Minutes of Meeting

Subject: Minutes of the Project Review and Steering Group (PRSG) Meeting on"Providing Broadband connectivity to 2500 CSCs in North East & difficultareas through NICSI" held on 19th May, 2017 at 11:00 AM, under theChairmanship of Joint Secretary & GC (eGov), MeitY.

A PRSG Meeting was held under the Chairmanship of Joint Secretary & GroupCoordinator (eGov), MeitY on 19th May, 2017 at 11:00 AM at Conference Hall-4062, MeitY toreview the status of the CSC -VSAT project being implemented by CSC -Sl'V forsupplylinstallation of VSA T equipments and NICSI as an agency for setting up VSAT Hub &providing connectivity (Satellite Bandwidth) to VSATs at CSCs.

2. The list of participants is placed at Annexure A.

3. At the outset, the Chairman welcomed the participants and directed Program Division topresent the overall progress of the project till the project ending period up to March, 2017.Accordingly, the PRSG was apprised ofthe progress made in 12 States with regard to the physicaland financial progress made under the CSC-VSAT Project.

4. The following points were deliberated and discussed by the PRSG:

i) Physical progress:

Out of 2,488 nos. of ordered VSATs, WPC clearance obtained for 2,384 VSATs and a totalof 1,981 VSATs have been commissioned till date.The State-wise details can be seen at Annexure B. The progress timeline can be seen atAnnexure C.

ii) Financial progress:

o Outlay: Rs. 49.88 Cr. (A)• NICS 1- Rs. 40.56 Cr. (MeitY's contribution as GIA = Rs. 20.28 Cr. and State's

share as ACA = Rs. 20.28 Cr. as per Corrigendum Admin Approval dated05.11.2012)

• CSC SPV- Rs. 9.32 Cr. as GIA

o Total progressive release till date= Rs. 33.87 Cr. (B)o UC received till date= Rs. 29.92 Cr.o Total remaining Balance = Rs. 16.01 Cr., (A - B) among this,

• Bandwidth charges to NICSI= Rs. 15.32 Cr. (balance of the State's share as ACAas per Admin. Approval), and,

• Supply/Installation of VSATs to CSC-SPV= Rs. 0.69 Cr. (MeitY's contribution asGIA)

iii) Utilization of VSATs for CSCs:

Performance over the month: Regarding access of VSATs by CSC- VLEs, NICINICSIteam has informed that only 33% of the total installed VSATs were online in March, 2017(Considering those VSATs which have come online at least once during the period)

Day-wise performance: The day-wise analysis regarding access of the VSATs by CSC alsoindicates that only 223-438 VSATs were online per day (i.e. only 11-22%) during the monthof March, 2017, out of the total 1981 installed VSATs.

Details can be seen at Annexure E.

From such analysis, it was interpreted that the usage of VSATs is very low, the reason ofwhich may be the following:

There is a presence of alternate mode of connectivity, upon which VLEs are muchmore comfortable.Most of the CSCs are not functional throughout the month.

iv) Closure of the project:

It was also deliberated that the extended period of the entire CSC scheme under NeGP wasalready over in March, 2017. The VSAT project, being a part of that scheme, was approved to beimplemented by using the savings on the entire scheme after the finalization of lower bid valuesby the State implementing agencies (called SDAs) compared to nominal estimated values towardsthe revenue supports for the CSC- VLEs as viability gap funding under CSC scheme.Accordingly, the CSC -VSAT project was also validated till March, 2017 by following therecommendation in the 11th Empowered Committee Meeting on CSC Scheme held on 12.11.2013chaired by Secretary, MeitY. As per the recommendation in the PRSG meeting held on 9th

August, 2016, NICSI has already surrendered Satellite bandwidth after 31-March-2017 which ithad hired from ISRO for CSC -VSAT Project.

On the other hand, the ongoing CSC 2.0 project under Digital India is completely based on theservice/transaction oriented self-sustainable entrepreneurship model, wherein, the VLEs shallarrange for Capex and Opex for setting up and operation of CSCs. The existing CSCs havealready been migrated to the new pan India platform of CSC-Digital Seva under CSC 2.0.

