FOREWORD

The Multi Hazards District Disaster Management Plan (DDMP) is a Comprehensive document of district profile and the battery of activities and functions of the District Administration along with other members of the District Disaster Management Authority (DDMA) and District Disaster Management Committee, Dima Hasao to cope with any disaster that may visit the district. This plan gives a set of guidelines for the District Disaster Management Authority who will discharge their duties in the event of any disaster. The DDMP has highlighted a set of guidelines for some particular Government Departments who are the first responder before, during and after a disaster. In addition to this, the other members/ organizations of the DDMA and DDMC will be directed by the District Administration, Dima Hasao to perform their functions as situation demands. These guidelines are illustrative, not exhaustive. The DDMA and other officers, members of NGOs and other may require to Perform any duties according to demand of the situation, and nature of calamity. However, I believe, this Plan will act as a handy reference paper for the officers and the members of the public. Chapter-I

1.1 MULTI- HAZARD DISASTER MANAGEMENT PLAN A. Introduction

The district of Dima Hasao in Assam is vulnerable to the natural disaster like landslide, cyclones, earth-quakes, etc. This needs a District Disaster Management Plan (DDMP) for Dima Hasao District with a special stress on landslide which mostly becomes a seasonal disaster.The DDMP is so planned that it can be pressed into action in case of any emergency, be it – natural or human induced.

Disaster Management covers a broad range of interventions undertaken before, during

and after a disaster to prevent or minimize loss of life and property, minimize human suffering and accelerate recovery. The management of a disaster can be viewed as a series of phases including Preparedness, Response, Relief, Recovery (Rehabilitation and Reconstruction.), Prevention, and Mitigation. The district administration is the focal point for implementing all government plans and activities. The actual day-to-day functional responsibilities for administering relief and response actions lie with the Deputy Commissioner who supervise and co-ordinates among all line departments at the district level.

The Disaster Management Act. 2005 has further clarified the role of the District Disaster Management Authority (DDMA) as an apex body in the district for implementing for all disaster management related functions and activities. These functions include mitigation and preparedness measures alongside response, relief and rehabilitation. A key role has been assigned to the local authority for ensuring training of its officers and employees, maintenance of resources so that these are readily available for use in the event of a disaster. The local authority shall also carry out relief rehabilitation and reconstruction activities in the affected areas, conforming to the guidelines for mitigation activities. The present roadmap chalked out by DDMA, Dima Hasao intends to strengthen the disaster management activities in this district. B. Plan Objectives The objectives of the District Disaster Management Plan are:

a) To plan and implement risk reduction and risk reduction activities in the district. b) To have effective disaster preparedness and effective emergency response for saving of lives. c) To provide relief and humanitarian assistance. d) To enable faster recovery through comprehensive reconstruction and rehabilitation. e) To conduct trainings and capacity building for effective prevention, mitigation and response for disasters. f) To undertake information, education and communication activities to create awareness among the communities and the general public.

THE AREA AND GEOGRAPHICAL CONDITION Boundaries The Dima Hasao District (previously known as North Cachar Hills) is bounded by three Hill States of Meghalaya, Nagaland and Manipur and three other districts of the State of Assam, viz. Cachar, Karbi Anglong and Nagaon. On its East we find Nagaland and Manipur States, Cachar District on the South, Meghalaya on the West and Nagaon and Karbi Anglong on the North. Topography Topographically, the District can be divided under three distinct regions. These are-

• The law-lying areas • The high Hills of Eastern and Western portions • The Plateau area.

The law-lying areas are the valleys of Diyung, Langting, Mahur and Jatinga rivers. These areas are inhabited by Dimasas. The high Hills are the areas covered by Borail Hills ranges. The Jeme Nagas, Hmars, the Kukis are the inhabitant of this region. The plateau of Gunjung, Khorongma and Garampani areas- the average hight of these region are 2500 feets above the sea levels. The inhabitants are Dimasas, Biates, Khelmas and Karbies.

