)

R. Performance Appraisal: Certificate of appreciation and a memento has been distributed amongst excellent performing Blocks and Districts during 1\TDD August 2017, like February 2017 round. It was also decided in the meeting that from the next year performance evaluation will be done after completion of 2 (two) rounds and best performing Block & District will be declared at the end of August' 18 round.