Under such circumstances and in view of very low access/utilization of the VSATs, thePRSG recommended not to further extend the CSC-VSAT project after the expiry of itsvalidity period i.e. 31-March-2017.

v) Fund requirement by NICSI:

NICSI informed that around Rs. 10 Crores (out of ACA component-State's share) would berequired to settle the project expenditures incurred till 31 March 2017, which includes loan byNICSI of around Rs. 5.5 Cr, and, the expenditures incurred for FY 2016-17 of around Rs. 4.5 Cr.NICSI has also informed that the States of Tripura, l&K and lharkhand have not yet transferred toNICSI the ACA fund sanctioned by MeitY in FY 2014-15 under Centrally Sponsored Schemebudget, which is approx. Rs. 1.37 Cr. The CEO, lAP IT has informed that the transfer ofsanctioned amount of Rs. 88.15 lakhs to NICSI by the Govt. of lharkhand is in advanced stageand will be settled very soon.

In this regard, the Chairman has pointed out that a total balance amount of Rs. 15.32 Cr. is yet tobe released by the concerned State Governments from their own State's share as ACA component.In this context, the representative from the Govt. of Assam has informed that release of State'sshare (ACA) to NICSI for the balance amount of Rs. 2.93 Cr. is already under process as per thedecision at State level. The PRSG has requested all concerned State Governments for takingan early decision towards release of balance ACA fund to NICSI (bandwidth charges) fromtheir own States' share. NICSI has been advised to communicate with the concerned States forthe balance ACA funds.

vi) Transfer ofCSC-VSAT Hub:

NIC has informed that their own VSAT Hub which is presently being used exhaustively forvarious Govt. departments is quite old. To overcome this hurdle, NIC has requested MeitY to giveits consent to transfer CSC-VSAT Hub (which is in idle stage after ending of the project durationi.e. after 31-March-2017) from NICSI to NIC. The PRSG has recommended for takingappropriate action by NICSI for transfer of the CSC-VSAT Hub from NICSl to NIC, at noadditional financial implications.

vii) Supports to other organizations for smooth transition from CSC-VSAT hub:

NICSI has informed that the bandwidth of NICSI's CSC -VSAT hub was shared with MoRD &other Govt. organizations. To avoid any disruption in their VSAT service, NICINICSI wassuggested to extend full support & co-operation for smooth transition of VSAT hub / network toany other existing or new licensee /service provider based on the option to be selected by theorganizations concerned. In this context, NIC has informed that it has considered the requestsfrom many of the State Govt. departments and also from MoRD and providing connectivity fromits own VSAT Hub (beyond any project scope) for one more year, i.e. upto 31 March 2018 so asto allow these Govt. departments sufficient times to explore availing connectivity from alternatesources.

viii) Stock entry of the project inventories:

It was also elaborated that as the project duration is already over in March 2017, the concernedStates need to maintain stock register of the inventories under the project in coordination withCSC -Spy and work out various options for continuation of VSAT connectivity, if req uired,within the States' own budget. Further in this direction, the representatives of the States were alsosuggested that the required bandwidth can be opted either through- Other existing licensee/ Newcaptive VSA T Licensee, or, Shifting the existing VSATs to any other VSAT service provider'shub supporting the existing technology.

As CSC -SPY has already obtained the ISP license and monitoring & expansion of the CSCinitiatives is rested upon CSC -SPY, it was also advised to work out suitable self-sustainablebusiness model at their own Capex & Opex for providing connectivity to those CSCs which areactually being affected due to lack of connectivity.

Finally, it was advised that CSC -Sl'V being the implementing agency for supply, installation &commissioning shall coordinate with the States for stock entry works and submit Project ClosureReport. NICSI was also directed to submit the Project Closure Report on their own part ofimplementation, such as, setting up VSAT Hub & providing connectivity (Satellite Bandwidth) toVSATs.

8. After detailed discussions and deliberations, the PRSG has recommended the followingactions:

a) Necessary action to be expedited for stock entry of the project inventories andsubmission of the Project Closure Report at the earliest.