Hills Its main range is the Borail and from it sprang up other ranges. The structure of the hills is like the English letter “E”. The vertical side is being the Borail spreading from East to West. The other lateral branches are:

• Kharthong Range from Dittockcherra to Garampani • Mahur-Gunjung-Dehangi Range and • Guilong –Hajong -Langting Range and other hills sprang from these branches.

Thumjang is the highest peak at 1866 meters and Hempeupet is the second highest peak at 1748 meters. Rivers The source of all the rivers of the District is the Borail Hills. Except the rivers of Jatinga and Jinam which are flowing towards the south all other rivers alike Diyung, Mahur, Langting are flowing from south to north. The source of the rivers Kopili and Dhansiri or Dima is also Borail. The longest river of the District is Diyung which has a length of about 240 KM from its source near Mahur to its confluence with Kopili at Diyungmukh. THE COLOURFUL PEOPLE Perhaps nowhere in India, such a spectrum of people representing a number of distinct ethnic groups reside within so small a geographical periphery like Dima Hasao District, which only underlines an inner harmony in the sphere of emotional integration. The different tribes as colourful as they are in their attires, customs and traditions, though they speak in their respective dialect, have adopted a common link language called as “Haflong Hindi” with peculiar overtones of phonetics for communicating among themselves. It can very well be compared with the “Nagamese” as spoken by the different tribes of Nagaland. On the other hand, most of the urban based people like Dimasa, Hmar, Jeme Naga and Karbi etc. understand Assamese and Bengali and can carry on conversations in their own characteristic styles. While nature has showered her blessing with unwithdrawing hands on the North Cachar Hills district, the colorful and warm-hearted inhabitants have contributed much to the State’s brilliant socio-cultural mosaic. The district is the home of several diverse tribes, each with its own rich social and cultural traditions. The inherent genius of the beautiful people blossoms into a wide range of crafts while their zest for life finds its echo on their heart-warming songs and soul-stirring dances which are marked by the unalloyed honesty and spontaneity of pastoral life. As a people they are generally soft-spoken, simple and peace-loving in nature. Hospitability is the key-note of their character. They are proud of their culture and heritage. They are however very meek and shy. The main constituents of the hilly tribes living in the district are the Dimasas, the Zeme Nagas, the Hmars, the Kukis, the Biates, the Karbis, the Khasis, the Harangkhols, the Vaiphes , the Khelmas and the Rongmeis. Besides, a sizeable number of other non-tribals like Bengali, Assamese, Nepali, Manipuri, Deswali and others have also chosen this district as their abode. On each market day (i.e. Saturday) at Haflong one can easily have a glimpse of the colourful life as obtaining in the far flung hilly district of Dima Hasao.

Chapter-II HAZARD, RISK , VULNERABILITY & CAPACITY ANALYSIS 2.1. Hazard Risk Analysis: H ×V-C = Risk (Hazard × Vulnerability - Capacity = Risk) Disaster is the realization of Risk. 2.1.1. Disaster Specific History of Dima Hasao District: The entire district of Dima Hasao is very prone to various Disasters mainly land slide, Flash Flood and Earth Quake etc. The draught, group clash, Fire incidents etc also occur in the district. Very recently (25/06/2012 to 27/06/2012) a phase of devastating Land Slide & Flash Flood occurred in the District which caused 6 no. of deaths, 12 no. of injuries. The district also suffered a huge loss of human dwelling houses, cultivable land, bridges, building, roads etc. A total of 462 hectors crop area affected and 770 nos. of human dwelling houses were damaged. Further a total of 9 nos. of Schools were damaged by this devastating Land Slide and Flash Flood. 2.1.2 Seasonal Hazard Analysis:

For Tele and Mass Communication the Dima Hasao district has NIC at DC’s Office, WT at police station and SP Office, BSNL Dima Hasao for telecommunication. For mass Communication during the time of emergency the mode of dissemination of warning and information are All India Radio, Doordarshan, Local Cable Network, and local news papers viz; The Haflong Times, The Khurang etc. In Emergency district also give mobile announcements, outdoor announcement through FLS etc. As preparedness measures district administration with the help of NRHM, SSA and other local authorities may distribute leaflets, Posters & other IEC Materials etc.

The District Commissioner should include in the agenda of the DDMA meeting, the subject of up-dating of the DDMP by incorporating the changes in names of officers, of telephone numbers and addresses of the officers concerned. The District Commissioner should also take review of changes in other indicators pertaining to the district like creation of additional infrastructure, development projects, changes in inventories, etc. and incorporate these changes while updating the Plan. The members should substantiate/assist the Committee with all the updated information about their concerned areas of operation time to time.

Meeting of the District level Disaster Management Authority:

The District Disaster Management Authority (DDMA) is the apex planning body at the district level and will play a major role in preparedness and mitigation. A DDMA has to be formed in the district to assist the Deputy Commissioner in

• Reviewing the threat of disasters • Vulnerability of the district to different disasters • Evacuation process to reduce risk and emergency response • Considering suggestions for improvement of the response document i.e. District Disaster Management Plan

Responsibility of the Authority • To educate the public on different flood and cyclone hazards and what protective steps should be taken. • To make arrangements for emergency action • To effect evacuation from the Villages when necessary • Rescue and Rehabilitation • Post- hazard like earthquake, flood action and review

The District Disaster Management Authority will meet at least once in every three months under the Chairmanship of the Deputy Commissioner to update the plan. For this fifteen days prior notice should be given to all concerned departments before convening the meeting. The District Collector should review the work of DDMC regularly. An emergency meeting will hold whenever emergency information is received regarding an impending hazard. The Committee will meet almost daily till the emergency is over.

DISTRICT DISASTER CONTROL ROOM:

The district control room aims for an effective and realistic district disaster management plan with fail proof communication, accurate databases in order to make optimal utilization of men, material and resources to prevent the loss to lives as well as minimize the loss of property ensuring fastest restoration of the situations.

PURPOSE OF DISTRICT DISASTER CONTROL ROOM

The District Control Room is under control of the DC, which will be operational round the clock and is the nerve center for the following activities. • To monitor Co-ordinate and Implement the actions/activities for effective disaster

responses as well as management of available resources. • In a disaster time the District Control Room will operate under the central authority of

the DC, exercising emergency power to issue directives to all departments to provide emergency response service.

• DCR will co-ordinate with the State disaster response machinery like State Relief Commissioner and State Disaster Mitigation Authority for appropriate support and smooth flow of information.

• The Control Room will be manned round the clock for emergency responses. • The District Control Room will be placed in the Emergency Section of the District

Collect orate.

The Control Room shall be in overall charge of the Collector. In the absence of Collector, ADC (Disaster Management) District Development Officer, Emergency Officer or any other Officer on duty at that point of time shall remain in charge of Control Room. CHAPTER-V Standard Operating Procedure(SOP):