(Action by: NICSL CSC -SPVin coordination with concerned State Governments)

b) Settlement of pending transfer of the ACA funds to NICSI which were sanctioned byMeitY in FY 2014-15 and submission of final Utilization certificates along withaudited statement of accounts (Ref: Annexure-D).

(Action by: concerned State Governments)

c) Necessary action for release of balance ACA fund to NICSI (bandwidth charges) fromthe States' share (Ref: para-4 (v)).

(Action by: concerned State Governments)

d) Appropriate action for transfer of the CSC-VSAT Hub from NICSI to NIC, at noadditional financial implications. (Action by: NICSI & NIC)

e) To extend necessary supports to MoRD and other organizations for smooth transitionfrom NICSI's CSC -VSAT Hub to other suitable service provider's hub, aftersurrender of satellite bandwidth of CSC- VSAT. (Action by: NICINICSI)

Annexure C

Progress timelines

} NICSI obtained VSAT License from DoT in September 2009, which is mandatory to provide VSATService.

} Initially, NICSI utilized the existing CIC VSAT Hub infrastructures and made the VSAT Hub ready toprovide VSAT connectivity to CSCs in March 2010.

} First lot of pilot VSATs were installed in December 2010.

} NICSI procured Latest technology VSAT Hub, Ku Band antenna & RF Chain and setup CSC VSATHub in Nov 2011.

} CSC SPY Placed order for first lot of 1597 VSATs on 24 May 2011.

'» NICSl Obtained WPC clearance (mandatory to install & operate VSAT) for first lot of 476 VSATs inNov 2011.

} CSC Spy deployed the first CSC VSAT on NICSI's VSAT Hub on 2111112011 at Mylliem Block,East Khasi Hills, Meghalaya (VSAT ID MGCH0018).

} NICSI pointed out the difficulty in running the project due to project fund unavailability, mainly ACAfunds not being released by States and apprised on VSAT license fee issue.

~ NICSI submitted that since project would be closed in March 2017, it would initiate the process forclosure of said project on 3 15t March 2017 by surrendering the VSAT License, Bandwidth etc.

~ PRSG in its meeting dated 9th August, 2016 also suggested various options for continuation of VSATconnectivity if required by CSC SPY, MoRD etc., post the closure of VSA T project by MeitY!NICS!.It was suggested that the said bandwidth can be opted either through- Other existing licensee/ Newcaptive VSAT Licensee, or, Shifting the existing VSATs to any other VSAT service provider's hubsupporting the existing technology.

~ NICSI has surrendered Satellite bandwidth which it had hired from ISRO for CSC VSAT Project.

~ NICSI has written to DoT for surrender ofVSAT License.

~ As on date NICSI holds no Satellite Bandwidth and all its VSAT services have been closed.

~ NICSI has received a total of Rs 25 Crores against sanctioned project outlay of Rs 40.56 Crore.

~ Since NIC's own VSAT Hub is quite old, NIC has requested MeitY to give its consent to transfer CSCVSAT Hub (which is in idle stage after ending of the project duration i.e. after 31-March-20 17) fromNICSI to NIC.

~ NICSI needs around Rs. 10 Crores (out of ACA component-State's share) to settle the projectexpenditures incurred till 31 March 2017.

~ Based on MeitY's decision, NIC intimated State Govt. Depts about the closure ofVSAT service.

Arunachal Pradesh, Meghalaya, Mizoram submitted the UCs (Amount Rs. 100.86lakhs);

UCs awaited from 8 States (Amount Rs. 394.9282 lakhs- Tripura, HP, Manipur,Nagaland, Uttarakhand, J&K, Jharkhand & Rajasthan);

NICSI has informed that the following States have not yet transferred to NICSIthe ACA fund sanctioned by MeitY in FY 2014-15 under Centrally SponsoredScheme budget, which is approx. Rs. 1.37 Cr.

Tripura= Rs. 39.21 lakhs, J&K= Rs. 10 lakhs, Jharkhand= Rs. 88.15 lakhs