A. Chairman, District Disaster Management Authority: Before Disaster 1) Prepare District Disaster Management Plan and disseminate to different departments, agencies, volunteers and community groups. 2) Ensure basic facilities for personnel who will work at district level for disaster response. 3) Review the preparedness level in the district twice a year and advice corrective steps in case of any weakness. 4) Ensure preparation and maintenance of updated inventory of personnel, aid material and equipment. 5) Ensure training of teams of volunteers for disseminating disaster warnings to the field level and also for evacuation, search, rescue, relief and rehabilitation operations. 6) Ensure availability of communication and transport facilities for delivery of warnings and relevant material to field personnel. 7) Ensure drills on disaster preparedness for the people of disaster prone areas for acquiring knowledge and consciousness of such preparedness in coordination with concerned departments, local administrative agencies etc. 8) Identify high risk areas and populations and prepare vulnerability profiles, resource profiles and contingency plans for them. 9) Organize survey of buildings and installations for using as shelters/relief centers during disaster times. 10) Ensure state of readiness and operational status of facilities designated to serve as shelters. 11) Help all the circles with additional resources for disaster preparedness, if necessary. l 2) Arrange sufficient medical assistance for post-disaster medical treatment and control of Contagious diseases and ensure stock of essential medicines. Alert and Warning stage 1) Maintain contact with forecasting agencies and gather all possible information regarding the alert. 2) Ensure that all concerned in areas likely to be affected by imminent disaster receive warning signals and respond accordingly. 3) Inform members of District Disaster Management Committee. 4) Maintain contact with provincial EOC. 5) Instruct all concerned to remain in readiness for responding to the emergency. 6) Advice concerned officials to carry out evacuations where required, and to keep transport, relief and medical teams ready to move to the affected areas at a short notice

During Disaster 1) Convene meeting of District Committee on Disaster Management. 2) Conduct Rapid Assessment and launch Quick Response. 3) Keep State EOC informed of the situation After Disaster 1) Organise initial and subsequent technical assessments of disaster affected areas and determine the extent of loss and damage and volume and nature of relief required. 2) Keep the District Disaster Management Committee and the State EOC informed of the situation. 3) Ensure supply of food, drinking water, medical supplies and other emergency items to the affected population. 4) Request state government for assistance if the District Disaster Management Committee deems the situation to be beyond the capacity of the district to manage. 5) Visit and coordinate the implement of various relief and rehabilitation programmes. 6) Coordinate the activities of NGOs in relief and rehabilitation programmes B. Department of Revenue and Disaster Management: To oversee the Disaster Management activities, in the event of Landslide, earthquake, storm or any other disaster, the whole Dima Hasao district has been divided into 7 (Seven) zones as Haflong Sadar and Maibang Sub-Division as two zones & five Rural Dev. Blocks will be five zones headed by the SDOs Civil & BDOs concerned as Zonal Officer for each zone. The Zonal Officers will be responsible for co-ordinating with all the Officers, materials and resources under each zone. The Deputy Commissioner, Dima Hasao will co-ordinate with all the Zonal Officers and the Govt. All Zonal Officers with their zonal level committee will decide and find out ways and means for smooth and speedy distribution of relief materials to the affected people so that all possible delays & difficulties can be avoided. Safe places for storing relief materials my also be arranged in advance. During alarming situation for search & rescue operation and distribution of relief materials services of Govt. officials including the school teachers may be utilized by the Zonal Officers for saving the lives and property of the public. C. Department of Health & F.W. : Non Disaster Time 1) Carry out and disseminate a risk evaluation of the population. 2) Develop a district plan on emergency preparedness and response within the health sector. 3) Develop policy framework for the department. 4)Ensure adequate availability of Emergency Health Kits in high risk areas

5)Train volunteers on emergency preparedness programmes such as first aid and preventive measure against diseases in disaster prone areas. 6) Prepare a list of medical and paramedical personnel in disaster prone areas and disseminate it to concerned administrators. 7) Establish and operate an early warning system for health threats based on the routine health information and in collaboration with other departments. Alert and Warning Stage 1)To ensure pre-positioning of Emergency Health Kits and Personnel. 2)Assess health infrastructure 3) Assess likely health impacts and share with District Disaster Management Committee for planning purpose During Disaster 1) Mobilize medical teams and paramedical personnel to go to the affected areas as part of the Rapid Assessment and Quick Response Teams. 2) Provide medical assistance to the affected population. 3) Carry out technical assessment on health infrastructure availability and need After Disaster 1) Remain vigilant about outbreak /possibility of any epidemics and take effective steps against them. 2) Send report of health related activities in affected areas to the province for planning purpose. 3) Constituted 1 (one) control room in each block PHC for imparting the medical aids and maintain records, situation report etc under Dima Hasao District. D. Department of Police and Fire Services: Non-Disaster Time 1) The Superintendent of Police is the Focal Point for the Department. 2) Impart training to the members of Police Force in first aid, evacuation, rescue and relief Operations. 3) Identify the 'High Risk' and 'Risk' areas for different disasters and instruct the existing police installations located in those areas for keeping themselves in readiness for undertaking Emergency rescue, evacuation, relief operations. 4) Coordinate the wireless frequency of Police with the wireless network of other departments. 5) Train volunteers from among citizens, voluntary organizations.

Alert And Warning Stage 1) Establish the Disaster Control Room at District level. 2) Arrange drills for fire extinguishing, rescue, evacuation and transportation of injured persons and prepare coordinated Action Plans in cooperation with concerned local agencies. 3) Maintain communications with the police installations in the areas likely to be affected by disaster. 4)Instruct all concerned to accord priority to disaster related wireless messages if required by appropriate officials. 5) On receipt of directives from the District Administration for evacuation - organise personnel and equipment for evacuation and undertake evacuation operations. During Disaster 1) Carry out search & rescue operations. 2) Set up emergency evacuation shelters, and transport affected people to the shelters 3) Carry out fire fighting operations 4) Maintain law and order, especially during relief distribution. 5) Keep close watch for any criminal and anti-state activity in the area. After Disaster 1) Arrange security of government property and installations damaged in a disaster. 2) Participate in damage and need assessment. 3) Coordinate with other offices of Ministry of Interior for traffic management in and around damaged areas. 4) Assist the local administration in putting a stop to theft and misuse in relief operation. E. PUBLIC WORKS DEPARTMENT. Before Disaster:

1) Frequent visits to all vulnerable portion of roads, bridges etc. likely to be damaged by flood, landslide etc. to be maintained as precautionary measure.

2) Un-interrupted communication to all roads etc. to be maintained.

3) Clearing all cross drainage works such as home pipe culverts etc. through M.R. labourers.

4) All field officers are directed to remain alert and not to leave head quarter without prior permission from the competent authority.

5) Strict vigilance and maintenance of protection work in collaboration with the civil and police authority by the field staffs are instructed accordingly. Also concerned AEE’s are requested to obtain assessment report and submit the same to this office accordingly to take further action from this end.

During Disaster:

1) Provide assistance to the damage assessment teams for survey of damage to roads, Infrastructure etc. 2) Take steps to clear debris and assist search and rescue teams. 3) Provide sites for rehabilitation of affected population 4) Collate and disseminate information regarding operational and safe routes and alternate routes, fuel availability etc. to personnel operating in the field. 5) Launch repair missions for damaged critical infrastructure and routes. 6) Take steps for prompt removal of uprooted trees on the roads. After Disaster: 1) Carry out detailed technical assessment of damage to public works. 2) Assist in construction of temporary shelters. 3) Organise repairs of buildings damaged in the disaster 4) Prepare detailed programmes for rehabilitation of damaged public works. 5) Arrange technical assistance and supervision for reconstruction works as per request. 6) Assess damage to transportation infrastructure. 7) Take steps to ensure speedy repair and restoration of transport links. F. Department of Agriculture Non Disaster Time 1) Undertake extension measures relating to the latest result of research available from AAU etc. on already released varieties including flood tolerant varieties and other cultural practices for agriculture in the affected areas. 2) Advice the dates after which sowing, transplanting should not be undertaken and advise on suitable cropping patterns. 3) Assessment of the acreage under crops and number of cultivators to be affected in each of the areas. 4) Prepare block-wise agricultural maps showing areas under different crops in the generally flood affected areas. 5) Assess requirement of seeds, seedlings, manures etc. for grants, tools and plants for emergency relief works. 6) Make arrangements for raising seedlings in specific government agricultural farms, nurseries etc. 7) Other measures as per ARM-1976. During Disaster 1) Alert all sub-ordinate officers and staff on receipt of warning. 2) Check stock of seeds, manures, implements etc. and make arrangements for raising seedlings. 3) Draw a tentative programme for emergency relief works. 4) Arrange distribution of agricultural inputs in consultation with the district administration. 5) Render technical guidance to the needy cultivators for salvage and protection of surviving crops and raising of such varieties of crops as may be suitable during the season or in the next crop season. 6) Arrange for spraying of pesticides wherever necessary.

7) Constantly visit the affected areas to ensure effectiveness of agricultural relief and rehabilitation measures.

After Disaster 1) Restore the tools and plants. 2) Repair the damaged tools and plants 3) Dispose off Undistributed seeds and manures etc., which cannot be kept for use beyond a particular crop season. G. A.H. & Vety. Department: Non Disaster Time 1) Visit to generally flood affected areas 2) Assess requirement of veterinary measures to be taken in affected areas and arrange for VAS, VFA and other staff, equipment, medicines, Vaccines, disinfectants etc., materials for opening first aid centers and camp dispensaries. 3) Locate suitable high places for sheltering livestock. 4) Mobilize two or more veterinary teams at the district HQ for emergency relief work. 5) Keep at prescribed scales or essential equipment, medicines, vaccines, disinfectants in every hospital, dispensary, first aid center in the affected areas. 6) Arrange for fodder from livestock fodder farms or from other sources. 7) Arrange for prevention of widespread decease in epidemic form amongst animals. 8) Assist the district administration in arranging with local traders for supplying animal feed at reasonable price if required. 9) Prepare veterinary map showing hospital, dispensaries, first aid center, AI sub centers and cattle population covered by each of these institutions. 10) Arrange for short duration training course in veterinary medical care and prevention of epidemic among animals for staffs. 11) Arrange for sufficient IEC materials for public awareness. During Disaster 1) Alert the subordinate Officers and field staff on receipt of warning. 2) Check and arrange personnel, stores, equipment, vehicles etc. and draw up tentative programme of emergency relief works. 3) Visit the flood affected areas immediately with a veterinary relief team and start relief measures. 4) Arrange with the help of district administration shifting of livestock to suitable high grounds. 5) Open additional first aid centers and camps, dispensaries if necessary. 6) Constantly visit the flood affected areas and ensure effectiveness of the measures taken.

After Disaster 1) Restore equipment and stores. 2) Repair or replace Damage equipment. 3) Arrange for disposal of balance medicines or replenished stock of medicine and stores. 4) Take steps for repair of damaged veterinary buildings.

H. Municipal Boards:-

Non-Disaster Time :

1) Take precautionary steps for the protection of Govt. Property within the Town against possible loss & damage during disaster.

2) Instruct to formulate guidelines for safe construction.

3) Organize periodic training of Engineers & other construction & non-construction personnel on disaster resistant.

4) Instruct to carryout survey of condition of all Buildings & Roads within the Municipal Area.

Alert and Warning Stage :-

1) Instruct all officials at construction sites to keep manpower and materials prepared for protection and repair of public works including search & rescue facilities.

During Disaster :-

1) Provide assistance to the damage assessment teams for survey of damage to roads, buildings etc. within Municipal Area.

2) Take steps to clear debris and assist search & rescue teams.

3) Provide sites for rehabilitation of affected population.

4) Launch repair missions for damaged public properties.

5) Take steps for prompt removal of uprooted trees on the roads.

After Disaster :-

1) Carry out detailed technical assessment of damage to the properties within Municipal Area.

2) Assist in construction of temporary shelters.

3) Organize repairs of buildings damaged in the disaster. 4) Arrange technical assistance and supervision for reconstruction works as per request.

I. Water Resource Department: Pre-Disaster 1) Visit to generally flood affected areas and classify the different areas and localities of the district on the basis of vulnerability. 2) Re-prepare and update the map if there be any change in classification of areas shown in the map prepared for generally flood affected areas and location of flood protection structures. 3) Digging of link drains and other drains to prevent water congestion in localized depressions. 4) Construction of bunds or repair to bunds to protect agricultural lands against floods. 5) Prepare detailed plans and estimates for works as per requirement. 6) Render necessary technical assistance to the District Administration in execution of works. 7) Prepare tentative list of flood control personnel for flood fighting, patrolling on embankments, dykes and other flood protection structures. 8) Arrange tools & equipments and other flood fighting articles and store in suitable places. 9) Arrange materials to be stored in the temporary sheds at the worksite for workers for round the clock vigil. 10) Complete short-term emergent flood protection measures such as drains, closing of breaches, construction of retirement bunds, anti-erosion measures etc. During-Disaster 2) Start vigorous patrolling along embankments, dykes and other flood protection structures as soon as the river reaches one meter of the danger level. 3) Keep close touch with the District Administration. 4) Examine physical conditions of the embankments, dykes and ensure any leakage, seepage are promptly attended to. 5) Take protective measures without loss of time in case of any sign of breach. 6) Digging of link drains and other drains to drain outstanding floodwater after floodwater recedes. 7) Finalize and start labour-oriented departmental works for test-relief in consultation with the District Administration. Post-Disaster 1) Restore tools, equipments, vehicles and other stores. 2) In case of breach of embankments steps are taken immediately to restrict the breach gap from being widen by end protection 3) If possible closing of breach on temporary basis is taken up just after reduction of the flood waves. 4) Repair and replace damaged tools and equipments

The services of all line Departments and available resources have to be utilized for speedy response, relief, recovery and reconstruction. For smooth disaster management pertaining to Police & Fire department all the Officer-in-charge of concern Police Station will be the Sector Officer of their respective area & they will be co-ordinated, guided and supervised by two Addl. Superintendent of Police. The Zonal Officer for Haflong Sadar & Maibang Sub-Division will be the Addl. S.P. (Head Qt.) and the Zonal Officer or other five zones will be Addl. S.P. (Security). The overall supervision, co-ordination & guidance will be provided by under the command of the Superintendent of Police, Dima Hasao pertaining to disaster Management and Police / Fire department concern. Chapter: VIII INFORMATION, EDUCATION AND COMMUNICATION 8.1 Plan Dissemination and Evaluation The responsibility of plan dissemination is vested with the DCR, at the DC Office. In order for the DDMP to be effective it must be disseminated at two levels:

a. To the district authorities, government departments, NGOs and other agencies and institutions within the district and

b. To general public 8.2 Dissemination of Other IEC Materials The DI & PRO at the district level will carry on the dissemination of IEC materials and NGOs at the block and village level during normal time (selected during Post Natural Calamity Committee meeting, presided over by the ADC). The activities of these DI & PRO and NGOs would include

→ Wall Painting, → Posters, Pamphlets AND Brochure preparation and distribution → Padayatra, → Street plays, → Volunteers training, → Task force training, etc.

8.3 Training and Drills The training programs are organized for different levels of functionaries from district level officials identified NGOs, Private Sector Organizations order to equip them to extend training facilities to functionaries at blocks village level as well as organize simulation exercises within the community. The objective of full scale drill include evaluation of the following

• Practicality of the plan (structure and organization) • Adequacy of communication and interaction among the agencies and the

public • Emergency equipment effectiveness • Adequacy of first aid and rescue procedures • Adequacy of emergency personnel response and training • Public relation skills • Evacuation and count procedures • Coordination with the CBOs / NGOs

8.4 Community Based Disaster Preparedness and Mock Drills Role of the Community

→ First respond to disaster → Participate in preparedness program → Sharing of disaster preparedness cost → Playing as pressure group / advocacy → Stockpiling and Coordination → Supporting communication System The Community Based Disaster Preparedness should be done as per the following stages

• Formation of Block Level Disaster Committee • Training of line department and volunteers • Formation of GP level committee • Developing Community Contingency Plans in the Villages • Training of Task Forces • Periodic mock drills • Coordination of GP and Block • Updating information

Mock drills are important in normal times as well as the emergency. The mock drill and preparedness for disaster are considered as part of police duty. Every six months, there should be a mock drill in all of the police stations of the district to make them alert / fit to cope with any situation. Security Plan for all industries to be reviewed and approved by CISF at regular intervals. Similarly all police stations should have internal security scheme, based on which they should have mock drill and update it for safety measures as per requirement. Besides a contingency drill should be enacted the cyclone/ flood season so that everyone knows what he/she should do and where he /she should go. It is advisable to have a mock drill at night during the rain, by cutting of the electricity in the village / block / district (as per the chosen for the mock drill at each level). This exercise will help learn possible problem that would be faced. These learned lessons could be utilized in preparing the contingency plan in a much-prepared manner.

8.5 Setting Up Disaster Volunteer Force – Identification and Training An analysis of the situation of the village community forms the first task for preparedness. After analysis, the villagers would form different groups to carry on the activities for disaster preparedness. The motivated and willing male and female group members have to find out the roles and responsibilities of each group. The groups may be formed for warning, rescue and evacuation, water and sanitation, relief and food, damage assessment, shelter management, etc. This will form the Disaster Management Teams. For warning group, members could be young boys and girls of the village (17 to 25 years) who will be trained to understand radio warnings and fast to spread the warning throughout the village. The members for Rescue And Evacuation Group Need to be physically strong (both men and women) and in the age group of 18 to 35 years. Inclusion of civil defense and Home Guard personnel would be useful if available in the village. This team can coordinate with the government to avail the facilities for rescue and evacuation, both in terms of rescue training, rescue infrastructure and equipment and ensuring the alertness of the rescue team of the government. Both men and women members may look after the Water and Sanitation responsibilities at the shelters as well as outdoors The members of the relief group will collect and distribute relief materials such as food supply, utensils, clothes, kerosene, diesel, etc and coordinate all the relief requirements of the other action groups. Both men and women members have to be capable of interacting with the local authorities to ensure adequate supplies reach the village in time. The members of shelter management group shall have more women members preferably SHG members and Anganwadi Workers (AWW). They will be at the shelters and safe houses looking after the evacuees’ food, water and medication requirements. This group can also coordinate with the government authorities to ensure that health and sanitation facilities are available for extra vulnerable like women and children. There can also be a First Aid and Medical Group, with equal numbers of men and women, those with some knowledge of nursing (such as trained dais and ASHA/ANMs) will be preferable. The members have to go through intensive training and drills for first aid and medical responsibility. Other such group might be the Patrolling group and the Liaison group.

A cyclone may change direction, speed or intensity within a few hours, so stay tuned to the radio/ TV for updated information. Tape up large windows to prevent from shattering. Move to the nearest shelter or vacate the area if this is ordered by the appropriate government agency. Stay indoors and take shelter in the strongest part of the house/ society. Open windows on the sheltered side of the house if the roof begins to lift. Find shelter if you are caught in the open. If you are outside, do not move until advice.

Do not go outside or into a beach during a lull in the storm. Be away of fallen power lines, damage bridges and structures. Do not go for straight seeing.

Disconnect all electrical appliances and move all valuable personal and household goods and clothing out of reach of floodwater, if you are warned or if you suspect that flood water may reach the house Move vehicles, Farm animals and Movable goods to the highest ground nearby. Turn off electricity, gas if you have to leave the house. Lock the outside doors and windows if you have to leave the house.

Do not enter flood waters on foot if you can avoid it. Never wander around a flooded area. Do not allow children’s to play in, or near, floodwaters. Do not drive into water. Do not eat food or drink water, which is affected by flood water.

If driving, Stop the vehicle away from building, walls, slopes, electricity wires and cables. Leave your badly damaged house. Collect water containers, food items, ordinary and facial medicines.
